From Modernist Practice to the Contemporary City: Toward Formalizing Ephemeral Settlements in New Belgrade
The post-socialist society has transformed the traditional way cities develop. New urban
constructs have emerged, among them ephemeral settlements. This type of settlement is most
often linked to migration, which represents a major challenge of contemporary society. Due to
their informal nature, such settlements remain invisible in planning processes, resulting in either
a lack or overburdening of existing infrastructure, as well as problems related to organization
and management. The aim of this paper is to examine, through the contemporary urban concept
of the inclusive city, the possibility of introducing a new planning approach that would address
this type of settlement. Modernist and socialist housing estates in many cases represent
examples of good planning practice. Reviving these principles could be achieved through the
adoption of specific guidelines in design and planning, and their implementation within the
contemporary inclusive city concept. This research would involve identifying common values in
the planning of settlements during the socialist period and within the theory of the inclusive city.
A reference case is New Belgrade, originally developed in response to internal migration during
Socialist Yugoslavia, although it was never seen as a temporary settlement. The paper relies on
theoretical and comparative reflection, and on both primary and secondary sources.
Establishing a foundation for further research that could result in a new planning approach to
formalize ephemeral settlements represents the scholarly contribution of this work
Service–Housing–Design : book of abstracts
The thematic conference SERVICE – HOUSING –DESIGN is conceived as a critical platform for the exploration of new paradigms in contemporary housing studies through the lens of service provision and design practices. Structured around three core thematic axes – Service–Housing, Service– Design, and Housing–Design – the conference aims to foster cross-disciplinary dialogue on spatial, social, and methodological frameworks that shape inclusive, adaptable, and future-oriented housing environments.
The first thematic focus investigates the interplay between service provision and housing environments, reflecting on how spatial arrangements and policy mechanisms can support inclusive and affordable living. Contributions in this session examine contemporary models of servicescapes, rethinking the role of social housing and affordability within urban policies, exploring cooperative and community- driven alternatives to market-dominant housing models, and proposing architectural strategies for the revitalization of rural housing. These discussions frame housing not merely as a static provision but as a dynamic social infrastructure embedded within broader service ecosystems. The second axis addresses the methodological frameworks through which design can critically engage with service provision. Presentations span from spatial simulations of everyday life to user-centered housing strategies that integrate lifestyle as a productive design resource. Through these contributions, the session emphasizes the transformative capacity of design to both reflect and reconfigure patterns of living, making visible the latent social dimensions of spatial configurations. This methodological insight offers tools for embedding service responsiveness and adaptability into the design process itself. The third thematic line centers on architectural and urban practices that generate innovative housing models. It includes analyses of the transition from traditional to contemporary housing forms, proposals for complex and hybrid housing typologies, and design responses to the needs of vulnerable populations such as refugees and displaced persons. Urban Responses To Mega-events: Innovative Approaches and Sustainable Concepts For Specialized Expo 2027 Belgrade
Mega-events serve as powerful catalysts for urban development, offering opportunities to
enhance global visibility and stimulate economic and infrastructural growth in host cities.
However, their long-term success depends on strategic planning to prevent underutilized
post-event infrastructure and environmental degradation. In 2027, the Specialized EXPO will
be hosted in Belgrade. The study contributes to the discourse on architecture’s role in
sustainable urban development by integrating forward-thinking design methodologies. Also,
it examines the planning and design strategies for EXPO 2027 in Belgrade, emphasizing the
creation of sustainable, adaptable urban spaces that integrate seamlessly into the city's
fabric and continue to serve its residents beyond the event's completion.
During the 20th century, mega-events evolved into tools for promoting national identity and
global branding, emphasizing infrastructural changes and the regeneration of urban spaces
(Evans, 2019). Aligned with this view, reflecting on sustainable urban phenomena holds great
significance. The goal is to avoid scenarios where event spaces become neglected,
focusing on their evolution into vibrant and enduring assets that benefit the city and its
residents. In their research, Iraldo et al. (2015) argue that in Milan's case, much of the
infrastructure remained underutilized after the Expo, raising questions about the need for
better planning. These findings inspire the professional and academic community to consider
concepts that could prevent such scenarios.
