A Nordic Co-Operative Solution for Scholarly Publishing
A change of paradigm is on the way in scholarly communication and research. The reasons for this development are manifold and particularly of an economical and technical character. They have created a paradoxical situation, where it has become technically less expensive to publish, but at the same time more difficult in terms of organisation and economics. Theprimary changes have happened and are still happening in connection with the development of electronic communication methods, information production, search methods and digital archival methods. The period of change is more prolonged than one might be aware of ? in fact we are talking about more than 30 years ? and as such is not only a result of the Internet and the advance of word-processing, but is also due to cheaper and easier transport facilities. The consequences of this shift affectmany players, such as the researcher, the research institution (the commissioner of the task), the library, the publisher and many elements like for example economics, mediation, quality assurance, access, storage, copyright and business. The change of paradigm is far-reaching and a number of initiatives at uneven levels have been launched. The national science subject areas are spearheading the development of new methods, and are also financially stronger, whereas quite a differentsituation and other conditions apply to social sciences and the humanities. This means that the need for development of compatible publishing models increases. Nordiska Publiceringsn?mnden f?r Humanistiska och Samh?llsvetenskapliga Tidskrifter (NOP-HS), Helsinki and the Danish National Library Authority have together commissioned a review whichexamines this change of paradigm within research communication and provides an overview of ?state-of-the-art? for scholarly research publication. The report also provides an overview of international projects on developing models for future publishing and mediation. It concentrates particularly on publishing of periodicals in electronic form at Nordic level and specifically within the social science and humanistic subject areas, as requested by NOP-HS. The report contains:- the change of paradigm in scholarly communication and publishing- the technological development for electronic peer review and publishing- status for the Nordic area focusing particularly on social sciences and the humanities- suggestions for possible models for scholarly publishing- recommendations for Nordic co-operation projects and solution models.The report forms the basis for a Nordic conference in June 2003 in Denmark, to which will be invited a number of decisionmakerswho will discuss the suggested scenarios for Nordic co-operation. The conference wants to attract suggestions for further action towards a possible technical, economic and long-term solution in relation to future scholarly research publication in the Nordic countries. The final outcome of the conference will be published in July 2003
Media Resources Adaptation for Limited Devices
In this paper, we define a framework for media resources manipulation in an adaptive content delivery system. We discuss the media resources manipulation in an adaptation and negotiation architecture in terms of binary relationship definition using a so-called "related resources" approach, resources extraction, adaptation and delivery. We show how differentresources can be related by predefined semantic relationships in order to help structural adaptation and content negotiation tasks. We give a simple recursive algorithm to extract media resources form an input tree structure. The media description is specified using an extensible CC/PP profile. In order to show the benefits of our approach, we give a practical application of media manipulation: an automatic adaptation of XHTML documents for mobile phones. We propose also a general mechanism for the content servers in order to deliver media resources according to client constraints or profile. The influence of media selection in the delivery of multimedia services is also described using evaluation formulae and measured with some experimentations
Copyright and Licensing Issues for Digital Preservation and Possible Solutions
The preservation of digital publications involves various technical, legal, economic and organization issues. Copyright law and licensing arrangements may prevent problems for libraries that wish to preserve digital resources in the long-term or even short term. Digital preservation strategies involve copying and it is not clear with copyright legislation in the UK and Europewill allow the sort of copying needed. The complex nature of digital publications and new publishing models present various problems including resource intensive rights clearance and reliance on publishers to continue to provide access and preserve digital publications. Extension of legal deposit laws may go some way to overcoming access versus ownership issues, but the issue of rights to copy deposited material remains. Other possible solutions include model licence agreements that that provide for preservation in some way. There is a need for research to clarify issues identified in the preservation and legal literature and to provide a clearer picture of the activities and perceptions of stakeholders in digital preservation, including authors, publishers and libraries

THE DIGITAL LIBRARY: TAKING IN ACCOUNT ALSO THE TRADITIONAL LIBRARY
This paper presents an analysis of the problem of the ?digital library?, taking in consideration the perspective and requirements of the
?traditional library?. The purpose is to help the approach between two extremes of the problem: the well-established communities of the traditional
library and the communities working in new involving technological and business models. In that sense, it is proposed and described a model for the digital library based in the generic use cases of: publication; licensing; acquisition; registration; dissemination; searching; access; and preservation.
