    International trade, development traps, and the core-periphery structure of income inequality

    Research on economic complexity has shown that a countrys type of exports conditions its future path of economic diversification and economic growth. Yet little emphasis has been put on the inequality associated with the types of products traded between countries and different regions of the world. Here we analyze the income inequality associated with the imports and exports of 116 countries in the period from 1970 to 2010. Our analysis shows that methods from network science and visual complexity research can help to reevaluate old theories in economics, such as coreperiphery structures in international trade or structural development traps. Our results illustrate that the core-periphery structure of global trade affects not only the income inequality between countries, but also the income inequality within countries. Moreover, they reveal the structural constraints that developing and emerging economies face in promoting inclusive growth and benchmark their productive transformations with cases of successful catching up and developed economies. The results show that countries, such as South Korea or Germany, have benefited from outsourcing high inequality products. In contrast, some middle-income countries, such as Brazil or South Africa, face structural development constraints consisting of a large average distance of their export products to low inequality products and a gravitational force towards high inequality products. Finally, developing economies, such as Nicaragua or Sri Lanka face a double development trap for inclusive growth, as their economies depend on both a large share of high inequality exports and imports

By using a novel instrumental variable approach based on historical trade and travel routes across the Russian East, I am able to identify a causal and negative effect of remoteness to the Transsiberian Railway on local economic activity as measured by nocturnal lights emission

    Identifying smart strategies for economic diversification and inclusive growth in developing economies : the case of Paraguay

    A countrys productive structure determines its future path of economic diversification, economic growth, and income inequality. In this article, we identify Paraguays structural constraints and opportunities for economic diversification and inclusive growth. For this purpose, we advance methods from research on economic complexity and the product space to estimate how feasible and desirable are different types of new products and economic diversification strategies for Paraguay. To estimate the feasibility of different diversification opportunities, we measure the revealed comparative advantages and relatedness of 763 SITC products to Paraguays current product structure. To estimate the desirability of each product, we measure the expected level of income, economic complexity, technology and income inequality associated with these products. Our results indicate that despite Paraguays strong dependence on primary goods and resource-based manufactures, it has significant opportunities to diversify into more complex, high-income, and inclusive products. These opportunities include manufacturing products related to agricultural activities (such as machines for harvesting or food-processing) as well as chemical products (such as medicaments and vaccines). We present a scoreboard of feasible and desirable product options that helps to discuss different diversification strategies. Paraguay could for instance (1) only focus on the relatedness criteria; (2) further develop the products with intermediate capabilities; (3) promote diversification into related, higher income products; or (4) push towards complex and inclusive industries. Our results imply that only focusing on feasibility may lead developing countries like Paraguay further into an economic development trap, consisting in the focus on simple products and the large distance to high complexity and low inequality products. Instead promoting products that combine minimum standards regarding both feasibility and desirability criteria might be the best strategy for smart diversification and inclusive growth

    Hidden miners the roles of cover crops and soil microorganisms in phosphorus cycling through agroecosystems

    Background Phosphorus (P) is a limiting nutrient in many agroecosystems and costly fertilizer inputs can cause negative environmental impacts. Cover crops constitute a promising management option for sustainable intensification of agriculture. However, their interactions with the soil microbial community, which is a key driver of P cycling, and their effects on the following crop, have not yet been systematically assessed. Scope We conducted a meta-analysis of published field studies on cover crops and P cycling, focusing on plant-microbe interactions. Conclusions We describe several distinct, simultaneous mechanisms of P benefits for the main crop. Decomposition dynamics, governed by P concentration, are critical for the transfer of P from cover crop residues to the main crop. Cover crops may enhance the soil microbial community by providing a legacy of increased mycorrhizal abundance, microbial biomass P, and phosphatase activity. Cover crops are generally most effective in systems low in available P, and may access unavailable P pools. However, their effects on P availability are difficult to detect by standard soil P tests, except for increases after the use of Lupinus sp. Agricultural management (i.e. cover crop species selection, tillage, fertilization) can improve cover crop effects. In summary, cover cropping has the potential to tighten nutrient cycling in agricultural systems under different conditions, increasing crop P nutrition and yield

    Exploring the governance of traditional water reservoirs in the Mazandaran province, Northern Iran

