    SUBSTANCE ABUSE AT THE WORK PLACE: THE PROBLEM AND POSSIBLE SOLUTIONS

    Personal problems, including substance abuse, often impinge on employees’ job performanceand therefore productivity. This paper discusses substance abuse as an example of anemployee problem at the workplace that can be addressed through services such as employeeassistance programmes (EAPs). The use and abuse of substances occur for a number ofreasons, including misguided ones, such as a person trying to “forget problems” at home,socially or at work. In relation to work, the effects are enormous, such as employeeabsenteeism, workplace injuries, as well as damage to expensive workplace equipment andproperty. Aspects discussed in the paper include factors that help “enable” the abuse of suchsubstances within the work environment, factors that indicate deteriorating employee workperformance, as well as possible ways to deal with the problem at the workplace. The paperconcludes with a discussion of possible workplace policies and programmatic solutions onhow to deal with the problem

    In 1999 the Department of Public Service and Administration developed and implemented anEmployee Assistance Programme (EAP) within the public service. This reaffirmed thegovernment’s commitment to intensify the programme to fight, inter alia, HIV and AIDS, andto deal with the traumas of everyday life, experiences of discrimination, cultural alienation andstress. A change in the programme focus has clearly occurred, to a certain extent, in response tothe major transformation in South African governmental and non-governmental organisations.This change occurred as a result of the introduction of worker-related regulations such as theBasic Conditions of Employment Act 75 of 1997, the Labour Relations Act 66 of 1995, theEmployment Equity Act 58 of 1998 and the Unfair Discrimination Act 4 of 2000, and made itnecessary for the employer to investigate, assess and assist employees with problems relating tosubstance abuse or incapacity. These acts formed a solid basis for implementing the EAP.The Department of Labour (DOL) responded promptly to the implementation of the EAP in2001, yet the programme remains under-utilised and is seen both by management andemployees of the Department as a social responsibility programme rather than a sound businessstrategy

    Social work educational providers at higher educational institutions (HEIs) in South Africa have been obliged since 2008 to engage with the South African Qualifications Authority’s (SAQA’s) qualification of the Bachelor of Social Work (BSW), which was registered in June 2003 in the National Qualifications Framework (NQF). In February 2004 the South African Social Service Professions Council (SACSSP) wrote a letter to all social work educational providers requesting them to benchmark their current curriculum against the new minimum standard requirements of the BSW on a template. Furthermore, providers of social work education and training had to indicate how they would change their current learning programmes to accommodate the minimum standards, which encompass 27 exit-level outcomes and their associated assessment criteria. Providers had until June 2006 to comply with the requirements of the new BSW qualification and had to start implementation of the learning programme in January 2007

    In South Africa the state strongly expects the religious sector – or more specifically thecollectivity of faith-based organisations constituting this sector – to make a meaningfulcontribution towards the country’s struggle against poverty and HIV and AIDS (Koegelenberg,2001, 2007; Swart, 2008). The debate on the role and contribution of faith-based organisations(hereafter FBOs) in social welfare and social development is not unique to South Africa,however, and has been conducted in other parts of the world for the last decade or more(Cameron, 2004; Cnaan, Farnell, 2001; Jeavons, 2004; Netting, 1984; Netting, Thibault &Ellor, 1990:17; Smith, 2002; Wineburg & Boddie, 1999; Yeung, 2003). Although the debatehas been going on for quite some time, generally speaking the terms “religious sector” and“faith-based organisations” are still used in a vague and unfocused sense in the literature and nowidely accepted definition can be found. This causes confusion about exactly what kinds oforganisation are being referred to (Netting, 2004:136; Sider & Unruh, 2004:109)
