    SkyDataNet: An object detection algorithm with 2D gaussian loss for UAV-based aerial images

    In this paper, we introduce a novel object detection algorithm based on the center-point detection. In our architecture, we introduce using two HourGlass architecture as the backbone, and we introduce using a new module to unify the predictions made after each backbone. Furthermore, since bounding boxes are in varying aspect ratios, as opposed to using a scalar Gaussian variance, we introduce using 2D variance in the Gaussian loss function to predict center-points in our network. We present the performance of our proposed improvements on three aerial datasets by comparing them to center-point based detection algorithms.TÜBİTA

    Based on a 5-year fieldwork (2019–2024) employing Situational Analysis informed by Constructivist Grounded Theory, this research presents a substantive theory of design for interspecies care in Istanbul's feline interventionist arena. This arena is characterized by human interventions, designerly or otherwise, deemed a moral imperative in response to present or imminent feline events—frictions between the anthropocentric city and the feline user, implicated on a dependency-autonomy continuum. Central to this arena is a three-partite community-driven feline spatial population management (CDFSPM), including designing of cat houses, as a care-based response to the neglect of municipal veterinary departments (MVDs) and societal apathy. To contain imminent feline events foreseeable in the future, all eligible cats regardless of sex are subject to nonselective neutering as part of population control. In addition, while cats with heightened dependency transition from public space to private households during selective defelinization, human proxies actively engage in a process of refelinization by design, reshaping the urban landscape to support feline cohabitation for cats deemed independent and able. Feline non-use of cat houses discloses species script, that is, the epistemic limitations of human configuration of the animal user. Despite divergent positions regarding their functionality, cat houses not only point to Zoöpolis as a political horizon due to their symbolic function owing to their emphasis on liminal animal belonging in the city but also design a multi-species and care-based urban living here and now.Beş yıllık (2019-2024) saha araştırmasına dayanan ve Yapısalcı Temellendirilmiş Kuram ile Durumsal Analiz yaklaşımını benimseyen bu çalışma, İstanbul'un kedi müdahale arenasında, türler arası bakımın nasıl tasarlandığına dair temellendirilmiş bir kuram sunar. Bu arenada, bağımlılık-özerklik sürekliliğinde konfigüre edilen kedi kullanıcıyla insan-merkezci kent arasındaki sürtüşmeden doğan ve insan müdahalesini etik bir zorunluluk olarak davet eden kedi olayları öne çıkar. Yerel belediyelerin kayıtsızlığı ve yetersizliği karşısında vatandaşlar, kedi olaylarına ihtimam temelli bir yanıt olarak kedi evlerinin de parçası olduğu üç parçalı mekânsal bir nüfus yönetimini tabandan yürütürler. Yakın gelecekteki kedi olaylarını önlemek amacıyla, sokak kedileri, operasyona uygun bulunduğu sürece cinsiyet fark etmeksizin seçici olmayan kısırlaştırmaya tabidir. Buna ek olarak, bakıma bağımlılığı yüksek sokak kedileri seçici kedisizleştirme bağlamında kamusal mekândan haneye olan yuvalandırma hareketliliğinde önceliklendirilirken, kamusal mekânlar görece bağımsız ve sağlam kediler için kedi olaylarına karşı bir tasarım yoluyla yeniden kedileştirme sürecine girer. Kedilerin kedi evlerini kullanmaması, insanın hayvan kullanıcıyı yapılandırmasındaki epistemik sınırlamaları, diğer adıyla tür şemasını açığa çıkarmaktadır.     Migration aspirations in relation to border closures, employment opportunities and risk-taking attitudes: Lessons from an online survey experiment

    This article investigates the effect of structural and individual factors on migration aspirations in a secondary migration context. Through an online survey experiment conducted with Syrian migrants (N = 551) living in Turkey, we unpack factors explaining aspirations to stay and move onward from the current country of residence. The findings indicate that open borders alone do not compel migrants to move onward. Instead, employment opportunities in their current residence play a crucial role in shaping aspirations to stay put. Moreover, individuals inclined to take risks are more likely to migrate, even when strict border controls are in place. By highlighting the question of what motivates migrants to stay as well as to move onward, this research emphasizes individual differences in forming migration aspirations and contributes to migration aspirations literature in the secondary migration context.European Union’s Horizon 202

