The German experience of urban regeneration, taking the Blasewitz-Striesen Nord-Ost district (Dresden) as an example, and the possibility of its application in historical cities in Russia
The article illustrates the practical application of legislative and planning tools for the preservation and development of the historical and architectural urban environment in the city of Dresden, taking the districts of Blasewitz and Striesen as examples. It examines the principles of rapid response and countermeasures to the destruction of the historical, architectural and urban environment, as well as decision-making procedures and implementation mechanisms. Furthermore, it describes the distinctive features of the system of preservation of urban heritage in Germany which guarantee the effectiveness of preservation, and which can be considered as principles for applying the German experience to historical cities in Russia
Historic City protection vs. Resilient City transformation: The Case of Skopje’s Old Bazaar
The city of Skopje is a result of dialectical contradictions of diachronically different concepts of development and superimposed planning concepts of unfinished layers. The Old Bazaar represents one of the oldest urban fragments and shows a strong resilience and capacity to overcome numerous disastrous events. Unfortunately, due to the development constraints set by the preservation measures, and speculative building actions in the context, it is gradually but progressively losing its cultural identity and role as a creative socio-economic hub. Weak development policies and non-adaptive preservation regulations to changing environment and socio-economic development are urging actions to adopt new regeneration measures and appropriate approaches that could bring life into the valuable cultural heritage setting.
Existing patterns emerging from the unique uses and spatiality of the Old Bazaar, as an exclusive area of commercial use and traditional urban fabric of cultural heritage, have to be preserved, but simultaneously it is important to introduce novel tools for applied creative industries and adaptive re-use of the building heritage. All efforts of appropriation of the cultural heritage area of the Old Bazaar according to the new sustainable and equitable economic opportunities, should be carefully tested and implemented in the context, in order to avoid any socio-environmental decay
Architects and the Atomic Age: The Atomic Energy Commission and the debate on urban dispersion
At the dawn of the atomic age the US architectural scene was shocked to the awe and devastation brought by the atomic bomb and was quick to adapt it thinking on city planning. As early as December 1945, Alfred Caldwell was proclaiming in a feature article of the Journal of American Institute of Architects: “Now we have a weapon that makes cities the most dangerous place in the world.” For Caldwell, as well as Hilberseimer and a growing group of advocates, decentralization was the only rational solution to civil defence in the wake of the US bombings at Hiroshima and Nagasaki. In the following years, this direction for dispersed urbanism was propagated by the mass architectural media of the time and institutionalized through workings between the American Institute of Architects and the US Atomic Energy Commission of 1946, the gubernatorial agency for the promotion and regulation of atomic energy to all facets of US industry. But a counter-argument to urban dispersion was also harbouring among the architectural community, namely by architects such as Josep Lluis Sert, who having taken the lessons of the US CIAM to his heart stood in defense of central city areas and “the historical pattern of towns.” This paper traces the history of this debate on urban dispersion and investigates the connections between administrative, academic, media, and professional bodies that interconnected and conditioned the architectural matters of the time
A systematic review of multi-objective optimization applications in reverse logistics
Reverse logistics (RL) have received the attention of the practitioners and researchers of the fields of supply chain and logistics due to, inter alia, the increase in public awareness, boundless waste generation, and environmental issues. To formulate RL issues, multi-objective decision-making (MODM) techniques are of the most practical approaches. MODM methods refer to an optimization problem with multiple objectives that usually conflict with each other and must be satisfied simultaneously. However, no literature review had yet undertaken a comprehensive systematic review of the utilization of MODM methods in RL. Therefore, 205 relevant papers published in scientific journals are considered and investigated from descriptive and technical content dimensions in this paper. The results clearly illustrate the quantitative increase in the number of papers published in this field over the last 20 years. This increase depicts that the researchers\u27 focus on this field has been increasing in the last decade. Content analysis on the main focus areas, case study sector, solution methodology, uncertainty modeling, period(s), product(s), and numerous objectives that these 205 papers considered in their study helped to visualize the current state of this field and reveal research gaps and introduce future directions. Finally, some potential topics are provided based on the results that cover all reverse logistics activities and also content analysis categories
Active Travel Oriented Development: Assessing the suitability of sites for new homes