    This study explores the governance of water reservoirs in the Mazandaran province, Northern Iran, from the perspective of public and private sectors at the regional level, as well as local stakeholders within the communities. Although water management in Iran has been frequently investigated, research which specifically addresses the governance of water reservoirs in the Mazandaran province from perspective of various stakeholders is not existent. The traditional water reservoirs in the Mazandaran province called Ab-bandan are used to collect the precipitation during autumn and winter seasons to be used for irrigating rice fields during the growing seasons (spring and summer). In spite of these reservoirs, a significant amount of precipitation runs off into the sea through rivers and only less than 10% of precipitation is being stored in Ab-bandans. This is due to the challenges in governing these water reservoirs such as lack of strategic planning of administrative bodies. This draws attention to the poor governance of water reservoirs in the Mazandaran province, which presents a major challenge to ensure the security of water supply, and in particular for rice production. Thus, the objectives of this study are: 1) to identify gaps in the governance of Ab-bandans, 2) to identify and assess the policy instruments for the improvement of the governance of Ab-bandans, and 3) to investigate the influence of social capital components on the governance of Ab-bandans among local stakeholders. These objectives form the papers of this cumulative Ph.D. dissertation. The first paper reveals water governance gaps with the focus on Ab-bandans using the OECDs Multi-level Governance Framework as a conceptual basis. This framework is a guideline for policy-makers in all countries in order to distinguish public governance gaps regardless of the institutional setting. Identifying the gaps could provide an input for policy-makers in order to prioritize options to strengthen the governance of Ab-bandans. A modified Delphi technique was used to identify these gaps by face-to-face interviews and ranking round. Interviews were conducted with individuals working in public agencies and the private sector pertaining to water management. The results show that the lack of a specific law for Ab-bandans is perceived as the most acute gap. However, the significant issue is that there is interdependence among all the gaps and they can strengthen one another. Therefore, a holistic perspective is needed to understand and resolve the gaps in the governance of Ab-bandans. There is no magic or one-size-fits-all approach to overcome the gaps and a mix of solutions is required. The second paper refers to identify relevant water policy instruments and assessing the suitability of these multiple instruments in an integrated way towards good governance of Ab-bandans. Water policy instruments are tools, strategies, and mechanisms for policy-makers to overcome governance obstacles in water policy; for instance, involving sub-national governments in designing water policy beyond their roles as implementers is a policy instrument to foster effective water management. An exploratory sequential design was realized as a mixed methods approach (qualitative and quantitative) for the purpose of research. The results reveal that policy instruments identified properly contribute to the improvement of the governance of Ab-bandans. Participation and collective action among farmers have the highest priority for the improvement of water governance. Therefore, it can be seen as the starting point for the desired transformation. Moreover, the policy instruments are interdependent and shouldnt be addressed in isolation. The improvement of the governance of Ab-bandans should be systematic and it is not possible to apply a single policy instrument without considering the impact of other policy instruments. It is necessary to adopt the policy instruments in a holistic way to solve difficulties in the governance of Ab-bandans. The third paper explores aspects of social capital in the governance of Ab-bandans seeking explanations as to how and why components of social capital among various local stakeholders influence the water reservoirs-related interactions within the communities. Social capital is an important factor, which facilitates collective interaction of the local community members for water system sustainability. Therefore, this study investigates key social capital components (i.e. trust, co-operation, social network cohesion, leaders and their roles, and conflict resolution) affecting the governance of Ab-bandans among local stakeholders. The qualitative method was applied to achieve the purpose of research. Semi-structured, face-to-face interviews were conducted with a range of local key stakeholders of Ab-bandans. The study shows that the level of social capital and its importance can differ depending on which component is under investigation. According to the results, mechanisms for conflict resolution are the most important aspect of social capital which plays a significant role for the other components. Social relationships and cohesion are being reduced due to the conflicts in water management and lack of appropriate mechanisms for resolution. Therefore, resolution of conflicts can bring people together in the group events to communicate and address their common issues and promote their co-operation for collective decision-making and planning. The results of the study support the idea that the management of Ab-bandans in a collective manner at the local level in the Mazandaran province needs to take all components of social capital into consideration. This would enable local communities to be more resilient in the face of collective action problems. Overall, it can be concluded that managing water reservoirs in the Mazandaran province, Northern Iran requires collaborative efforts between various stakeholders within and between the local communities. The government should undertake the role of facilitator rather than governmentality, by using participatory and bottom-up processes for decision-making, planning, and resolving conflicts among local stakeholders. The government should establish effective strategies of governance to engage farmers in management decisions and empower and integrate them to be able to solve their problems in water-related issues. There is also an urgent need for co-operation and participation not only between local stakeholders and responsive public agencies at the regional level, but also among public agencies in charge of water policy design and implementation. As the government is the owner and manager of water resources, better management and utilization of Ab-bandans will only succeed if accompanied by a shift in public governance through the engagement of all relevant actors.Diese Studie untersucht die governance von Wasserreservoirs im Nordiran und in der Provinz Mazandaran aus der Sicht des öffentlichen und privaten Sektors auf regionaler Ebene sowie der lokalen Akteure in den Gemeinden. Obwohl die Wasserwirtschaft im Iran bereits häufig untersucht wurde, gibt es keine Forschung, die sich speziell mit der Steuerung und dem Management von Wasserreservoirs in der Provinz Mazandaran aus der Sicht verschiedener Interessengruppen