FOREIGN DIRECT INVESTMENT AND ECONOMIC GROWTH IN SIERRA LEONE: THE ROLE OF INSTITUTIONS QUALITY
In this research, the impact of institutional quality is the main area of attention as it examines the relationship between FDI and economic growth in Sierra Leone. With an ARDL technique, we analyze how institutional quality influences FDI's effect on economic growth using time-series data from 1990 to 2020. The results highlight how crucial institutional quality is to FDI's ability to boost economic growth. Prosperity-promoting elements both domestically and internationally are crucial, as evidenced by the positive effects of foreign direct investment (FDI), institutional quality, trade openness, and human capital development. A stronger institutional framework is crucial for optimizing the benefits of foreign direct investment (FDI); however, the report also recognizes obstacles including inflation. To support sustainable economic growth in Sierra Leone, advisors advise policymakers to implement changes to governance, encourage trade openness, rein in inflation, and invest in the development of human capital. Με μια τεχνική ARDL, αναλύουμε πώς η ποιότητα των θεσμών επηρεάζει το αποτέλεσμα των ΑΕΕ στην οικονομική ανάπτυξη χρησιμοποιώντας δεδομένα χρονοσειρών από το 1990 έως το 2020. Τα αποτελέσματα υπογραμμίζουν πόσο κρίσιμη είναι η ποιότητα των θεσμών για την ικανότητα των ΑΕΕ να ενισχύσουν την οικονομική ανάπτυξη. Στοιχεία που προωθούν την ευημερία τόσο στο εσωτερικό όσο και στο διεθνές επίπεδο είναι κρίσιμα, όπως αποδεικνύουν οι θετικές επιδράσεις των ξένων άμεσων επενδύσεων (ΑΕΕ), της ποιότητας των θεσμών, της ανοιχτότητας στο εμπόριο και της ανάπτυξης του ανθρώπινου κεφαλαίου. Ένα πιο ισχυρό θεσμικό πλαίσιο είναι κρίσιμο για τη βελτιστοποίηση των οφελών των ξένων άμεσων επενδύσεων (ΑΕΕ)· ωστόσο, οι αναφερόμενες επίσης εμπόδια περιλαμβάνουν την πληθωρογένεση. THE EFFECTS OF PUBLIC PARTICIPATION ON BUDGET TRANSPARENCY IN KENYA
The study was conducted on the effect of public participation on budget transparency in Kenya. Primary data was collected using a questionnaire from 60 staff in the Kenyan parliament. Correlation and regression analysis were used to analyze the association. The results relationship between S3D1 and S3D3 was positive although statistically insignificant(α_2=0.197;p=0.289). Similarly, the association between S3D1 and S3D5 was positive, but also statistically irrelevant(α_4=0.052;p=0.104). The variables S3D2 and S3D4 exhibited a notable positive correlation with S3D1 both prior to and subsequent to the exclusion of S3D3 and S3D5. The findings demonstrated a notable enhancement in the coefficient for S3D2 from (α_1=0.411;p=014) to (α_1=0.533;p=0.000). Similarly, there was a significant improvement in the coefficients for S3D4 which rose from (α_3=0.377;p=0.000) to(α_3=0.455;p=0.000). This suggests that public participation has a positive and significant effect on budget transparency on Kenya. THE IMPACT OF COVID-19 ON SMALL AND MEDIUM ENTERPRISES (SMEs) ACCESS TO FINANCE IN THE WESTERN AREA OF SIERRA LEONE
The objective of this study is to investigate the impact of COVID-19 on Small and Medium Enterprises (SMEs) access to finance, measured as access to bank credit, for expansion of business. A survey was conducted with a total of 450 registered SMEs randomly selected from the list of registered SMEs in the Western Area of Sierra Leone for the years 2018, 2019 and 2020. The model draws from El-Said et al. (2013) approach. We also applied a quantitative approach, through the estimation of a probability model for the access to finance determinants. However, we used a panel data framework where we investigated the determinants of access to bank credit for the periods 2018, 2019 and 2020, which are the most recent three-year periods prior to our survey. We also investigated whether this access was stronger during the COVID-19 pandemic period (2020) than the 2018 and 2019 which were pre-pandemic periods. The results show that the year COVID-19 (2020) has the same chance of getting a bank loan as the pre-COVID-19 years (2018 and 2019), in spite of the business uncertainty and the downturn associated with such a pandemic. In this regard, a robust mechanism for strong SME support outside the bank is imperative. This requires strong government and donor support, driven by coordination among the Ministry of Trade, Central Bank, Ministry of Finance, SMEDA and donor partners. A STUDY ON THE IMPACT OF SOCIAL MEDIA USER EXPERIENCE ON THE BRAND PERCEPTION AND CHOICE OF CHONGQING VOCATIONAL COLLEGE STUDENTS: A GENDER-BASED MODERATING EFFECT
With the vigorous development of social media in China and the increasing demand for enhancing the brand value of higher vocational colleges, the impact of students' brand experience and perceptual behavior on the brand value of higher vocational colleges on social media has become a focus that every higher vocational college cannot ignore. There are few studies in the academic community on the impact of students' brand experience and perceptual behavior on the brand value of higher vocational colleges on social media, and most of them still remain at the level of ordinary undergraduate colleges and social media teaching. However, with the rapid development of information technology, social media has become an important platform for students to obtain information, exchange views, and shape personal cognition. Therefore, this study is crucial for brand marketing and brand construction of higher vocational colleges, as well as future enrollment. This study selected 462 students in Chongqing