Transfomativna infrastruktura viktorijanskog Londona: ka zdravim i zelenim gradovima
Posle nekoliko razornih talasa kolere u Londonu tokom 50-ih i 60-ih godina 19. veka,
izvršeni su veliki infrastrukturni radovi na izgradnji kanalizacije, čime je epidemija konačno
zaustavljena. Ser Džozef Vilijam Bazaldžet je u to vreme bio glavni gradski inženjer u
Metropolitan Board of Vorks (MBV) koji je projektovao i nadgledao izgradnju sistema koji
je transformisao London i njegovu suprastrukturu, odnosno njegovu vidljivu izgrađenu
morfologiju. Medicinsko znanje u kombinaciji sa novim inženjerskim pristupom projektovanju
urbane infrastrukture omogućilo je dalji napredak londonske tipologije objekata. To
su bili sanitarni uslovi koji su diktirali ovu transformaciju. Od tada je ideja sanitarnog grada
uvek bila jedan od osnovnih principa i preduslova za poželjan urbani razvoj. Danas, tokom
pandemije COVID-a, koncept sanitarnog grada dobio je novi značaj. Kakva nam je danas
potrebna urbana infrastruktura koja bi bila efikasna u kontroli sadašnjih i budućih pandemija?
Možemo li kombinovati medicinsko znanje sa tehnološkim i ekološkim inovacijama u
dizajnu i izgradnji kako bismo naše gradove pretvorili u urbane prostore koji bolje odgovaraju
na izazove pandemije? Šta možemo naučiti iz iskustva viktorijanskog Londona i koje su
nove perspektive u planiranju modernog sanitarnog grada? Verujemo da nas u budućnosti
očekuju novi veliki infrastrukturni radovi, ovoga puta sa zelenom infrastrukturom u glavnoj
ulozi. Zelenilo u vidu rešenja zasnovanih na prirodi pokrenuće novi napredak ka zdravom i
održivom gradu.After several devastation waves of cholera in London during the 50s and 60s of the 19th
century, large infrastructural works were carried out on the construction of the sewage
system, which finally stopped the epidemic. Sir Joseph William Bazalgette was at the time
the Chief (Municipal) Engineer to the Metropolitan Board of Works (MBW) who designed and
oversaw the construction of the system that transformed London and its suprastructure i.e.
its visible built morphology. Medical knowledge combined with new engineering approach
to urban infrastructure design has enabled further progress of London building typology.
It was the sanitary conditions that dictated this transformation. Since then, the idea of a
sanitary city has always been one of the prime principles and precondition for desirable
urban development. Today, during the COVID pandemic, a sanitary city concept gained new
significance. What kind of urban infrastructure do we need today that would be effective
in controlling current and future pandemics? Can we combine medical knowledge with
technological and ecological innovations in design and construction in order to transform our
cities into urban spaces that have a better response to the challenges of pandemics? What
can we learn from the experience of Victorian London and what are the new perspectives
in planning a modern sanitary city? We believe that new grand infrastructure works await
us in the future, this time with green infrastructure in the leading role. Greenery in the form
of nature based solutions will initiate new progress towards a healthy and sustainable city

Transformacija urbanih područja u energetski pozitivne oblasti – pregled projekata sa ambicijom ostvarivanja energetski pozitivnih oblasti
Tokom poslednje decenije, sve veća pažnja je posvećena razvoju koncepta energetski pozitivnih oblasti sa ciljem da se podstakne prelazak na čistu, obnovljivu energiju, ali su potrebna dalja istraživanja kako bi se identifikovali pristupi u planiranju i projektovanju sa stanovišta održivog razvoja. Energetski pozitivne oblasti predstavljaju inovativan koncept razvoja urbanih okruga i odnose se na urbana naselja sa sposobnošću da postignu pozitivan energetski bilans na godišnjem nivou, kao energetski autonomne oblasti. Koncept energetski pozitivnih oblasti se temelji na tri stuba, visokom nivou energetske efikasnosti građevinskog fonda, primeni sistema sa lokalnim obnovljivim izvorima energije i optimizovanom i fleksibilnom energetskom sistemu. Predmet istraživačkog rada je pregled tri projekta pametnih gradova (Making City, +CityxChange, Atelier) koji imaju za cilj stvaranje i repliciranje energetski pozitivnih oblasti u okviru evropskih gradova. Glavni cilj projekata je realizacija energetski pozitivnih oblasti u određenim gradovima (Oulu – Finska, Trondheim – Norveška, Amsterdam – Holandija), a potom primenu istih integrisanih pametnih urbanih rešenja na druge gradove, odnosno replikaciju energetski pozitivnih oblasti u drugim gradovima (Vidin – Bugarska, Alba Julia – Rumunija, Budimpešta – Mađarska). Projekti su postavljeni na tri principa: 1. smanjenju emisije CO2 rešavanjem tehničkih, finansijskih, pravnih i društvenih mera u cilju podržavanja integracije sistema za lokalnu proizvodnju obnovljive energije i visoku energetsku efikasnost, stimulišući lokalne javne i privatne investicije; 2. održivim, sigurnim i pristupačnim energetskim sistemima; 3. saradnjom i deljenjem znanja kroz mogućnosti za saradnju u mreži javnih