Risk, Responsibility, and Regulation: A Socio-Legal Analysis of Notarial Accountability in Identifying Beneficial Ownership
This paper aims to analyze the legal accountability of notaries in fulfilling their obligation to identify the Beneficial Ownership, as mandated by Presidential Regulation No. 13 of 2018 on the Implementation of the Principle of Knowing the Beneficial Owner of Corporations. Employing a normative juridical approach and comparative legal method, this study examines the scope of notarial liability and the extent of legal protection afforded through the Beneficial Ownership Declaration Letter. Findings highlight the strategic role of notaries as gatekeepers in preventing money laundering and terrorism financing, particularly through their authority to identify parties and inquire into corporate beneficial ownership. However, this responsibility carries the risk of legal overburden if not supported by adequate legal safeguards. While the Declaration Letter may serve as evidence of due diligence, its probative value is only conclusive if uncontested. Thus, regulatory reform is needed to clarify that notarial responsibility is limited to formal truth based on client declarations, not material truth. The novelty of this study lies in its socio-legal argument for reconstructing norms of notarial liability amid an increasingly complex anti-money laundering regime. The main recommendation calls for harmonizing the identification duty with the statutory limits of notarial authority to balance legal risk, responsibility, and protection
Metode Bermain Peran sebagai Media Edukasi Komunikatif: Transformasi Pembelajaran Anak Usia Dini di Kawasan Terpencil
This study explores the effectiveness of the role play method as a communicative educational tool to enhance early childhood learning in remote areas, focusing on TK Ilwiaru Watumera Wakarleli, Maluku Barat Daya. Employing a qualitative approach, the research utilized observation, interviews, and documentation to assess the process and impact of role play-based learning on children’s interpersonal communication development. Findings indicate that the role play method significantly improves key aspects such as openness, empathy, supportive behavior, positive attitudes, and equality among children. Initially passive children became more active in both verbal and non-verbal communication, demonstrated increased social awareness, and were able to express themselves more confidently, including in family settings. The novelty of this study lies in its application of role play in early childhood education within remote communities, which typically lack access to modern pedagogical approaches. The study recommends the integration of role play-based teacher training to foster character development, strengthen interpersonal communication, and create an engaging and participatory learning environment. These findings contribute to the advancement of social sciences and humanities in the field of early childhood education
Uji Efektivitas Bioherbisida Ekstrak Daun Pepaya (Carica papaya L.) pada Gulma Babadotan (Ageratum conyoides L.)
The excessive use of synthetic herbicides can have adverse effects on living organisms and the environment. Therefore, environmentally friendly weed control alternatives are needed, such as the use of bioherbicides. Papaya leaf extract contains allelopathic compounds including alkaloids, triterpenoids, steroids, flavonoids, saponins, tannins, and phenols that can inhibit weed growth. This study aimed to determine the effectiveness of papaya (Carica papaya L.) leaf extract as a bioherbicide in suppressing the growth of babadotan (Ageratum conyzoides L.) weeds. The study was conducted from February to May 2025 at the Bukit Kawi Permai Complex, Kramatwatu Village, Kramatwatu District, Serang Regency and the LPHP Region II Laboratory, Pandeglang. This study used a Completely Randomized Block Design (RBD) consisting of seven treatment levels, with four replications. The treatment levels included: P0-: negative control without herbicide, P0+: positive control herbicide (bispiribak sodium 18% and pyrazosulfuron 10%), P1: 30% extract, P2: 40% extract, P3: 50% extract, P4: 60% extract, and P5: 70% extract. The results showed that the administration of papaya leaf extract showed effectiveness as a bioherbicide in inhibiting the growth of babadotan weeds compared to the control. Administration of papaya leaf extract at a concentration of 60% and 70% had a very significant effect on fresh weight and had an effect on phytotoxicity of 13.35% (P4) and 17.5% (P5)
STUDI KERUANGAN DAN KELEMBAGAAN PENGELOLAAN EKOWISATA MANGROVE DI NEGERI AMAHAI, KABUPATEN MALUKU TENGAH
Ecotourism is a tourist activity that aims to conserve. In its implementation, institutions have a very important role for sustainable ecotourism management. This study aims to determine the forms of space utilization in mangrove ecotourism, analyze the suitability and carrying capacity of ecotourism areas, analyze the role of institutions in influencing the success of ecotourism management, and formulate a strategy for managing ecotourism in Negeri Amahai. The research was conducted in Negeri Amahai, Central Maluku Regency in January-May 2023. Mangrove data were collected by purposive sampling using transect lines. Analysis of land suitability and carrying capacity using established formulas. Management strategies using SWOT and TOWS with policy priorities further analyzed with AHP. The results showed, the tourist space in mangrove ecotourism is in the form of reception space, service space and tourist space. There are various forms of utilization in the space both supporting ecotourism activities such as educational facilities, trade, trash bins, sanitation and communication, and there are still activities that threaten such as mangrove logging and sand mining. The suitability of mangrove ecotourism at station I is categorized as “Very Suitable” with IKW 85%, while at station II as “Suitable” with IKW 64%. The carrying capacity of mangrove ecotourism area can accommodate 31 tourists/day. The role of institutions in the management of mangrove ecotourism is considered “Not Optimal” because it does not yet have institutions or rules that focus on management of mangrove ecotourism. There are 11 strategies and 5 priorities in managing mangrove ecotourism in Negeri Amahai.