The location of new housing developments, and the provision of safe space for walking and cycling to key destinations around them, have major and long lasting impacts on travel behaviour, health, and environmental outcomes. Transit Oriented Development (TOD) is a well-recognised concept in urban planning, but systematic evidence is often lacking on the likely ‘active travel performance’ of new developments, making it hard for the planning process to support sustainable transport objectives. This paper articulates the concept of ‘Active Travel Oriented Development’ (ATOD) and describes methods for operationalising it. We demonstrate the use of a set of simple metrics to assess the active travel performance of new and proposed development sites. ATOD has the benefits of building on the established concept of TOD and being easy to assess. We conclude that ATOD, and tools for measuring it, are needed to ensure that transport and development policies work in harmony
Narrating the Urban Fabric of our Historical Towns
This article explores informal expressions of cultural heritage in historical towns. The framework in historical urban settlements uses research to analyse the entanglements of urban heritage when surveyed as environments where subcultures and minorities inhabit and create those sites. The approach challenges the idealistic constructed scenarios of the past and provides space for new interpretations on the cultural diversity of the unplannable or informal in place-making. This paper examines the heritage conservation paradox on how historical values can better incorporate past and contemporary anthropological informalities
Longue Durée
New approaches to combine flood protection, soil regeneration and water management strategies with urban design, landscape architecture and spatial planning in delta regions cannot do without knowledge and understanding of history. To find a new balance between urbanization, climate change, geopolitical shifts, the energy transition in deltas it is crucial to understand the evaluation of the system from the past to what it is today and can be in the future. The logic of the relationship between design, engineering, science and governance on the one hand, and the logic with the natural system on the other, determined the current conditions and its performance. In the development of cities, at any time, there is the concept of Longue Durée recognizing the formative forces of nature and the relevance of historic concepts to take into account (Braudel, 1949). The main question of this issue is: How can interdisciplinary approaches of design, engineering, science and governance respond to the environmental crisis and steer upon the Longue Durée of the delta? 
Nature-based Solutions for climate adaptation and mitigation in Deltas and coastal areas
Coastal areas, especially deltas, are some of the most urbanized territories in the world. Historically, the natural richness and strategic location of these areas resulted attractive for human settlements worldwide. However, these areas are also highly vulnerable due to rapid and unplanned urbanization, land use changes, and extreme climate events. There is an international consensus on the need for new strategies for sustainable development to help cities to mitigate the effects of climate change, as well as adapt to new changing conditions in a context of increasing uncertainty. This paper will explore the specific aspects of urban deltas and coastal areas, from a complexity-based approach, and analyse Nature-based Solutions as alternatives towards sustainable development in these areas
A nature-based perspective for the Netherlands in 2120
This article elaborates on the method of “research through design” in spatial and landscape design. It includes a further explanation of the method in which three questions are central. At first theoretical backgrounds of research through design are highlighted: what is it? It is stated that he sequence of deduction and induction connected by making creative leaps are the most crucial elements. Second, the added value of the method is stressed. It maybe the only way to contribute to complex or ‘wicked problems’ that characterize present development of landscapes. Finally a working method for the use of research (through) design is proposed. The project “A nature-based perspective for the Netherlands in 2120” illustrates a potential outcome of this way of thinking and working.
 
Simondoniana: Essays by Kodalak and Kousoulas, with Mutual Responses
Kodalak’s essay revisits Gilbert Simondon as a postwar philosopher, who formulated a new way of conceiving individual modalities—from crystals, technical objects and biological organisms to psychic phenomena and social collectives. Simondon’s metaphysical conception of ontogenesis—that explains how individuals emerge from a pre-individual field of metastable potentials through processes of individuation—helped him reconceive technical objects, no longer as passive automata, but as exuberant individuals, active and full of life, with irreducible modes of existence of their own. With this new vision, Simondon invites us to rethink our relationship with technical objects beyond the mythological attitudes of technocracy, technophilia, and technophobia, which can be further developed today for reconceiving architecture’s own technical modes of existence and charged relations with technology.
Kousoulas’ essay begs the question: Why Simondon in a volume dedicated to Stiegler? It is not that Stiegler’s oeuvre cannot be examined without referring to the crucial influence that Simondon had for his thought. More important than this, it is only through Simondon that Stiegler makes sense. Simondon is keen to remind us that sense, first and foremost, stands for directionality: to make sense is to grasp a direction. Without Simondon’s critical reformulation of our technological becoming, Stiegler’s project remains null. In a non-zero-sum game, Stiegler through Simondon and (retroactively) Simondon through Stiegler, produce the norms and values of a directing sense that can indeed compel us to engage in our worldly endeavours with neganthropic care
