Resolving Administrative Contract Disputes through other Methods in Accordance with Saudi Law
This research deals with ways of resolving administrative contract disputes by other than the judicial path in the Kingdom of Saudi Arabia, whether through the administrative way or through arbitration.
It shows the importance of this research from the scientific point of view; In that it deals with this topic in light of the recent provisions and procedures dealt with by the new Governmental Competition and Procurement Law in this regard, and the fact that it has not been previously discussed, which made it an idea worthy of study.
Its importance as reflected in practical terms that it contains the bulk of the flanks between the procedures and provisions on how to resolve disputes and administrative contracts without the road in the Saudi judicial system, which makes it easier for stakeholders to know these provisions and how to apply them.
The problem of research is determined by the insufficiency of the regular texts, and their sometimes inaccuracy
The research has been divided into two sections. The first section is devoted to the provisions for resolving competitors and contracting parties\u27 disputes through administrative means, and the second topic to provisions for resolving competitors\u27 and contracting parties\u27 disputes by arbitration.
The research concluded that the competitor in the legal dispute; There is a choice between submitting his grievance to the government agency that issued the decision or to a committee formed in accordance with Article 86 of the Government Competitions and Procurement Law, but the matter differs according to the decision subject of the grievance, and that the decisions of the Grievance Committee are binding on the government agency, as for the grievance procedures, they differ according to the entity that considers it, and as for the impact of the grievance. It varies according to its fate. As for the technical dispute; The organizer has put in front of the government agency two methods for resolving the technical dispute, which are friendly methods first, and if it is not able to do that, then the dispute will be resolved through the aforementioned council, and the research concluded that the regulator has set up arbitration as an alternative means of resolving disputes in administrative contracts with special conditions. Provided that legal arbitration should be taken, without arbitration by reconciliation.
The research presented a number of recommendations, the most prominent of which is that it is more appropriate to amend Article 86/2/A, Article 86/3, Article 87/1 of the Government Competitions and Procurement Law, and Article 87/1 of the Executive Regulations of the Government Tenders and Procurement Law. Effectiveness of Raising a Topic for Public Discussion as a Tool of Parliamentary Oversight of Government Actions: A Comparative and Applied Study
analytical approach to address the nature of the problems accompanying the means of raising a topic for public discussion as a method of parliamentary control over government actions. This is done by searching for the concept of a request for public debate, the constitutionality of this method, and other topics related to this method; so that we can arrive at a legal and practical evaluation of the effectiveness and accuracy of this method in terms of its inputs and results in achieving the public interest in comparison and approach with other parliamentary means.
Within this context, the objectives of the research revolve around demonstrating the effectiveness of this method in light of the limited practice of this method by members of Parliament in comparison with the use of other parliamentary control means such as the parliamentary question, which gives very important indications about the feasibility of raising a general topic for public discussion, both in terms of procedures as well as from the question of practical results, a phenomenon that will be treated with an analytical approach based on the neutral and objective critical method.
In conclusion, the research recommended several recommendations, the most important of which are for the Jordanian legislator to find a specific and disciplined constitutional formula that gives legitimacy to the request for public debate; being an effective means of parliamentary control; and that there should be a more influential role for the parliamentary committees within the Parliament with regard to activating the mechanisms of requesting public debate, given that these committees represent the most technically specialized legal place to study this request, and they have the ability to study the request from all its legal and realistic aspects
The Reasons of Cyberbullying on Children in Kuwait: A Comparative Study between Parents\u27 Perspectives
This study aimed to identify the reasons and the suggested solutions for cyberbullying in children in the Kuwaiti society. The study compared the Kuwaiti fathers’ and mothers’ points of view, using the descriptive analytical approach. 377 surveys were randomly distributed among parents in Kuwait. The study identified some reasons for cyberbullying in children as follows: (1) reasons related to the media, such as imitating social media celebrities and watching violent movies and series; (2) reasons related to the family, such as domestic violence, not allowing the child to express their feelings, and the lack of house rules that ban cyberbullying; (3) reasons related to the school, such as the lack of awareness programs at school concerning the dangers of cyberbullying and the lack of strict rules to forbid it. The study findings also showed that there were no significant differences concerning the degree of relation variable between the fathers’ and the mothers’ points of view on the reasons for cyberbullying. Hence, some key solutions were suggested to limit cyberbullying. According to the parents, it is vital to focus on increasing children’s awareness at school. It is also necessary that parents have more monitoring over their children and their electronic devices.