befasst. Die traditionellen Wasserreservoirs in der Provinz Mazandaran, genannt Ab-bandan, werden verwendet, um den Niederschlag während der Herbst- und Wintersaison zu sammeln, der für die Bewässerung von Reisfeldern während der Vegetationsperiode (Frühjahr und Sommer) verwendet wird. Trotz dieser Stauseen fließt ein erheblicher Teil der Niederschläge über Flüsse ins Meer und nur weniger als 10% der Niederschläge werden in Ab-bandans gespeichert. Dies ist auf die Herausforderungen bei der Bewirtschaftung dieser Wasserreservoirs zurückzuführen, wie z.B. das Fehlen einer strategischen Planung der Verwaltungsbehörden. Dies macht auf die schlechte Verwaltung der Wasserreservoirs in der Provinz Mazandaran aufmerksam, die eine große Herausforderung darstellt, um die Sicherheit der Wasserversorgung zu gewährleisten und die Reisproduktion zu unterstützen. So sind die Ziele dieser Studie: 1) Lücken in der Governance von Ab-bandans zu identifizieren, 2) die politischen Instrumente zur Verbesserung der Governance von Ab-bandans zu identifizieren und zu bewerten, und 3) den Einfluss von Sozialkapitalkomponenten auf die Governance von Ab-bandans unter lokalen Interessengruppen zu untersuchen. Diese Ziele bilden den Untersuchungsgegenstand der einzelnen Papiere dieser kumulativen Dissertation. Das erste Papier zeigt Lücken in der Wasserbewirtschaftung auf, wobei der Schwerpunkt auf Ab-bandans liegt und das "OECD Multi-level Governance Framework" als konzeptionelle Grundlage dient. Dieser Rahmen ist eine Leitlinie für politische Entscheidungsträger in allen Ländern, um Lücken in der öffentlichen Verwaltung unabhängig vom institutionellen Umfeld zu erkennen. Die Identifizierung der Lücken könnte einen Beitrag für die politischen Entscheidungsträger leisten, um Optionen zur Stärkung der Governance von Ab-bandans zu priorisieren. Eine modifizierte Technik der Delphi-Methode wurde verwendet, um diese Lücken durch persönliche Interviews und eine Ranking-Runde zu identifizieren. Es wurden Interviews mit Personen durchgeführt, die in öffentlichen Einrichtungen und der Privatwirtschaft im Bereich der Wasserwirtschaft tätig sind. Die Ergebnisse zeigen, dass das Fehlen eines spezifischen Gesetzes für Ab-bandans die größte Lücke ist. Das wesentliche Problem ist jedoch, dass eine Interdependenz zwischen allen Defiziten besteht und diese sich gegenseitig verstärken können. Daher ist eine ganzheitliche Perspektive erforderlich, um die Lücken in der Governance von Ab-bandans zu verstehen und zu schließen. Es gibt keinen magischen oder "one-size-fits-all"-Ansatz, um die Lücken zu schließen, sondern es ist ein Mix von Lösungen erforderlich. Das zweite Papier bezieht sich auf die Identifizierung relevanter wasserpolitischer Instrumente und die Bewertung der Eignung dieser verschiedenen Instrumente auf integrierte Weise für eine gute Governance der Ab-bandans. Wasserpolitische Instrumente sind Instrumente, Strategien und Mechanismen für politische Entscheidungsträger, um Governance-Hindernisse in der Wasserpolitik zu überwinden; beispielsweise ist die Einbeziehung subnationaler Regierungen in die Gestaltung der Wasserpolitik über ihre Rolle als Umsetzer hinaus ein politisches Instrument zur Förderung einer effektiven Wasserwirtschaft. Ein exploratives sequentielles Design wurde als gemischter Methodenansatz (qualitativ und quantitativ) für Forschungszwecke umgesetzt. Die Ergebnisse zeigen, dass die identifizierten politischen Instrumente ordnungsgemäß zur Verbesserung der Governance von Ab-bandans beitragen. Die Beteiligung und gemeinsame Aktionen der Landwirte haben höchste Priorität für die Verbesserung der Wasserwirtschaft. Sie kann daher als Ausgangspunkt für die gewünschte Transformation angesehen werden. Darüber hinaus sind die politischen Instrumente voneinander abhängig und sollten nicht isoliert betrachtet werden. Die Verbesserung der Governance von Ab-bandans sollte systematisch erfolgen, und es ist nicht möglich, ein einziges politisches Instrument anzuwenden, ohne die Auswirkungen anderer politischer Instrumente zu berücksichtigen. Es ist notwendig, die politischen Instrumente auf ganzheitliche Weise anzuwenden, um Schwierigkeiten bei der Verwaltung von Ab-bandans zu lösen. Das dritte Papier untersucht Aspekte des Sozialkapitals bei der Verwaltung von Ab-bandans und sucht nach Erklärungen, wie und warum Komponenten des Sozialkapitals zwischen verschiedenen lokalen Interessengruppen die wasserspeicherbezogenen Interaktionen innerhalb der Gemeinschaften beeinflussen. Sozialkapital ist ein wichtiger Faktor, der die Interaktionen in der lokalen Gemeinschaft für die Nachhaltigkeit des Wassersystems ermöglicht. Daher untersucht diese Studie die einzelnen Komponenten des Sozialkapitals (d.h. Vertrauen, Zusammenarbeit, Zusammenhalt der sozialen Netzwerke, Führungskräfte und ihre Rollen sowie Konfliktlösung), die sich auf die Governance von Ab-bandans unter den lokalen Interessengruppen auswirken. Teilstrukturierte, persönliche Interviews wurden mit einer Reihe von lokalen Schlüsselfiguren von Ab-bandans durchgeführt. Diese Studie zeigt, dass das Niveau des Sozialkapitals und seine Bedeutung je nachdem, welche Komponente untersucht wird, unterschiedlich sein können. Den Ergebnissen zufolge sind Mechanismen zur Konfliktlösung der wichtigste Aspekt des Sozialkapitals, der für die anderen Komponenten eine wichtige Rolle spielt. Die sozialen Beziehungen und der Zusammenhalt werden durch die Konflikte in der Wasserwirtschaft und das Fehlen geeigneter Lösungsmechanismen beinträchtigt. Daher kann die Konfliktlösung als Prozess Menschen in Gruppenveranstaltungen zusammenbringen, um zu kommunizieren und ihre gemeinsamen Themen anzusprechen und die Zusammenarbeit bei gemeinsamen Entscheidungen und Planungen zu fördern. Die Ergebnisse der Studie unterstützen die Idee, dass das kollektive Management von Ab-bandans auf lokaler Ebene in der Provinz Mazandaran alle Komponenten des Sozialkapitals berücksichtigen muss. Dies würde es den lokalen Gemeinschaften ermöglichen, bei Problemen mit kollektiven Maßnahmen widerstandsfähiger zu sein. Insgesamt lässt sich sagen, dass die Bewirtschaftung von Wasserreservoirs im Nordiran und in der Provinz Mazandaran eine Zusammenarbeit zwischen verschiedenen Interessengruppen innerhalb und zwischen den lokalen Gemeinschaften erfordert. Die Regierung kann die Rolle des Moderators und nicht der Gouvernementalität übernehmen, indem sie partizipative und Bottom-up-Prozesse zur Entscheidungsfindung, Planung und Lösung von Konflikten zwischen lokalen Interessengruppen einsetzt. Die Regierung kann effektive Governance-Strategien entwickeln, um die Landwirte in Managemententscheidungen einzubeziehen und sie zu befähigen und zu integrieren, damit sie ihre Probleme in wasserbezogenen Fragen lösen können. Daher besteht auch dringender Bedarf an Zusammenarbeit und Beteiligung nicht nur zwischen lokalen Interessengruppen und öffentlichen Stellen auf regionaler Ebene, sondern auch zwischen öffentlichen Stellen, die für die Gestaltung und Umsetzung der Wasserpolitik zuständig sind. Da die Regierung Eigentümer und Verwalter der Wasserressourcen ist, wird eine bessere Verwaltung und Nutzung der Ab-bandans nur dann erfolgreich sein, wenn sie von einer Veränderung der öffentlichen Verwaltung durch das Engagement aller relevanten Akteure begleitet wird

