    Document: Arizona Gazette's Washington Bureau, "Fast Senate OK Seen On Water Bill," 6/5/1963Fast Senate OK Seen On Water Bill Gazette's Washington Bureau WASHINGTON - The Greater Arizona Project, designed to spread badly-needed Colorado River water throughout Arizona, is expected to get quick passage in the Senate, followed by strong California-inspired opposition in the House, observers predicted today. Bills calling for authorization of the project were introduced simultaneously in both houses yesterday, just one day after the U.S. Supreme Court established Arizona's right to 2.8 million acre feet of Colorado River water annually. California has already served notice it will strongly oppose the bill. The Coast state is in a strong position with 38 representatives in Congress compared with Arizona's 3. THE SENATE bill, co-sponsored by Senators Carl Hayden and Barry Goldwater, has been sent to the Interior Committee, where Senator Hayden is a junior member. He requested appointment to the committee this session anticipating the Greater Arizona Project bill. The Arizona delegation's strategy is to push for immediate passage of the Senate bill, allowing the house bills to remain dormant. (The three house bills, all identical to the Senate measure, were filed as a formality.) Sen. Frank Moss, D-Utah, a member of the Senate Interior Committee, indicated his support of the project when entering the Supreme Court decision into the Congressional Record. He called the decision a "momentous" one with respect to American water law. "This decision should clear the way for action on legislation for maximum development of the water resources of the entire Colorado River Basin," he said. If Senate action is favorable, an all-out effort will be made to win House approval. Senator Hayden first introduced the bill in 1951, where it passed the Senate and was defeated in the House. SENATOR GOLDWATER is expected to honor Hayden's sustained interest in the project by suggesting that the bill be renamed to the Carl Hayden Project bill.     Report: United States Department of the Interior, Bureau of Reclamation, "Report on Lower Colorado River Project," Revised Draft, 6/7/63, page 9Summary The potential Lower Colorado River Project is a comprehensive plan for augmenting the existing water supplies and developing and financing additional water and related power resources for the present and future benefit of the five-State area of the Lower Colorado River Basin and the coastal valleys of southern California. The project plan proposes, first, to alleviate present water deficiencies and, second, to meet water future demands resulting from southwest population growth without detriment to any area. The additional water supplies for the immediate future, to year 1990, would be obtained from conservation of existing supplies including water reclamation sources, desalinization of saline waters, import from areas with future water surplus, or the applicable economic phases of each. In the early years of operation of the California aqueduct a progressively declining amount of northern California waters would be surplus to southern California's water demand and could be exchanged for Colorado River water on an interim sales basis to water-deficient inland southwest areas. These interim sales would provide an early unanticipated revenue source for California, and at the some time provide an early source of water to the presently thirsty inland desert area. Desalinization plants constructed in stages along the southern California coast would provide a permanent source for this exchanged supply. Desalinized water, now estimated to cost from 80to80 to 100 per acre-foot, may be reduced in cost with technological improvements to 50to50 to 65 per acre-foot some time in the future, and ultimately even further reductions in cost are anticipated as a result of the potential use of atomic energy as a power source. Electric power plants, built in conjunction with these water conversion plants, could be integrated into the areas' electric system to meet the combined comercial and water pumping power requirements. The combined electric power demands for project water pumping and commercial uses are of such a magnitude that it will require a proportion of power produced by sources other than the very limited in-basin hydroelectric potential. To promote the greatest economics to both water and power user, these power loads would be integrated and each source used to serve the portion of the load to which it is best suited. This principle would result in the existing and future hydroelectric powerplant capacity being devoted to peaking capacity with low annual load factors. Some portion of the future southwest water supplies must be devoted to enhancing, extending, or creating new water facilities oriented to outdoor recreation uses.     