Departmental contribution to the University’s mission for the Common Good  
 
 
In contributing to GCU’s mission for the Common Good the Library will work with a range of partners and 
communities both internally and externally. 
 
We will work with local public, HE and FE libraries and librarians to support Glasgow Life in developing their 
vision for library services and explore collaborative working to support Glasgow as a knowledge city. 
 
We will support public sector and voluntary organisations (STUC, ADSW, SCND, NUS etc) through 
maintaining their archival resources and making them available to the research community.  We will also 
provide digital repository services to public sector organisations and voluntary organisations such as GCPH 
and Gathering the Voices.  We will support community heritage and GCU’s community engagement 
agenda through exhibitions, workshops and group visits.   
 
We will provide opportunities for volunteering and work experience opportunities to support skills 
development and employability.  
 
We will continue to support and develop community information literacy projects such as the Scottish 
Information Literacy Community of Practice to reduce inequality in access to information. 
 
We will continue GCU’s unique offer of free public access to our library.

Transforming lives through education and research 
 
The library will continue to offer access to a wealth of electronic and physical resources which support and 
enable GCU’s teaching, learning and research.  We will ensure that the resources we provide meet the 
needs of students and staff through liaison with Schools, researchers and students, and continual review of 
usage. 
 
The library will offer expert support in accessing information to the GCU community.  This will be delivered 
through classes, one to one appointments, drop-ins, the library desk and roving staff in the library and our 
continually updated, responsive website. 
 
The library will offer support for researchers at all stages.  This will be done through access to physical and 
online resources and expert assistance in accessing and assessing information.  We will support the PURE 
Portal, Research@GCU ensuring that the University’s research output is available to the world.  
 
Both on and off Campus will aim to deliver an “outstanding experience for our students and staff, our 
partners and our community”. 
 
 
 
Enriching cities and communities 
 
The library will work with Glasgow Life in establishing their vision for the city’s public library service and to 
explore cross sector collaboration amongst public FE and HE libraries to improve access to information and 
information literacy amongst Glasgow’s people.  
 
Our Archives will continue to support community and voluntary sector bodies as described above and we 
will develop an exhibition programme for GCU London.  We will work to support community engagement 
projects such as the Cowcaddens Community Portal and stay engaged with Glasgow Life’s Towards a 
Glasgow History Digital Research Framework. 
 
We will continue to offer library support to outreach projects and projects such as the Advanced Higher 
Hub aimed at building capacity in the community to attend university. 
 
Innovating for social impact 
 
The library will work to ensure that GCU graduates have the information literacy skills they need to be 
work-ready and to succeed in their future ambitions.  We will continue to participate in GCU initiatives 
aimed at fostering innovation such as i-Lab. 
 
Engaging globally 
 
The library works with GCU London to provide excellent library support on campus and online and will 
work to ensure that GCU New York is similarly served.  We will support GCU Students and staff engaged in 
teaching, learning and research across the globe.  The library is leading on delivering edShare, GCU’s 
multimedia repository, and is encouraging the GCU community to submit learning objects as Open 
Educational Resources (OERs) for use, repurposing and development worldwide.  We will continue to 
support GCU’s TNE and work based learning initiatives by working with Schools to offer resources for 
learning and teaching and tailored librarian support on accessing, evaluating and using information. 
 
Service improvement  
 
The library has identified 3 key outcomes with six supporting objectives for the period to 2020.  Each 
objective has a number of associated strategic actions aimed at service improvement as outlined below:

Staff profile 
 
The Library has identified staffing gaps in supporting the Archives, the Research Repository and Open 
Access Publishing.  Work is underway to address these requirements through bids for additional resource 
and reconfiguration of existing establishment. 
 
The library performs well in the staff survey, particularly in areas relating to job satisfaction and culture.  
An area for improvement is the staff working environment and it is planned to address this through 
reconfiguration of staff areas following the end of the decant of student services staff to the library.  
 