as the research object, using AMOS structural equation modeling, through the design of social media brand experience, student perceptual behavior questionnaire, and higher vocational college brand value evaluation tool, we collected relevant quantitative data. The aim is to comprehensively understand the impact of social media brand experience and student perceptual behavior on the brand value of higher vocational colleges. The focus of particular attention is the possible moderating effect of gender on student perceptual behavior and higher vocational college brand value. The research results show that student perceptual behavior as an intermediary has a significant positive partial mediating relationship between social media brand experience and higher vocational college brand value. At the same time, gender as a moderating variable plays a significant moderating role in student perceptual behavior and higher vocational college brand value. Moreover, the moderating effect of female students is significantly greater than that of male students. This finding provides practical guidance for brand management in higher vocational colleges and helps to develop more targeted brand promotion strategies. Article visualizations

La ville de Kinshasa fait face à différents défis, en particulier ceux concernant les infrastructures essentielles et l’aménagement global. De nos jours, la majorité des communes de la ville de Kinshasa font face à des problèmes majeurs en matière d’aménagement durable de son espace. Ces enjeux liés au foncier sont caractéristiques de l’utilisation de l’espace et de l’occupation du sol, en particulier après l’obtention de l’indépendance du pays en 1960. Un souci de gestion des déchets se pose et, en raison du manque de dépotoir public, la population utilise des méthodes telles que l'enfouissement, l'incinération, le rejet dans les cours d'eau et les caniveaux. Ainsi, ces méthodes maintiennent le milieu de vie dans une situation de fragilité et d'insalubrité avancée. La détérioration des conditions d’hygiène et du milieu de vie est due à l'absence de systèmes d'évacuation et de gestion des eaux pluviales et usées. Elle se manifeste par une augmentation de la propagation des maladies, telles que le paludisme causé par l'augmentation des moustiques, la fièvre typhoide, ainsi qu'une aggravation des phénomènes d'érosion, d'éboulement, d'inondation et de stagnation des eaux, en particulier dans les rues urbaines.The city of Kinshasa faces different challenges, particularly those concerning essential infrastructure and overall development. Nowadays, the majority of municipalities in the city of Kinshasa face major problems in terms of sustainable development of their space. These issues linked to land are characteristic of the use of space and land occupation, particularly after the country obtained independence in 1960. A concern for waste management arises and, due to Due to the lack of public landfill, the population uses methods such as burial, incineration, discharge into waterways and gutters. Thus, these methods maintain the living environment in a situation of fragility and advanced unsanitary conditions. The deterioration of hygienic conditions and the living environment is due to the absence of evacuation systems and management of rain and wastewater. It manifests itself by an increase in the spread of diseases, such as malaria caused by the increase in mosquitoes, typhoid fever, as well as an aggravation of the phenomena of erosion, landslides, flooding and/or stagnant water, especially in urban streets. IMPROVING REVENUE COLLECTIONS THROUGH TAX REFORMS: EVIDENCE FROM NATIONAL REVENUE AUTHORITY, SIERRA LEONE
The National Revenue Authority (NRA) is a semi-autonomous government revenue authority established by an act of Parliament on 13 September 2002. Operations commenced the following year, in 2003. Its primary mandate is to assess and collect tax revenues on behalf of the Government of Sierra Leone (GoSL) to increase domestic revenue collection and decrease donor dependence. Revenue collections are a key instrument for the Government of Sierra Leone in achieving its ambitions for poverty reduction, increasing financial independence, and achieving middle-income status. The study examined the improvement in revenue collections through tax reforms. The study's objectives were to identify the main tax reforms in the country, assess the impact of tax reforms on revenue generation, and determine the extent to which tax reforms impact Gross Domestic Product (GDP). Data were sourced from the Monitoring, Research, and Planning Department of the NRA and extracted through the desk survey method, as well as a review of available records and the related literature. Data were analysed utilizing tables and bar graphs. The finding revealed that tax reforms still have a significant level of weaknesses and compromises; Sierra Leone is faced with both tax reform policies and revenue administration challenges, like most African countries. Sierra Leone has a narrow tax base, which reduces potential revenues and makes the country more dependent than it could be on a small section of society. Broadening the tax base is a key challenge to mitigate this problem. Furthermore, the country is challenged by the growing informal sector, making taxation in this sector difficult. It was recommended that for successful tax reform, there should be an interactive forum between the government and taxpayers as a means of finding a common, precise definition of what is obtainable and what is not. It was also recommended on the expedition of the automation process of Sierra Leone’s tax system to enable the majority of Sierra Leoneans to access information about the tax system, which will deter corruption, improve effectiveness and efficiency in tax administration incidental to improve tax collections by generating sustainable revenue. CHALLENGES IMPEDING THE ADOPTION OF E-PROCUREMENT BY PUBLIC SECTOR ORGANISATIONS (MINISTRIES, DEPARTMENTS AND AGENCIES) IN SIERRA LEONE – A SURVEY