    Quantifying pond and labor productivity of small-holder aquaculture farmers in the central dry-zone of Myanmar

    To date, aquaculture in developing countries is still largely based on unimproved fish species. As a result, indigenous fish species often show poor growth rate, high fish mortality, and may have high labor production costs. By introducing Genetic Improvement of Farmed Tilapia (GIFT) in Myanmar, WorldFish aims to increase pond and labor productivity such that smallholder farmers earn more from aquaculture from their scarce land, capital and labor resources. The case study presented below purposely selected fish farmers for a micro-economic and partially technical study on labor and pond productivity in aquaculture. Quantitative and qualitative research methods were used to obtain very detailed data allowing me to estimate pond and labor productivity under existing smallholder farmers conditions in Myanmar. The research region was the Central Dry Zone of Myanmar, an area close to those hatcheries which have been identified by World Fish and national research partners. The case study assesses the current productivity and income from pond aquaculture derived by smallholders and provides crucial baseline information for the planned study during 2020/21 to assess the food security, productivity, and income effects of introducing improved tilapia to these smallholder farmers. Information collected during the study regarding problems faced by smallholder aquaculture farmers in the Central Dry Zone will be useful to ensure better delivery of future projects and objectives. Investment scenarios included in the case study aim to provide a demonstration of how future changes to the practices of smallholder aquaculture farmers could impact their profitability. A more productive smallholder aquaculture sector in Myanmar could help to reduce the availability and prices for fish which is a major source of protein and micronutrients for the people of Myanmar

    Unconventional monetary policy : theoretical foundations, transmission mechanisms and policy implications

