ternat, François – Partager le monde : Rivalités impériales franco-britanniques 
(1748-1756). Paris, Presses de l’université Paris-Sorbonne, 2015, 584 p.
Dans cet ouvrage novateur, François Ternat nous fait redécouvrir l’importance du 
Traité d’Aix-La-Chapelle (1748) ainsi que l’ensemble des négociations franco-
britanniques (1748-1756) concernant le monde colonial. Marquant un jalon 
important de l’historiographie impériale moderne, Partager le monde - Rivalités 
impériales franco-britanniques (1748-1756) présente une histoire globale de la 
diplomatie de la paix du point de vue des dirigeants métropolitains. Se basant 
sur une impressionnante collection d’archives provenant des deux côtés de la 
Manche, Ternat analyse le discours diplomatique des Lumières sur les enjeux 
coloniaux et commerciaux, de l’Amérique du Nord jusqu’aux Antilles, et de la 
frange atlantique de l’Afrique jusqu’aux Indes orientales. Suivant, dans un ordre 
chronologique, les débats ayant eu lieu à Paris et à Londres, Ternat prend soin 
d’approfondir certains thèmes et enjeux majeurs, permettant au lecteur d’en saisir 
la pleine ampleur.
 L’ouvrage est divisé en trois parties. La première traite principalement de 
l’application du Traité d’Aix-La-Chapelle suite à la Guerre de Succession 
d’Autriche (1744-1748). Ternat démontre que le principe directeur de l’entente 
franco-britannique repose sur l’idée de restitution des conquêtes et celle du 
rétablissement des colonies au statu quo ante bellum, cette diplomatie de la 
réciprocité venant souder le « nouveau monde » au « monde européen » dans 
un jeu d’équilibre des puissances. Ainsi, il est jugé que l’abandon de prises 
continentales françaises telles que celle des Pays-Bas autrichiens valent bien le 
retour de prises coloniales britanniques telles que celles de Louisbourg et Fort 
Saint-Louis à Saint-Domingue. Selon l’auteur, de ces négociations découle un 
premier constat, soit que la France tient alors véritablement à la Nouvelle-France 
et que cela implique qu’elle consente à des sacrifices importants pour le retour 
de la forteresse de Louisbourg. Même son de cloche du côté britannique où la 
restitution de cette forteresse s’avère très impopulaire.
 Mis à part ce calcul réaliste des intérêts de l’un et de l’autre, Ternat met en lumière 
une culture de la paix qui prend racine dans les leçons tirées de la longue Guerre 
de Succession d’Espagne (1701-1713). Plus précisément, il note que le Roi Louis 
XV et ses conseillers sont satisfaits d’une France aux frontières « complètes » et 
considèrent que cette dernière n’a nul besoin de nouveaux territoires continentaux 
qui risqueraient de lui attirer « la jalousie » de ses rivaux (p. 23-25). Il est donc 
hors de question pour Louis XV de répéter les erreurs expansionnistes de son

arrière-grand-père, Louis XIV, et du Traité d’Utrecht (1713). On considère plutôt 
que, pour compléter cette paix qui se veut longue, il est impératif de régler tout 
conflit outre-mer avec les Britanniques grâce à un accord qui garantirait la sécurité 
des frontières coloniales et d’un commerce transatlantique florissant. D’ailleurs, le 
Traité d’Aix-La-Chapelle mandate la tenue d’une commission franco-britannique 
sur l’établissement de limites coloniales univoques entre les deux empires. 
 La deuxième partie de l’ouvrage traite justement de ces travaux de la 
commission sur les différends coloniaux. Alors que l’historiographie, désormais 
désuète et incomplète aux niveaux des sources, a eu tendance à considérer cet 
effort diplomatique comme futile (ex. les travaux de Richard Waddington ou Max 
Savelle), Ternat conteste cette interprétation en mettant l’accent sur le savoir dans 
le discours des diplomates et des propositions de convention. Ces diplomates, 
érudits aux profils semblables, composent des mémoires juridiques dont la 
cohérence quant au droit de propriétés coloniales est mise à l’épreuve par le test 
du rationalisme légal et une réalité outre-mer de plus en plus en contradiction 
avec le discours de paix. Mémoires et répliques s’enchaînent, les rivaux français 
et britanniques tâchant de se convaincre mutuellement de leurs droits de 
possession  « incontestables », tout en niant - parfois en bloc - les « preuves » ou 
l’argumentaire offerts par l’autre Couronne. Cette « négociation-monde » illustre 
bien le passage de réflexions étatiques auparavant compartimentées à des visions 
impérialistes globales. 
 Il devient alors évident que les maximes juridiques et les « preuves de 
possession » ne peuvent offrir une solution aux problèmes posés par une situation 
géopolitique dont la complexité échappe en partie aux négociateurs. Le politique 
prend alors le relai et les offres de compromis révèlent de façon précise les intérêts 
coloniaux tels qu’ils sont perçus par les deux puissances coloniales. Par exemple, 
on apprend que l’île antillaise de Sainte-Lucie est le territoire le plus convoité 
des Français alors que les Britanniques souhaiteraient la création d’une grande 
Acadie/Nouvelle-Écosse dont les limites seraient la côte méridionale de la Vallée 
du St-Laurent. Un véritable bras de fer diplomatique s’ensuit, les ambitions 
des deux partis étant très mises à nu. D’une part, la France est consciente de sa 
faiblesse outre-mer face à un empire britannique sans cesse en expansion. Elle est 
donc prête à faire reculer ses frontières canadiennes afin de ne pas faire entrave 
à la diplomatie de la paix. D’autre part, elle résiste à des propositions parfois 
« insultantes » qui visent à asphyxier la Nouvelle-France au sud-ouest comme à 
l’est. 
 La troisième partie de cet ouvrage richissime explore les différentes façons dont 
les diplomates français et britanniques imaginent la transformation future de ces 
frontières floues en des limites mutuellement reconnues. Les cartes géographiques, 
ou plutôt « le discours des cartes » (p.449), suggère de s’en remettre autant que 
possible à des limites naturelles telles qu’une chaîne de montagnes (ex : les 
Appalaches) ou encore les cours d’eau (ex : rivière de la Ouabache, rivière St-Jean 
de la Baie Française/Fundy). Pratique déjà commune en Europe, cette approche 
ne sera pas appuyée par les Britanniques. Suite aux évènements dans la région 
de l’Ohio en 1754, il est suggéré que la présence des nations amérindiennes aux