ABSTRAK
Ekowisata merupakan suatu kegiatan wisata yang bertujuan untuk konservasi. Dalam pelaksanaanya, kelembagaan memiliki peran yang sangat penting untuk pengelolaan ekowisata berkelanjutan. Penelitian ini bertujuan untuk mengetahui bentuk-bentuk pemanfaatan ruang pada ekowisata mangrove, menganalisis kesesuaian dan daya dukung kawasan ekowisata, menganalisis peran kelembagaan dalam mempengaruhi keberhasilan pengelolaan ekowisata, dan memformulasikan strategi pengelolaan ekowisata Negeri Amahai. Penelitian dilakukan di Negeri Amahai, Kabupaten Maluku Tengah pada Januari-Mei 2023. Pengambilan data mangrove secara purposive sampling dengan menggunakan garis transek. Analisis kesesuaian lahan dan daya dukung menggunakan rumus yang ditetapkan. Strategi pengelolaan menggunakan SWOT dan TOWS dengan prioritas kebijakan dianalisis lebih lanjut dengan AHP. Hasil penelitian menunjukan bahwa ruang wisata pada ekowisata mangrove berupa ruang penerimaan, ruang pelayanan dan ruang wisata. Terdapat beragam bentuk pemanfaatan pada ruang tersebut baik yang mendukung kegiatan ekowisata seperti fasilitas edukasi, perdagangan, tempat sampah, sanitasi dan komunikasi, serta aktivitas yang mengancam seperti penebangan mangrove dan penambangan pasir. Kesesuaian ekowisata mangrove pada stasiun I dikategorikan “Sangat Sesuai” dengan IKW 85%, sedangkan pada stasiun II dikategorikan “Sesuai” dengan IKW 64%. Daya dukung kawasan ekowisata mangrove Negeri Amahai mampu menampung 31 wisatawan/hari. Peran kelembagaan dalam pengelolaan ekowisata mangrove Negeri Amahai dinilai “Belum Optimal” dikarenakan belum memiliki lembaga maupun aturan yang fokus pada pengelolaan ekowisata mangrove. Terdapat 11 strategi dan 5 prioritas dalam pengelolaan ekowisata mangrove Negeri Amahai.

KEBERAGAMAN JENIS MANGROVE DAN IKTIODIVERSITAS SUMBERDAYA IKAN DI KAWASAN PERAIRAN TELUK BENOA, BALI
The function and role of mangroves in Bali's Benoa Bay has been proven to be ecologically and economically beneficial to the environment and society. The mangrove forests in this area have muddy substrates that support the growth of mangroves and mangrove-associated biota. However, ecological pressure due to anthropogenic activities has caused problems that threaten the sustainability of mangrove ecosystems. The purpose of this study was to identify mangrove species, determine the biodiversity captured in the Benoa Bay water area, Bali, and determine environmental parameters as supporting data for aquatic ecological conditions in the Benoa Bay water area, Bali. This research was conducted in the mangrove forest area of Benoa Bay, Bali in September-November 2023. Sampling was done 3 times at 3 locations namely Pulau Penyu, Kedonganan, Kampung Kepiting. Mangrove sampling uses plot sampling method, while for fish resource data using actual fishing method for 3 months with 1 month interval. Data analysis carried out in this study is the analysis of mangrove vegetation including diversity index and ichthyodiversity analysis (fish diversity). For water quality parameters refer to quality standards according to established rules. The results showed that the types of mangroves found were Rhizophora apiculata, Ceriops tagal, Avicennia marina, Bruguiera gymnorrhiza, Bruguiera cylindrica, Sonneratia alba, Rhizophora mucronata, Ceriops decandra. The types of fish resources found consisted of 8 orders, 15 families, 23 species with a total of 226 individuals. The level of diversity of fish resources in the three research locations is classified as moderate. The value of water quality parameters is in the range of quality standards that support the growth of mangroves and biota associated with mangroves.