    The financial crisis of 2007-09 can be divided into a pre-Lehman and a post-Lehman episode. The pre-Lehman episode lasted from August 2007 to September 2008 and was largely confined to distressed European and US money markets. In comparison, the post-Lehman episode was characterized by a global economic slump, deflationary risks, and policy rates at the effective lower bound in most advanced and many emerging economies. Accordingly, part I of this thesis starts with the monetary policy Response to the pre-Lehman turmoil on interbank markets, while part II addresses unconventional monetary policies at the zero lower bound. Finally, part III provides a theoretical and empirical assessment of their macroeconomic consequences. Beyond that, it also includes a short discussion on potential exit strategies from unconventional monetary policies. Part I: After a preliminary discussion of the way monetary policy is implemented in normal times, chapter 2 presents a simple corridor model of the reserve market. Subsequently, this model is used to describe some crisis-driven innovations in monetary policy frameworks. The key result of this chapter is that by replacing large parts of the malfunctioning interbank market with central bank intermediation, the Fed and the ECB succeeded in preventing an adverse spiral that may have easily unfolded from the heightened uncertainty among money market participants. As monetary policy in the post-Lehman era increasingly turned towards lowering the term-premium component of longer-term rates, chapter 3 highlights that the precrisis workhorse model of monetary policy analysis the baseline New Keynesian model (NKM) is inappropriate to capture such effects. The reason is that the NKM assumes rational expectations, perfectly flexible financial markets, and the existence of the pure expectations theory of the term structure, which altogether offer the rationale for the Wallace neutrality of central bank open market operations (Wallace, 1981). Accordingly, the chapter ends with the conclusion that most standard dynamic stochastic General equilibrium models (DSGE) lack the conditions conducive for central bank asset purchases to have a direct effect on either nominal or real economic variables. Part II: The second part starts with a basic classification of unconventional monetary policies. Those are: (i) forward guidance, (ii) quantitative vs. qualitative easing, and, (iii)negative policy rates. In a next step, I construct a preferred-habitat model of the term structure, which provides the theoretical foundation for the portfolio balance channel of central bank asset purchases (see chapter 4.2.) Chapter 5 sheds further light on the transmission channels of unconventional policies. In this context, the predictions of economic theory are cross-checked with the empirical evidence for the US, the UK, and the euro area. Since the focus of this thesis lies on the euro area, in chapter 6, I follow Altavilla et al. (2015) and conduct an event study on the ECBs asset purchase program (APP). In contrast to previous studies, I investigate the set of all official ECB announcements related to the APP over the period from 2014 to 2016. Moreover, I do not confine the analysis to sovereign and corporate bond yields and, thus, provide a more comprehensive perspective on the impact of QE in the euro area. Beyond bond yields, I assess the impact on the European stock markets, on inflation expectations, and on various euro exchange rates. Consistent with the credit risk augmented preferred-habitat theory of chapter 4.2, I find that the APP significantly reduced Italian and Spanish government bond yields, while the effects on German and French yields were much less pronounced. This points to a portfolio balance effect that runs primarily through country-specific risk premia. Beyond its impact on sovereign bonds, the APP also significantly lowered the yields on euro area corporate bonds (both financial and non-financial). While the announcements led to a significant depreciation of the euro against the US dollar, I do not observe a significant effect on expected inflation and interbank swap rates. Hence, the signaling channel and the Inflation reanchoring channel seem to be less important in the euro area than in the US (see e.g. Bauer and Rudebusch, 2014). Part III: Although the immediate impact on financial markets might be a necessary precondition for the effectiveness of unconventional monetary policy, its ultimate Goal is to stabilize inflation and stimulate economic activity. In turn, part III deals with the macroeconomic effects of central bank asset purchases. In this context, firstly, the Impact of QE on the banking system is addressed. By taking a closer look at the empirical evidence for the credit channel in the UK, the euro area and the US, I reach the conclusion that with the ongoing deterioration in bank capital and the persistent economic slump that followed the failure of Lehman Brothers, the positive impact of additional liquidity increasingly receded. Instead, in the post-Lehman era, any stimulating effect of monetary policy on bank lending acted mainly through the bank capital channel. Given the prevalence of the portfolio balance effect, chapter 8 provides a detailed discussion within a modern DSGE set-up. By drawing on earlier insights from the preferred-habitat theory, this chapter highlights the macroeconomic implications of market segmentation and limits to arbitrage for the effectiveness of central bank asset purchases. In chapter 8.4, I follow Harrison (2012) and extend the portfolio balance model by including financial intermediaries and the zero lower bound on the short-term policy rate. Thereby, I am able to explicitly account for two separate policy instruments at the disposal of the central bank: conventional interest rate policy and central bank Balance sheet operations. This enables me to simulate the impulse response functions of central bank asset purchases in case of a binding and non-binding zero lower bound. Consequently, the simulation exercise underlines the important result that asset purchases are particularly powerful in stabilizing the macroeconomy at the zero lower bound of the short-term policy rate. However, the DSGE simulations provide only a qualitative validation for the theoretical predictions about the portfolio balance effect. Therefore, in chapter 9, I conduct a meta study on the existing empirical evidence concerning the macroeconomic effectiveness of unconventional monetary policies in the US, the UK, and the euro area. And while there is a great dispersion among the individual estimates, it seems evident that the macroeconomic impact of the ECBs asset purchase program was substantially smaller than those of the Federal Reserve and the Bank of England. Finally, chapter 10 outlines some broad principles with respect to exiting unconventional monetary policies. A key finding of this chapter is that a successful exit strategy should likely involve the following steps: first, forward guidance concerning the expected path of future interest rates; second, the application of temporary reserve drainage operations and/or reserve requirements; third, stopping the reinvestment of maturing assets on the central banks balance sheet and, ultimately, the use of asset sales. Furthermore, I argue that potential central bank losses should not pose a serious constraint on plausible exit scenarios. Chapter 11 concludes.Die Finanzkrise der Jahre 2007 bis 2009 habe in beinahe allen entwickelten Volkswirtschaften einen tiefen und teilweise dauerhaften Einbruch des Wirtschaftswachstums und der Inflation zur Folge. Speziell in der Eurozone ging die Finanzkrise, im Gegensatz zu den USA, in eine bis heute weitestgehend ungelöste Staatsschuldenkrise über, deren grundlegende Ursache jedoch letztlich in der suboptimalen Struktur der europäischen Währungsunion begründet ist. Insbesondere in den Krisenländern der Eurozone konnten weitere expansive wirtschaftspolitische Impulse demnach nur noch von der Geldpolitik ausgehen. Als die konventionelle Zinspolitik im Verlauf der Krise zunehmend durch die Nullzinsgrenze beschränkt wurde, begannen die Zentralbanken ihre Bilanzen in beträchtlichem Maße auszuweiten entweder durch den Kauf von Staatsanleihen (quantitative easing) oder durch eine Ausdehnung der Laufzeiten und akzeptierten Kreditsicherheiten in ihren Refinanzierungsoperationen. Interessanterweise stehtdiese Art der unkonventionellen Geldpolitik