frontières pourrait être à la base de nouvelles limites. Or, en bout de ligne, ce 
seront des considérations géopolitiques de sécurité qui prévaudront : la situation 
explosive en Amérique du Nord milite pour l’établissement de zones neutres. Cette 
solution est celle qui est finalement retenue, la tâche des diplomates consistant 
désormais à s’entendre sur les limites de ces zones « abandonnées aux Sauvages » 
(p.420). Ce plan n’aura finalement pas lieu : la guerre est officiellement déclenchée 
au printemps 1756.
 Cette recension met l’accent sur l’axe transatlantique et ne peut faire justice à 
la richesse des autres thèmes abordés avec brio par le Professeur Ternat: la société 
et la culture des diplomates au milieu du XVIIIe siècle, la complexité du processus 
de restitution territoriale outre-mer, les débats sur le remboursement des prises 
faites en mer, la liberté de commerce et la crainte d’une monarchie universelle 
britannique, le rôle des compagnies à charte lors des discussions sur les Indes 
orientales, l’importance accordée à la présence des Indigènes sur les territoires 
disputés, et bien d’autres encore. 
 Un petit bémol : il aurait peut-être été souhaitable que la chronologie présentée 
en annexe de l’ouvrage soit plus détaillée, ou que certaines thématiques aient été 
restreintes afin de mieux orienter le lecteur. Au final, Ternat parvient à accomplir 
un tour de force. Il démontre que loin d’être futile, la diplomatie de la paix franco-
britannique de 1748 à 1756 est un véritable laboratoire sur « l’outillage mental », 
comme l’indique Lucien Bély dans sa préface (p.10), des dirigeants métropolitains 
et sur l’évolution de leurs visions du monde outre-mer. L’œuvre de Ternat devient 
une référence incontournable.

tomka, Béla – A Social History of Twentieth Century Europe. London and New 
York: Routledge, 2013. Pp. 526.
Béla Tomka has set himself the daunting task of producing a social history of 
twentieth century Europe that covers all of the continent’s geographical regions, 
provides as much comparative analysis among regions and nations as feasible, 
and attempts to grasp general trends without neglecting the national and local 
specificities that call into question general explanations of contemporary social 
development. He explicitly eschews adopting particular theoretical perspectives 
or grand narratives, preferring to let the data either support or call in question 
existing approaches, as the case may be. He finds this self-denial to be appropriate 
to what he refers to as a “post paradigmatic world” (p. 6) where the myriad 
exceptions to general trends must be allowed to emerge.
 Tomka largely succeeds in his attempt to be as geographically comprehensive 
and as comparative as possible within the framework of a single volume and the 
limits of the data. Europe’s Northwestern, Scandinavian, Central, and Southern

