A comprehensive laboratory testing program was conducted to identify the factors that affect the thermal cracking performance of local roadway asphalt mixtures. The testing factorial examined the effects of the aggregate, binder, and RAP properties on the low-temperature cracking of asphalt mixtures typically used by local public agencies (LPAs). Binders were tested using Dynamic Shear Rheometer (DSR), Bending Beam Rheometer (BBR), and Asphalt Binder Cracking Device (ABCD). The low-temperature cracking potential of asphalt mixtures was assessed using the Asphalt Concrete Cracking Device (ACCD) Ohio CTE Device (OCD) and the Thermal Stress Restrained Specimen Testing (TSRST) tests. The propensity of all selected asphalt mixtures to fatigue cracking was evaluated using the Indirect Tensile Asphalt Cracking Test (IDEAL-CT) test. Finally, the Hamburg Loaded Wheel Tracking (HLWT) test was used to evaluate rutting performance. The laboratory test results indicated that the holistic binder grading that incorporates both ABCD and BBR testing provides a better understanding of binder performance that can lead to a more accurate prediction of mixture performance. In addition, the results suggested that the binder properties had the most significant effect on asphalt mixtures low-temperature cracking. Increasing RAP content from 20% to 30% shows a slight decline in low-temperature cracking resistance. However, this decline was more pronounced when using highly aged RAP material.