    Network analysis of connectivity optimized multi-uav path planners

    Multi-UAV systems are considered for many applications, where the UAVs work together as data collection and/or delivery nodes. Therefore, many recent works propose path planning algorithms that consider connectivity as a constraint or optimization objective. However, in most works topological connectivity is targeted or average network performance is optimized. On the other hand, network simulators are used to analyze higher layer protocols for UAV networks with generally randomized or sweeplike mobility. In this work, we analyze the network performance of several connectivity-optimized multi-UAV path planners. We analyze jointly optimized as well as relay assisted UAV networks. Our results show that topologically connected multi-UAV paths do not necessarily lead to acceptable network performance in terms of packet delivery rates and throughput. Mobile relay assisted scenarios perform as well as static relay scenarios with less than half the number of relay nodes. Jointly optimized schemes perform well with low number of UAVs when the transmission ranges are high or the number of nodes is low, where hub nodes are less likely to occur.TÜBİTA

    Social support and help-seeking worldwide

    Social support has long been associated with positive physical, behavioral, and mental health outcomes. However, contextual factors such as subjective social status and an individual's cultural values, heavily influence social support behaviors (e.g., perceive available social support, accept support, seek support, provide support). We sought to determine the current state of social support behaviors and the association between these behaviors, cultural values, and subjective social support across regions of the world. Data from 6,366 participants were collected by collaborators from over 50 worldwide sites (67.4% or n = 4292, assigned female at birth; average age of 30.76). Our results show that individuals cultural values and subjective social status varied across world regions and were differentially associated with social support behaviors. For example, individuals with higher subjective social status were more likely to indicate more perceived and received social support and help-seeking behaviors; they also indicated more provision of social support to others than individuals with lower subjective social status. Further, horizontal, and vertical collectivism were related to higher help-seeking behavior, perceived support, received support, and provision of support, whereas horizontal individualism was associated with less perceived support and less help-seeking and vertical individualism was associated with less perceived and received support, but more help-seeking behavior. However, these effects were not consistently moderated by region. These findings highlight and advance the understanding of how cross-cultural complexities and contextual distinctions influence an individual's perception, processing, and practice of social support embedded in the changing social landscape.United States Department of Health & Human Services National Institutes of Health (NIH) - US

    Comparison of machine learning algorithms and large language models for product categorization

    This study explores the efficacy of traditional machine learning algorithms and Large Language Models (LLMs) in automating product categorization for online e-commerce platforms. By comparing these methodologies, we assess their performance in classifying a diverse range of product listings. Our findings indicate that for this context, LLMs offer similar performance in understanding and categorizing complex textual data to traditional machine learning techniques, suggesting that use of LLMs in this context may be unnecessary, and that the trade-off ultimately comes down to the operational costs and resource consumption of each model. This work contributes to the field by providing insights into the capabilities and limitations of current text categorization techniques in the context of rapidly expanding online marketplaces

    Evaluation of the user-centric explanation strategies for interactive recommenders

    As recommendation systems become increasingly prevalent in numerous fields, the need for clear and persuasive interactions with users is rising. Integrating explainability into these systems is emerging as an effective approach to enhance user trust and sociability. This research focuses on recommendation systems that utilize a range of explainability techniques to foster trust by providing understandable personalized explanations for the recommendations made. In line with this, we study three distinct explanation methods that correspond with three basic recommendation strategies and assess their efficacy through user experiments. The findings from the experiments indicate that the majority of participants value the suggested explanation styles and favor straightforward, concise explanations over comparative ones