Beaulande-Barraud, Véronique et Martine Chargeat (dir.) – Les officialités dans 
l’Europe médiévale et moderne. Des tribunaux pour une société chrétienne. 
Turnhout, Brepols, 2014, 340 p. 
L’ouvrage rassemble dix-sept communications livrées lors d’un colloque tenu à 
Troyes en mai 2010, accompagnées d’un avant-propos des organisatrices et d’une 
conclusion par le spécialiste de la question, Charles Donahue. L’ensemble a le 
grand mérite d’illustrer la richesse des fonds documentaires et la diversité des 
études que l’on peut y mener. En effet, bien que les officialités, ces « tribunaux 
pour une société chrétienne », aient en théorie en commun la référence à un même 
droit, canonique, l’application de ce droit prend de multiples formes, les tribunaux 
adaptant un droit universel à des pratiques locales.
 Les articles sont répartis en trois sections. La première comporte les enquêtes 
sur un type particulier d’officialités (anglaises, primatiales, italiennes, françaises) 
ou un tribunal précis (celui de Rouen ou de Saint-Julien-du Sault) ; intitulée « Le 
quotidien des officialités », la deuxième section rassemble des articles traitant des 
pratiques spécifiques telles que les formulaires des actes, les sceaux de l’institution, 
les peines, l’enfermement des curés ou les compétences d’une officialité tardive 
(XVIIIe s.). Enfin, un dernier groupe d’articles se penche sur le mariage tel qu’il 
apparait dans les sources d’officialités françaises, ibériques et italiennes.
 Comme c’est généralement le cas avec la publication d’actes de colloque, 
les articles sont courts (entre 10 et 15 pages) et ne se répondent que très peu. 
Certains auteurs regardent avant tout (voire exclusivement) la façade contentieuse 
de l’institution, tandis que d’autres se penchent sur les contrats authentifiés par 
l’officialité. En revanche, la variété des travaux rassemblés dans ce recueil fait 
la démonstration de l’importance du sujet retenu. Non seulement les tribunaux 
ecclésiastiques étaient-ils présents dans l’ensemble de la chrétienté, mais leur rôle 
s’avère fondamental à plusieurs égards, que ce soit dans l’élaboration de modèles 
diplomatiques transférés aux tribunaux laïques (O. Guyotjeannin), dans la création 
des premiers sceaux « administratifs » (J.-L. Chassel), dans la discipline des 
clercs (K. Saule), l’encadrement moral des laïques et des femmes en particulier 
(C. Cristellon), la production de normes (V. Beaulande-Barraud) ou encore dans 
le maintien du lien social (C. Avignon, A. Oïffer-Bomsel). 
 Les travaux publiés ici illustrent la multiplicité des approches auxquelles se 
prête la documentation disponible : histoire du droit, histoire sociale, histoire des 
genres, histoire de la confession, diplomatique, sigillographie sont autant de voies 
explorées par les auteurs des articles. C’est que les officialités ont produit une 
grande variété de documents écrits, qui témoignent du rôle et de la fonction (tous 
deux variables) de cette institution. Parmi les sources exploitées figurent les actes 
produits par les officialités et conservés dans leurs archives ou celles d’autres

institutions (J.-L. Chassel, G. Combalbert, O. Guyotjeannin, C. Barralis), les 
comptes (V. Tabbagh), les procès (A. Oïffer-Bomsel) et les registres des officialités 
(C. Cristellon, E. Falzone). À cet égard, l’article de M. Charageat montre bien la 
façon dont une enquête sur la conflictualité matrimoniale peut faire feu de tout 
bois : procès et dépositions de témoins, brouillons de notaires et registres de 
la cour, lettres expédiées par la chancellerie sont autant de points d’accès que 
l’auteur confronte pour saisir les normes et leur utilisation.
 À la variété des sources répond celle de la chronologie et des niveaux 
d’officialités : du doyen rural au primat, les juges d’Église se répandent 
progressivement dans l’ouest de l’Europe entre la fin du XIIe siècle 
(O. Guyotjeannin) et le XVe siècle (F. Délivré). L’histoire des officialités, parfois 
mouvementée (par exemple dans l’Angleterre moderne étudiée par M. Ingram), 
s’étend sur des siècles, avec des fonctions redéfinies d’une région à l’autre. À 
Cambrai au XVIIe siècle, K. Saule voit l’officialité appliquer une « pédagogie de 
la peine » pour réformer et discipliner les curés délinquants. 
 Enfin, les regards multiples rassemblés ici donnent un aperçu des diverses 
procédures à l’œuvre dans ces institutions. Selon la matière traitée, les juges 
pouvaient agir d’office ou sur plaintes : on le voit particulièrement en Angleterre 
(M. Ingram) et dans la comparaison entre officialités de Paris et de Venise (S. Seidel 
Menchi) ; dans les régions soumises à des autorités successives, les officialités 
adaptaient également leurs procédures (à Cambrai au XVIIIe siècle, comme le 
souligne V. Demars-Sion). Il en va de même des peines et des sentences, voire 
des menaces, appliquées de manières variables même s’il est difficile de toujours 
voir les relations entre crimes et peines (V. Beaulande-Barraud). Les officialités ne 
semblent pas en cela se comporter différemment des tribunaux laïques. 
 Ce florilège d’études particulières consécutives met en évidence plusieurs 
pistes de recherche à développer, dont celles qui sont synthétisées en conclusion, 
par exemple la nécessité de mener des études comparatives. L’article de 
Sylvana Seidel Menchi montre la voie : production documentaire, chronologie 
de l’institution, rythme de l’activité, procédure, fonction sociale, tout semble 
distinguer les officialités françaises (Paris essentiellement) et italiennes (Venise 
surtout). On comprend d’entrée de jeu que derrière un même nom (sauf en 
Angleterre, où l’on parle plutôt de « church courts ») se cachent des réalités 
ancrées dans leur contexte propre, localisées dans le temps et dans l’espace 
(parfaitement illustré par V. Demars-Sion ou M. Ingram). Au nombre des autres 
pistes d’enquête, citons l’appel à des données statistiques susceptibles de soutenir 
le regard comparatif, à des études sur les officialités du Midi de la France 
(grandes absentes de l’historiographie), ou encore au prolongement des travaux 
vers le XVIe siècle avec son histoire religieuse mouvementée. Les organisatrices 
elles-mêmes ont identifié le besoin de creuser les rapports des officialités avec 
les autres juridictions, laïques par exemple, ainsi que d’explorer davantage les 
matières autres que celles, jusqu’ici privilégiées, des questions matrimoniales. 
Malgré ces lacunes et ces silences, la richesse des questionnements présentés ici 
est indéniable. On pourrait la résumer par l’exemple du sceau d’officialité qui, 
en un simple objet, offre un discours complexe : appliqué sur des lettres au nom

