    THE ROLE OF SUPERVISORS IN THE SOUTH AFRICAN POLICE SERVICE IN THE SUCCESSFUL UTILISATION OF THE EMPLOYEE ASSISTANCE PROGRAMME

    Murder and suicide are common amongst members of the South African Police Service (SAPS) and supporting statistics to this effect are regularly highlighted in the media (Allers, 2006:2). It is also evident that employee productivity is often influenced negatively as a result of personal and/or work-related problems. McCraty, Atkinson and Tompson (in Williams & Weyers, 2006:281) mention that particular attention should be given to occupational stress in policing as its potentially negative consequences affect society in more direct and critical ways than in the case of most other organisations. Although the Employee Assistance Programme (EAP) of the SAPS is a suitable vehicle to address these problems, Allers (2006:2) states that, as far as seeking help is concerned, there is a culture amongst police members of “boys don’t cry”. He continues that there is nearly no internal support for members who are confronted with shocking experiences on a continuous basis. Such a statement seems to imply that referral by supervisors of troubled employees to the EAP is not enough

    Like many other countries worldwide, South Africa has accepted the challenge to achieve the aim of the United Nations to alleviate poverty by half by the year 2015. Thin (2002:17) states that poverty is a clear indicator that an economic system is not working as well as it should. This view of poverty sees it as both a social issue and an economic phenomenon (Thin, 2002:23). The expression of poverty in both social and economic contexts is reflected in the “two worlds” character of the South African economy, which Terreblanche (in Lombard, 2008:23) describes as follows

    When a divorced parent who has custody of a minor child wishes to move to another country or province, that parent, the non-custodian parent and the child may express disparate desires concerning relocation. The difficulty arises as to whether the rights of the child, the mobility rights of the intending mover, or the parenting rights of the opposing party should take preference. Relocation disputes are amongst “the knottiest and most disturbing problems” facing family courts (Tropea vs Tropea, 1996). There is usually little middle ground in relocation disputes (Stahl, 2006). Legal judgments, increasingly required in relocation matters, are often perceived by losing parties as “exquisitely unfair” (Carmody, 2007)

    Maatskaplike werkers moet kan demonstreer dat die maatskaplikewerk- hulpverleningsintervensies wat hulle toepas, waarneembare uitkomste lewer in die lewens en omstandighede van individue, groepe, gemeenskappe en organisasies. Laasgenoemde geld ook vir die programme en projekte wat deur ’n welsynsorganisasie aangebied word. Hierdie verantwoordelikheid val saam met die staat se Kwaliteitsbeheerbeleid. Hierdie verantwoordelikheid is reeds sedert die sewentigerjare van die vorige eeu sterk beklemtoon (Fanshel, 1980:32-35). Maatskaplike werkers het die verantwoordelikheid om aan kliënte, werkgewers, borge, subsidiërende liggame en die gemeenskap te kan toon dat hulle professionele dienslewering ’n bydrae tot die welsyn van die breër gemeenskap lewer. Hierdie verwagtinge ten opsigte vanmaatskaplike werkers is ook deur skrywers soos onder andere Bloom en Fischer (1982:476) en Royse (1991:5) uitgewys. Loewenberg en Dolgoff (1992:223) sê in die verband: “Social workers are accountable to the people they serve, to their profession and to society.” Reeds in 1993 noem Nelson (1994:65) die volgende in die verband: “In the past few years, socialworkers have been invited,…to evaluate their practice outcomes more objectively for greater accountability to clients and agencies.” In die lig van die globaliseringsproses, die hoër eise wat die mens aan sy omgewing en diensleweringstrukture stel, die strewe na meer bruikbare kennis, asook die hoër opleidingstandaarde wat aan maatskaplike werkers gestel word om altyd eties op te tree, word daar by die aanvang van die nuwe millennium verwag dat maatskaplike werkers op ’n etiese en vaardige wyse praktyk-evaluering kan onderneem.Ten spyte daarvan dat evaluering ’n integrale deel van die maatskaplike werker se professionele vaardighede vorm (Bloom & Fischer, 1982:476), bevraagteken skrywers soos Fischer (1993:19) en Nelson (1994:140) die wetenskaplikheid van die wyses waarop maatskaplike werkers hulle dienslewering evalueer. Maatskaplike werkers evalueer dikwels die effektiwiteit van hulle dienslewering aan die hand van die positiewe of negatiewe menings wat die kliënt(e) met betrekking tot die bereiking van die beplande hulpverleningsdoelwitte uitspreek (Nelson,1994:141), of hulle steun op hulle eie subjektiewe waarneming of vooroordele (Grinnell, 1997:9)

    This paper documents student appraisals of a Family Therapy Practice Module and allows for students’ reflective accounts to speak for themselves. The analysis aids in informing competent practice and programme content of the module, which constantly changes in shape and form. This module, like many others in institutions of higher learning, will be subjected to a quality assurance review exercise by not only our discipline of social work but also through an institutional audit. Our institution’s quality assurance committee will review and assess this module to determine its sustainability, academic coherence and viability. Arguably this module will be scrutinised for any limitations, and possibilities will be advanced for future consideration. Moreover students’ assessment of the module is an integral and necessary step of the evaluation process. We propose that these responses will authenticate the need for its continued existence

    The social work researcher is often faced with the daunting task of having to analyse complex phenomena and systems or relationships without the luxury of an abundant supply of resources, time and standardised measuring instruments.
