    Information Warfare and the Future of Conflict

    The goal of the Future of Information Warfare Threatcasting Project was to explore the coming decade’s emerging technological and cultural trends and envision plausible future threats from multiple perspectives. The project sought to illuminate emerging areas of strategic threat and potential investment, particularly relating to the proliferation of emerging intelligences, technologies, and systems that could considerably change the nature of the battlefield by 2028 and beyond. In three Threatcasting Workshops a select group of practitioners from across multiple domains (security, academia, media, and technology) worked to envision these futures and explore what actions should be taken now to counter future IW threats.     Post-stall flow control using nanosecond pulse driven dielectric barrier discharge plasma actuators

    The efficacy of thermal perturbations generated by nanosecond pulse driven dielectric barrier discharge (ns-DBD) plasma actuators for post-stall flow control is explored on a NACA 0012 airfoil. Baseline and controlled flow fields are studied using static pressure measurements, particle image velocimetry and constant temperature anemometry. Experiments are primarily performed at Re = 0.74 × 106 (U ∞ = 40 m s−1) and α = 18°. Three regimes of forcing are identified corresponding to separation control (0.92 \u3c F + \u3c 1.52), bluff body shedding (0.23 \u3c F + \u3c 0.92) and an impulse-like response (F + \u3c 0.23). The response of the flow to a single high voltage pulse is also examined and compared to other studies of transient separation control. Results show that the global structure of the controlled flow is not specific to ns-DBD plasma actuator forcing. Rather, it is the local behavior of the ns-DBD that results in control authority at conditions that are challenging for the majority of active flow control actuators that rely on zero net mass flux momentum addition. The implications of these findings as well as open questions and suggestions for future work are discussed

    Nobel metal composite aerogel fibers made from flexible and porous biopolymers offer a wide range of applications, such as in catalysis and sensing, by functionalizing the nanostructure. However, producing these composite aerogels in a defined shape is challenging for many protein-based biopolymers, especially ones that are not fibrous proteins. Here, we present the synthesis of silk fibroin composite aerogel fibers up to 2 cm in length and a diameter of ~300 μm decorated with noble metal nanoparticles. Lyophilized silk fibroin dissolved in hexafluoro-2-propanol (HFIP) was cast in silicon tubes and physically crosslinked with ethanol to produce porous silk gels. Composite silk aerogel fibers with noble metals were created by equilibrating the gels in noble metal salt solutions reduced with sodium borohydride, followed by supercritical drying. These porous aerogel fibers provide a platform for incorporating noble metals into silk fibroin materials, while also providing a new method to produce porous silk fibers. Noble metal silk aerogel fibers can be used for biological sensing and energy storage applications

    Blockchain for Power Grids

    Sharing information is an important part of regulating and maintaining efficient and safe power grids. This project’s goal is to develop a way of using blockchain technology to share transaction information among different power grids in a secure, controlled, monitored, and efficient manner. The biggest concern regarding the data is integrity. By leveraging blockchain technology, the data will be reliable and resilient to attacks, such as man-in-the-middle and data spoofing attacks. The Hyperledger Fabric implementation provides a permissioned network in which power grids will act as nodes that maintain ledger information. By using a distributed ledger to validate transactions through the process of consensus, the system can share information in a manner that is more secure and transparent than traditional information sharing systems in which data is less secure and takes longer to validate. The additional layers of security and speed that Hyperledger technology provides help to prevent issues, such as power grid failures, that could stem from the latency or integrity issues involved with traditional methods of validating, processing, and reacting to shared data

    Iraq, 2003–2011: succeeding to fail

    This study examines the US experience during the Iraq war, from the planning phase that began in 2001 to the withdrawal of US forces in 2011. It reveals a dearth of planning and intelligence leading up to the invasion; reluctance by conventional coalition military forces to conduct reconstruction, political and security capacity-building; and, later, full spectrum counterinsurgency operations. These forces took on some missions traditionally reserved for special operations forces, and they increasingly assumed diplomatic roles as they interfaced with the Iraqi leadership and local kingpins. Although these efforts yielded some impressive organizational learning and limited operational successes, they were hampered by lack of adequate preparation, a poor understanding of the human terrain, shortsighted strategies, and ultimately a dearth of political will to stay the course. The outcome was far from the model Middle East democracy envisioned by the invasion’s architects, and the American experience in Iraq instead became a cautionary tale for military intervention

    The United States Army is a massive organization with an incredible number of diverse networks. These networks range from unclassified and classified business networks to industrial controls system (ICS) networks in critical infrastructure. As the team lead for one of the first cyber protection teams to attempt to tackle ICS security for the DoD I came across significant issues regarding tools, personnel (team composition, talent, retention, etc.), as well as typical organizational inertia. My team was able to overcome many of these challenges, but there are significant obstacles and opportunities for the larger community to tackle. This talk will elaborate on some of the defensive techniques used in ICS networks and how they differ from traditional IT networks, focusing on some of the challenges unique to ICS networks and military operations to secure them. Finally, a few of the United States Military Academy’s educational efforts in this field will be highlighted

When it comes to characterizing the similarity between two objects, a similarity metric is needed. Although widely used in computer science, such a metric is not clearly defined mathematically. We fill in the existing gap in the current literature concerning similarity metrics, connecting them to the well-known notion of partial metrics in general topology