More particularly, the paper examines the concept of EXPO 2027 in Belgrade, exploring how
a task was developed to produce an alternative solution for the Specialized EXPO Belgrade
2027 exhibition as the final product of the student's work within the course for the fourth year
of integrated academic studies at the Faculty of Architecture, University of Belgrade in
Serbia, in the academic year 2023-24. The students’ projects were designed to foster
awareness and encourage their contribution through innovative solutions. As a result of their
research, Vij et al. (2019) emphasize the importance of participation by various social groups
and their contributions in the form of ideas and needs. Based on these recommendations,
derived from research conducted before the Dubai Expo, students are encouraged to
engage in educational work with professors and collaborators.
The methodological framework comprises two key phases. The first phase relies on individual
visions of the site and critical analysis of secondary sources, accumulating contextual
knowledge from relevant examples in practice to inform creative design solutions. The
second phase adopts the improved RIBA methodology, which encompasses four key steps:
developing a vision and information base, analysis and evaluation, conceptual solution, and
design development. Innovative methodological techniques like the superhero and lotus
blossom methods were integrated to enrich the creative process and refine conceptual
solutions. Student projects developed through this methodology could be categorized into
four key themes: innovative approaches using AI to redefine urban-architectural elements;
sustainability and ecology, emphasizing healthy urban living; culture and architecture,
preserving identity and heritage; mechanics and mechanization, exploring kinetic systems and renewable energy. The study’s key findings are from student projects exploring design
solutions for EXPO 2027 in Belgrade. The projects revealed four thematic approaches: AI
driven urban-architectural innovation, ecological and sustainable urban living, cultural
preservation and identity, and mechanized systems incorporating renewable energy. These
themes demonstrate architecture's potential to address global challenges through

Competition for the Conceptual Design of the Health Centre in City Kvart [BAB 2025]
The proposed conceptual design for the Health Centre in City Kvart, Podgorica, reinterprets the conventional healthcare typology by introducing a landscaped inner courtyard as the primary spatial and experiential focus. Instead of the sterile and monolithic character typical of such facilities, the project establishes a calm exterior envelope that encloses a contrasting green core offering visual relief and acoustic protection from the urban context. Waiting areas and communal spaces are oriented toward this courtyard to encourage moments of pause, social interaction, and psychological comfort. A carefully selected palette of materials and textures reinforces warmth and tactility, while the integration of nature within the architectural composition supports restorative and therapeutic processes. Transformation of Third Place Through Social and Political Transformation: Future of "Bezistan", Preservation of Belgrade's Modernist Urban Heritage [abstract]
Since its construction in the late 1950s, Bezistan has adapted to numerous uses, regime and consumer need changes. With many alterations already made in its vicinity, it stands testimony to the
resilience and viability of Modernist urban heritage. The passage itself, like most of the city's Modernist heritage with no direct economic gain, has fallen in disrepair and the future of its longevity in
the urban landscape is threatened. This paper focuses on analysing the Modernist Urban Heritage of
The Third Place and their role in the larger urban landscape. Third Places de ned through Oldenburg s
theory are becoming scarcer and emptier as many of them transform into transitional spaces or as
Auge de nes them Non-places. Consulting archival data, user experience and other research done on
similar examples this paper aims to illustrate a longitudinal trajectory of Bezistan's transformation
throughout the years. The methodology of research is based on prioritising the user experience and
activities within the area, as well as analysing elements of the built environment, with an emphasis
on the usage of public spaces. The research aims to reassess the meaning and value of Third Places
and recognise its potential in reviving the city's urban landscape

Umesto da se nasleđe vidi kao spomenik prošlosti, objekat lepote, ono bi moglo da postane aktivni učesnik, cyborg ekološkog oporavka kulturnog predela. U zamišljanju takve budućnosti, banjska naselja, a posebno banjski parkovi kao jedinstveni otisci graditeljskog nasleđa uklesanog u suštinu prirodnosti banjskog okruženja, mogli bi postati resurs i promoter održivog upravljanja prirodnim i kulturnim nasleđem. За педесетпет година постојања Галерија савремене ликовне уметности Ниш је захваљујући различитим врстама набавке (откупи, поклони, Ликовна колонија „Сићево“, Графичка радионица „Сићево“) формирала импозантан фонд који тренутно броји 1798 уметничких дела, разврстаних у шест збирки.
