Rethinking participatory practices of professional planners as a response to urban governance in Serbia

    Get PDF
The aim of this research is to examine the new directions of democratic practices in urban governance, including public participation and multi-stakeholder involvement in Serbia. Through the reflections of Serbian planning practitioners and planners, the paper frames their historical reality of transitional, post-socialist local context as ‘somewhere in-between’ a complex system of dynamics. Therefore, the requirements of market economy, EU policies, new planning ideas and influences together with the formal participatory procedures and professional idea of the previous, socialist practice come together to this contemporary historical reality. The paper explores, through ethnographic research with professional planners (from 2007 to 2020), the application of participatory methods with the support of international programs that operated in the field of urban governance in Serbia. The research framework combines critical pragmatism and collaborative planning to shed light on daily planning practice characterized by an ongoing transition through dynamics that has shifted to governance, pluralism, and markets. These dynamics have been even more evident when the urban planning challenge during COVID-19 pandemic, have provided practitioners’ insights into ‘what can, and should we do now?’. The paper defines planning actions take form of small, pragmatic steps and alternative practices that hope to contribute to effective urban governance on specific urban challenges

Architectural Scenery and Natural Light Dynamics

    Get PDF
The study analyses two design issues in relation to formal and programmatic architectural design aspects and decision-making: 1. natural light dynamics within the broader framework of architectural articulation of environmental properties, and 2. architectural scenery, supported by the cinemetric graphic research guidelines and methods. Parameters of architectural atmosphere directed by the environmental conditions have been converged with the cinemetric reasoning and representation in order to broaden the scopes of each of the stated architectural design research methods, concerns, and constitutive elements of various design strategies. Both themes have been complemented with the methodology of design through 3D modelling and visualisation, using such mediums as corrective instruments and design control mechanisms indicating consistencies or inconsistencies of the proposed scientific design claims. Two architectural projects for private houses have been re-deployed for demonstration of the investigative process and methodology due to their light- and environment-infused design determinants and scenery. The argued interior mechanisms and concepts of contingency between the daily time-dynamics and thus regulated programmatic activities inside the architectural space have been targeted, resulting in sequences of sunlight- and skylight-built atmospheres with the diagrammatic explanation of instances that have directed such results.Invited Conference Contribution (by Professor Ružica Bogdanović

Future Housing Identities: Designing in Line with the Contemporary Sustainable Urban Lifestyle

    Get PDF
Over the past decade, urban housing typologies have evolved from being a feature of modern life to an essential postmodern issue, questioning future housing identities. One of the ways in which architecture can become engaged in this ever-changing process of urban regeneration is to challenge the inherited traditional housing typologies with the newly recognized values of contemporary lifestyle. This paper presents research and design aimed at exploring contemporary sustainable urban lifestyles as a resource for positioning housing structures as cultural urban infrastructure. The main focus of this study is design principles and strategies for generating future housing identities in accordance with sustainable urban development and sustainability of life in urban areas. It is about finding housing conceptual models for an interaction between housing and identity as a response to the impact of increased cities, changed lifestyles in contemporary cities and the requirements for the preservation of the city image and the public space within the housing areas in the city center. The main goal of this study is to understand whether and how an architectural design can preserve a sustainability of life within the city center and become a valuable agent of place identity in the process of urban regeneration. The paper indicates that the contemporary development of society requires a new architectural paradigm, in which lifestyle and architecture create a unique elastic open-ended system with the ability to adapt and change over time and throughout the place

Discussing the Past or Airing the Depots: Refashioning Exhibitions of Socialism in Serbia

    No full text
This chapter examines how the representational museum politics creates a system of meanings by defining socialism as the “other” in opposition to which the new collective identity is in a process of constant reconstruction after the fall of the Berlin Wall. Focusing on the work of one specific museum institution—the Museum of Yugoslavia, known as the Museum of Yugoslav History until 2016—we discuss a process of revalorizing socialism, communism, and Yugoslavia in present-day Serbia. We place the work of this specific museum in the wider institutional, historical, and artistic network of socialist Yugoslavia and contemporary Serbia

International Competition for Multifunctional Hall / Congress Center Banja Luka [BAB 2021]

The multifunctional center in Banja Luka creates a new cultural image of the development area by encouraging interaction between different social communities and disciplines. The new city center of Banja Luka is presented through a modern architectural expression that follows the hybrid character of the complex. This space is a theater, a space for public gathering, a place of exhibitions and galleries, a flexible and experimental space for events, lectures, congresses and celebrations - a place of exchange and cooperation. The aim of the project is to establish a quality relationship between different program requirements in order to achieve a compact and attractive space that builds the contemporary identity of Banja Luka. The presented project opens the possibility for activating not only the hybrid congress center, but also the surrounding urban environment through an expanded offer of culture, hospitality and tourism. The small concert and congress hall contains 207 seats. The theater is divided into 3 parts: ground floor (509 seats), gallery (181 seats) and two VIP boxes (2 * 10 seats). The large concert and congress hall is also divided into 3 parts: ground floor (1020 seats), gallery (430 seats) and two VIP boxes (20 and 30 seats). By dividing the units, the halls can be adjusted to the quantity and type of visitors. In addition, the geometries of the small and large concert halls have been optimized in order to achieve highest acoustic performance. Generative algorithms were used for constructing the geometry of walls and ceilings (based on defined rules and variable parameters), which then simulate the reflection of rays from the sound source to the surfaces of the listeners and measure the given numerical values. After that, evolutionary algorithms were used in order to generate and test variant solutions by changing the parameters for generating structures. The optimization criteria are to distribute the first pair of sound reflections evenly over all measured surfaces and to reduce the places where the ray concentration is too big or small. The final results of the simulations were subsequently checked with more applicable materials in the acoustics testing software; reverberation periods of about 2 s were obtained, which is optimal for a given type of use. The advantage of this approach is reflected in the fact that the algorithm tested 7426 different solutions for the congress hall within 9 hours, and 1242 for a small concert hall for 2 hours. The idea is to set the principle according to which the geometry is constructed coming to a solution through the optimization of the form, where each element in the space is checked and precisely defined, forming the ambience of high aesthetic values. Although the presented program is often defined as a series of separate spaces supported by different user groups, this project provides an opportunity to network related functions within a single center. The articulation of functional units within separate zones and their connection by means of a closed foyer creates an interspace in which the possibility of cross-exchange increases and encourages networking between the performing arts. The modern congress center of Banja Luka can become a significant landmark of the city, inviting new experiences of cultural content. Combining business, cultural and entertainment activities in one place, the congress center complements the existing offer of city and represents a unique catalyst for dynamic development at the local and global level

Jenseits von Utopia: Ein Projekt für globale Architektur in einer vernetzten Welt

The period of the 1960s and 1970s is characterized by two important zeitgeist phenomena: the rise of Global liberal capitalism and the expedition to the Moon. One could argue that these two features to some extent shaped the course of architectural thought of the 1960s and 1970s. Having implications to date, the former could be considered a global condition, and the latter a global event
