    The HIV and AIDS pandemic is having a significant impact on South Africa’s public andprivate sectors. Because it primarily affects working-age adults, its impact is seen in an increasein absenteeism and sick leave, a faster staff turnover rate due to early deaths, more employeesplaced on disability pensions, lowered staff morale and greater pressure on employee benefitsfunds (Department of Labour, 2003). To counteract these trends, the workplace has a vital roleto play in preventing infection amongst staff members and to deal effectively with those whodo become infected.     Around the world an estimated 2.5 million children younger than 15 are living with HIV/AIDS(UNAIDS, 2007). Sub-Saharan Africa bears the brunt of the epidemic and its effect on youngpeople. It is home to over 70% of young people living with the virus and up to 90% of childrenorphaned as a result of AIDS in the world (UNAIDS, 2007). If current infections continue andthere is no large-scale treatment, care and support provided to young people infected, then up to60% of 15-year-olds will not reach the age of 60 (UNAIDS, 2004). In countries such as SouthAfrica and Zimbabwe, where a fifth of the adult population is infected, AIDS is set to claim thelives of around half of all 15-year-olds. In Botswana, where about one in three adults areinfected, no fewer than two thirds of 15-year-old boys will die prematurely of AIDS. Thesefindings are contained in a United Nations Report (2004) that shows that current trends ofinfection will increasingly have an impact on demographics such as rates of infant, youth andadult mortality, life expectancy and economic growth in many developing countries

    Coming out of the closet, that is, identifying or labelling oneself publicly as gay or lesbian, is one of the most difficult and potentially traumatic experiences a gay/lesbian person can undertake (Woog, 1997). For many gays/lesbians this process is a journey which starts at the first awareness of being different from others. It then follows the route of coming out to oneself– labelling oneself as gay/lesbian – and finally letting others know of one’s sexual orientation. A large amount of the gay/lesbian person’s energy goes into deciding where, when, how and to whom he/she will disclose his/her sexual orientation. They are greatly concerned about the possible risks and consequences of “coming out” to significant others (Moses, 1986:80)

    Although deficient financial management skills have often been perceived as an “affliction ofthe poor”, resent studies have shown it to be a problem that pervades all levels of South Africansociety (Engelbrecht, 2008:3-15; FinMark Trust, 2009). There is also strong evidence that thefinancial problems that stem from mismanagement are one of the causal factors of the highlevels of pilfering, bribery, corruption and theft in the country’s public and private sectors(ACRC, 2009). In spite of this, very little is being done to address this deficiency. There isespecially a dire need that employers should empower their workforce with appropriatefinancial management skills. One employer that has taken up this challenge is the SouthAfrican Police Service (SAPS)