Fungsi dan peran mangrove di Teluk Benoa Bali telah terbukti secara ekologis dan ekonomis bermanfaat bagi lingkungan dan masyarakat. Hutan mangrove di kawasan ini memiliki substrat berlumpur yang mendukung pertumbuhan mangrove serta biota yang berasosisasi dengan mangrove. Namun, tekanan ekologis akibat aktivitas antropogenik menyebabkan munculnya permasalahan yang mengancam keberlanjutan ekosistem mangrove. Tujuan penelitian ini yaitu mengidentifikasi jenis mangrove, mengetahui iktiodiversitas yang tertangkap di Kawasan perairan Teluk Benoa, Bali, serta mengetahui parameter lingkungan sebagai data dukung kondisi ekologi perairan di kawasan perairan Teluk Benoa, Bali. Penelitian ini dilakukan di kawasan hutan mangrove Teluk Benoa, Bali pada September-November 2023. Pengambilan sampel dilakukan 3 kali pada 3 lokasi yaitu Pulau Penyu, Kedonganan, Kampung Kepiting. Pengambilan sampel mangrove menggunakan metode plot sampling, sedangkan untuk data sumberdaya ikan menggunakan metode actual fishing selama 3 bulan dengan interval 1 bulan. Analisis data yang dilakukan pada penelitian ini yaitu analisis vegetasi mangrove meliputi indeks keanekaragaman dan analisis iktiodiversitas (keanekaragaman ikan). Untuk parameter kualitas air merujuk pada baku mutu sesuai aturan yang ditetapkan. Hasil penelitian menunjukkan jenis mangrove yang ditemukan yaitu Rhizophora apiculata, Ceriops tagal, Avicennia marina, Bruguiera gymnorrhiza, Bruguiera cylindrica, Sonneratia alba, Rhizophora mucronata, Ceriops decandra. Jenis sumberdaya ikan yang ditemukan terdiri atas 8 ordo, 15 famili, 23 spesies dengan total individu 226. Tingkat keanekaragaman sumberdaya ikan pada ketiga lokasi penelitian tergolong sedang. Nilai parameter kualitas air berada pada kisaran baku mutu yang mendukung pertumbuhan mangrove serta biota yang berasosiasi dengan mangrove.

Snake Species and Their Habitat Preferences on Marsegu Island, West Seram, Maluku, Indonesia
Maluku, an archipelagic region, has unique ecological features that support a high level of biodiversity. One such island in this region is Marsegu Island, located in the Western Seram Regency, which is recognised as a nature reserve and serves as a natural habitat for several species of snakes. This study identifies snake species and analyses habitat preferences on Marsegu Island. Data were collected using the Visual Encounter Survey (VES) method. A total of six snake species from four families were recorded, with Colubridae being the most dominant. Species showed distinct habitat preferences: Xenopeltis unicolor was often found under decaying wood in mangrove areas, while Ahaetulla prasina was associated with Cerbera manghas trees. Larger species, such as Malayopython reticulatus, were found in coral rubble, while Cerberus schneiderii preferred semi-aquatic habitats in mangrove mud. The results suggest that the distribution of snakes on Marsegu Island is strongly influenced by morphological and behavioral adaptations to specific habitat types. This study provides new ecological insights into snake species in mangrove ecosystems and highlights the critical role of habitat conservation in maintaining biodiversity on Marsegu Island
GEOGRAPHICALLY WEIGHTED GENERALIZED POISSON REGRESSION AND GEOGRAPHICALLY WEIGHTED NEGATIVE BINOMIAL REGRESSION MODELING ON PROPERTY CRIME CASES IN CENTRAL JAVA
Property crime in Indonesia remains one of the most prevalent categories of crime across various regions of the country. This category encompasses a range of criminal acts, including theft, illegal appropriation of goods, robbery, motor vehicle theft, arson, and property damage. One of the commonly used regression analysis methods is Poisson regression. The assumption violation of overdispersion in Poisson regression is often found in property crime data in Central Java. This study also considers spatial aspects, depicting local regional characteristics and the integration of local and global variables. Therefore, this study employs Geographically Weighted Generalized Poisson Regression (GWGPR) and Geographically Weighted Negative Binomial Regression (GWNBR) methods with Adaptive Bisquare Kernel weighting. The aim of this research is to develop a model for each district/city in Central Java using Adaptive Bisquare Kernel weighting, thus providing a more accurate representation of the factors influencing property crime in each region. The AIC value criterion of 411.3652 indicates that the GWNBR method is the most suitable for modeling the number of property crime cases in each district/city in Central Java compared to Poisson regression, negative binomial regression, and GWGPR methods
COX PROPORTIONAL HAZARD AND EXPONENTIAL SURVIVAL ANALYSIS IN PATIENTS WITH END-STAGE CHRONIC KIDNEY FAILURE AT BOJONEGORO