de l’official, il a une légende qui évoque le tribunal, mais une image qui dépeint 
l’évêque (J.-L. Chassel).
 Le champ n’est plus en friche, mais il demande à être encore labouré pour que 
l’on comprenne bien la place du réseau judiciaire que l’Église catholique a mis en 
place avec autant d’ingéniosité au Moyen Âge.

Blanchette, Jean-François – Du coq à l’âme: L’art populaire au Québec. Ottawa: 
University of Ottawa Press, 2014. Pp. 338.
The whimsical charm of “folk” or “popular” art has long captivated collectors and 
laypeople alike as an authentic reflection of a given society or geographic region. 
Nuancing the work of professional craftsmen and academic artists, pieces made 
by the self-taught have held audiences’ attention and delight using geometric 
shapes, vivid colours, symbolic iconography, and experimental materials and 
techniques. The formation of collections at the Shelburne Museum, the Abby 
Aldrich Rockefeller Folk Art Museum at the Colonial Williamsburg Foundation, 
the Winterthur Museum, the American Folk Art Museum, and the Museum of 
Early Southern Decorative Arts by the 1960s attests to the longstanding interest in 
these highly original and varied artistic traditions in the United States.
 Following an exhibition sharing the same title and also organised by Jean-
François Blanchette at the Canadian Museum of History (then the Canadian 
Museum of Civilisation in Gatineau, Québec) in 2008-2009, this iteration of Du 
coq à l’âme: L’art populaire au Québec is a welcome scholarly addition and 
cultural counterpoint to the often Anglo-centric narrative of North American folk 
art. Blanchette’s title, a play on the French expression “du coq à l’âne” (literally 
“from the rooster to the donkey” but denoting that which passes from one thing 
to another), recalls the diverse variety and quality of Québec-made pieces held 
in public and private Canadian collections. The volume’s catalogue covers an 
astoundingly large range of artistic media including devotional objects, furniture, 
metalwork, painting, sculpture including models and miniatures, textiles, and 
toys. These and other pieces provide an aesthetic meeting point for the proud 
Gallic rooster, the Canadian beaver, the maple leaf, and even the Québec-born 
celebrity strongman Louis Cyr and prime minister of Québec Maurice Duplessis. 
 Blanchette never truly defines folk art in any specific way, relying on a more 
abstract, interdisciplinary approach that explores various material objects and 
more impermanent media such as graffiti in relation to themes such as family, 
religion, and rebellion. His consideration of “popular art” within a trajectory of 
contemporary expression and developing notions of self-identity in Québec is 
especially notable. The volume introduces seven prominent living Québec folk 
artists, all interviewed by Blanchette, including Léon Bouchard, Michel Fedak,

often far more interesting and penetrating than their academic contemporaries.

