    تهدف هذه الدراسة إلى تحليل أثر تعليم خط النسخ في تطوير مهارة الكتابة العربية لدى طلاب الجامعات من الجانبين التقني والجمالي. استخدمت الدراسة المنهج النوعي بتصميم دراسة حالة، وجُمعت البيانات من خلال الملاحظة، والمقابلات، وتوثيق الأعمال الخطية للطلاب. أظهرت النتائج أن تعليم خط النسخ القائم على القواعد، والممارسة التدريجية، والتصحيح المباشر، يسهم بشكل ملموس في تحسين دقة أشكال الحروف، وثبات النِّسَب، وسلاسة الخطوط، وجودة المظهر البصري للكتابة. تُسهم هذه الدراسة في إثراء أدبيات تعليم الخط العربي من خلال إبراز دور البيئة التعليمية غير الرسمية في تنمية مهارة الكتابة العربية، وهو جانب لم يحظَ باهتمام كافٍ في الدراسات السابقة.

    Ketahanan rumah tangga petani merupakan isu krusial dalam pembangunan pertanian di Indonesia, terutama di tengah tekanan permasalahan produksi dan keberagaman kebijakan bantuan yang diterapkan lintas wilayah. Penelitian ini bertujuan untuk menganalisis hubungan antara pendapatan usaha pertanian, permasalahan produksi, serta berbagai bentuk program bantuan sosial dan pertanian terhadap ketahanan rumah tangga petani di Indonesia. Penelitian menggunakan data Survei Ekonomi Pertanian (SEP) 2024 dengan unit analisis lintas provinsi. Metode analisis meliputi statistik deskriptif, klasifikasi resiko ketahanan pendapatan, korelasi parsial, dan regresi linier berganda dengan pendekatan Ordinary Least Squares (OLS). Hasil penelitian menunjukkan adanya heterogenitas ketahanan rumah tangga petani yang signifikan antarprovinsi. Provinsi dengan resiko ketahanan tinggi didominasi oleh rumah tangga petani pada kategori cukup dan rentan, mencerminkan keterbatasan struktural dalam pendapatan usaha pertanian dan akses input produksi. Estimasi regresi menunjukkan bahwa bantuan bersifat konsumtif, khususnya Bantuan Langsung Tunai Dana Desa, berpengaruh negatif dan signifikan terhadap Indeks Ketahanan Pangan, sementara bantuan produktif berupa pupuk subsidi berpengaruh positif meskipun dengan tingkat signifikansi terbatas. Temuan ini mengindikasikan bahwa keberadaan bantuan tidak secara otomatis meningkatkan ketahanan rumah tangga petani, melainkan sangat bergantung pada orientasi dan fungsi bantuan tersebut. Penelitian ini menegaskan pentingnya pendekatan kebijakan berbasis wilayah yang mengintegrasikan perlindungan sosial jangka pendek dengan penguatan kapasitas produksi pertanian yang berkelanjutan

    Legal Protection Of Land Ownership Rights In Coastal Areas Affected By Abrasion: Climate Change, Coastal Border Regime, and Tenure Uncertainty In Indonesia

    Global climate change, which has triggered sea level rise and extreme abrasion, now poses a real threat to the stability of property rights regimes in coastal areas. This study offers a theoretical contribution to the agrarian law discourse by analyzing the failure of the static legal paradigm in dealing with the dynamics of natural change. Focusing on the city of Pekalongan, Indonesia, this study uses a socio-legal approach that synthesizes normative analysis, empirical field data, and Geographic Information System (GIS) mapping to reveal the legal tension between property certificate holders and the designation of coastal zones. The findings show that the current legal regime suffers from acute sectoral fragmentation; on the one hand, it recognizes the existence of property rights administratively, but on the other hand, it affirms their function through ecological coastal zone policies. This inconsistency creates legal bias against coastal residents. This study argues that the current legal protection model is still inadequate and that there is an urgent need for reconstruction towards an adaptive legal framework. Although some legal protections are in place, they are still insufficient to provide legal certainty for communities and ecological justice.     Reconstruction of the Authority of the Papuan People's Assembly Based on the Principles of Siyasah Syar'iyyah: A Study of the Function of Cultural Representation