End-stage chronic renal failure is a condition that requires long-term treatment such as haemodialysis and poses a serious threat to patient survival. However, the survival time of each patient varies, depending on various clinical and demographic factors. Identifying variables that have a significant effect on survival time is important to help medical personnel prioritise patient care. Cox proportional hazard and exponential regression are statistical methods used to identify independent variables that affect the dependent variable, survival time. In this study, Cox proportional hazard and exponential regression survival analysis were modelled on end-stage chronic renal failure patients who were hospitalised in January-April 2024 at RSUD Dr. R. Sosodoro Djatikoesoemo Bojonegoro. This study aims to identify independent variables that have a significant influence on the survival rate of patients with end-stage chronic renal failure and the best model between Cox proportional hazard and exponential models. The Cox Proportional Hazard method is a semi-parametric method that analyses the influence of variables without having to know the specific shape of the failure time distribution. Meanwhile, the exponential model is a parametric model that assumes that the hazard function is constant over time. In this study, 10 variables were used to see their influence on the risk of occurrence. The results of Cox proportional hazard and exponential regression analysis obtained independent variables that have a significant effect, the variables of main complaint (X3), urea (X6), and diastolic blood pressure (X8) on the survival time of patients with chronic renal failure. The hazard ratio value on significant variables, the variable that can increase the risk of death, is urea. Every additional 1 mg/dL urea value will increase the risk of death of chronic renal failure patients by 0.9%. The exponential model of 383.4526 is the best model based on the AIC value
LEPROSY CASE MODELING IN EAST JAVA USING SPATIAL REGRESSION WITH QUEEN CONTIGUITY WEIGHTING
Leprosy, a highly contagious disease caused by the bacterium Mycobacterium leprae, can result in permanent disability if left untreated. It remains a significant public health issue in many regions, particularly tropical countries like Indonesia. Despite ongoing control efforts, incidence rates are still high in some areas. In 2023, East Java had the highest number of leprosy cases in Indonesia, with 2,124 out of 7,166. To understand the factors contributing to these cases, this study explores various influences and offers policy recommendations to reduce leprosy in East Java. The study uses spatial modeling with a weighting scheme based on queen contiguity, selected because leprosy spreads through human interactions and movement, creating spatial dependencies. It examines spatial, social, economic, educational, and environmental factors based on cross-sectional data from 38 regencies/cities in East Java for 2023. Among the regression models tested, the spatial error regression model proved most effective, showing an R-Square value of 67.14% and an AIC of 213.023. Key findings identified () average years of schooling and () healthcare worker ratios as significant factors influencing leprosy cases. These results aim to guide policymakers in developing stronger leprosy control strategies and offer a basis for further research in East Java
ANALYSIS OF REAL RELATIVE ASYMMETRY IN URBAN TRANSPORTATION NETWORK PROBLEMS USING SPACE SYNTAX, REDS, AND MACHINE LEARNING CONCEPTS
In the context of urban growth and increasing population density, urban transportation networks face significant challenges such as traffic congestion, infrastructure limitations, and traffic law violations. This study integrates three analytical approaches—Space Syntax, Resolving Efficient Dominating Set (REDS), and Graph Neural Networks (GNN)—to identify strategic locations for the deployment of mobile Electronic Traffic Law Enforcement (ETLE) units and to forecast potential traffic violations. The research focuses on Malang City, Indonesia, and utilizes spatial data and ETLE violation records. Results show that Laksamana Martadinata Street, which has the lowest Real Relative Asymmetry (RRA) value, is a key strategic location for monitoring. The REDS analysis yields a resolving efficient domination number that determines the optimal quantity and placement of mobile ETLE units. GNN-based multi-step time series forecasting successfully predicts traffic violation trends across 29 road segments with a Mean Squared Error (MSE) equal to 0.0173. The novelty of this research lies in the integration of spatial configuration analysis, graph theoretical optimization, and machine learning-based forecasting, offering a comprehensive approach not previously combined in related studies. However, limitations include the use of a single urban case study and constraints in the availability and granularity of violation data, which may affect the generalizability of the findings