QIan, Nanxiu – Politics, Poetics, and Gender in Late Qing China : Xue Shaohui 
and the Era of Reform. Stanford, Stanford University Press, 2015, 376 p.
Spécialiste de littérature de la Chine classique, l’auteur sort de sa zone de confort 
et nous plonge au cœur de la période de réformes de la fin de la dynastie Qing, 
prenant comme pivot central les « Cent jours » de 1898. Plutôt que d’opter pour 
le récit habituel qui souligne presque uniquement le rôle joué par les hommes 
influents de la dynastie, elle s’intéresse au destin d’une écrivaine talentueuse et 
prolifique, Xue Shaohui , ainsi qu’aux membres du réseau intellectuel 
et familial qui l’entourent. S’inscrivant à la suite des études pionnières de Ko, 
Teachers of the Inner Chambers (Stanford University Press, 1994) et Mann, 
Precious Records (Stanford University Press, 1997), l’auteur poursuit l’objectif 
de sortir les femmes réformatrices de la fin du XIXe siècle de l’oubli dans lequel 
elles ont été plongées par les historiens en Chine et en Occident. S’appuyant sur le 
genre comme catégorie sociale, elle propose une analyse minutieuse, reposant sur 
l’interprétation de sources littéraires, incluant les écrits des réformatrices comme 
Xue Shaohui, ainsi que ceux des frères Chen Shoupeng et Chen Jitong. Des 
classiques et des œuvres plus anciennes sont utilisés pour appuyer l’argumentaire 
et approfondir les myriades d’allusions intertextuelles qu’on y retrouve. Maniant 
avec brio les sources poétiques, l’auteur offre une perspective rarement offerte, 
mais pourtant très riche qui témoigne de la complexité sociale de l’époque, 
permettant d’apporter de nouvelles lumières sur cette période mouvementée. Loin 
d’être « silent and passive spectators, waiting to be liberated from themselves » 
(p. xi), les femmes instruites de la fin des Qing sont des agents actifs impliqués 
dans les enjeux cruciaux de la période des réformes. 
 Le livre est divisé en deux parties, selon une approche chronologique et 
thématique. La première partie débute par une présentation de la culture poétique 
Min de laquelle est issue Xue Shaohui (p. 23-58). Ensuite, l’auteur dresse le 
portrait d’un éminent représentant de la culture navale de Fuzhou, Chen Jitong 
(p. 59-86). Un troisième chapitre s’articule autour du mariage entre Xue Shaohui 
et Chen Shoupeng, métaphore de la rencontre entre la culture poétique féminine 
et la culture navale, symbole de modernisation (p. 97-119). La deuxième partie 
nous présente l’évolution de la carrière de la poétesse, dont le point central est 
la campagne pour l’éducation des femmes de Shanghai en 1897-1898 (p. 123-
158). Par la suite, les derniers chapitres mettent l’accent sur les œuvres littéraires 
et poétiques, ainsi que sur le travail de traduction effectué par le couple après la

suppression des réformes, incluant notamment les Biographies of Foreign Women 
 ainsi que la traduction du livre de Jules Verne, Le tour du monde en 
quatre-vingts jours. Grâce à sa poésie et son travail d’édition, Xue Shaohui se 
permet d’élargir l’horizon des femmes (p. 159-184), introduire des nouveautés 
scientifiques et technologiques (p. 185-212), redéfinir la place de la femme dans 
la famille et la société (p. 213-234), et prendre position face à l’évolution des 
réformes de la fin des Qing (p. 235-259).
 Enracinée dans la culture poétique Min de la région de Fuzhou, Xue Shaohui se 
réclame de la longue tradition des xianyuan , des « femmes écrivaines » libres, 
moralement responsables de l’éducation de leur famille et socialement actives, 
qui savaient s’adapter aux changements et incorporer de nouvelles connaissances, 
misant sur l’expression de la sensibilité féminine à travers leur poésie. Son 
mariage avec Chen Shoupeng, l’un des premiers diplômés de l’Académie navale 
de Fuzhou, changea sa vision du monde, alors qu’elle devint au contact d’idées 
occidentales une véritable réformatrice, exprimant « much broader concerns about 
the fate of [her] country and its people » (p. 53). Fondée en 1867, l’Académie 
visait la formation d’une élite sachant combiner les connaissances traditionnelles 
confucéennes, les nouvelles technologies, ainsi qu’une expérience politique à 
l’étranger. Ne comprenant pas pourquoi son mari voyageait dans des endroits 
jugés primitifs et sans culture, comme le Japon ou l’Europe, ses idées évoluèrent 
considérablement, et l’admiration qu’elle éprouva pour les technologies 
occidentales, notamment une montre reçue en cadeau, et l’émerveillement qu’elle 
ressentait à découvrir le monde, les sciences et les technologies, se transposa dans 
sa poésie. Lorsque le couple déménagea à Shanghai, elle prit part activement 
à la campagne pour l’éducation des femmes, débutant par la constitution de la 
première association d’études féminines en décembre 1897, menant à la création 
du premier journal féminin chinois, le Nüxue bao , publié de juillet à 
octobre 1898, ainsi que la mise sur pied d’une école pour filles. Se lançant dans 
des débats publics, certaines réformatrices prirent la voie du militantisme radical 
sur la question des droits civiques, alors que d’autres y virent une occasion de 
s’attaquer à l’inégalité des droits entre les hommes et les femmes, notamment sur 
la question du mariage. 
 Ce livre est très bien présenté, incluant de nombreux extraits de poèmes 
accompagnés de traductions, un glossaire de termes chinois, des images, tableaux et 
cartes, bien que le choix éditorial de certaines cartes soit discutable, car l’abondance 
et la taille des données rendent la lecture difficile. On pardonne aisément les 
emportements patriotiques qui teintent certaines traductions et interprétations (p. 
55 et p. 114-118), qui n’enlèvent rien à la contribution remarquable que ce livre 
apporte, appelé à faire connaître davantage Xue Shaohui et les réformatrices de 
la fin du XIXe siècle. Quelles sont les raisons de l’oubli dans lequel elles furent 
plongées si longtemps ? L’auteur offre plusieurs pistes intéressantes, à commencer 
par l’interruption des réformes par Cixi en septembre 1898, les divergences entre 
réformateurs masculins et féminins, mais surtout, le catalogue littéraire de Chen 
Yiyi en 1907 et les attaques directes de Chen Xiefen et Hu Shi à l’endroit de la 
poésie féminine de l’époque Qing. On doit par contre aussi mentionner la décision

