    THEORIES OF ADOLESCENT SUBSTANCE USE AND ABUSE

    This article reviews nine different theories regarding adolescent subtance use and abuse.  Amongst these theories the following are emphasised: (a) substance specific cognitives (b)social learning processes, (c) commitment to conventional values and (d) intra-personal processes. Some similarities and differences among these theories as well as the conceptualboundaries of each theory are addressed. In order to integrate these theories and to explain the etiology of youth substance use and abuse, a framework or model is presented to the reader

    According to the 2001 South African census, about 35% fo the South African population can be classified as youths, that is, below the age of 35 years, while 22% is below 20 years of age (Statistics South Africa, 2003).  Schönteich (1999:22) emphasises that South Africa faces some serious challenges because of the high proportion of young people in the population.  Reffering to criminal behaviour in particular, he suggests that juveniles and young adults commit crimes "...far in excess of their proportion of the general population", and that these rates seem to be similar all over the world.  He also points to conviction rates that show that young males in South Africa are at greater risk of being convicted for a wide range of crimes that older males or females of any age group

    SOCIAL WORKERS IN MANAGEMENT: WORK/FAMILY STRESS AND ISSUES OF SELF-CARE

    Traditional approaches to stress adopt narrow and individualistic perspective with little attention paid to the wider organisational, social, political and family factors involved. The intersect of all these factors as well as the symptoms of stress that social work managers experienced were examined as part of a broader study of women in management andoccupational stress. The sample consisted of 30 women managers from diverse racial backgrounds. Ten of these managers were social workers. Both private and public organisations with local, national and international status were included in this study. Data were obtained through the use of a biographical questionnaire, a semi-structured interview schedule, the Type A personality scale and the 'Identifying stress at work' scale.  Organisational contributors to occupational stress have been identified as follows: logistical constraints, career development, relationships at work, role in organisation, organisational structure and extra-organisational forces. The social factors, which impacted on the social work manager's experience of stress, were racism and gender discrimination. All the social work managers displayed Type A behaviour. The following sources of stress at the work/family interface were identified: domestic pressures, parental stress, marital discord, bi-cultural role conflict, and spill-over of job/stress into family life. Social work managers displayed physical, psychological and behavioural symptoms of stress.  The social work managers used a variety of strategies to cope with pressure and combat stress.  Given the nature of the stressors experienced by the social work managers, organisational as well as individual interventions to enhance self-care are recommended

    A NEEDS ASSESSMENT FOR A MANAGEMENT TRAINING PROGRAMME FOR STAFF OFFICERS AND AREA MANAGERS IN THE SOUTH AFRICAN NATIONAL DEFENCE FORCE (SANDF) SOCIAL WORK DIRECTORATE

    Management is a process that requires both art and skill to be efficient and effective in service rendering. The goal of the study was to explore the need for a management training programme for staff officers and area managers in the SANDF Social Work Directorate in order to make recommendations for the development of a management training programme.This exploratory study utilised qualitative and quantitative methodology. No sampling was done as the entire population was used for the study. The staff officers and area managers inthe nine provinces in South Africa, within the SANDF, Social Work Directorate, were used as the population in the study.  The study clearly indicates that a formal management training programme is critical within the SANDF Social Work Directorate.  It is recommended that a formal management training programme should be implemented within the SANDF Social Work Directorate to address the management needs identified in this empirical study. Various identified experts should be utilised in the provision of training

    GLOBALIZATION AND THE NEW PARTNERSIDP FOR AFRICA'S DEVELOPMENT (NEPAD): RELEVANCE FOR SOCIAL WORK

    The neo-liberal ideology that underscores the New Partnership for Africa's Development (NEPAD), rather than providing strategies for the salvation of Africa holds the possibility for further marginalisation of the poor, for entrenching inequality, and for worsening the plight of the most vulnerable of our society. Social workers are expected to work against poverty, and towards sustainable people-centred development. Yet, macro economic policies and strategies seem to be designed to work against these objectives. NEPAD, instead of representing the interests and the will of the African people, serves more the interests of the world capitalistic order, with African leaders capitulating to the demands of the G8 and to the international financial institutions. Despite their active roles in perpetuating poverty and inequality, there is the protest from government that the welfare sector, and social work more specifically, lacks the skills and expertise to achieve the objectives of poverty alleviation and sustainable development. As social work educators and practitioners, we need to critically interrogate those factors that impact the welfare sector and social work, and that deny people the opportunities for survival, let alone gainful and healthy living. As international social work and global movements around anti-oppressive practice, human rights and social justice evolve, social work must meet its ethical obligations in respect of collective responsibility and collective action

In line with thisargument/premise the book adopts a broader definition of social policy, namely the livelihoodsapproach which incorporates economic, social, environmental and other dimensions that directlyor indirectly affect people's well-being in both foreseen and unforeseen ways. Within this broaderdefinition the goals of social policy emerge as multi-faceted, including poverty alleviation, socialprotection, social inclusion and the promotion of human rights. The authors indicate that alivelihoods approach acknowledges the poor people's strengths and assets for pro-activeparticipation in the development process and they bring together three core principles, namely afocus on people, a holistic approach to analysis and policy prescription, and an emphasis onmacro-micro links.   &nbsp

    The social elaboration of HIV/AIDS and poverty gain momentum on a daily basis and has an influence on all levels of South African society. In this article the applicable terminology isdefined and a theoretical perspective on poverty and HTV/AIDS given. The relalionship between HIV/AIDS and poverty is discussed in depth as well as the impact of HIV/AIDS andpoverty on South African society. Matters such as life expectancy, illiteracy, family life, orphans, grandparents, the extended family, and housing are discusud. Some macro issues ofthe problem of HIV/AIDS and poverty such as the work place, joblessness, migration, education, health services, the economy and the role of tradition are also scrutinised. Thearticle concludes with a section on possible solutions for the problem, on both micro and macro level.
