El autor expresa preocupación por el estado empobrecido de los indígenas y resuelve, en respuesta a la solicitud del Fiscal, implementar las directivas del Inspector. Esto implica trasladar a familias de las misiones de Santa Gertrudis y San Borja, que tienen una población significativa incapaz de sostenerse. Se insta al presidente a garantizar la ejecución de la orden para el bienestar de los indígenas y el cumplimiento de la misión evangélica.