hinsichtlich ihrer Effektivität im Konflikt mit den Standardaussagen der makroökonomischen Vorkrisenmodelle (vgl. Woodford, 2010; Cúrdia and Woodford, 2011; Turner, 2014). Diesen Dissenszwischen Theorie und Praxis unterstrich der ehemalige Präsident der Federal Reserve, Ben Bernanke, als er bemerkte: the problem with QE is that it works in practice, but it doesnt work in theory (Bernanke, 2014). Angesichts dieses vermeintlichen Konflikts zwischen Theorie und Praxis lässt sich meine Forschung in vier zentrale Teilfragen gliedern: i. Was sind die theoretischen Bedingungen für die Wirksamkeit der unkonventionellen Geldpolitik? ii. Welche Transmissionskanäle unkonventioneller Geldpolitik können identifiziert werden? iii. Welche empirische Evidenz gibt es für die Wirksamkeit unkonventioneller Geldpolitik? iv. Welche geldpolitischen Implikationen lassen sich aus diesen Erkenntnissen ableiten? Diese Forschungsfragen werden mit jeweils unterschiedlichen Gewichten in den folgenden drei Haupteilen der Arbeit aufgegriffen. Teil 1, Geldpolitik und Interbankenmärkte: Die Insolvenz der US-Investmentbank Lehman Brothers im September 2008 markierte eine Zäsur in der Entwicklung der Finanzkrise. Während die Prä-Lehman-Krise weitestgehend auf den Interbankenmarkt beschränkt blieb, weitete sie sich in der Post-Lehman-Periode zur einer globalen Rezession aus. Dieser Chronologie folgend untersuche ich zuerst die geldpolitischen Maßnahmen im Zuge der Interbankenkrise. Anhand eines einfachen Korridor-Modells illustriere ich in Kapitel 2 die krisenbedingten Innovationen des geldpolitischen Steuerungsrahmens in den USA und der Eurozone. Ein zentrales Ergebnis dieses Kapitels ist, dass es den Zentralbanken beider Jurisdiktionen durch die Übernahme der Intermediationsfunktion eines gestörten Interbankenmarktes gelang, weiteren Schaden vom Finanzsystem und der Realwirtschaft abzuwenden (vgl. Heider et al., 2015). Im dritten Kapitel setze ich mich kritisch mit dem Postulat der Wallace-Neutralität auseinander (Wallace, 1981). Gemäß diesem Konzept sind geldpolitische Offenmarktoperationen in friktionslosen Märkten und bei rationalen Erwartungen der Wirtschaftssubjekte vollkommen wirkungslos. Darauf aufbauend zeige ich, dass das Neu-Keynesianische Standardmodell durch seine Annahme vollständiger Kapitalmärkte und ricardianischer Äquivalenz nicht in der Lage ist, den Effekt von Wertpapierkäufen auf den langfristigen Zins abzubilden. Daher werden im Fortgang der Untersuchung finanzielle Friktionen eingeführt, um zu einer realistischeren Darstellung des Modells zu gelangen. Teil 2, Geldpolitik an der Nullzinsgrenze: Der zweite Teil der Arbeit beginnt mit einer Klassifikation der wichtigsten Konzepte unkonventioneller Geldpolitik. Dazu zählen (i) forward guidance, (ii) quantitative versus qualitative easing sowie (iii) negative Nominalzinsen. Im Anschluss daran skizziere ich in Kapitel 4.2 auf Basis der "preferred-habitat theory" ein Zinsstrukturmodell zur Erklärung des Portfolioallokationskanals (vgl. Vayanos and Vila, 2009; Hamilton and Wu, 2012). Im Gegensatz zur traditionellen Erwartungshypothese der Zinsstruktur geht die preferred-habitat theory davon aus, dass Investoren existieren, deren spezifische Präferenzen über ein reines Arbitrage-Kalkül hinausgehen (z.B. Pensionsfonds mit einer speziellen Nachfrage nach sicheren, langlaufenden Staatsanleihen). Wenn zudem die Arbitragegeschäfte der restlichen Mark􀄴eilnehmer beschränkt sind, z.B. durch krisenbedingte Verschuldungslimits oder institutionelle Verbote von Leerverkäufen, kann es zu einer endogenen Marktsegmentierung kommen. In Abhängigkeit davon ergeben sich unterschiedliche Implikationen für die geldpolitischen Transmissionskanäle, welche in Kapitel 5 ausführlich behandelt werden. Dabei zeige ich, dass die empirischen Fakten über die Wirksamkeit von Wertpapierkaufprogrammen die theoretischen Aussagen des Portfolioallokationskanals weitestgehend bestätigen. In Kapitel 6 analysiere ich mittels einer Ereignisstudie die Finanzmarkteffekte des erweiterten Wertpapierkaufprogramms der EZB für private und öffentliche Anleihen (APP), welches im März 2015 begann (vgl. Altavilla et al., 2015; Georgiadis and Gräb, 2016). Im Unterschied zu anderen Studien betrachte ich umfangreichere Ereignisdaten (März 2014 bis Dezember 2016) sowie eine Reihe unterschiedlicher Finanzmarktvariablen. Neben den Renditeveränderungen auf Staatsanleihen der Kernländer (Deutschland, Frankreich, Italien, Spanien) untersuche ich den Einfluss des Programms auf Unternehmensanleihen, Aktienindizes, Euro-Wechselkurse, makroökonomische Risikoindikatoren sowie Zins- und Inflationserwartungen. Zudem kontrolliere ich mittels eines makroökonomischen Überraschungsindikators für Ereignisse, die dem Wertpapierkaufprogramm der EZB nicht direkt zuzurechnen sind. Mein zentrales Ergebnis ist, dass das Kaufprogramm für europäische Staatsanleihen einen signifikanten Rückgang der Renditen auf italienische und spanische Staatsanleihen zur Folge hat. Verglichen damit fallen die Renditeveränderungen der deutschen und französischen Anleihen eher moderat aus. Dies deutet auf einen Portfolioallokationskanal hin, der primär von länderspezifischen Kreditrisiken getrieben wird. Des Weiteren kann ich zeigen, dass das Wertpapierkaufprogramm sowohl einen signifikanten Renditerückgang bei europäischen Unternehmensanleihen verursachte als auch eine deutliche Abwertung des Euro gegenüber dem US-Dollar und dem Britischen Pfund induzierte. Demgegenüber scheint das Programm nur einen schwach signifikanten Stabilisierungseffekt auf die fünfjährige Inflationserwartung zu haben, wobei der Effekt auf Zinserwartungen insignifikant ist. Insgesamt deutet dies darauf hin, dass der Signalkanal über die zukünftige Zinsentwicklung gegenüber dem Portfolioallokationskanal in der Eurozone eine untergeordnete Rolle spielt. Teil 3, Makroökonomische Effekte unkonventioneller Geldpolitik: Im dritten und letzten Teil der Arbeit untersuche ich die makroökonomischen Effekte der unkonventionellen Geldpolitik. Dabei liegt der Schwerpunkt vorwiegend auf der Analyse der Programme der Federal Reserve, der Bank of England und der EZB. Dazu betrachte ich in Kapitel 7 zunächst den Einfluss der unkonventionellen Maßnahmen auf das Bankensystem. Obgleich die reichliche Ausstattung mit Zentralbankgeld anfangs positive Liquiditätseffekte innerhalb des Bankensystems auslöste, wirkt die unkonventionelle Geldpolitik seit Ende 2008 hauptsächlich über positive Vermögenseffekte (Bankkapitalkanal). Diese positiven Effekte werden jedoch zunehmend von einer abflachenden Zinsstruktur und der damit einhergehenden gesunkenen Profitabilität der Fristentransformation konterkariert. Angesichts der zentralen Rolle des Portfolioallokationskanals wird in Kapitel 8 zunächst ein dynamisch-stochastisches allgemeines Gleichgewichtsmodell (DSGE-Modell) vorgestellt, mit dem dieser Effekt simuliert werden kann (vgl. Andrés et al., 2004). Dieses Modell wird im Folgenden um einen Bankensektor und die Friktion der Nullzinsgrenze des kurzfristigen Nominalzinses erweitert. Anhand der Modellsimulation lässt sich zeigen, dass Wertpapierkäufe durch die Zentralbank insbesondere an der Nullzinsgrenze ein effektives Instrument zur Stabilisierung von Output und Inflation darstellen. Kapitel 9 gibt schließlich einen Überblick über die empirische Literatur zu den makroökonomischen Effekten der unkonventionellen Geldpolitik in den USA, Großbritannien und der Eurozone. Dabei wird deutlich, dass die makroökonomischen Effekte des Wertpapierkaufprogramms der EZB im Vergleich zu den Programmen der Federal Reserve und der Bank of England signifikant schwächer ausfallen. Dies kann zum einen mit den unterschiedlichen Implementierungszeitpunkten zusammenhängen, ist aber zu großen Teilen in den spezifischen Problemen der Eurozone als suboptimaler Währungsraum zu suchen. Zuletzt werden in Kapitel 10 mögliche Strategien zum Ausstieg aus der unkonventionellen Geldpolitik diskutiert. Ein zentraler Punkt dabei ist, dass moderne Zentralbanken prinzipiell über ausreichend Mittel verfügen, um inflationäre Tendenzen auch bei Überschussreserven erfolgreich zu bekämpfen. Zudem scheinen auf Basis realistischer Ausstiegsszenarien potentielle Zentralbankverluste kein ernstzunehmendes Hindernis für eine erfolgreiche geldpolitische Normalisierung darzustellen. Insgesamt lässt meine Analyse daher den Schluss zu, dass der Grad der geldpolitischen Akkommodierung in der Eurozone langsam zurückgeführt werden sollte