    Enerji tarih boyunca insanlığın en temel ihtiyaçları arasında yer almıştır. Özellikle artan nüfus ve sanayi devriminin başlangıcıyla beraber kitlesel ve yoğun bir tüketim alanı bulan fosil yakıtların kullanımı günümüze kadar artarak devam etmiştir. Çevresel sorunlar, iklim krizi, iklim göçü gibi ciddi sorunların yanı sıra fosil kaynakların yakın bir gelecekte tükenebileceği bilimsel verilerle kanıtlanmış bulunmaktadır. Ülkeler fosil kaynakların olumsuz etkilerini azaltmak amacıyla yenilenebilir enerji kaynaklarına yönelmektedirler. Enerji kullanımında yenilenebilir enerji kaynaklarına yönelen ülkeler fosil kaynaklara bağımlılıklarını azaltırken aynı zamanda yerli enerji arzını çeşitlendirecektir. Yenilenebilir enerji kaynaklarından üretim, yenilenebilir enerji sistemleri ve tesisleri aracılığı ile gerçekleştirilmektedir. Yenilenebilir enerjiden elektrik üretim maliyetlerinde başta güneş ve rüzgâr enerjisinde ciddi bir düşüş olmakla birlikte henüz fosil yakıtlardan elektrik üretim maliyetinden ucuz değildir. Türkiye'de de Dünya'da olduğu gibi çeşitli teşvikler uygulanmakla birlikte bu teşviklerin yeterliliği incelenmelidir. Bu tez çalışmasında dünyada ve Türkiye'de uygulanan yenilenebilir enerji teşvik mekanizmaları güneş ve rüzgâr enerjisi özelinde incelenmiş, uluslararası hukuk ve Türk hukuku perspektifinden değerlendirilmiştir.Energy has been among the most basic needs of humanity throughout history. The use of fossil fuels, which found mass and intense consumption especially with the increasing population and the beginning of the industrial revolution, has continued to increase until today. In addition to serious problems such as environmental problems, climate crisis, and climate migration, it has been proven by scientific data that fossil fuels may become depleted in the near future. Countries have been following strategies to increase the use of renewable energy sources in order to reduce the negative effects of fossil fuels. Countries that achieve to increase the use of renewable energy sources in energy usage will reduce their dependence on fossil fuels and at the same time diversify their domestic energy supply. Production from renewable energy sources is carried out through renewable energy systems and installations. Although there has been a significant decrease in the cost of electricity production from renewable energy, especially solar and wind energy, it is not yet cheaper than the cost of electricity production from fossil fuels. Various support schemes are implemented in Türkiye, as the other countries also have, the efficiency of these support schemes in Türkiye should be reviewed. This thesis examines the renewable energy support schemes adopted in the world and in Türkiye, in particularly in solar and wind energy and reviews the current regulations from the perspective of international law and Turkish law

    Microstructural and mechanical analysis of magnesium chloride stabilization in highly plastic swelling clayey soils

    In recent years, there has been an increasing interest in investigating the use of non-traditional additives for stabilizing problematic soils. As the demand for eco-friendly alternatives to cement rises, magnesium chloride, a widely used deicer and dust suppressor, has emerged as a potential choice. This study aims to provide a comprehensive understanding of the microstructural changes that occur and affect the macro behavior of treated bentonite (B) and yellow marl (YM). To achieve this, MgCl2 solution was added to the soils at 3, 6, 9, and 12 percent by dry weight of the soil, and samples were cured for 7, 14, and 28 days at 5 degrees C, 25 degrees C, and 35 degrees C. The mechanical properties of the treated soils were then evaluated using the unconfined compression test, direct shear test, and pressure chamber test (SWCC), while microstructural analysis techniques such as X-ray diffraction (XRD), scanning electron microscopy (SEM), energy-dispersive X-ray spectrometry (EDAX), and Fourier transform infrared spectroscopy (FTIR) were employed to examine the mechanism of MgCl2 stabilization. The results indicate that adding MgCl2 and extending the curing period significantly increased both soils' unconfined compressive strength (UCS). However, the UCS value decreased for treated samples cured at temperatures higher than 25 degrees C due to an incomplete cation exchange process and the reduction of apparent cohesion. A part of the gained strength from apparent cohesion and matric suction in the unsaturated samples was lost when the samples reached full saturation during the direct shear test. Changes in the particle size, pore size, and pore void distribution due to the MgCl2 stabilization affected the SWCCs of the treated soils. Microstructural analyses revealed the formation of magnesium hydration products, such as magnesium silicate hydrate (M-S-H) and magnesium aluminate hydrate (M-A-H), which contributed to the strength increase by increasing grain size, filling the pores, binding fine particles within coarse grains, and forming a flocculated structure through recrystallization of MgCl2 and the formation of cementitious gel. Additionally, for B, adding MgCl2 led to soil flocculation through ion exchange, while for YM, the same process occurred due to the greater surface tension of the saline solution encircling the particles
