The Handbook of Open, Distance, and Digital Education (ODDE) is a comprehensive publication covering key topics from open and distance education as well as digital education. This book establishes itself as colossus in the realm of distance education literature, spanning seven parts, 80 chapters and 1,437 pages. Covering such an extensive publication within the scope of a single review might not do justice to the significant individual contributions of this work. Consequently, this review pertains only to part I and part II of this book, which involves the first 14 chapters

Report on the Baseline Study of Technology-Enabled Learning at the Mauritius Institute of Education
This document reports on the findings of a baseline survey conducted at the Mauritius Institute of Education with the objective of establishing TEL preparedness at the institution and thereafter developing TEL policy and implementing TEL. It outlines the findings of a self-review of the institutional facilities related to technology and policies, and the preparedness of faculty members and students to use technology for teaching and learning at the MIE. // Faculty use of technology for teaching remains basic to intermediate at the MIE. However, appropriate TEL practices are not visible there, so training in TEL is deemed fundamental at this stage. Students’ use of technology for learning is evident in their positive perceptions of and attitudes towards using technology, and their increasing engagement with technological tools such as social media, massive open online courses and open educational resources to improve their learning experiences. This indicates students will be receptive to the implementation of a TEL policy. // The survey also established the strong need for continuous and personalised professional development among faculty and staff in the field of TEL. MIE management therefore should include TEL professional development in its Staff Development Programme. The MIE should also collaborate and partner with other reputable institutions that have expertise in TEL
Report on the Regional Focal Points Meeting - Africa and Europe
The Regional Focal Points Meeting for Africa and Europe was held in Mahe, Seychelles from 20-21 February 2023. The two-day meeting was chaired by Prof. Asha Kanwar, President and CEO, Commonwealth of Learning (COL) and facilitated by Ms Frances Ferreira, Acting Director: Skills, Mr Robert Okinda, Adviser: TVSD, and Professor Jane-Frances Agbu, Adviser: Higher Education. Official representatives from 20 Commonwealth countries in the region participated in the two-day meeting. The list of participants and agenda of the meeting are included as Annex 1 and 2, respectively
Open and Distance Learning Training and Mentorship Programme
Brochure for the Open and Distance Learning Training and Mentorship Programme. This initiative involves a six-month training and mentorship programme focussed on practitioner research on ODL in higher education. The project aims to stimulate and support practitioner research within the ODL sphere and so facilitate quality educational research. This programme not only provides online training opportunities regarding practitioner research within the ODL context, it also involves establishing a network of mentors to promote high-quality research in ODL, and encourages sharing of research findings through online fora and publications

Thematic Construction of Digital Visual Arts: Implications for Digital Pedagogy
This paper attempts to describe the signifier choice of student artists in thematic representations of digital visual arts and determine its implications for digital pedagogy. Utilising a qualitative approach to research and covering a corpus of six digital artworks of student artists, the semiotic analysis utilising Peirce’s (1991) sign modes showed the student artists’ preference for mostly indexical and symbolic signifiers in thematic representations of Filipinos’ resiliency to the pandemic. This signifier choice of student artists was influenced by their experience, family, self, other artists, and their initiatives for finding information and drawing inspiration from online sources, as revealed in the conducted Focus Group Discussion (FGD) with the participants. Moreover, the individual interviews with the participants demonstrated that the student artists’ choice of signifiers served as a vehicle for expression, representation, and impression of ideas, themes, and abstractions dominating their artworks. This study calls for the integration of digital artmaking tools into pedagogy to provide opportunities for artistic expression and support diverse representation. Teachers can introduce various digital tools and platforms, create assignments that encourage creative experimentation, and foster a safe and inclusive classroom environment. Future research could explore the practical applications of digital pedagogy in visual arts education
