No full textDie Situation der nationalen Minderheiten Polens in der Zweiten Republik sowie speziell der ukrainischen Minderheit gehört zu den recht gut erforschten Themen. [1] Katarzyna Hibel widmet sich in ihrer Monographie einem besonderen Bereich der polnisch-ukrainischen Beziehungen im Galizien der Zwischenkriegszeit: der Sprachpolitik und speziell der Benennungs- und Namenpolitik. Die Publikation ist im Rahmen des vom österreichischen FWF geförderten Forschungsprojekts Tausend Jahre ukrainische Sprachgeschichte in Galizien [2] an der Universität Wien entstanden.
Hibels Buch hebt sich von Überblicksdarstellungen zur Minderheiten- oder Sprachpolitik gegenüber den Ukrainern im Polen der Zwischenkriegszeit vor allem durch ihre eigenständige Konzeption und eine größere Detailtiefe ab

No full textKsiążki takie jak ta zdarzają się rzadko, a w dziedzinie niemieckojęzycznej polonistyki monografia Matthiasa Freisego „Czesław Miłosz und die Geschichtlichkeit der Kultur" jest już raczej wyjątkiem. Rzadkością są dzisiaj w ogóle prace poświęcone jednemu autorowi; w tym wypadku mamy jednak dodatkowo do czynienia z monografią jednego z najwybitniejszych poetów XX wieku, który w Niemczech jest tyleż uznany, co zapoznany. Jak pisze Freise, poezja Miłosza wydaje się niemieckiemu czytelnikowi „zbyt metafizyczna" i „zbyt dziejowa w czasach, które same uważają się za posthistoryczne" (s. 9). A jednak, jak twierdzi autor, Miłosz jako poeta „pytań wypartych" staje się również w Niemczech coraz bardziej aktualny, a monografia niemieckiego uczonego niewątpliwie przyczynia się do nowej i pogłębionej recepcji jego dzieła w niemieckim obszarze językowym

No full textThe dissertation aims at better understanding the ambiguity of parliamentary representation in the EU political system where both national parliaments and the European Parliament play a functional role and are characterized by distinct electoral and territorial interests of representation. In this context EU budgetary politics are a particularly interesting field of research since they constitute a prime parliamentary function that carries high importance inside parliamentary institutions. The EU budget – the Multi-annual Financial Framework (MFF) – is formally divided between the revenue side, which is legitimated through the national parliamentary channel and the expenditure side for which the European Parliament is responsible.
Analyzing the internal parliamentary coordination and the parliamentary debate on the EU’s MFF 2014-2020 it is shown that parliamentary actors are embedded at different points in the budgetary policy cycle while at the same time feeling legitimately responsible for both revenue and expenditure strands of the EU budget. The EU parliamentary budget authority is formally upheld through the national and supranational channels of legitimation. Practically, however, it is impeded by even more constraints than in national budgetary procedures due to the shape of the EU multi-level system.
The performance of the parliamentary budget authority strongly diverged between the policy and the polity level of budgetary policies in the MFF 2014-2020 negotiations. On the one hand there has been a broad understanding between parliamentary actors of the same political family on the policy level in the budgetary debate. This covered joint perceptions of what policies should be enacted through the EU budget and what political priorities should be pursued. However on the polity level of the budget, there has been a fundamental disagreement on what formal structure or institutional shape should be achieved with the EU budget. Therefore the representative interests of parliamentary actors are strongly centered on territorial interests of representation – despite strong similarities in terms of electoral interests.
Budget policies constitute the core of parliamentary sovereignty which in the MFF 2014-2020 negotiations lead to the dominance of an institutional power-play over a joint coordination of welfare as it has already been found with regard to the EU budget negotiations on the member state level in the Council and European Council

No full textDie Europa-Universität Viadrina Frankfurt (Oder) erinnert mit einem Sammelband an die Antrittsvorlesung und das Werk des Kulturhistorikers Prof. Dr. Heinz Dieter Kittsteiner. Der Band umfasst fünf Vorträge, die Kollegen sowie Schülerinnen und Schüler Kittsteiners während eines Kolloquiums im Februar 2015 gehalten hatten.
Aus geschichtstheoretischer Perspektive beschäftigt sich Viadrina-Historiker Prof. Dr. Reinhard Blänkner mit Kittsteiners Werk. PD Dr. Agnieszka Pufelska, die bei Kittsteiner promovierte, trägt persönliche Erinnerungen bei und schreibt über „Vergebliche Abschiede: Kittsteiner als Denklehrer“. Prof. Dr. Dr. Ulrich Knefelkamp und Prof. Dr. Werner Schiffauer erinnern an Kittsteiner als Kollegen. Jannis Wagner, ehemaliger Student des Historikers, beschäftigt sich mit einem wiederkehrenden Motiv in Kittsteiners Werk – dem Gewissen in der Geschichte.
Der Band enthält auch einen bisher unveröffentlichten Text des Geschichtswissenschaftlers „Das Gewissen. Eine historisch-anthropologische Ausstellung“. Der in der Reihe der Universitätsschriften erschienene Band umfasst zudem Artikel über Kittsteiners Bibliothek und seinen Nachlass, in der Autorenschaft der Herausgebenden, Dr. Agnieszka Brockmann und Jannis Wagner. Dokumente einer Ausstellung, die das Kolloquium begleitete, ergänzen und illustrieren die Beiträge

No full textThe anthology Rethinking Ethnography in Central Europe contains eleven essays reporting on contemporary ethnographic/anthropological research projects. Their authors are fourteen well-qualified scholars working in Poland, the Czech Republic, Slovakia, and Serbia. Subjects are quite diverse, but unified by common aims and framed by general overviews in the editors' introduction and afterword. The essays provide specific information on culture, attitudes, and everyday life, both individual and communal, in contemporary Central Europe. Nearly all of the subjects involve relationships with other nations to some degree. The volume provides a traditional scholarly apparatus in the form of numerous footnotes, lengthy bibliographies, and cogent explanations of research theories and methods
