Virkelighetsnære oppdrag i Kunst og håndverk: en analyse av kompetansemålene i LK20
Høsten 2020 ble det innført en ny læreplan for den norske grunnskolen. Læreplanen i hvert fag innledes med en beskrivelse av fagets relevans for den enkelte elev, samfunn- og arbeidsliv. I beskrivelsen av relevansen ved grunnskolefaget Kunst og håndverk forpliktes lærerne til å etablere samarbeid med lokalt kultur- og næringsliv for å knytte elevenes skapende arbeid til aktuelle problemstillinger. Kravet om samarbeid spiller opp mot et sentralt prinsipp innen entreprenøriell didaktikk: det å koble elevenes aktiviteter til livet og samfunnet utenfor skolen. I denne artikkelen forfølges virkelighetsnære oppdrag som strategi for læring gjennom en analyse av de 41 kompetansemålene for grunnskolefaget Kunst og håndverk. Analysen følger de fire fasene i metoden systematisk tekstkondensering: helhetsinntrykk, meningsbærende enheter, kondensering, sammenfatning. Fundamentet for virkelighetsnære oppdrag finner vi i 12 av kompetansemålene – de berører samfunnsaktuelle problemstillinger. De andre kompetansemålene gir elevene fagspesifikke verktøy for å arbeide med virkelighetsnære oppdrag. De virkelighetsnære oppdragene kan i tråd med retningen ”gjennom” entreprenørskap posisjoneres som verktøy for å utvikle kompetanse innen fag. Samtidig kan koblingen mellom fagspesifikt innhold og virkelighetsnære oppdrag gjøre at elevene får øye på verdien i faget for samfunnet og for deres egne liv. I analysens siste fase skisserer vi virkelighetsnære oppdrag for ulike trinn for å konkretisere handlingsrommet i kompetansemålene for aktører i fagfeltet.

Teacher Students’ Designing Media Education for Older People: Creative and Need-Based Pedagogies Emphasized
This study develops Finnish teacher education by exploring the perspectives of teacher student’s on older people’s media education and equipping teacher students to better support older people’s media literacies. Student teams designed media-literacy interventions in the context of a course, “Older People, Media Education, and Facilitation of Learning,” offered in separated teacher pedagogical studies at one Finnish University during the academic year 2019‒2020. Research participants included 22 teacher students and 15 stakeholders (older people and professionals working with older people). The research data consists of students’ designs and presentations on how media education should be implemented for older people as well as feedback from stakeholders. The research data was collected during the course and evaluation workshop organized at the end of the course as part of an ongoing project. Results indicate that creative and need-based pedagogies were emphasized and course development should be continued in light of the results
Teachers’ Experiences and Role in the Design Process of Online Degree Programmes in Higher Education
Background The study was conducted at a university of applied sciences in Finland. The viewpoint is of those online degree programme teachers involved in the initial steps of design and implementation of the first online degree programmes in the organisation that follows a pedagogical strategy in all its operations.
Objectives The teachers as implementers of the intended pedagogical solution have an important role in the design process. Their views were sought to gain information about their experiences of the intended design of online degree programmes in the local context.
Methods This study presents the results of the second cycle of a design-based research (DBR) process in the holistic design of online degree programmes. Focus group interview and thematic analysis were used to gain the teachers’ experiences of the holistic design to further develop the initial design created in the first cycle.
Findings The results reveal teachers’ positive and negative experiences of the holistic online degree programme design in three layers: organisational, pedagogical and online degree programme. Results include several new considerations, including management support, collegial support, collaboration and co-creation, online degree community, extended online and onsite teaching environments, blended education, and international aspects.
Conclusions The results indicate that it is important for higher education organisations to involve teachers in the design process of online degree programmes. The resulting design principles may be of interest to those managers, coordinators and educators developing higher education online degree programmes

