Purposes
As originally set forth in the 1947 report, the Central Arizona Project plan of development would make Colorado River water available to the project area through a pumping and aqueduct system which would raise and convey the water from Lake Havasu, on the Colorado River, into the Central Service Zone which is essentially comprised of the Phoenix-Tucson area. Through exchange, water could be made available in the areas of Arizona and New Mexico outside of the Central Service Zone.
The present plan of development remains the same in all major aspects with the exception of the source of pumping energy required for project pumping needs. Project facilities would coordinate the use of imported Colorado River water and the local water resources of the Gila River Basin. The project is designed to provide water for irrigation and municipal and industrial purposes. Additional purposes include flood control, recreation, fish and wildlife conservation, sediment retention, salinity control, power generation, and area redevelopment.
Project Facilities
The backbone facilities of the Central Arizona Project would be the Granite Reef, Salt-Gila, and Tucson Aqueducts, which would convey pumped Colorado River water to the Central Service Zone. Minor changes in the 1947 aqueduct location have been made due to urbanization. This is particularly true on the north side of the Phoenix metropolitan area.

Report: "Summary Report Central Arizona Project With Federal Prepayments Power Arrangement", February 1967, page 8of the Granite Reef Aqueduct, it would provide regulatory storage as needed for both Salt-Verde flows and Granite Reef Aqueduct deliveries. In its multiple-purpose role it would serve as an afterbay, reregulate releases from upstream reservoirs, improve the Salt River Project operating conditions by removing sediment, create a recreational area with fish and wildlife conservation uses, and in combination and coordination with the upstream reservoirs and downstream channelization, provide storage to meet the flood control requirements of the Salt River through the Phoenix area.
Salt-Gila Aqueduct and Pumping Plant--The 1,400-c.f.s.-capacity Salt-Gila Aqueduct would receive water either directly from the Granite Reef Aqueduct or by releases from Orme Reservoir. A relatively low-head pumping plant is required to lift the water into the aqueduct from either source.
Buttes Dam and Reservoir--Although investigated and reported previously as a separate facility, Buttes Dam and Reservoir was included as an integral part of the Central Arizona Project in the 1947 report and in the 1964 supplemental report. An earthfill structure, the Buttes Dam would form a reservoir of 366,000-acre-foot capacity. Conservation storage capacity would be 100,000 acre-feet, and 266,000 acre-feet of capacity would be used for sediment and flood control purposes.

PINAL COUNTY
General
Pinal County has a population of 62,000 and covers an area of 5,324 square miles. It is bounded on the north and west by Maricopa County, with a population of 658,000, and on the south by Pima County, population 261,000. These latter two counties contain the two major cities in Arizona, Phoenix and Tucson, which provide a nearby market for the agricultural products of Pinal County. It is expected that continued heavy growth of Phoenix and Tucson will be felt by Pinal County and that its economy will be modified in the future by some urban development.
The topography of the county is characterized by the Galiuro Mountains and rolling range land in the eastern portion and the upland plains in the west. The topography is a governing influence on the principal activities, namely, mining and livestock in the east and agriculture in the west.

The Central Arizona Project was planned and designed jointly by the State of Arizona and the Bureau of Reclamation. It was reported to the Congress as a feasible and necessary project in 1947. Currently the project designs and plans are being brought up to date by the Bureau of Reclamation in co-operation with the State of Arizona, and preliminary work Indicates that financial feasibility has increased.
Costs of the Project are repayable to the Federal Government under Reclamation Law, and the Central Arizona Project is self-liquidating in this respect with returns from the sale of electric power and of water. Electricity generated at Bridge Canyon Dam and other hydroelectric facilities of the Project will be sold at competitive rates, and receipts above costs will be used to repay Project construction costs to the Federal Government.
In addition, the State of Arizona, through the Arizona Power Authority, has applied to the Federal Power Commission for a license to build a hydroelectric power dam on the Colorado River at Marble Canyon. If the license is granted and the dam is built, the sale of electricity by the state from this facility should produce additional revenues which can be used to assist with repayment of the costs of the Central Arizona Project.
PROJECT FEATURES
Key structure of the Project is a dam at the Bridge Canyon site on the Colorado River at the headwaters of Lake Mead. Power generated at Bridge Canyon Dam will be sold to produce revenues necessary for repayment of Project construction costs, and to provide power for diversion of water.
The water will be diverted from the River at Lake Havasu behind Parker Dam. It will be lifted 985 feet by a series of pumping plants in the first 25 miles, and after that will flow through a gravity canal a distance of about 220 miles into Central Arizona.
Additional canals will distribute water to the Pinal County Unit of the Project and to the Tucson Unit. Construction of other dams and systems will bring water benefits to the Upper Gila and San Pedro units of the Project.

WATER FOR THE PROJECT
Under terms of the Court Decree recommended by Judge Simon H. Rifkind in the Arizona vs. California suit, Arizona's portion of the Lower Basin's share of the flow of the Colorado River is 2,800,000 acre-feet of consumptive use, plus 46% of any surplus over 7,500,000 acre-feet.
After allowance for all contractual diversion rights in Arizona along the Colorado River, and credits for return to the River from application of water to those lands, there remains a substantial amount of water for additional diversions into Central Arizona.
ALL OF ARIZONA BENEFITS
All of Arizona will benefit from the Central Arizona Project.
The sale of hydroelectric power throughout the State from the plant at Bridge Canyon Dam will be to the great advantage of power users in every area. Dependable electric power at competitive rates maintains and builds industrial and population expansion.
During the five- to ten-year Project construction period, many millions of dollars in payrolls, services, supplies and business activity will pour into local economics outside the ultimate Central Arizona Project water service area.
The greatest value of the Central Arizona Project to areas outside the ultimate water service area of the Project, however, lies in the tax base which the additional water will preserve and insure for the future. Seventy-five percent of Arizona's tax base is in the Central Arizona Project area.