    Obsolescence also relevant for food products : results of a survey among experts

    Obsoleszenz ist ein Thema auch bei Lebensmitteln. Der in populär-wissenschaftlichen Veröffentlichungen gehegte Verdacht einer mehr oder weniger ausgeprägten Beteiligung der produktiven Akteure der Lebensmittelwertschöpfungskette am vorzeitigen Verderb von Lebensmittel ist zutreffend. Zumindest bestätigen dies Experten aus Wissenschaft und Lebensmittel-Praxis bei einer Expertenbefragung im Jahr 2015, die in dem vorliegenden Bericht vorgestellt wird. Die Experten bestätigen damit die Kernfrage dieser Untersuchung, die sich mit der Relevanz des Begriffs befasst und prüft, ob Obsoleszenz ein Thema auch bei Lebensmitteln und nicht nur bei Gebrauchsgütern ist, an denen alleine die derzeitige Obsoleszenz-Debatte ansetzt. Es ist die Mehrheit der 19 befragten Wissenschaftler und Praktiker entlang der Wertschöpfungskette Lebensmittel, die diese Sichtweise teilen. Es stimmen dieser jedoch nicht alle zu; das Thema polarisiert vor allem die Wissenschaftler. Letztlich sind nicht die Probleme der Ressourcenverschwendung und sozialen Disparität durch Lebensmittelabfälle strittig, gleich aus welchen Gründen auch immer sie entstanden sind. Vielmehr ist umstritten, wer verantwortlich ist und welche Bezeichnung verwendet werden sollte, wenn Lebensmittel vorzeitig verderben oder frühzeitig weggeworfen werden: Obsoleszenz, Lebensmittelverschwendung, Vermeidung oder anderes. Die daran anschließende Frage, welche Vorteile oder welchen Mehrwert es habe, wenn Lebensmittelabfälle in die Obsoleszenz-Debatte eingeführt werden, oder umgekehrt, Lebensmittelabfälle mit der Brille der Obsoleszenz-Debatte betrachtet werden, nimmt genau dieses in den Blick. Hervorzuheben sind hierzu folgende Schlüsselthemen: 1) Vermeidung willkürlicher Deutungshoheiten: Die Verlagerung eines Begriffs und das Generieren von Deutungshoheiten zur (geplanten) Obsoleszenz nur in bestimmten Branchen ist willkürlich. Es fehlen objektive Gründe, Obsoleszenz ausschließlich bei Gebrauchsgütern oder nur technischen Geräten anzuwenden. Die Hintergründe und Zusammenhänge einer vorzeitigen Alterung von Produkten fallen in vielen Aspekten gleich aus, unabhängig von der Art der Branche, der Art des Produkts oder dessen Lebensdauer. Die Probleme und Ursachen des unnötigen Ressourcenverbrauchs entstehen entlang der Wertschöpfungskette aufgrund der Prozesse und Gepflogenheiten auf allen Märkten moderner und innovativer Gesellschaften. 2) Korrektiv der Verbraucherverantwortung: Das Adressieren der Hersteller und der Händler stellt ein Korrektiv in der Verantwortungszuweisung von Lebensmittelabfällen dar, die gerade im Bereich der Lebensmittel derzeit zu stark am Verbraucher aufgehängt wird. Das Ziel der Reduzierung von Ressourcenverschwendung ist insgesamt unstrittig und sollte nicht nur den Weg des geringsten Widerstands gehen und dabei bevorzugt Verbraucher adressieren. Mit dem Korrektiv der Verbraucherverantwortung ist auch ein Korrektiv in den Lösungsansätzen, mit einer größeren Vielfalt entlang der gesamten Wertschöpfungskette von Lebensmitteln, möglich. 3) Problemzentrierte Revision von Definitionen: Der Umgang mit Naturmaterialien und die Rolle der Landwirtschaft werden oftmals in der Betrachtung von Lebensmittelabfällen ausgeblendet, als unvermeidbar beschrieben oder per Definition und gesetzlicher Regelung ausgenommen (z. B. Ernteverluste). Über den Zugang Obsoleszenz und dessen Trennlinie in natürliche und künstliche (geplante) Obsoleszenz wird der Blick auf die natürlichen Rohstoffe von Lebensmitteln und deren Verwendung hingegen nicht grundlegend verstellt und die Erfordernisse einer kritischen Überprüfung von gesetzlichen Regelungen (z. B. Kreislaufwirtschaftsgesetz) deutlich. 4) Voneinander und miteinander lernen: Der Perspektivenwechsel und Austausch zwischen Experten in Obsoleszenz- und Food-Waste-Debatten ermöglicht es, von den Erfahrungen der jeweils anderen Seite zu lernen, Stärken und Schwächen von Instrumenten und Lösungsansätzen zu kennen und deren Fehler nicht zu wiederholen (z. B. Vorschlag einer Lebensdauerangabe bei technischen Geräten ohne Rückbezug auf Erfahrungen mit Haltbarkeitsangaben bei Lebensmitteln). Interessante Themen für weitere Studien umfassen Interdependenzen und Zielkonflikte, die Innovationen für Nachhaltigkeit und Verkürzung von Produktlebenszyklen betreffen. Weiterhin interessant wäre es, Standardsetzungen als Mittel für mehr Transparenz auf deren Beitrag zur Obsoleszenz zu überprüfen und Ansätze für mehr Wertschätzung im Gesamtgefüge mit Bezug zu allen Marktteilnehmern zu identifizieren.Obsolescence is a topic that also concerns food products. Popular science has speculated that to a more or less significant extent, actors involved in food value chains were responsible for preliminary spoilage of food products. This speculation is true. Research and food experts in the field confirmed this during an expert survey conducted in 2015. This paper presents this survey. Experts confirm the main issue of this analysis which sheds light on the relevance of the following idea: Is obsolescence a topic regarding food products or does it only concern (technical) consumer goods? Only the latter is currently under debate. In total, 19 researchers and practicians from food value chains were surveyed and the majority shares this view. However, not all of them agree. The topic polarises researchers in particular. Eventually, issues such as the waste of ressources and social disparity due to food waste are not very disputed, irrespective of the reasons they emerged, but rather those responsible for the issue as well as the term that is to be used when food products spoil or are disposed preliminarily: obsolescence, food waste, avoidance, or other. The ensuing question focuses on this by addressing the advantages or added value if food waste was introduced into the debate on obsolescence or, on the contrary, if food waste was perceived in light of the debate on obsolescence. In this regard, we must emphasise the following key topics: 1) Avoiding arbitrary authority of definition: Shifting a term and generating authority of definition regarding (planned) obsolescence in merely specific areas is arbitrary. There are no objective reasons to apply obsolescence solely to consumer goods or technical devices. Irrespective of the type of industry, product, or the products shelf life, the reasons and circumstances for which products spoil preliminarily are similar in many aspects. Problems and reasons of unnecessary use of resources arise along the value chain due to processes and practices on all markets of modern and innovative societies. 2) Corrective of consumer responsibility: Addressing manufacturers and retailers represents a corrective when handing over responsibility for food waste. Especially in the food sector, to much responsibility is falling on consumers. In general, the aims of mitigating waste of resources are disputed. It should not pursue the way of least resistance and address primarily consumers. The corrective of consumer responsibility enables a corrective for solution-oriented approaches with greater diversity along the whole food value chain. 3) Problem-centred revision of definitions: In light of food waste, the use of natural materials and the role of agriculture are often neglected, described as inevitable, or excluded by definition or regulation (e.g. harvesting losses). However, obsolescence and its clear distinction between natural and artificial (planned) obsolescence does not fundamentally alter the view on natural resources of food and their use. Moreover, the necessity to critically revise regulation (e.g. the German Waste Management and Product Recycling Act) becomes clear. 4) Learning from and with each other: Changes in perspective and exchange among experts in debates on obsolescence and food waste are the bedrock to learn about tools, solutions, as well as experiences and mistakes made by others (e.g. proposal for a shelf life indication for technical devices without referring to experience with best-before indications of food products). Topics for further research include interdependencies and conflicts of targets which concern innovation for sustainability, shortage of product life cycles as well as the establishment of standards as means for more transparency to check their contribution to obsolescence and identify approaches for more appreciation in the overall concept considering all market participants

