    Marx, Minsky, and the Great Recession

    Abstract This paper challenges prevailing accounts of the financial origins of the Great Recession by engaging two distinct theoretical perspectives originating in the works of Karl Marx and Hyman Minsky. The paper argues that the domestic and global, financial and 'real' origins of the crisis are deeply intertwined as the financialization of the US economy and the globalization of production have been inextricably linked. Thus, the merits of a Marxian interpretation of the crisis surpass those of the Minskyan for at least two reasons. First, the structural causes of the Great Recession lie not in the US financial sector but in the system of globalized production which reflects the growing unevenness of capital accumulation on a planetary scale, as manifested in the global imbalances. Second, the belief originally fathered by Proudhon, reinvented by Keynes, and avowedly embraced by Minsky, that social problems have monetary/financial origins, and ergo could be resolved by tinkering with money and financial institutions, is fundamentally flawed. For the very recurrence of crises attests to the limits of fiscal and monetary policies as means to ensure 'balanced' accumulation. The paper argues that outward expansion of US productive capital, coupled with financialization at home, has transformed the deep structure of the US economy making it progressively less responsive to stabilization efforts along Minskyan lines. This is why crisis management policies aimed at propping up asset values and stabilizing corporate profits have failed to spur domestic investment and employment, and, ultimately, to benefit society at large.     Study of vector mesons in dimuon production in a large kinematic region in p-W and S-W interactions at 200 GeV/c/nucleon The HELIOS/3 collaboration

    Abstract. Results are presented on ρ + ω, φ and J/Ψ production in p-W and 32 S-W interactions at 200 GeV/c/nucleon measured via the dimuon decay in a large kinematic region. The data are normalized to the charged particle multiplicity in the same rapidity interval. They have been collected using the HELIOS/3 muon spectrometer at the CERN SPS. The ratio Bσ φ / (Bσρ + Bσω), where B is the relevant resonance µµ branching fraction, increases between proton and sulphur projectiles, and is somewhat enhanced going from peripheral to central S-W interactions. This results from an increase in the number of produced φ's per charged particle. The ratio is measured in different intervals of pT and rapidity. It is not clearly dependent on pT , but is larger at higher rapidities. J/Ψ production, likewise normalized to charged multiplicity, is significantly lower in S-W compared to p-W interactions

    ABSTRACT The nature and scope of the European Central Banks's ('ECB') oversight mandate over the supervision of smaller and medium banks by national supervisors has been one of the most debated aspects of the newly created European Banking Union. In particular, the issue whether the ECB should influence already established national supervisory practises and standards was not immediately straightforward. This paper applies the Principal-Agent ('PA') approach to explore the extent of the ECB supranational agency governing the supervisory oversight policies in the Single Supervisory Mechanism ('SSM'). Notably, one of the important features of the SSM institutional design is the contractual incompleteness of supranational delegation. The ECB has been granted discretion to fill-in the agency contract concluded with the Member States. A brief analysis of the practical operationalization of the ECB oversight role suggests that the ECB could exploit this contract condition to pursue own policy goals (agency hold-up problem) and situate itself in "bureaucratic drift" vis-à-vis the Member-State principals. However, under slightly relaxed Principal-Agent assumptions which assume proactive role of the agent in reducing information asymmetries vis-à-vis its principal, it is also possible that the ECB managed to influence the Member States' stance, and, in doing so, exercised effective bureaucratic entrepreneurship
