The sark side of the institutionalization: the danger of an authoritarian Political Science
Este artículo propone una reflexión útil tanto para los interesados en los estudios disciplinares como para los tomadores de decisiones al interior de los departamentos de Ciencia Política. Aquí se discute la pertinencia de la institucionalización repasando los problemas que se derivan tanto de la confianza en el conocimiento que se autoproclama neutral como de la confianza en lo que viene del norte solo por proceder de allí. Se sostiene que el peligro de la institucionalización de la Ciencia Política es la aparición de una Ciencia Política autoritaria que no sea capaz de rescatar lo propio de esta disciplina en América Latina, y que imponga una única forma de ver y hacer las cosas.This article proposes a reflection useful to both interested in the disciplinary studies to decisionmakers within Political Science departments. Here the relevance of institutionalization is discussedreviewing the problems arising both confidence in the knowledge that proclaims itself neutral in theconfidence that comes from the north only to proceed from there. It is argued that the danger ofinstitutionalization of Political Science is the emergence of an authoritarian Political Science is unable to rescue what of itself can have this discipline in Latin America, and to impose a single way of seeing and doing the discipline
Seeing is believing”. Public opinion, media framing of the NYT and hearing room politics
La pregunta que guía este estudio es: ¿las publicaciones de The New York Times influyen en la opinión de los estadounidenses sobre las políticas de audiencia? Se supone que cuanto mayor sea el volumen de publicaciones en el NYT sobre la audiencia, la política más favorable será la opinión de los estadounidenses frente a esta clase de temas. Para probar esta hipótesis, utilizamos datos del Instituto Gallup (en opinión pública de estadounidenses) y datos generados con Chronicle (sobre publicaciones del NYT sobre marihuana, matrimonio gay y aborto). La hipótesis mostró un agarre parcial ya que se encontró significativa evidencia de influencia del NYT sobre la opinión de los estadounidenses frente a los temas de marihuana y el matrimonio homosexual, sin embargo, no se consideró esta relación sobre el tema del aborto.The question that guides this study is: publications from The New York Times influence the opinion of Americans about hearing policies? It is assumed that the higher the volume of publications in the NYT about audience, more favorable policy will be the opinion of Americans in the face of this class of topics. To test this hypothesis, we used data from the Gallup Institute (on public opinion of Americans) and data generated with the Chronicle (concerning publications of the NYT about marijuana, gay marriage and abortion). The hypothesis showed partial grip since it found significant evidence of influence from the NYT about the opinion of Americans face the themes marijuana and gay marriage, however, was not viewed this relationship about the abortion issue
“Apocalyptic” and “integrated”? Notes about the development of Latin American Political Science
Academic development in Latin America faces challenges typical of Third World countries: the excessive influence of the political regime, the insufficient financial resources, the absence of clearly established professionalization patterns, among others. Political Science, as one of the younger social science disciplines have not been oblivious to these challenges. The Latin American cases –various of them reviewed in this volume– account for the diversity and heterogeneity of the development of the discipline and the impact of the North American academy as an inevitable reference - for better or for worse - for the reflection of the future of political science in the region.El desarrollo académico en América Latina enfrenta desafíos propios de países del Tercer Mundo: la influencia excesiva del régimen político, la insuficiencia de recursos financieros, la ausencia de patrones de profesionalización claramente establecidos, entre otros. La Ciencia Política, como una de las disciplinas de ciencias sociales más jóvenes, no ha estado ajena a estos retos. Los casos latinoamericanos –varios de ellos reseñados en el presente volumen– dan cuenta de la diversidad y heterogeneidad del desarrollo de la disciplina y del impacto de la academia norteamericana como referente inevitable –para bien o para mal– para la reflexión del futuro de ciencia política en la región
Does the stigma produces depoliticization? Participation, stigmatization due to political violence and rejection of Sendero Luminoso in the Universidad Nacional Mayor de San Marcos
En el periodo de violencia política que vivió el Perú a finales del siglo XX, la represión del activismo en varias universidades públicas vino acompañada de una fuerte estigmatización de estas instituciones, registrándose luego una masiva desmovilización política entre los estudiantes. En la actualidad persisten formas de desafección política en esta población, pero no se ha investigado suficientemente si esto se relaciona con el estigma. En este trabajo se examina este problema, con base en datos etnográficos y estadísticos obtenidos en la Universidad de San Marcos (UNMSM). Los análisis arrojan que: (i) en la UNMSM no existe una amplia despolitización, sino un alejamiento de la política interna debido a bloqueos en las vías institucionales de participación estudiantil, mientras que la estigmatización no interviene en este fenómeno; (2) el rechazo a Sendero Luminoso (mayoritario) no define un alejamiento de la política, sino tendencias más participativas y críticas; y (iii) las formas alternativas de participación no