    This report, of a survey of African American housing in Toledo, Ohio, details people working in private employment with earnings between 1,000and1,000 and 1,500, earnings above $1,500, and those involved with the Works Progress Administration. Additional findings state that there are only 4 sections in Toledo where Black Americans are permitted to rent, that Black citizens were being exploited by the landlords of the city, and that many families would not divulge the personal information requested by this survey. Within that area are noxious weeds, guardrails, and signs. Vegetation can obscure the visibility of signs and guardrails and, in extreme cases, impede or block roadway drainage. Mowing typically occurs between one to four times a year depending on the location. In the meantime, noxious weeds need to be controlled. One of the best means of control is herbicide application. Herbicides, or plant growth regulators, are applied to the vegetation to slow the growth and thus reduce the need for mowing and increase visibility for motorists. ODOT's current processes for the application of herbicides is labor intensive, unsafe for the employees, and limits the availability of dual-purpose equipment for other job

While there are many systems designed to provide such functionality, termed detect and avoid (DAA), ground-based radars have emerged as one of the most promising technical solutions to this challenging problem. Ground-based radars can detect and communicate the location of cooperative and noncooperative aircraft or objects present in the National Airspace System (NAS) to support the safe operations of crewed and uncrewed aircraft operating in the NAS simultaneously. Ground-based radars do not require aircraft to carry heavy equipment onboard. One major drawback to ground-based radar is that their performance is heavily influenced by where the sensors are located. Nearby objects such as trees/roads/buildings generate false tracks or shield the radars returns leading to large, uncovered regions. This line-of-sight limitation is a major hurdle for emplacing such systems over a wide geographical area and makes each emplacement assessment unique. Emplacing radars strategically is necessary to maximize airspace coverage while also identifying airspace regions that are not covered. This report explores the usage of a simplified version of a software prediction tool to predict radar coverage performance in an urban environment. Physics based prediction capabilities were deemed essential to successfully utilize radar prediction models when strategically analyzing emplacement options and vendor candidates. Insights of additional criteria to consider for future software prediction models were captured along with recommended questions to ask when vetting potential radar candidates. The project conducted a national scan and extensive agency outreach to evaluate existing approaches. It further completed interviews with ODOT staff and developed a set of criteria for a maintenance scheduling system. An initial list of potential vendors was narrowed down to three that appeared to meet the detailed requirements developed through this research, and software demonstrations were scheduled with all three. Across vendors, the software was distributed as a software-as-a-service, resulting in an annual price which may depend on the number of users. Some vendors have existing licensing agreements with ODOT, which may carry over for this use case. Further studies should be conducted to assess the costs and savings, including of workforce hours, of adopting the solution identified in this report. To achieve these goals, a comprehensive literature review of all studies on the best practices related to maintenance behind noise wall was conducted. In addition, surveys were performed to gather information from ODOT districts and counties as well as other DOTs. The results of this study indicated that the limited space available behind noise walls for maintenance is the main concern. In addition, there are no openings in the walls or the ODOT limited access right of way (LARW) fencing to get behind the walls for maintenance. The results of this task also indicated that the majority of ODOT districts do not have maintenance agreements with property owners. One of the key items identified in this study creating the problems associated with maintenance behind noise walls is their placement in relationship to the ODOT right-of-way (ROW) line. It was found that there are no laws requiring RW fencing along the ODOT's LARW line. It was also found that some DOTs have methods for allowing adequate space behind noise walls for maintenance, provided access openings or doors or placed the walls along the RW line to avoid maintenance issues. In addition, several DOTs also made agreements for maintenance efforts during the right of way negotiations prior to the project being constructed to have the abutting property owners maintain the are