Financial sustainability and income generation  
 
The library aims to deliver services within budget and has been successful in doing so for many years.  The 
library faces challenges in relation to above inflation price increases on electronic resources, licencing and 
hardware and software maintenance costs.  The library participates in the Scottish Higher Education Digital 
Library (SHEDL) which delivers savings by consortial purchasing of resources for all Scottish HEIs.  The 
library also takes advantage of UK national deals brokered by JISC and NESLi.  Usage of resources is 
continually monitored and unused or little used resources are cancelled. 
 
We will continue to seek external funding to deliver projects, particularly in relation to Archives. 
 
SCONUL Strategic Data Set statistics for 2014-15 show GCU’s staffing cost at 42.2% of total library 
expenditure is below the sector average of 44.6% (all universities) and is in the bottom quartile for new 
universities (mean 49.8%).  GCU’s spend on information resources at 43.6% of total library expenditure 
places the University in the top quartile for new universities (mean 38.6 %) and above average for all 
universities (mean 42.6%). 
 
GCU’s total library expenditure per FTE student is £277, this places the University in the bottom quartile for 
all universities (mean £422) and below average for new universities (mean £297).

Collection Management and Access Strategy 
 
The Library’s Collection 
This policy outlines how the library acquires and manages access to information resources in the 
most efficient and cost effective way to support the University’s key objectives in learning, teaching 
and research. The library has a steady state physical collection with limited growth and is focused on 
providing access to digital content, moving towards an e-only future. 
Selection and Acquisition 
The library ensures resources are purchased and acquired in the most cost effective and efficient 
manner by participating in consortia purchase through the JISC, Eduserv Chest (Combined Higher 
Education Software Team), SCOPNet, the procurement arm of the Scottish Confederation of 
University and Research Libraries (SCURL) and the Scottish Higher Education Digital Library (SHEDL) 
to negotiate best prices and service level agreements. 
To support current teaching and research, books and ebooks are selected by academic staff 
supported by their subject librarians. 
Recommended reading and textbook availability is ensured by providing a reading list checking 
service and by the purchase of multiple copies of key and core texts (one copy per 10 students). 
Ebooks are purchased, wherever possible, to provide 24/7 access. 
Requests for new journals and databases are considered by academic staff through the Journal and 
Database Selection Committee (JoDaSC). 
Donations 
We do not normally accept donations, unless the material is unavailable elsewhere and is needed to 
support teaching or research. 
Budget allocation 
The annual budget is assigned in the following way:  
• An allocation for current subscriptions to journals and databases. 
• A reading list allocation for the purchase of texts to support learning and teaching. 
• An allocation to schools for book stock development and inter-library loans (ILLs). Every 
department or division within the schools has a library representative who approves the 
purchase of non reading list books and requests for ILLs from this annual budget allocation. 
• A sum allocated for new journal subscriptions and databases to support teaching and 
research. Requests to purchase from this fund are discussed and approved by the bi-annual 
Journal and Database Selection Committee (JoDaSC). This committee has academic 
representation from each school and also includes the Senior Academic Liaison Librarian.

Collection Management and Access Strategy 
 
Evaluation 
The library collects statistics of use and service (including issue figures and full text downloads) to 
inform decisions on value for money and stock retention, withdrawals and cancellations, and for 
benchmarking against other university libraries through SCONUL (Society of College, National and 
University Libraries). 
Stock-editing and disposal 
As a steady state library, with space restrictions, stock is continually edited in consultation with 
academic staff to ensure that the collections are relevant and current whilst also ensuring the 
retention of materials vital for research. 
The library has an agreement with a UK charity that provides a reselling service for withdrawn stock 
from academic and public libraries. This service provides uplift of material with a percentage of the 
resale income used to support third world literacy programmes. 
Theses 
The library receives bound PhD theses that are for use in the library only and participates in the 
British Library EThOS digitisation programme (Electronic Theses Online Service). The University is 
currently reviewing its policy on PhD theses submission and is considering electronic deposit of 
theses for 2015/16.