    The use of mobile communication and commitment in close friendships

    Unsere Lebenswelt wird durch die Möglichkeiten mobiler Kommunikation schneller, flexibler und kurzfristiger. Dabei stellt sich die Frage, welche Auswirkungen dies auf unsere sozialen Beziehungen als langfristig angelegte Konstrukte hat. Die vorliegende Arbeit untersucht die Folgen der Nutzung mobiler Kommunikation und Online-Vigilanz auf die Verbindlichkeit, Responsivität und unverbindliche Verhaltensweisen in Freundschaftsbeziehungen. Als theoretische Grundlage diente das Investitionsmodell von Rusbult (1983). Die Datenerhebung wurden anhand einer Online-Befragung mit einer willkürlichen Stichprobe im März 2018 durchgeführt. Es nahmen 677 Nutzer mobiler Kommunikation (68% weiblich/ 32% männlich) aus Deutschland, mit einem durchschnittlichen Alter von 30 Jahren, an der Umfrage teil. Um die Zusammenhänge zu untersuchen wurde ein Strukturgleichungsmodell mit latenten Variablen spezifiziert. Außerdem wurden Mediationseffekte auf ihre Signifikanz geprüft. Die Ergebnisse zeigen, dass die Nutzung mobiler Kommunikation Verbindlichkeit und Responsivität in Freundschaftsbeziehungen fördert. Die Online-Vigilanz, welche die kognitive Ausrichtung auf Online-Inhalte und -Kommunikation erfasst, weist sowohl positive, als auch negative Effekte auf die Verbindlichkeit auf. Einerseits führt sie zu einer sinkenden Zufriedenheit in Freundschaftsbeziehungen und in der Folge zu einer niedrigeren Verbindlichkeit, andererseits verstärkt sie die Wahrnehmung der Investitionen, wodurch die Verbindlichkeit zunimmt. Mit einer hohen Online- Vigilanz geht außerdem eine stärkere Ausprägung unverbindlichen Verhaltens einher.Our world becomes faster, more flexible and more short-term due to the possibilities of mobile communication. This development raises the question of its impact on our social relationships as long-term constructs. The present work examines the consequences of the use of mobile communication and online-vigilance on the commitment, responsiveness and behavior in friendships. The theoretical basis of the study is the investment model of Rusbult (1983). Data collection was conducted by an online-survey and a convenience sample in March 2018. 677 users of mobile communication (68% female/ 32% male) from Germany, with an average age of 30, participated in the survey. To investigate the relationships, a structural equation model with latent variables was specified. In addition, mediation effects were examined for their significance. The results show that the use of mobile communication promotes commitment and responsiveness in friendships. Online-vigilance, which captures the cognitive focus on online content and communication, has both, positive and negative effects on the commitment. On the one hand, it leads to a decrease in satisfaction in friendships and, subsequently, to a lower level of commitment, on the other hand, it increases the perception of investment, which increases the commitment. A high level of online-vigilance is also attended by a greater degree of non-committal behavior

    Governance of emerging biomass-based value webs in Africa : case studies from Ghana

    Rising global demand for food as well as for feed and biomass-based raw materials such as fuel and fibre crops has increased pressure on the agricultural sector, especially in Sub-Saharan Africa. The expected trend of increased demand for more diverse biomass-based produce from agricultural land effectively transforms the agriculture sector from just a food-supplying to a biomass-supplying sector in the growing international bioeconomy. This transition is leading to the development of biomass-based value webs whereby there are complex systems of interlinked value chains in which food, fodder, fuels, and other raw materials are produced, processed, traded and consumed. Against this background, this thesis aims to evaluate the appropriate roles of the public, private and third (civil society) sectors in facilitating the transformation of the agricultural sector in the developing bioeconomy in Ghana. The study focuses on the emerging value webs of cassava (Manihot esculenta) and maize (Zea mays), which are the two most important staple crops in Ghana.In Sub-Sahara-Afrika hat die steigende globale Nachfrage nach Nahrung, Futter, bio-basierten Rohmaterialien, Kraftstoff- und Faserpflanzen zu einem zunehmenden Druck auf den Agrar-Sektor geführt. Die erwartete, zunehmende Nachfrage nach diverseren bio-basierten Produkten von landwirtschaftlichem Land transformiert den Agrar-Sektor von einen Nahrung-bereitstellenden Bereich zu einem biomasse-bereitstellenden Bereich als Teil der wachsenden internationalen Bioökonomie. Diese Verwandlung führt zu der Entwicklung von auf Biomasse-basierten Wertschöfpungsnetzwerken (Value Webs), komplexe Systeme von miteinander verbunden Wertschöpfungsketten (Value Chains) in denen Nahrung, Futter, Kraftstoffe und andere Rohmaterialien produziert, weiterverarbeitet, gehandelt und konsumiert werden. In diesem Zusammenhang, versucht diese Thesis zu evaluieren welche Rolle öffentliche und private Akteure sowie Akteure des dritten (zivilgesellschaftlichen) Sektors mit Blick auf die Unterstützung der Transformation des Agrar-Sektors in der sich entwickelnden Bioökonomie Ghanas spielen.