These cases are also related with new emerging issues: genres; actors; identifiers and metadata
THE ROLE OF THE TEXT ENCODING INITIATIVE (TEI) IN THE AUTHORING AND INTERCHANGE OF XML DOCUMENTS
The Text Encoding Initiative?s Guidelines for electronic text encoding and interchange original aim was to provide exhaustive recommendations
for the encoding of literary and linguistic textual materials. In this paper we suggest that the Guidelines are also suitable for the authoring
of new material, such as websites and academic papers. With only slight extensions, they can be used to describe the structure and contents of
a website, while their modular architecture readily permits customization for multimedia and hyperlinking behaviours. Despite their ?book-centric? nature, the Guidelines are sufficiently flexible to cater for information organized
in a completely non-book-like manner.
We argue that its non-prescriptive nature makes the TEI a good candidate for mapping amongst other possibly more prescriptive XML schemes. As
subject-focussed XML-based schemas proliferate, there will be an increasing demand for a non-specific interlingua for the interchange and integration of digital textual data. Our claim is that its extensive coverage, pervasive take-up, rigorous documentation, and well-thought out class mechanism uniquely qualify the TEI for this key role
EXCAVATING A RESOURCE: THE ELECTRONIC DISSEMINATION OF ARCHAEOLOGICAL GREY LITERATURE USING XML AND THE TEI
This paper looks at the usability of XML and the TEI Lite DTD for the electronic publication of grey literature by commercial archaeological
units. Grey literature is a valuable but underused resource within archaeology and XML would be a useful tool for the publication of field reports as it would allow a quicker response time and a rapid dissemination of information within the fast moving and changing environment of commercial archaeology. It would also allow practitioners to selectively download separate sections of field reports which are of particular importance to them and to improve the searchability of reports on the web
DIGITAL BINDING OF MULTIPLE MANIFESTATIONS AND COLLECTIONS OF LITERARY WORKS
This paper addresses the problem of managing, handling and archiving multiple digital manifestations of literary works. The problem
was motivated by a real requirement at the National Library of Portugal. It is proposed an approach for the problem based on the concept of digital binding of multiple manifestations of digital works, taking into account their technical and intellectual contents as well as their metadata and possible contexts of usage. It is thereafter described a framework where one can
manage and relate several manifestations, bound in a new object containing technical and bibliographic information about the literary work whose manifestations were included. The model is implemented as a repository managed by an XML framework, comprising the data and a metadata model, as also the related editing, management and contents transforming tools
BETEXT: CROSS INSTITUTIONAL COOPERATION IN THE DIGITALIZATION OF CULTURAL HERITAGE DOCUMENTS IN XML
The following describes a digitalization and on-line publication project, led by members of Blekinge Institute of Technology, located in
the south of Sweden. The project aimed to create the foundation for a regional network of small cultural institutions that would develop, support
and utilize on-line full text archives in the service of tourism, marketing and education. Its pilot project, The Chapman Archive, involved the digitalization, encoding with the TEI DTD in XML and web-publication of two rare 18th century texts of both regional and international importance
TRANSCLUDED DOCUMENTS: ADVANTAGES OF REUSING DOCUMENT FRAGMENTS
Quoting parts of a document is a very common task when writing
scientific papers. Usually an author cut-and-pastes a source quote to a
new document, which inherently causes problems. Transclusions ? invented
in 1960 by Ted Nelson ? are a possible solution: they are a kind of function
which returns the data to be included in a new document and also adds
some links to and from the original context of the quote.
This paper presents some ideas and problems when using transclusions in an
existing digital journal environment. The creation process of transclusions
with LATEX-macros is described and tools supporting this task are listed in
this paper. After uploading a special ?markuped? document to the server,
a serverprocess is responsible for assembling the content. This includes the
transfer of up-to-date content to the client, management of changes etc.
Additional navigation (i.e. hyperlinks) is also generated on the server side,
therefore users are not forced to use a dedicated browser for the journal
articles. Authors and readers of a document using transclusions profit from
this architecture and the original context of a quote is just a mouse-click
away.
The paradigm of transclusions is useful for all participants involved in the
creation and reading of articles