The introduction and adoption of public procurement and e-procurement processes as recommended by donor organisations for governments of developing and/or under-developed countries has not achieved the intended objective of value for money. The human and material resources poured into building the capacities of countries like Sierra Leone could be considered as one of the steps of achieving the milestone i.e. value for money. The objective of this study is to examine the factors affecting e-procurement in organizations taking into consideration three factors including the value of e-procurement, e-procurement capability and e-procurement models. Data was collected through the use of a questionnaire targeted at procurement practitioners and Specialists and Heads of government ministries, departments and agencies using convenience sampling which is one of the methods of non-probability sampling. Descriptive statistical analysis techniques were employed for data analysis. Findings from the study revealed that a vast majority of the respondents believe that inadequate or limited capacity, credit facility or credibility and rigid laid-down rules of public procurement procedures and processes are the impediments responsible for the adoption and implementation of e-procurement in Sierra Leone. The paper recommends that the Government of Sierra Leone should put the necessary ICT infrastructure in place, review the current procurement act and adopt the implementation of e-procurement in order to achieve value for money. THE IMPACT OF INFORMATION TECHNOLOGY ON HUMAN RESOURCES MANAGEMENT: MODEL ANALYSIS AND EFFECTIVENESS OF E-HRM SYSTEMS
The integration of information and communication technologies in the context of human resources management has completely reinvented organizational operating practices, transformed human capital management and streamlined internal processes. The aim of this paper is to examine the main theoretical and empirical frameworks of e-HRM, to verify their potentially positive impacts on organizational results, as well as their validity for the Moroccan market. Notwithstanding a number of strengths, e-HRM in fact represents a complex set of challenges surrounding technology, employee expectations and the dynamics of organizational change. In light of the mixed analysis including a strong literature review component and the identified potential key success factors, focused on empirical data, a specific SEM model for Moroccan business can be developed. The research results show that Performance Expectation, Effort Expectation, Social Influence and Enabling Conditions play the central role in the process of adoption and use of e-HRM systems. In addition, the support of managers and HR professionals, as well as the training and involvement of users, add to the effectiveness of this technology. Practical recommendations for companies wishing to implement e-HRM and key findings highlight both the technical and social dimensions of the process. ECONOMIC COMMUNITY OF WEST AFRICAN STATES (ECOWAS) AND SUB-REGIONAL INTEGRATION IN WEST AFRICA
The formation of ECOWAS was seen as the beginning of a new era in the history of economic cooperation in West Africa. Its overall aim was to promote cooperation and integration, with a view to establishing an economic and monetary union as a means of stimulating economic growth and development in West Africa. However, since the emergence of ECOWAS, the organisation has been saddled with a lot of challenges and intra-subregional crises without much economic and overall integration being achieved. This study assessed the extent to which relations among the countries of the West African sub-region could enhance regional integration in West Africa. This work adopted the integration theory as the theoretical framework of analysis. The significant finding of the work revealed that even though there is ECOWAS as a sub-regional body of West Africa, member states do not engage in maximum cooperation and that there are many resources that remain underutilized due to a lack of close relationships, which in turn hindered the full integration of the sub-region. Other findings are that the implementation of ECOWAS protocol on free movement of people and trade is criminally exploited by cross border criminals in the region thereby affecting member States to fully open up their borders to each other. Again, a whole number of strategies have been put in place for the full implementation of the integration process to include but not limited to; the creation of the West African Monetary Union, as well as the West African Youth Union, the West African Women’s Association and others. The work concluded by recommending, among others, that the Economic Community of West African States (ECOWAS) central and coordinating body should be backed by legal or legislative instruments and that would be respected by all member countries with the power to sanction recalcitrant members as well as given the recognition through adoption of formal national measure and given appropriate backing to its establishment and the right to operate and access public assets on resources.
