Conclusions
Document: "Conclusions", 1961-1969, page 23. The Supreme Court decision in the case Arizona v. California, et al, does not increase the water supply of the area. It does, however, resolve the conflicting claims and entitlements of the several states to Colorado River water in the lower basin. Thus it provides a basis for development of a comprehensive plan to solve the water needs of the Pacific Southwest.
4. Arizona urgently needs the waters to which it recently acquired the right to divert from the Colorado River under the Supreme Court decision, otherwise or it will face a slowly withering economy as present water supplies diminish. Southern California, as a result of the Supreme Court decision, will have to curtail its Colorado River diversions and will face the same diminishing water-supply problem that Arizona faces today. Western New Mexico needs upstream water conservation and control facilities to expand its historically water restricted economy. Southern Nevada requires additional water to provide for its phenomenal population growth. Southern Utah needs water conservation and control facilities to overcome seasonal shortages of surface water.
5. The precepts under which the Department of the Interior has historically acted have never encouraged the development of one area to the detriment of another. The diminishing of an existing economy, or the retared development of another, carries nationwide implications. In the Pacific Southwest, defined for the purposes of this study as portions of each of the above five states -- each dependent to some extent on the Colorado River -- it is incumbent upon the Secretary of the Interior in any plan of regional to develop and implement a regional water development plan to preserve and protect and promote the economy and interests of all the affected states.

Lower Colorado River Project

As a result of the economic impact of lowering the ground-water table, some 200,000 acres of land have been withdrawn from irrigation. To alleviate the current situation and provide for this most rapidly expanding area in the country, additional sources of water are urgently needed.
If the current Arizona vs. California Supreme Court suit is settled as recommended by the Master, it is safe to assume that about 1,000,000 acre-feet of water would be made available to Arizona over and above that now being utilized. If this were all divereted from the river into the Phoenix-Tucson area, it, of course, would do no more than slow down the current rate of mining of underground water. This, at best, would have only a temporary impact on the economy, and is no long-range solution to the water supply problem of Central Arizona.
In addition, if the above-described diversion to the Central Arizona area is accomplished, it must be recognized that it would ultimately result in a reduction in the present level of diversions to other areas in the Southwest. In brief, this would entail taking water away from areas where it is now being used without means of replacement to those areas.

These power companies don't explain that neaieg every kilowatt hour of energy generated at these dams will be purchased by the preference customers--the rural electrics and municipal systems. Or that competent engineers and accountants estimate that power costs will be increased by up to $5-million dollars annually, if their proposal should be accepted.
The Colorado Water Conservation Board, representing the state most heavily involved in the storage project, has concluded that construction of these lines by the power companies "would be greatly detrimental to the future water resource development of the state."
The Upper Colorado River Commission, whose duties include water studies, also insists that the 5-company proposal be rejected if it "adversely affects" project repayment and consumer power rates "When compared with other methods of energy transmission."
Colorado River Basin Consumers Power, Inc., representing the 70 rural electrics and 85 municipal systems which will purchase all of the project's power, have employed competent engineers and other consultants who state that the power companies' proposals would prevent scheduled repayment to the government--unless electric rates are increased.

COLORADO RIVER STORAGE PROJECT
The Colorado River Storage Project is a magnificent monument to the Public Works Program which the Federal Government has undertaken over the past years. The benefits of this project to the peoples of the seven great states it encompasses are many and include recreation, low-cost power, and irrigation. I find it deplorable that, in the almost final stage of this billion dollar project, a group of private utilities, motivated only by profit, should attempt to put a series of toll gates on the proposed transmission system and this immensely reduces the consumer power benefits. These private utilities claim that their proposals for the transmission system are in the public interest and for the general public welfare. Yet, to this date, they have made no attempt to interconnect their own systems in order to make-low cost power available to the consumer. Now, after the Federal Government has expended nearly one billion dollars, these utilities wish to, for an investment of little more than one hundred million dollars, control the transmission of energy from the hydroelectric projects to the major load areas, as well as to control the interchange of energy between the power projects.Epson Perfection 4870 Photo, 400 dpi, 8 bit, 989,509 byte