Report: United States Department of the Interior, Bureau of Reclamation, "Report on Lower Colorado River Project," Revised Draft, 6/7/63, page 20The day-to-day needs of the new arrivals have been provided for through expansion of old or creation of new water facilities as the urban growth overran the agricultural areas and converted irrigation water to municipal purposes. The initial development of large quantities of water for irrigation has thus subsidized this recent and future urban growth. Southern California began importing outside waters into the coastal basins as early as 1913 to supplement its native supply. Transbasin diversions of water from Owens Valley and later from the Colorado River have permitted the economy to grow to its present size. As water from these sources had almost reached its limit in 1960, southern California agencies contracted with the State of California for the future delivery of 1,800,000 acre-feet of water per year across the Tehachapi Mountains utilizing California Aqueduct facilities. The California State water plan, approved by popular vote, is estimated to cost $1-3/4 billion and the southern California agencies' contract is projected to provide for its future needs until about 1990. The span of years from the present to 1990 can be relatively short in terms of unanticipated demands and in terms of years required to plan for and construct new water development facilities. Thus, California, even now, is exploring the next phase plans to supplement this supply in future years. The desert valleys of the Lower Colorado River Basin did not begin their dynamic growth period until after World War II and the advent of air-conditioning. Thus, it is evident that, under a static water supply, agricultural production will gradually decline and eventually this factor will cease to exist. Industries necessary to maintain an economic balance must be assured of an adequate water supply before any consideration will be given to relocation or establishment within the area. Demands for additional water supplies high on the tributaries above the populous valleys already exist, and in these areas known mineral deposits, as yet undeveloped, will be opened at a propitious future time and will demand water for processing. An as yet unpredictable, but certain, future water demand will occur as urban dwellers seek seasonal or weekend relief from the heat or city congestion to the high and cooler mountain areas. This will inevitably lead to increasing demands for water areas for fishing and outdoor recreation use far beyond the present demands. Temporary winter visitors and summer tourists will increase with the population and will help to swell the urban water supply peak-use periods. The water problems confronting the Southwest today will become more complex and more intense under the pressures of providing for the projected future population inflow. Water and Power Demands Within the Lower Colorado River Project service area the utility requirements for water and power have been projected on the basis of population projections and study criteria. As the population grows in an area of limited water availability, the urban growth spreads in rippling fashion beyond the commercial centers onto agricultural lands. The rapid population growth encroaching upon agricultural lands affects agricultural production by making more valuable and precious the lands that remain. With the projected population of Arizona rising from 1,302,000 in 1960 to about 10,000,000 by 2020 and southern California growing from 9,460,000 in 1960 to about 29,000,000 by 2020, the urbanization of existing agricultural land will continue. This urbanization could require, depending upon the cultural patterns in the expanding urban cultures and resulting population densities, an area greater than that presently irrigated in California and about 40 percent of the irrigated area in Arizona. However, the availability of non-irrigated lands being as they are, less than this full effect can be expected and a requirement will remain for production of the specialty crops that the irrigated lands now produce. Scenic boating on the Bridge Canyon and Marble Canyon Reservoirs will be of such unusual and unique quality as to make it virtually impossible to assign an accurate and meaningful dollar value to this use. However, since an estimate is necessary for project econonic calculations, a relatively higher value for this use than that usually assigned to this activity is suggested. Accordingly, a benefit value of 5.00perwaterbornesightseerisconsideredareasonableestimateforsuchuseattheBridgeCanyonandMarbleCanyonReservoirs.InthecaseofBridgeCanyon,however,arecreationbenefitmonetaryvaluethatwouldprovidea1:1recreationbenefitcostratiowasassumed,therebykeepingtheessentialpublicusefacilitiesinthedevelopmentplanofthisreservoir,butofferingnoapparentmonetaryadvantageforreservoirrecreationoverthenaturalriverandcanyonrecreationthatwouldbelostduetoconstruction.Itisarecognitionofthefactthatwhatevertherecreationbenefitetobegainedmightbe,theaccompanyingintangiblelossescouldbepriceless.TotalpopulationinArizonaisexpectedtoreach6millionby1990,andover10millionby2020.Over90percentofthistotalwillbeconcentratedinanareathatiswithineasydrivingdistanceofthesereservoirsfordailyandweekenduse.MaxwellReservoir,forexample,willbeabout25milesfromdowntownPhoenix.Estimatedannualrecreationbenefits,exclusiveofhuntingandfishingrecreationtotalabout5.00 per water-borne sightseer is considered a reasonable estimate for such use at the Bridge Canyon and Marble Canyon Reservoirs. In the case of Bridge Canyon, however, a recreation benefit monetary value that would provide a 1:1 recreation benefit-cost ratio was assumed, thereby keeping the essential public use facilities in the development plan of this reservoir, but offering no apparent monetary advantage for reservoir recreation over the natural river and canyon recreation that would be lost due to construction. It is a recognition of the fact that whatever the recreation benefite to be gained might be, the accompanying intangible losses could be priceless. Total population in Arizona is expected to reach 6 million by 1990, and over 10 million by 2020. Over 90 percent of this total will be concentrated in an area that is within easy driving distance of these reservoirs for daily and weekend use. Maxwell Reservoir, for example, will be about 25 miles from downtown Phoenix.