    This article examines the structural limitation of authority exercised by the Papuan People’s Assembly (Majelis Rakyat Papua -MRP), a cultural representative institution established under Indonesia’s Special Autonomy framework. Despite its strong moral and cultural legitimacy to protect the identity and fundamental rights of Indigenous Papuans, MRP’s authority remains largely procedural, creating a persistent gap between its normative mandate and practical influence in regional governance. Existing studies tend to frame this limitation as an administrative or political issue, leaving its normative and theoretical dimensions underexplored. This study offers a conceptual reconstruction of MRP’s authority through the lens of Siyasah Syar’iyyah, employed as a normative governance framework rather than a merely ethical reference. Using a normative juridical method that integrates conceptual, statutory, and historical approaches, the research develops a prescriptive model grounded in the principles of al-maslahah (public welfare), al-‘adl (justice), and hifz al-‘ird (protection of dignity). The findings demonstrate that this framework enables a redefinition of MRP from a symbolic cultural body into a substantive guardian of Indigenous interests with strengthened consultative authority possessing normative effects. The article contributes by bridging Islamic political jurisprudence and indigenous governance, while offering a normative-institutional basis for enhancing cultural justice within Papua’s Special Autonomy system

    State Apparatus Neutrality in Electoral Governance: The Siyasah Tanfidziyah Perspective on Oversight Frameworks in Indonesia

    State apparatus neutrality is a constitutional principle central to the integrity of electoral governance in democratic states governed by the rule of law. This article examines the implementation of Article 4 of Bawaslu Regulation No. 6 of 2018 concerning the supervision of neutrality of the State Civil Apparatus (ASN), the Indonesian National Armed Forces (TNI), and the Indonesian National Police (Polri) in West Tulang Bawang Regency. Using a qualitative socio-legal approach, the study integrates doctrinal legal analysis with empirical field research. The framework of siyāsah tanfīdhiyyah is employed as a normative–analytical instrument grounded in the principles of amānah, justice (al-‘adl), accountability (mas’ūliyyah), and oversight (al-raqābah). The findings indicate that, while supervisory mechanisms comply procedurally with regulatory standards, their substantive effectiveness is constrained by fragmented sanctioning authority, limited institutional capacity, uneven internalization of neutrality norms, and entrenched informal power relations. The article argues for an integrative governance approach that combines regulatory coherence, institutional effectiveness, and ethical internalization of public authority

    Analysis of Qibla Direction Accuracy Testing Using Right-Angled Triangles by Slamet Hambali at the Musalla of IAIN Kerinci Campus from a Fiqh Perspective

    The direction of the Qibla is very important in Islamic prayer, as errors in determining it can affect the validity of the worship. This study aims to explore the methods used in determining the Qibla direction in mosques and to evaluate their accuracy by applying the right-angled triangle method as well as fiqh analysis. This research is qualitative, employing a field research strategy that utilizes the right-angled triangle approach formulated by Slamet Hambali and fiqh. The main source used is the book *Ilmu Falak* on the determination of prayer times and Qibla directions worldwide. Data were obtained through interviews, observations, and documentation, and then analyzed through the processes of reduction, presentation, data verification, and conclusion. Research findings indicate that the qibla direction at the Prayer Room of Campus One of the State Islamic Institute of Kerinci is still determined manually, relying on the position of the sun. Meanwhile, based on astronomical calculations, the qibla direction of the Prayer Room at Campus One of the State Islamic Institute of Kerinci is at an azimuth of 295° 18' 17.3". After an accuracy test was conducted, there was a deviation of 18° from the azimuth direction, which exceeds the qibla tolerance according to Islamic jurisprudence scholars, which is 2°. Therefore, this study implies that it is recommended to reconstruct the qibla direction to ensure alignment with the Kaaba for the perfection of prayer practice

    Music Royalty Obligations and Copyright Enforcement in Commercial Public Spaces: The Case of Cafés and Restaurants in Indonesia

    Copyright constitutes a central pillar of intellectual property law in regulating the commercial exploitation of music as an economically valuable creative work. This article examines the legal obligation imposed on cafés and restaurants in Indonesia to pay music royalties under Government Regulation No. 56 of 2021, as an implementing instrument of Law No. 28 of 2014 on Copyright. Despite the existence of a formal regulatory framework, widespread non-compliance among café and restaurant business operators persists, raising significant juridical concerns regarding enforcement legitimacy and proportionality. Employing a normative-juridical research method with statutory and conceptual approaches, this study analyzes primary, secondary, and tertiary legal materials to assess the normative basis and legal implications of mandatory royalty payment obligations. The analysis demonstrates that the use of music in cafés and restaurants constitutes a form of public performance or communication to the public, thereby generating enforceable royalty obligations grounded in creators’ exclusive economic rights. Non-compliance gives rise to layered juridical consequences, encompassing administrative enforcement, civil liability, and the potential application of criminal sanctions under Indonesian copyright law. By situating the Indonesian regulatory framework within broader debates on copyright governance, this article contributes to the international discourse by clarifying how collective royalty regimes recalibrate the legal position of small and medium-sized commercial users in public performance rights enforcement systems