de Xue Shaohui de s’en tenir à la langue classique, refusant l’usage du mandarin 
plus accessible (guanhua,  ), pour rédiger les textes du journal. Il y a en effet 
un paradoxe à vouloir diffuser des idées novatrices à partir d’un langage connu 
seulement de l’élite des lettrés, reposant sur une pléthore de figures de pensée 
complexes et d’allusions qui se perdent dans la tradition. De la même manière, 
on comprend que l’auteur a voulu se montrer fidèle à l’esprit de Xue Shaohui en 
mettant en valeur le raffinement intellectuel de la réformatrice. Cependant, on se 
demande si la multiplication des notes et références – parfois une à chaque phrase 
– n’aura pas eu pour effet d’alourdir le texte, ce qui pourrait rebuter plusieurs 
lecteurs moins familiers.
 Ce livre nous offre un portrait éclaté des bouleversements qui secouèrent la 
dynastie Qing au tournant du XXe siècle, avec au premier plan, une réformatrice 
modérée, dont la vitalité de la prose et la richesse de la poésie n’ont d’égal que 
sa curiosité grandissante à l’égard du monde moderne. La vie et l’œuvre de Xue 
Shaohui gagnent à être connues davantage, comme un exemple des « nouvelles 
connaissances de tous les pays   » (p. 146), vibrant hommage à ceux et 
celles qui ne se laissent pas enfermer dans les dichotomies culturelles, politiques 
ou sociales, et qui savent enrichir le monde de leur inspiration.

rIvard, Andrée – Histoire de l’accouchement dans un Québec moderne. Montréal, 
Les Éditions du remue-ménage, 2014, 448 p.
Les expériences d’enfantement dans le contexte d’un Québec qui se modernise 
au mitan du XXe siècle sont au cœur de l’essai Histoire de l’accouchement dans 
un Québec moderne de l’historienne Andrée Rivard. L’ouvrage se veut une 
contribution à l’exploration du champ de l’histoire de la maternité et de la naissance 
dans un Québec francophone et postindustriel tout en embrassant l’histoire de la 
médecine, de la santé, du corps, du genre et de la sexualité. L’auteure accorde une 
attention particulière au point de vue expérientiel des femmes en s’intéressant, 
spécifiquement, au passage fulgurant de l’accouchement à la maison vers celui 
effectué en milieu hospitalier et cela au cours d’à peine une décennie (1950). Ce 
moment important de transition est situé dans une perspective plus large, soit celle 
du passage de la « société sociale » à la « société culturelle » telles que définies par 
le sociologue français Alain Touraine.
 Cette histoire récente de l’accouchement, divisée en sept chapitres, prend 
étonnamment son envol avec la Renaissance. L’auteure s’appuie sur un cadre 
théorique fondé sur les travaux de Foucault et de Touraine pour présenter la pensée 
scientiste, largement diffusée par le discours médical, comme pilier de la modernité. 
L’analyse très intéressante du premier chapitre « La médecine obstétricale, icône 
de la modernité », s’éloigne toutefois sérieusement de la période à l’étude dans

