Part I: concerns about the impact of reduced Arab oil production on the region, with countries like Mexico and Argentina relatively unaffected, while Brazil faces challenges due to its reliance on oil imports. Venezuela, the region's leading oil producer, struggles with declining reserves. Meanwhile, in Chile, international tensions rise due to military actions against diplomats and human rights issues. In Puerto Rico, a successful strike at the University of Puerto Rico leads to increased student and worker participation in decision-making. Protests against the Gag Law in Honduras and political repression in Uruguay are also noted, as well as economic issues such as inflation and foreign debt in Uruguay. The report concludes with a focus on the safety concerns of foreign businesses in Argentina amid escalating guerrilla violence. Part II: In Argentina, political unrest persists despite Perón's return, with guerrilla warfare escalating after General Onganía's authoritarian rule. The closure of sugar mills sparked protests, leading to the emergence of the People's Revolutionary Army (ERP). Despite government promises, guerrilla activity surged, challenging the military regime. The ERP, a prominent guerrilla group, funded itself through bank robberies, redistributing wealth to the lower class. Their actions aimed to improve conditions for workers by targeting corporate and government entities. —— Royal response to Bishop Juan de Santiago de León Garavito of Guadalajara, who had reported on the 'discovery' of numerous Indigenous populations in the Province of Coahuila and nearby regions. The king acknowledges the bishop’s proposal to organize missionary efforts among the Indigenous groups known as the 'Texas', described as more politically organized and receptive to Christianity than others. The monarch praises the bishop’s zeal and informs him that the Viceroy of New Spain has already been instructed to continue and expand missionary work, especially by sending Franciscan friars to establish five or six missions with royal funds. 2 f.