necesariamente implican una oposición a la política tradicional, ni se generan tampoco debido al estigma. Si bien no hay una relación comprobable entre estigmatización y participación política, persisten los prejuicios y estereotipos sobre los estudiantes, lo que debería ser objeto de nuevos estudios e intervenciones.In the period of political violence experienced by Peru in the late 20th century, repression of activism in several public universities was accompanied by a strong stigmatization of these institutions, followed by a massive political demobilization among students. Currently there are forms of political disaffection in this population, but has not been sufficiently investigated whether this relates to the stigma. This paper examines this issue, based on ethnographic and statistical data from the University of San Marcos (UNMSM). It was found that: (i) there is not a broad depoliticization in the UNMSM, but a distance from university’s domestic politics due to blockages in the institutional channels for student participation, while the stigma is not involved in this phenomenon; (2) the majority rejection of Sendero Luminoso does not define a distance from politics, but more participatory and critical trends; and (iii) alternative forms of participation does not necessarily imply an opposition to traditional politics, and they are not generated due to stigma. While there is no a link between stigma and political participation, prejudices and stereotypes about students persist, which should be the subject of further studies and interventions
Asymmetric interdependence and small states: power and vulnerability in trade relations between China with Costa Rica and Ecuador
La interdependencia delinea un escenario donde los temas económicos y políticos ganan peso en la agenda mundial. El presente trabajo explica los efectos de la interdependencia asimétrica entre una potencia económica mundial, como es el caso de China y dos Estados pequeños latinoamericanos, como Costa Rica y Ecuador, siendo el comercio el elemento empírico a analizar en dicha relación. Para cumplir este objetivo se discute el concepto de ‘interdependencia asimétrica’, definida como fuente de poder y de los Estados pequeños como los actores más vulnerables en una relación interdependiente, desde el punto de vista de la Economía Política Internacional. Se concluye que en la relación interdependiente entre China con Costa Rica y Ecuador, si bien existen beneficios mutuos a nivel comercial, los costos que se desprenden de dicha relación colocan a los Estados pequeños en una situación de mayor vulnerabilidad.Interdependence outlines a scenario where economic and political issues gain weight on the global agenda. This paper explains the effects of asymmetrical interdependence between a World economic power, such as China, and two small Latin American states such as Costa Rica and Ecuador, for which commerce is the empirical element to be analysed in the relationship. To get this objective the concept of ‘asymmetric interdependence’ defined as a source of power is discussed, and also the concept of small states, which is defined as the most vulnerable actor inside an interdependent relationship from the point of view of International Political Economy. It is concluded that even if the interdependent relationship between China and Costa Rica and Ecuador offer mutual commercial benefits, costs which arising from this relationship placed small states in a situation of greater vulnerability
Equilibrio económico en América Latina: la presencia China en la región
This paper review the structural changes in Latin America provoked by Chinese geo-political and geo-economic interests in region. It is based on economic balancing concept that explains the linkage between military and political interests with economic relations to create great power. Because of this, the author support the idea that China is trying to occupy the American role over the region in late 20th Century. With this new presence China has created a new structure in Latin America with regional balancers and also this change in the region has helped China to improve its performance in the multipolar system. The theoretical framework propose the review of different authors like Kenneth Waltz, Richard Samuels, Eric Heginbotham and R.K. Pruhti.Este artículo revisa los cambios estructurales producidos en América Latina, debido a los intereses geopolíticos y geoestratégicos de China en la región. Está basado en el concepto de ‘balance económico’ el cual explica la relación entre intereses políticos y militares con las relaciones económicas como componente de poder estatal. Debido a esto, respaldamos la idea de que China está tratando de ocupar el rol que los Estados Unidos cumplieron en la región durante el siglo XX. Con esta nueva presencia, China ha creado una nueva estructura regional latinoamericana; asimismo mejorando su participación en un sistema multipolar. El marco teórico presentado propone la revisión de los conceptos usados por autores como Kenneth Waltz, Richard Samuels, Eric Heginbotham y R.K. Pruhti
Political sciences in Cuba: notes on current status and public influence
El artículo aborda algunos rasgos que caracterizan el estado de las ciencias políticas actualmente producidas en la isla. A partir del abordaje de interpretaciones recientes –textos y entrevistas– sobre la realidad sociopolítica cubana, realizadas por académicos e intelectuales públicos –residentes en la isla y vinculados a instituciones–, se analizan los alcances de estas miradas para una comprensión teórica y empíricamente fundada del devenir nacional.The article discusses some features that characterize the state of political sciences currently produced on the island. These features are analyzed from recent approaches on Cuban political reality –texts and interview– made by academics and public intellectuals –residents on the island and linked to institutions–. These approaches give us a theoretical and empirically grounded understanding of the future of the nation
