Development of models of technology transfer for public works

Podaienko // Baltic Journal of Economic Studies. – 2021. – Vol. 7. – No. 4. – P. 214–225.The aim of the study is to improve the efficiency of technology transfer management in public works by developing a model for the reasonable definition of transfer objects and their components. The subject of the study are models of reasonable definition of technology transfer objects and their components. The basis of the methodology of research are the principles and models of technology transfer, methods and models of the theory of project management, as well as system analysis. The paper shows that for the formation and implementation of public works for various purposes, the goal of using technology transfer processes should be considered the achievement of the highest level of technological development. Under the conditions of the technological development processes analysis of the individual economic sectors, possible models to achieve different levels of technological development and technical-technological indicators of public works are defined. These include the "gradual" transition model, the "jumps" model, and the "big jump" model. These models are characterized by the following: the model of "gradual" transition assumes that its main feature should be considered a gradual transition from the actual level of technological development to the one following it; for the model of "jumps" the main feature should be considered the possibility of transition to a higher level of technological development bypassing the next in order from the actual level; the "big jump" model differs from the "jumps" one in that a significantly low initial level of technological development immediately reaches the maximum level, which takes place for a certain time. The chosen model of processes to achieve different levels of technological development significantly affects the planning of qualitative and quantitative indicators of public works. Identification of potential objects of transfer and their components is proposed to solve through the development of classification features of public works and programs, as well as the formation of their information models. The main classification attributes of public works should be considered: organizational, technological, as well as equipment and materials. As the main indicators to ensure effective management decisions in the planning of public works should be used the cost of transfer, as well as the timing of delivery of objects. The conditions for selecting the object of transfer and its components in terms of cost and time for different models of acquisition of the appropriate technological level are defined. A model of technology transfer object distribution and an algorithm for planning public works using technology transfer was developed. Зміна режиму роботи суднової енергосистеми відбувається за рахунок перемикання споживачів електроенергії. При наявності нестачі потужності додатковий генератор підключається до загальної мережі, а при перевищенні виробленої потужності відбувається відключення генератора від паралельної роботи на загальній шині. Фундаментальним аспектом роботи СЕЕС є випадковий характер вхідного потоку програм комутації. Тому актуальним є завдання розробки алгоритму генерування випадкових значень з різними законами розподілу для моделювання процесів перемикання навантаження та зміни стану енергосистеми. Для вирішення завдань моделювання в системах, де зміна станів є випадковим процесом, може бути використана теорія дискретних ланцюгів Маркова.The ship's power system (SEPS) at any given time may be in one of several states, determined by the number of generators operating in parallel. The change in the operation mode of the ship power system is due to the switching of electricity consumers. In the presence of power shortage the additional generator is connected to the general network, and at excess of the generated power, there is a disconnection of the generator from parallel work on the general bus. A fundamental aspect of the operation of SEPS is the random nature of the incoming flow of switching applications. Therefore, the task of developing an algorithm for generating random values with different distribution laws for modeling the processes of load switching and changing the state of the power system is important. Наведено динаміку сальдо прямих іноземних інвестицій. Проаналізовано інструменти прямих іноземних інвестицій в Україну в умовах пандемії СOVID-19. Наведено основні проблеми, що стримують формування інвестиційного потенціалу в умовах пандемії. Визначено напрями підвищення ефективності процесів формування інвестиційного потенціалу в умовах пандемії СOVID-19.The purpose of writing this article is the process of formation of investment potential in the conditions of the COWID-19 pandemic. The dynamics of the balance of foreign direct investment is given. The instruments of foreign direct investment in Ukraine in the conditions of the COVID-19 pandemic are analyzed. The analysis showed that the dynamics of foreign direct investment has a negative trend in Ukraine and during the pandemic only worsened. A number of quarantine restrictions that hindered the development of the real sector of the economy led to the largest inflows of foreign direct investment in the second quarter of 2019 at 1374 million US dollars and in the third quarter of 2019 1975 million US dollars. The analysis showed that the largest share in the structure is occupied by liabilities to foreign direct investors, almost 96-98 %. The main problems that hinder the formation of investment potential in a pandemic are presented. The directions of increase of efficiency of processes of formation of investment potential in the conditions of pandemic СOVID-19 are defined. It is substantiated that increasing the efficiency of investment potential formation processes in the COVID-19 pandemic requires: development of a comprehensive investment strategy and effective organizational and economic mechanisms for their implementation, provided by relevant regulations in accordance with pandemic requirements to stimulate investment activities using benefits instruments; implementation of a number of reforms aimed at improving the investment climate and reducing investment risks; intensification and rationalization of state investment activity in priority areas of national development; improving the mechanisms of the financial market and the stock exchange; formation of mechanisms for active involvement of the banking sector and non-banking financial institutions in real investment projects

An engineering technique for calculating the main energy-power parameters of the technology is given. Technological schemes of bending with longitudinal tension have been developed to obtain corrugated module-panels, profile module-elements for hull structures, superstructures, and ship spaces.