Будући да је откуп са становишта вредности дела најсигурнији и најрелевантнији начин набавке, нишка Галерија је током првих двадесетак година постојања са бројних изложби откупљивала дела за своје збирке али је овај процес насилно прекинут почетком деведесетих година XX века, гашењем градских и републичких фондова за откуп уметничких дела услед погоршане економске ситуације у земљи. Након дуге паузе, Министарство културе Републике Србије је од 2014. године почело да расписује годишње конкурсе за „финансирање уметничких дела за потребе збирки уметничкиг галерија и музеја“. Редовно учествујући на овим конкурсима ГСЛУ Ниш је средствима Министарства културе, закључно са 2023. годином, откупила 61 дело од тога 22 слике, 16 скулптура, 15 дела нових медија и 8 радова на папиру. Пошто је једанаест дела откупљених 2014. године било излагано на предходној изложби Аквизиција, овом приликом јавности први пут заједно представљамо све слике и скулптуре откупљене у периоду од 2015 до 2023. године
Methodologies for Using LEED in Academic Architectural Education
LEED (Leadership in Energy and Environmental Design) is a green building certification system that uses an elaborate set of tools and criteria for evaluation. It was introduced into the academic curricula of the Faculty of Architecture in Belgrade in early 2010’s, thanks to successful collaboration with prominent consultants and educators directly involved in LEED development and application. What started as a single course designed to introduce basics of green building and preparatory lectures for LEED GA (LEED Green Associate) professional accreditation exam, has evolved in time and developed a range of methodologies for specific learning objectives and outcomes for various study programs and course structures. Like all major green building rating systems, LEED constantly evolves what makes its incorporation in academic curricula a challenging task. It is professionally oriented and the majority of the tools and criteria within the LEED system are developed and used by experts in the process of building certification. The paper presents methodologies that use LEED-based tools and criteria as an educational approach that goes beyond the introduction to basic principles of green building. The specific approach challenges the students to assess the environmental impact of their design decisions from the very initial design stages, introduces a wide range of design strategies that can improve the environmental features of their design and encourages them to communicate green features of their design in a variety of ways. The New Green Voice international design competition encompasses use of the LEED system, and the students can take part in it during some of the courses. In 2022, the students from the Faculty of Architecture in Belgrade won the first prize, which verified the relevance and quality potentials of stated methodologies

Casa a Lesa [BAB 2025]
Lesa House transforms an existing garage into a contemporary home that integrates adaptive reuse principles with specific contextual conditions for unique spatial experience. Positioned near Lake Maggiore, the house captures lake views on one and uninterrupted vistas toward the hills on the other side, framing the landscape from every room.
By extending the life of the original structure, the design minimizes waste, demonstrating adaptive reuse as a sustainable alternative to demolition. A glass upper volume rests atop a solid base, balancing lightness and permanence, while deep overhangs, optimized orientation, and natural cross-ventilation ensure comfort and energy efficiency. The remaining garden is designed as a fruit and vegetable plot, encouraging self-sufficiency and daily engagement with nature.
Together, materials, light, and spatial flow create a home of purpose, resourceful, enduring, and rooted in place - a proposition on how architecture can renew rather than replace, and evolve rather than erase