we can add is that, without changing this legal structure, the political and social 
democratization of Turkey will be very difficult.  A society based on a mentality 
that views the absence of the other as the condition for its own existence, and on 
a legal system created as the product of this mentality, cannot be democratic.  A 
future respecting human dignity and honor cannot be established. We have written 
these lines in the spirit and hope that this will be understood and changed one day. 
(p. 193)
 This book is a valuable addition to filling the gaps of our understanding of 
genocide and helps readers navigate complex terrain in the case study presented. 
In this regard, at the end of the first four chapters, the authors have added 
summaries entitled “A Brief Evaluation” that capture the spirit of the laws 
discussed therein and their implications.  It would have been interesting to add 
similar summaries to the three final chapters as well.  The bibliography might 
have been further enriched by the presence of some relevant recent works, for 
example Kevork K. Baghdjian’s The Confiscation of Armenian Properties by the 
Turkish Government Said to be Abandoned (A.B. Gureghian, Tanslator, Editor; 
Yves Ternon, Introduction. Antelias, Lebanon: Catholicosate of His Eminence of 
Cilicia, 2010).
 I recommend this book as a case study to be included in graduate level courses. 
In addition to its thorough review of the questionable statecraft of genocidal states, 
it is a reminder of the merits of engaged scholarship. Akçam and Kurt, by sharing 
their research as an act of solidarity with citizens who continue to challenge state 
restraints and master narratives based on genocide, make a contribution to the 
ongoing process of crafting a just society.

marchand, Laure et Guillaume Perrier – La Turquie et le fantôme arménien : Sur 
les traces du génocide. Arles, Solin- Actes Sud, 2013, 218 p.
C’est dans le contexte de l’approche du centenaire du premier génocide du 
XXe siècle – perpétré par l’Empire ottoman contre les Arméniens, impuni et 
farouchement nié par le gouvernement turc – que deux journalistes, Laure 
Marchand et Guillaume Perrier, tous deux correspondants de presse en Turquie, 
l’une pour Le Figaro et Le Nouvel Observateur, l’autre pour Le Monde, nous 
offrent ce livre. Ce récit passionnant est une synthèse originale et surprenante 
d’une dizaine d’années d’enquêtes de terrain que les auteurs ont effectuées, surtout 
dans des lieux historiques en Turquie. Cet ouvrage, qui a eu un écho important 
dans les médias, a d’ailleurs été publié sous forme de bande dessinée en 2015.
 Les auteurs nous proposent un voyage de l’intérieur, un voyage dans le temps 
et dans l’espace où l’ici et l’ailleurs se mélangent, les documents officiels et les 
témoignages conversent, où la diaspora et la Turquie se rejoignent et ce, en partant

de Marseille pour sillonner la Turquie d’Istanbul à la frontière de l’Irak, de la 
mer Noire à la Méditerranée et ainsi dresser à partir de récits de vie un tableau 
sensible et très nuancé de la réalité actuelle et passée, de la dynamique entourant 
la question arménienne en Turquie et à l’international. 
 Ces deux journalistes, ont réussi à rassembler une quantité de preuves bien 
vivantes et tangibles du génocide en interviewant des survivants cachés ou 
islamisés, des Kurdes qui ont aidé les victimes, des descendants de Kurdes qui 
ont participé au crime, des opposants farouches au régime turc, mais aussi en 
retrouvant des traces préservées sur la pierre des églises et d’autres monuments. 
De façon très subtile, les auteurs abordent le sujet en prenant des plans d’attaque 
insoupçonnés et inédits. Dans chaque chapitre, à partir d’une étude de cas, d’un 
nouveau récit ou du portrait d’un personnage, ils traitent des aspects historiques, 
humains, juridiques, économiques, politiques de la question et dressent un tableau 
complet, une compréhension du problème dans sa globalité en montrant avec 
autant d’indices que  la négation des faits relève, à l’évidence, de « la névrose 
collective » (p.24). D’après le portrait tracé par les auteurs au gré des rencontres 
et des témoignages, c’est une Turquie dialectique, malade de son négationnisme, 
hantée par ce fantôme arménien que nous percevons.
 Après quelques repères historiques, une introduction reprend le parcours de la 
loi liée à la pénalisation du négationnisme du génocide arménien en France et pose 
la problématique particulière du déni de ce génocide par la Turquie et l’obligation 
pour tous les pays d’affronter l’histoire. Les auteurs expliquent l’unicité du 
génocide arménien qui est le seul génocide nié par le légataire de ses auteurs,  la 
Turquie, « le seul pays qui met autant d’énergie à travestir l’histoire » (p. 25) et 
effacer ses traces.
 Les 18 chapitres suivants sont autant de petites histoires, de voyages qui 
mettent en scène des lieux, des personnages étonnants qui surgissent d’on ne 
sait où. Un petit détour par Marseille, la « petite Arménie », lieu de la première 
immigration arménienne après le génocide, permet, avant de se rendre sur les 
lieux en Turquie, de planter le décor et de définir la problématique. Des portraits 
témoignent du parcours des rescapés et de leurs descendants, de l’organisation de 
la communauté, de la résilience et du combat pour la survie de la culture.
 La suite nous mène dans un monde insoupçonné en Turquie. On est frappé par 
le nombre de témoignages que les journalistes ont pu récolter et par les portraits 
qu’ils brossent. Depuis la publication du Livre de ma grand-mère de Fetiye Çetin 
et surtout depuis l’assassinat de Hrant Dink en 2007, bien des Arméniens et 
descendants cachés sont sortis de l’ombre. Le chapitre 4 porte sur les « convertis 
arméniens de l’ombre » qui se redécouvrent une ascendance arménienne et vont 
jusqu’à ce reconvertir au christianisme. Il décrit aussi concrètement la dialogique 
et la peur dans laquelle vivent encore ces familles arméniennes qui se sont 
converties à l’islam pour sauver leur peau.
 Aussi, à travers le récit de leurs pérégrinations les journalistes revisitent des 
lieux emblématiques :  le Dersim, massif montagneux au sud d’Erzincan connu 
pour avoir résisté à l’autorité étatique centrale, et où des milliers d’Arméniens 
trouvèrent refuge en 1915 ; le fameux Mont Moïse (Musa Dagh), célèbre pour

