To achieve these objectives, a survey of was performed to identify current ODOT practice for using and evaluating cold mix materials for winter pothole patching. A comprehensive laboratory testing plan was developed and conducted to identify the cold mixtures properties that can be used to predict the performance and durability of cold mix and determine the limits for those properties. Preliminary specifications and testing criteria were developed for cold mix materials based on the result of laboratory testing program. A field-testing plan was performed to validate the recommended preliminary specifications and testing criteria for the different types of cold mix. Survival analyses were conducted to determine the expected lifetime of the different patching materials. Finally, cost analysis was conducted to determine the life cycle cost of the patching materials meeting and not meeting the specifications. Based on the results of this study, specification criteria were recommended to evaluate cold mix materials to ensure its field performance and longevit