The Degree of Availability of Social Values Representing the Relational Dimension of Social Capital from the Perspectives of Student Teachers at Kuwait University
This research aimed to identify the degree to which social values representing the relational dimension of social capital are available from the perspectives of student teachers at Kuwait University, and their relationship to some variables. The researchers designed an instrument that consisted of twenty items reflecting five social values representing the relational dimension and administered it to 268 student teachers enrolled in the academic year (2021/2022) using an electronic link. The results showed (1) the availability of social values was moderate, with the value of respect ranking first, followed by the value of trust, belonging, commitment, and lastly, acceptance; (2) Males and females differed in estimating the degree to which these social values are available, with males scoring higher; and (3) A positive correlation emerged between both the academic GPA and the degree of availability of social values, while no relationship was observed between the economic status of the student\u27s families and the degree to which the social values are available. Findings were discussed considering the social and cultural context of both Kuwait and Kuwait University. Recommendations included: educate students on the ethics of dealing with colleagues, promote the culture of volunteerism, and encourage faculty members to implement collaborative learning.

BIOMASS ESTIMATION OF MATURE MANGROVE TREES IN THE UAE USING SPACEBORNE REMOTE SENSING TECHNIQUES.
Mangrove forest ecosystems play an essential role in diminishing the effects of climate change caused by the increase in carbon dioxide in the atmosphere. Estimating mangrove forest aboveground biomass (AGB) can assist in decision-making for conservation, sustainable use, and protection of these forests. The goal of this research project was to map the AGB of mangrove forests along the coasts of the United Arab Emirates (UAE) with the aid of Landsat-8-9 satellite imagery data acquired in September 2023. 12 AGB estimation models were developed based on the combination of in situ measurements and Landsat-8-9 derived vegetation indices. = 58975 2.7659 was the best model selected with R2 = 0.8105 and p-value \u3c 0.005. The average percentage error between the calculated and derived AGB values was 22% which allowed estimation of mangrove forest AGB across the entire UAE. Maps of AGB and AGC were generated and the total values were estimated to be 1,902,653.231 tons and 894,246.882 tons respectively. The results and findings from this study will be used as a standard methodology for environmental studies for the Arab Satellite 813, an Earthobservation satellite to be launched in Q1 of 2025. The findings could also assist relevant authorities in taking necessary actions, formulating policies, and implementing plans for sustainable management of mangrove forests of the UA
The Role of Music Education in Activating the Theory of Multiple Intelligences in Our Educational Curriculum
Despite the acknowledgement of most researchers and those concerned with education and training issues regarding the importance of Gardner\u27s theory in multiple intelligences, its implementation and application in education and training systems still face significant challenges and there is barely any noticeable impact of this theory. In terms of curriculum development there remains a lack of focus on fostering different types of intelligences and interdisciplinary educational projects that cater to the aspirations of all learners regardless of their talents—be it kinesthetic musical visual-spatial interpersonal intrapersonal etc. This goal remains out of reach. The same observation applies to educational activities in our classrooms, which are still far from embracing the spirit and philosophy of this theory. They neither acknowledge the various forms of intelligences nor aim to create any interaction between them. Furthermore, they fail to focus on enabling all learners to excel in the areas where they are naturally gifted.
In this context, this study aims to emphasize the importance of the theory of multiple intelligences in improving our educational systems by examining the potential interactions between musical intelligence and other forms of intelligences based on scientific research findings. Additionally, it seeks to clarify how these interactions occur during an activity within the components of music education.