GCU Interim Open Educational Resources Policy 
 
1. Introduction 
1.1 Open Educational Resources (OERs) are digitised teaching, learning and research resources 
that reside in the public domain or have been released by the copyright owner under a 
licence (such as Creative Commons) that permits their use or re-purposing (re-use, revision, 
remixing, or redistribution) by others.   
1.2 As a university committed to blended learning, GCU encourages staff and students to use, 
create and publish OERs to enhance the quality of the student experience, provided that 
resources used are fit-for-purpose and relevant.  
1.3 Staff and students may wish to use OERs to support learning and teaching, including images, 
audio or video resources, animations and other digital resources. Staff may also use a wide 
range of self-generated teaching materials to support high quality teaching, including 
teaching notes, handouts, audio, images, animations, multimedia materials and others. They 
may wish to create and publish these resources as OERs. 
1.4 All OERs used and created should comply with all relevant GCU guidance and policies such as 
Accessibility and Equality and Diversity.  Where students create OERs as part of their 
programme of study or within a staff-directed project, staff supervising the creation of such 
material must ensure compliance with these guidelines  before external publication.

2 Scope of Policy 
2.1 This policy applies to all GCU staff and students who use, create or publish OERs. Non-
compliance with the terms of the policy may constitute a disciplinary offence. 
2.2 GCU may change and adapt the terms of this policy from time to time as required. 
3. Use of existing OERs by staff and students at GCU 
 
3.1 Staff and students should ensure that they are legally allowed to reuse any third party 
content within their OERs by complying with the terms of the licence on use of such third 
party content. Use of the OERs outside the terms of the relevant third party licence may

breach copyright.  A licence which permits use of an OER may require the user to republish 
the resource in which it is incorporated as an OER on the same terms. For example, if the 
original resource has a share-alike component to its licence, then the resulting composite 
OER should be published under the same licence as the original. Creative Commons 
licensing is a legally enforceable way of allowing creators to retain copyright while permitting 
others to copy, distribute, and make some types of use of their work. Every Creative 
Commons license also ensures licensors get the credit for their work they deserve. More 
information on the terms of Creative Commons licences is available on the University library

3.2 Staff and students should cite the OERs used. As much information as possible should be 
included, especially the title and author of the resource, a link to where the content was 
found online, and a note of the licence applied to the content.  If all of these elements 
cannot be identified then those that can be should be included A standard citation format is:

4. Creating OERS 
 
4.1 Staff and students should clearly identify themselves as the creator(s) of an OER by adding 
their names to the resource and, when publishing an OER, to any associated metadata. This 
allows those reusing the OER to clearly attribute the material to the creator(s). 
 
4.2 Staff and students should clearly identify their affiliation by adding it to the resource and, 
when publishing an OER, to any associated metadata.  For example: John Smith, Glasgow 
Caledonian University. 
 
4.3 OERs should include GCU branding.   Templates and advice are available from the 
Multimedia Content Manager, Marketing at 
http://www.gcu.ac.uk/marketingandcommunications/brandguidelinesandresources/ 
 
4.4 Should staff wish to create a whole course their Head of School, Department or Service 
should be consulted on whether there is any reason to restrict publication, based on the 
protection of GCU’s commercial interests for example.  Staff may also wish to consult the 
university RIE team at this stage.

5. Publication of OERS 
 
5.1 It is the responsibility of staff and students to ensure that they have the necessary rights 
to publish an OER and that all resources published comply with legislation and all relevant 
University policies (for example accessibility).  
 
5.2 GCU recommends staff and students publish OERs using a CC-BY Creative Commons 
attribution licence. Other Creative Commons licences (for example to add a non-commercial 
or share-alike element) may be used if creators feel this is necessary or appropriate for their 
particular resource, or to comply with the licence terms of any third party content used in 
the resource.  
 
5.3 All OERs should be deposited in the University’s learning and teaching repository, 
EdShare@GCU (currently under construction) and, if desired or mandated, for example as 
part of the conditions of funding for a research project, an external multimedia repository.  
GCU’s repository will accept OERs and any permanent learning and teaching resources 
created by GCU staff. Items will be discoverable through Google and other search engines, 
providing the greatest possible visibility of resources. For queries please contact the

5.4 Where students create OERs as part of their programme of study or within a staff-directed 
project, staff supervising the creation of such material must ensure compliance with these