vlasti, institucija znanja, industrija i aktivnih građana i deljenjem iskustva sa sugrađanima. Za istraživanje su izabrani projekti koji su za replikaciju energetski pozitivnih oblasti odredili gradove koji se nalaze u našem okruženju, tako da rezultati istraživanja mogu biti relevantni i za integrisanje rešenja i u urbanim područjima kod nas.Over the last decade, increasing attention has been paid to developing the concept of positive energy districts (PED) in order to encourage the transition to clean, renewable energy, but further research is needed to identify approaches to planning and design from a sustainable development perspective. PED represent an innovative concept for the development of urban districts and refer to urban settlements with the ability to achieve a positive energy balance on an annual basis. The concept of PED is based on three pillars, a high level of energy efficiency of the construction fund, the application of a system with local renewable energy sources and an optimized and flexible energy system. The subject of the research paper is an overview of three smart city projects (Making City, +CityxChange, Atelier) which aim to create and replicate positive energy districts within European cities. The main goal of the project is the realization of PED in certain cities
(Oulu-Finland, Trondheim-Norway, Amsterdam-Netherlands), and then the application of the same integrated smart urban solutions to other cities, or replication of PED in other cities (Vidin-Bulgaria, Alba Iulia-Romania, Budapest-Hungary). The projects are based on three principles: 1. reducing CO2 emissions by addressing technical, financial, legal and social measures to support the integration of local renewable energy production systems and high energy efficiency, stimulating local public and private investment; 2. sustainable and affordable energy systems; 3. cooperation and sharing of knowledge through opportunities for cooperation in the network of public authorities, institutes of knowledge, industry and active citizens in the city and sharing experiences with fellow citizens. Projects that have identified cities in our environment for the replication of PED have been selected for the research, so that the results of the research may be relevant for the integration of solutions in urban areas in our country

Enabling sustainable transformations through place-based urban design education
Global climate change influences on human settlements, create a new context and change the purpose of urban design education. It requires not only new urban design knowledge and skills, but most of all, it implies a different way of understanding the future of cities and, crucially, capabilities to shape it through immediate practical action. Education is recognized as the main leverage of this necessary professional and mindset capabilities shift. Therefore, academic architectural education started to evolve, searching for more effective educational methods and techniques. Future urban designers capable of enabling sustainable urban transformations should be prepared to cope with many uncertainties in a co-creative and integrating manner, in which resilience, adaptation and innovation, are becoming the keywords. In this paper, we present and discuss the outcomes of the education model developed under the integral theoretical framework of place-based education, applied at the bachelor's and master academic level at the University of Belgrade Faculty of Architecture over the last seven years. We argue that urban design education aimed to produce effective local responses to climate challenges needs to be learned through realistic problem-solving and in contact with stakeholders. The results indicate that this education model provides not only new professional competencies profile but also creates a niche of innovation that indirectly influences the building up of local social capital necessary to enable sustainable urban transformations
Технологија штампе 3д бетона и начини прилагођавања добијених структура климатским условима у Србији
3D concrete printing emerged as a product of the industrial revolutions 3.0 and 4.0. This is an innovative phase of the process of building concrete structures, where the prepared substance is extruded through a nozzle for printing the planned object in situ. This operation promises less material waste, reduced construction costs, increased workers safety and gives the opportunity to imagine and build free-form architecture. The chosen printing technique (of the seven standard types and numerous blends), the possible materials and reinforcements used, as well as the size of the layers/contact surface - affect the specifications of the future product. These are all more or less the same limitations we face with standard concrete elements (either precast or site cast). However, what makes the structure more durable than standard concrete structures is the ability to form a printing mixture with up to 40% less cement and adding other materials to the mix to achieve better thermal insulation properties of later solid elements.