    Fraud Triangle Perspective on Corruption in State Owned Enterprises: Evidence from the PT Timah, Tbk Case

    Corruption within state-owned enterprises (SOEs) remains a critical challenge in emerging economies, undermining public trust, financial integrity, and investor confidence. This study examines the corruption case of PT Timah Tbk in Indonesia through the lens of Fraud Triangle Theory, focusing on the interaction of pressure, opportunity, and rationalization. Employing a normative juridical approach complemented by literature and documentary analysis, the research analyzes legal frameworks, organizational governance, and empirical evidence related to the case. Findings indicate that financial pressures from market expectations and declining profits created strong motivational drivers (pressure), while weaknesses in corporate governance, procurement procedures, and oversight mechanisms enabled illicit practices (opportunity). Executives rationalized these actions as necessary for achieving corporate targets and preserving organizational interests (rationalization). Legal analysis confirms that these actions violated Law No. 20/2001 on Corruption and Law No. 19/2003 on SOEs, demonstrating gaps between statutory provisions and effective enforcement. The study highlights that addressing SOE corruption requires an integrated strategy combining strengthened internal controls, transparency, ethical leadership, whistleblower protection, and robust legal enforcement. By systematically linking theoretical, legal, and empirical perspectives, this research provides both explanatory insights into corporate fraud mechanisms and practical guidance for enhancing governance and accountability in state-owned enterprises, particularly in resource-based sectors of emerging markets

    Judicial Challenges in Resolving Electronic Licensing Disputes before Indonesian Administrative Courts

    This study examines the judicial challenges in resolving electronic licensing disputes arising from Decision No. 30/G/2023/PTUN.BL and Appellate Decision No. 6/B/2024/PT.TUN.PLG, where two business licenses were issued for the same object through the OSS RBA system by the DPMPTSP of Pesawaran Regency. Using a normative juridical method supplemented with empirical data from judicial interviews, the study reveals contrasting judicial approaches. The first-instance court emphasized social harmony and familial relationships, adopting a utilitarian perspective and suggesting non-adversarial settlement rather than determining the legal validity of the licenses. In contrast, the appellate court adhered to a positivist approach, focusing on procedural rigor and identifying the dual licensing as the result of an administrative validation error, as the second permit was issued without revoking the first. The study highlights that the digitalization of licensing does not automatically ensure legal certainty; rather, it introduces new challenges in judicial reasoning, evidentiary evaluation, and institutional accountability. The findings underscore the necessity of strengthening technical regulations, enhancing the administrative competence of licensing authorities, and improving administrative remedies to ensure effective judicial review within Indonesia’s digital governance framework

    Cyber Notary and Legal Certainty: Reconstructing the Role of Notaries in Digital Transactions in Indonesia

    The integration of information technology into notarial practice commonly referred to as cyber notary has encountered fundamental challenges within the Indonesian legal system, particularly due to normative tensions between the Law on Notarial Office, which requires physical presence, and the Law on Electronic Information and Transactions, which embraces digital flexibility. This study examines the extent of legal certainty afforded to digital deeds and seeks to reconstruct the role of notaries in ensuring the validity and authenticity of electronic transactions. This research employs a normative juridical method, utilizing statutory and conceptual approaches to critically reassess the function of notaries within Indonesia’s evolving digital transaction framework. The findings reveal that the absence of specific and technical regulatory instruments has resulted in a degradation of evidentiary strength, whereby digital deeds that should possess the status of authentic instruments are effectively equated with private deeds. Such regulatory gaps generate legal uncertainty that may impede the development of the digital economy. Accordingly, this study underscores the urgent need for a clear and integrated regulatory framework to optimize the notarial function in the digital era. It concludes that the traditional concept of physical appearance must be reconceptualized to encompass verified virtual interactions supported by stringent digital security standards. As a policy recommendation, the study advocates for regulatory harmonization through the adoption of integrated verification systems that strengthen the notary’s role in guaranteeing identity validity and the genuine intent of the parties in digital transactions