Argentine-Chinese relations: history, present and prospects
Este artículo tiene por objetivo analizar los antecedentes y la evolución de las relaciones entre la República Argentina y la República Popular China, relacionando este abordaje con el escenario político, institucional y económico que potenció las inversiones del país asiático en la nación sudamericana y el desarrollo de negocios que han vinculado a capitales de ambas naciones. El trabajo presenta inicialmente algunas consideraciones teóricas respecto a las relaciones internacionales y la dinámica capitalista global. En un segundo momento describe la evolución de la economía china a partir de las reformas iniciadas en 1978. En una tercera etapa, se examina el núcleo de intereses coincidentes entre fracciones del empresariado argentino y el capital chino y su plasmación en el campo político y económico. En cuarta instancia, se analizan los escenarios posibles y alternos para las relaciones argentino-chinas.This article aims to analyze the background and the evolution of the relations between Argentina andthe People’s Republic of China, connecting this approach to the political, institutional an economicscenario that has promoted Chinese investments in the South American country and the developmentof businesses that has linked capital from both nations. Firstly, this paper presents some theoreticalconsiderations on international relations and global capitalist dynamics. Secondly, it describes the evolution of the Chinese economy since the reforms initiated in 1978. Thirdly, it examines the coinciding interests of part of the Argentine business sector and the Chinese capital, considering how they are expressed in the political and economic field. Finally, it analyzes possible and alternative scenarios for the Argentine-Chinese relations
China and Latin America: Extractive industries, foreign politics and integration
En esta ocasión, la Revista Andina de Estudios Políticos presenta su sexto volumen, el cual trae un Dossier especial sobre el estado actual de las relaciones entre China y América Latina. Este número de la RAEP fue hecho en el marco de las actividades que el Instituto de Estudios Políticos Andinos viene realizando con la Comunidad de Estudios Chinos y Latinoamericanos de Beijing (CECLA), el cual se inserta dentro de la amplia producción bibliográfica que se viene dando en torno al carácter del llamado ‘ascenso’ (también llamado ‘regreso’) de China a la arena internacional como actor de primer orden. No hay ninguna zona geográfica del mundo que no haya sido afectada por este proceso, por lo que hay un interés cada vez mayor por parte de Gobiernos, think-tanks, Universidades y Centros de Investigación en general.On this occasion, the Andean Magazine of Political Studies presents its sixth volume, which brings a special Dossier on the current state of relations between China and Latin America. This number of the RAEP was made in the framework of the activities that the Institute of Andean Political Studies has been carrying out with the Community of Chinese and Latin American Studies of Beijing (CECLA), which is inserted within the wide bibliographic production that is taking place around the character of China's so-called 'rise' (also called 'return') to the international arena as a leading actor. There is no geographical area in the world that has not been affected by this process, so there is a growing interest on the part of Governments, think tanks, Universities and Research Centers in general
La política comparada de la Ciencia Política: Chile y Uruguay en tiempos autoritarios
The article compares the history of political science (PS) in Chile and Uruguay in the 1970s and 1980s. Drawing on research that includes 58 interviews with Chilean and Uruguayan scholars and a systematic analysis of the main academic journals of these countries, it shows that important aspects of the Chilean case have not been fully taken into account by the literature. While in Uruguay PS was indeed undermined by the authoritarian government, in Chile key components of the current institutional infrastructure of the discipline were created during, and sometimes by, the dictatorship. The contrast between these two PS trajectories problematizes the linear narrative ‘democracy?PS’ and provides a more nuanced understanding of the discipline’s development(s) as well as of its political nature(s). In the background of this piece there is a theoretical meditation on the relationship between knowledge and power.El artículo compara la historia de la Ciencia Política en Chile y Uruguay en las décadas del 70 y 80. Basándose en una extensa investigación que incluyó 58 entrevistas a politólogos chilenos y uruguayos y el análisis sistemático de las revistas académicas más destacadas de estos países, se demuestra que aspectos relevantes del caso chileno han sido ignorados por la literatura. Mientras que la dictadura uruguaya socavó la Ciencia Política y la expulsó de las instituciones públicas, en Chile algunos componentes importantes de la actual infraestructura de la disciplina fueron creados durante, y a veces por, la dictadura. El contraste entre estas dos trayectorias problematiza la narrativa lineal ‘democracia-ciencia política’ y aporta a una comprensión más refinada tanto del desarrollo disciplinar como de la naturaleza política de este saber. El marco general del artículo es una reflexión teórica sobre la relación entre el saber y el poder