This study presents an overview of the current situation of 3D printed concrete technology in Serbia, with an overlook at the climatic conditions in the Balkans and ways the technology and materials could be improved, so that the elements obtained this way can be used in everyday construction.3Д штампа бетона се појавила као производ индустријских револуција 3.0 и 4.0. То је иновативна фаза процеса изградње бетонских објеката, где се припремљена супстанца екструдира кроз млазницу за штампање планиране структуре ин ситу. Ова операција обећава мање материјалног отпада, смањене трошкове изградње, повећану сигурност на раду и даје могућност замишљања и изградње архитектуре слободног облика. Одабрана техника штампе (од седам стандардних типова и бројних мешавина), коришћени материјали и могућа ојачања, као и величина слојева/контактне површине – утиче на спецификације будућег производа. Све су то мање-више иста ограничења са којима се суочавају стандардни бетонски елементи (било префабриковани или ливени на градилишту). Међутим, оно што добијену структуру чини одрживијом од стандардних бетонских грађевина јесте могућност формирања смеше за штампу са до 40% мање цемента и додавањем других материјала у мешавину како би се постигле боље термоизолационе карактеристике касније очврслих елемената. Ова студија представља преглед тренутног стања технологије 3Д штампаног бетона у Србији, са освртом на климатске услове на Балкану и начине на које би се могло деловати ка унапређењу, како би овако добијени елементи били употребљени у свакодневној градњи

Aseismic Stiffening of Architectural Buildings as Preventive Restoration Using Unconventional Materials
In the proposed design concept, laminated glass and laminated plexiglass, as “unconventional
materials”, are considered as a filling in a steel frame on which they overlap by the intermediate rubber layer, thereby forming a composite assembly. In this way vertical elements of stiffening are formed, capable for reception of seismic force and integrated into the structural system of the building. The applicability of such a system was verified by experiments in laboratory conditions where the experimental models based on laminated glass and laminated plexiglass had been exposed to the cyclic loads that simulate the seismic force. In this way the load capacity of composite assemblies was tested for the effects of dynamic load that was parallel to assembly plane. Thus, the stress intensity to which composite systems might be exposed was determined as well as the range of the structure stiffening referring to the expressed deformation along with
the advantages of a particular type of filling compared to the other one. Using specialized software whose operation is based on the finite element method, a computer model of the structure was created and processed in the case study; the same computer model was used for analysing the problem in the first phase of the design process. The stiffening system based on composite assemblies tested in laboratories is implemented in the computer model. The results of the modal analysis and seismic calculation from the computer model with stiffeners applied showed an efficacy of such a solution, thus rounding the design procedures for aseismic stiffening by using unconventional materials
Кolaborativni pristup za utvrđivanje i odbranu javnog interesa u neoliberalnom, politizovanom i polarizovanom urbanom pejzažu
Porast zagađenja, neotpornost na posledice klimatskih promena, nedovoljna
zaštita i degradacija prirodnih vrednosti, kulturnog nasleđa i javne svojine
utiču na opadanje kvaliteta života u našim gradovima i selima, i izazivaju
sve izraženije otpore građana rešenjima koja su definisana planovima i ostalim
dokumentima javnih politika. Po mišljenju autora, navedeni problemi
ukazuju na neadekvatne kapacitete sistema institucija, koje su na različitim
nivoima nadležne za planiranje i upravljanje razvojem, da utvrde javni interes
u novom razvojnom kontekstu, nađu način da ga odbrane i uspostave balans
u odnosu na privatni i partikularni. Jedan od ključnih razloga „nedoraslosti”
institucija za suočavanje s navedenim složenim razvojnim problemima leži
u načinu njihove transformacije u periodu tranzicije koja se odigrava(la) u
kontekstu dveju značajnih okolnosti
Topicality as a measure of value and duration
BINA kao manifestacija već godinama, i u kontinuitetu, potvrđuje jedinstvenu ulogu u javnom životu
arhitektonske i kulturne scene Grada. Naime, kao i prethodnih godina, program Beogradske internacionalne nedelje arhitekture uspeva da „uhvati“ sve relevantne teme koje su obeležile godinu za nama.
U tom smislu, istorijski gledano, BINA pretenduje da se pozicionira kao manifestacija čije programsko opredeljenje nedvosmisleno razume aktuelnost vremena u kojem nastaje, te se u skladu sa time može očekivati da će BINA postati svojevrsna hronika našeg vremena za buduće generacije