Denne artikkelen undersøker hvorvidt respondenter i norske fylkesadministrasjoner oppfatter at sentrale beslutninger influeres av eksterne aktører – gjennom vertikale relasjoner til sentraladministrative instanser og EU/EØS-institusjoner, samt horisontale relasjoner til andre fylkesadministrasjoner – og hvordan variasjonen i slike relasjoner kan forklares. Artikkelen bygger på data fra en ny spørreundersøkelse i norske fylkesadministrasjoner (N = 893), og viser hvordan fylkesadministrasjonene under visse betingelser kan opptre med to eller flere «hatter», det vil si at beslutningene som treffes influeres av flere eksterne aktører samtidig. Hovedtyngden av respondentene oppgir nasjonale sentraladministrative instanser som den viktigste relasjonen, samtidig som en betydelig andel også oppgir at EU/EØS-institusjoner har betydning når sentrale beslutninger treffes. Mønstrene som avdekkes forklares ved fylkesadministrasjonenes organisatoriske spesialisering og administrative kapasitet.This article examines whether respondents in Norwegian county administrations perceive that key decisions are influenced by external actors - through vertical administrative relations to central administrative bodies and EU/EEA institutions, as well as horizontal administrative relations to other county administrations - and how the variation in such relations can be explained. The article is based on data from a new survey in Norwegian county administrations (N = 893), and shows how the county administrations under certain conditions can act with two or more "hats", ie that the decisions made are influenced by several external actors simultaneously. The majority of the respondents consider national central administrative bodies as the most important external actors, while a significant proportion also state that EU/EEA institutions are important when central decisions are made. The patterns that are revealed are explained by the county administrations\u27 organizational specialization and administrative capacity.Denne artikkelen undersøker hvorvidt respondenter i norske fylkesadministrasjoner oppfatter at sentrale beslutninger influeres av eksterne aktører – gjennom vertikale relasjoner til sentraladministrative instanser og EU/EØS-institusjoner, samt horisontale relasjoner til andre fylkesadministrasjoner – og hvordan variasjonen i slike relasjoner kan forklares. Regioner och kommuner har bestått provet - om hanteringen av konsekvenserna av coronapandemin
During the pandemic model for swedish public management have been discussed. In the societal debate, demands have been made for increased centralization and for the state to take over municipal areas of responsibility. The pandemic\u27s crisis management has revealed a lack of knowledge about municipalities among government authorities and that there are differences in conditions between municipalities for the implementation of the activities. In studies of five municipalities and one region during the period 2020–2021 the results show the local level\u27s ability to handle pandemics, which is also confirmed by international studies. The crisis management of the region/municipalities has shown the strength of a decentralized structure, but also that important development issues must be handled locally for an effective management of future crises. The answer lie in strengthening local self-government and addressing the challenges that exist in the multi-level governance that has come to characterize the public sector.I samband med pandemin har den svenska förvaltningsmodellen diskuterats. Det har funnits ett ifrågasättande av kommunernas förmåga att hantera den kris som pandemin innebar. Samtidigt har pandemins krishantering avslöjat så väl brist på kunskap om kommunal verksamhet bland statliga myndigheter som att det föreligger skillnader i förutsättningar mellan kommuner för verksamhetens genomförande. I studier som genomförts av fem kommuner och en region under perioden 2020–2021 visar tvärtom resultatet på den lokala nivåns förmåga att hantera pandemin, vilket även bekräftas av internationella studier. Regionens och kommunernas krishantering har visat styrkan i en decentraliserad samhällsstruktur, men också att viktiga utvecklingsfrågor och blottlagda brister måste hanteras lokalt för en ändamålsenlig hantering av kommande kriser och för en gynnsam utveckling i vardagen. Svaret finns inte i en ökad centralisering, utan en förstärkning av det kommunala självstyret och att ta sig an de utmaningar som finns i flernivåstyrningen som kommit att prägla offentlig sektor
Flernivåstaten og krisehåndtering: En kommentar
The article discusses opportunities and challenges related to co-ordination across governance levels. The challenge is at least threefold: partly related to the balance between continuity and change, specifically the ability of public administration to balance a stable core while adjusting, updating and reforming; partly the balance between efficiency and legitimacy, more precisely the ability to solve short-term problems in the face of crises and long-term challenges related to legitimate solutions in general and parliamentary anchoring specifically; partly the dilemma between political-administrative order in turbulent times, specifically how public institutions deal with crises and difficult problems when the relationships between problem and solution are difficult to understand and challenging to control. The article discusses these dilemmas in what is presented as a European multilevel administrative state.Artikkelen diskuterer muligheter og utfordringer knyttet til koordinering på tvers av styringsnivåer. Utfordringen er minst tredelt: Dels knyttet til balansen mellom kontinuitet og endring, nærmere bestemt evnen offentlig forvaltning har til å balansere en stabil kjerne samtidig som den justerer, oppdaterer og reformerer; dels balansen mellom effektivitet og legitimitet, nærmere bestemt evnen til kortsiktig problemløsningen i møtet med kriser og langsiktige utfordringer knyttet til legitime løsninger generelt og parlamentarisk forankring konkret; dels dilemmaet mellom politisk-administrativ orden i turbulente tider, nærmere bestemt hvordan offentlige institusjoner håndterer kriser og vanskelige problemer når sammenhengene mellom problem og løsning er vanskelige å forstå og krevende å kontrollere. Artikkelen diskuterer disse dilemmaene i det som fremstilles som en europeisk administrativ flernivåstat
Disequilibrium, Disorder, Discord at a Video Game Design Camp: Welling the Chaos in Qualitative Inquiry
Whereas the colloquial notion of chaos as disorder, chance, and anarchy is laden with negative connotations in educational contexts—that is, chaos inhibits rather than promotes—the author attempts to rehabilitate chaos by drawing on a process philosophical view that emphasizes chaos’s generative potential. To develop this line of inquiry, the author offers a genealogical account of chaos across the work of Erin Manning before discussing its implications for qualitative inquiry in education. The text then picks up speed through an anarchival experiment with the Giga-Games Camp (pseudonym), a video game design camp for adolescents. Through this work, the author suggests that worlds cohere and are expressed through chaos, not in spite of it, and that qualitative researchers might therefore seek the virtue in chaos, especially in such chaotic times as our own
The Third Site: Blending Polyphonic Methodology and Epistemology
This article discusses how art and academia can intervene in what the authors call the third site. The authors’ common ground lies in an interest in artistic encounters between people where art and academia bring new discoveries on both the personal and the professional level. The core of this article is the lecture performance in which the authors explore boundaries of the personal, academia and art. By using artistic, art-based, and scientific approaches, they explore how established positions in art and academia can blend polyphonic methodology and epistemology. In their performative writing they use this artistic competence as their starting point, using performativity as an active event that produces representations of lived lives, the production of existential empiricism. Their endeavour is to illuminate value-related and new questions through art making and establish an epistemological and methodological basis for working with art and academia. The authors believe that the blurring of borders between art and academia contributes to epistemological and methodological pluralism.

Working as an ECE Professional During Covid-19 in Austria: Demands and Resources Profiles and Their Relations With Exhaustion and Work Engagement
The current study explores patterns of intraindividual demands and resources of ECE professionals in Austria during covid-19 by adopting a person-centred analytic approach. Latent Profile Analyses reveal three distinct subgroups (high demands/low resources vs. moderate demands/high resources vs. high demands/moderate resources). Results show that individuals assigned to the subgroup, which is characterized by moderate demands and high resources are less exhausted and show higher work engagement, than individuals assigned to the other subgroups. Individuals classified in the high demands and moderate resources are also less exhausted and more engaged than the individuals in the high demands and low resources group
