The concept of solidarity in cohesion policies of the European Union and Hungary
Get PDFThis paper discusses cohesion policies of the EU and Hungary from the conceptual perspective of solidarity. Continuing recent debates positioned at the intersection of solidarity, welfare state and Europeanization, a multi-scalar approach of solidarity is explored. Although the notion of solidarity – i.e. overcoming inequalities across member states and their regions – was an important conceptual building block at the foundation of the EU, the usage of the term has decreased steadily in recent decades’ EU cohesion policies, and more significantly after the 2008 economic crisis. As a parallel trend, the concept’s meaning has shifted from a more general to a reduced one in narrow policy areas. Based on a document analysis, the paper reviews cohesion policy changes of recent EU programming periods and finds that solidarity has lost importance in main planning and legislative documents, a recent shift being the growth policy relaunch of past years. Contrasting these trends with the national scale, a case study of Hungary found that the concept of solidarity was mobilized according to EU level cohesion policy ideas during the 1990s and early 2000s, but the current right-wing government put forward a new discourse of solidarity which they related with the refugee crisis.szabadon elérhető / Open acces

Local interests, identity and Slovak heritage: elite discourses on urban development in Békéscsaba, Hungary
Get PDFThis study is based on semi-structured interviews with Békéscsaba’s local elite and aims to explore the narratives of the town’s urban progress and the enforcement of local interests related to urban development. The paper also examines the elite narratives on the local society and the issue of the town’s Slovak heritage. Békéscsaba is a mid-sized town in South-Eastern Hungary, resettled mainly with Lutheran Slovaks and became the seat of Békés county after showing remarkable economic progress in the 19th – 20th century. However, the discourse of being underdeveloped and peripheral, and having poor lobbying capacities became dominant in the second half of the 20th century. This was the context in which the economic crises after 1989 and 2008 – 2009 arrived. Both crises were followed by massive out-migration from the town. Slovak heritage was ambivalently discussed during the interviews; some interviewees neglected or dispraised the issue, while others highlighted the heritage’s embeddedness in culture that also forms a basis for touristic attractions. That is the factor for a particular urban mentality of Békéscsaba, which needs to be treated with non-traditional urban deve-lopment approaches. However, most narratives turned back to a picture mentality as a factor for the lack of progress and urban setback. Urban development efforts have aimed thus to remedy this century-old debt, but many have legitimate doubts as to whether the mental disadvantages can be recompensed with stone and concrete, with poor top-down as well as bottom-up interest enforcement. Translating scientific knowledge to government decision makers has crucial importance in the management of the COVID-19 pandemic
No full textIn times of epidemics and humanitarian crises, it is essential to translate scientific findings into digestible information for government policy makers who have a short time to make critical decisions. To predict how far and fast the disease would spread across Hungary and to support the epidemiological decision-making process, a multidisciplinary research team performed a large amount of scientific data analysis and mathematical and socioeconomic modeling of the COVID-19 epidemic in Hungary, including modeling the medical resources and capacities, the regional differences, gross domestic product loss, the impact of closing and reopening elementary schools, and the optimal nationwide screening strategy for various virus-spreading scenarios and R metrics. KETLAK prepared 2 extensive reports on the problems identified and suggested solutions, and presented these directly to the National Epidemiological Policy-Making Body. The findings provided crucial data for the government to address critical measures regarding health care capacity, decide on restriction maintenance, change the actual testing strategy, and take regional economic, social, and health differences into account. Hungary managed the first part of the COVID-19 pandemic with low mortality rate. In times of epidemics, the formation of multidisciplinary research groups is essential for policy makers. The establishment, research activity, and participation in decision-making of these groups, such as KETLAK, can serve as a model for other countries, researchers, and policy makers not only in managing the challenges of COVID-19, but in future pandemics as well.szabadon elérhető / Open acces