The Effectiveness of Applying Evidence-Based Practices Based on the Torres Model and its Impact on Improving the Teaching Competencies of Special Education Teachers
The use of evidence-based practices (EBPs) in the field of special education requires full awareness from special education teachers of how to choose and successfully apply EBPs, which contribute greatly to improving the learning outcomes of their students and may even contribute more to raising the level of teaching competencies (TCs) in these teachers. The current research aimed to apply EBPs according to the Torres model (TM) and examine their impact on improving TCs. The sample consisted of 64 special education teachers in Al-Ahsa. The research employed a quasi-experimental approach using components developed by the researcher: a card of EBPs evaluation, a scale of TCs, and a training program. The results showed the superiority of the first experimental group (which was trained according to the TM) over the second group (which was trained in the usual way) in applying EBPs and TCs. The research recommended the importance of knowledge and application of the TM by special education teachers to ensure the successful practice of EBPs with their students and to raise the level of teachers\u27 TCs.

DEVELOPING A FRAMEWORK FOR DIGITAL TWIN DATA QUALITY AND SECURITY CONTROLS
This thesis is concerned with the data quality and security of the digital twin and how it is going to impact its adoption, trustworthiness, and potential for real-world applications. By addressing the potential vulnerabilities and ensuring the integrity of data, this research aims to contribute to the development of robust and trustworthy digital twin standards and policies that is going to complement the existing international standards across different domains. Moreover, it underscores the important need to establish robust standards to ensure the successful and secure deployment of digital twins across industries. Previous research, while valuable, may not have fully addressed the critical interplay between data quality and security within the digital twin environment. To address this gap, a survey was distributed to digital twin users and experts. To thoroughly analyze the survey results and assess the true effectiveness of digital twin technology, we will employ some analytical procedures, utilizing robust tools such as ATLAS.ti and qualitative matrices such as the Probability-Impact (P-I) matrix and Risk Priority Number (RPN). The result of this paper is addressing valuable data quality and security standards for the digital twin, which is going to address the risks analyzed from the case studies to mitigate identified vulnerabilities, enhance data integrity, and ensure that the digital twin system is resilient against potential threats. The survey and case study analysis yield a comprehensive understanding of these critical risks to address the importance of these aspects of the digital twin
The Validity and Critiques of the Current Approach of Human Rights Bodies Regarding the Positive Procedural Obligations of States
Molecular Geometry Changes in Some Carbonyls and Aromatic Rings upon Electronic Excitation: Herzberg-Teller Vibronic Coupling and Unitary Duschinsky Rotation
The common assumption in probing the dynamical motion of molecules is that the molecular electronic activity depends weakly on vibrational coordinates on electronic excitation. Therefore, electron-vibration interaction, which is known as vibronic coupling (VC), may be ignored. The HerzbergTeller theory of vibronic coupling (HTVC) is a breakdown of the Born-Oppenheimer approximation (BOA) since nuclear and electronic degrees of freedom can no longer be separated. The inclusion of a single quantum of a non-totally symmetric vibrational mode changes the overall symmetry of the state and permits the transition. Often, this assumption may be invalid, especially in carbonyl and aromatic compounds. This thesis will use both quantum mechanics and electronic structure theory of molecules to probe the breakdown of this assumption in carbonyls (CH2CO, CH3CHO, andCH3COCH3) and aromatic carbonyl compounds (C6H5CHO and C₆H₅COC₆H₅). This work will investigate the extent to which (HTVC) is significant by looking at nuclear coordinates deformation and electronic density redistribution upon electronic excitation. Non-totally symmetric vibrations are important to identify the coupled electronic states whereby intensity is borrowed from nearby electronic states in case of forbidden electronic transitions by symmetry in the FC region. This electronic density redistribution distortion may be due to the Duschinsky matrix (DM) and HTVC interaction renders information on how the transition moment varies as the molecular geometry changes, giving rise to the non-Condon regime. This coupling should be probed to see if it is caused by orbital interaction and this interaction would give rise to non-adiabatic coupling. This molecular geometry alteration is so important for probing and hence understanding vibration-electron coupling in polyatomic molecules