Зокрема, розглядається аспект зрощення вузькоспеціалізованих професійних знань, які необхідні для відкриття та розвитку власної комерційної справи, з загальногуманітарними знаннями з області філософії, психології, соціології, релігієзнавства тощо, поданими під егідою досягнення особистісного успіху учня. Виділення ідеї особистісної успіху у надцінну, особливу ідеологічну конструкцію, центральну сенсодавчу вісь життя людини, навколо якої обертаються її різноманітні соціальні практики, свідчить про формування невротичної установки учнів таких бізнес-програм та відсікання від її оточення людей, які не підпадають під нав’язані критерії "успішності". У сучасному інформаційному суспільстві реципієнт будь-якої навчальної програми, у тому числі і навчальної бізнес-програми, має володіти валідними інструментами стортингу інформації для того, щоб не стати жертвою неякісного, упереджено поданого інформаційного продукту.The article deals with the problem of modern business education and business training for a wide range of businessmen and entrepreneurs of various levels. In particular, the aspect of merging highly specialized professional knowledge which is necessary needed for opening and developing one's own business with general humanitarian knowledge in the field of philosophy, psychology, sociology, religious studies, etc., is presented. It is important to underline that in such cases a great range of humanitarian knowledge is provided under the auspices of achieving personal success by the student. The separation of the idea of personal success into a valuable, special ideological construction, the central sensory axis of human life, around which its various social practices revolve, indicates the formation of a neurotic attitude of students of such business programs and cutting off people who do not fall "Success" from their environment. This, in turn, suggests the presence of two main markers of the sectarian movement in such training programs. The psychological health of a person who falls into them, his/her ability to build prolonged personal relationships with others, to implement certain non-utilitarian value programs, and life meanings are at significant risk. In today's information society, the recipient of any training program, including a training business program, must have valid tools for storing information in order not to fall victim to poor quality, biased information products

Метою є підвищення достовірності оцінювання розміру ПЗ ІС з кодом на PHP за допомогою нелінійної регресійної моделі. Завдання дослідження: проаналізувати існуючі регресійні моделі для оцінювання розміру ПЗ ІС з кодом на PHP; удосконалити регресійну модель для оцінювання розміру ПЗ ІС з кодом на PHP; розробити програму для оцінювання розміру ПЗ ІС з кодом на PHP. Об'єктом дослідження є процес оцінювання розміру ПЗ ІС з кодом на PHP. Предметом дослідження є регресійні моделі для оцінювання розміру ПЗ ІС з кодом на PHP. Методи дослідження. У вирішенні поставлених завдань використано методи теорії ймовірності, математичної статистики, регресійного аналізу. Наукова новизна одержаних результатів. Удосконалено регресійну модель для оцінювання розміру ПЗ ІС з кодом на PHP на основі нормалізуючого перетворення Джонсона сімейства SB, яка дозволяє підвищити достовірність оцінювання розміру ПЗ ІС з кодом на PHP в порівнянні з існуючими регресійними моделями. Практичне значення одержаних результатів. Розроблено програму для оцінювання розміру ПЗ ІС з кодом на PHP для системи моделювання Scilab 6.0.0. Апробація результатів досліджень. Результати досліджень були оприлюднені на Всеукраїнській науково-практичній інтернет-конференції. Публікації. The goal of the study is to increase the confidence of estimating a software size of PHP-based information systems by nonlinear regression model. The objectives of the study: to analyze existing regression models to estimate a software size of PHP-based information systems; to improve the regression model for estimating a software size of PHP-based information systems; to develop the software for estimating a software size of PHP-based information systems. The object of the study is the process of estimating a software size of PHP-based information systems. The subject of the study is the regression models for estimating a software size of PHP-based information systems. The methods of the study. The methods of probability theory, mathematical statistics, regression analysis are used in solving the problems. The scientific novelty of obtained results. The nonlinear regression model for estimating a software size of PHP-based information systems is improved based on the Johnson normalizing transformation of SB family which allows to increase confidence of estimating a software size of PHP-based information systems in comparison with existing nonlinear regression models. The practical significance of obtained results is that the software realizing the constructed model is developed for the simulation system of Scilab 6.0.0. Approbation of study results.