avoir résisté 40 jours à l’offensive turque ; le village de Vakıf, « le dernier 
village arménien de Turquie », trompe l’œil utilisé par l’État comme symbole de 
coexistence pacifique des minorités en Turquie. 
 Le chapitre 9  relate les ratés de la diplomatie dans le rapprochement arméno-
turque au moment des éliminatoires de la Coupe du monde de foot 2010 où 
l’Arménie et la Turquie se sont retrouvées dans le même groupe. Ce chapitre 
expose les difficultés diplomatiques, la situation géopolitique de la région qui 
asphyxie l’Arménie actuelle tout en révélant le nombre et la réalité quotidienne 
des Arméniens d’Arménie qui travaillent et vivent illégalement en Turquie. Le 
chapitre suivant complète ce dernier en traitant de l’obsession négationniste de 
l’État turc qui constitue un frein à ce rapprochement. 
 Un chapitre portant sur l’assassinat de Hrant Dink, journaliste turc d’origine 
arménienne, interroge la continuité de la persécution des Arméniens. Deux 
autres chapitres mettent en exergue la construction de la république turque sur la 
spoliation des biens arméniens. Leur enquête sur le palais de Çankaya, logement 
officiel du chef de l’État turc qui appartenait à l’origine à une riche famille 
arménienne, montre l’énorme bévue de cette république qui s’est bâtie sur une 
propriété spoliée. Aussi, leur enquête montre bien comment s’est opéré le transfert 
de l’économie des Arméniens aux Turcs, organisé par le ministère de l’Intérieur. 
Ainsi une nouvelle bourgeoisie turque s’est constituée sur les lieux mêmes où 
habitaient les Arméniens.
 Les descendants des « justes Turcs » (chapitre 18, p. 206) – les sous-préfets 
ou gendarmes turcs qui se sont fait assassiner pour avoir désobéi aux ordres et 
épargné les Arméniens – parlent fièrement de leurs ancêtres et les représentent 
comme des héros. Il y a aussi l’histoire des Kurdes rebelles à l’autorité centrale 
qui ont caché ou aidé des Arméniens. Dans le chapitre « Les Kurdes: aiguillon 
de la conscience turque », on parle des communautés kurdes comme celle de 
Diyarbakir qui contrairement à l’État turc ont reconnu le génocide arménien et 
font des efforts considérables pour redonner aux Arméniens la place qui leur 
revient dans la dynamique de leur ville.
 Dans le chapitre « L’âme du maquis », on découvre  la question troublante de 
la connexion entre des descendants de résistants arméniens et des militants de 
groupuscules d’extrême gauche tels que le Tikko (Türkiye İşçi ve Köylü Kurtuluş 
Ordusu, ou « Armée Turque de libération ouvrière et paysanne ») et des branches 
armées du nationalisme kurde contemporain. 
 On ressort de cette lecture avec des perspectives nouvelles sur la question 
arménienne et une impression qu’à chaque détour de chemin les traces et les 
témoignages fourmillent.  Malgré la censure,  le fantôme arménien est omniprésent 
en Turquie dans les pierres, la terre et  les mémoires humaines.

de données de Rivard, nous avons néanmoins quelques réserves concernant 
l’approche méthodologique qui, nous croyons, ne permet pas d’embrasser l’histoire 
de l’accouchement aussi largement que l’annonce le titre de l’ouvrage. Le point 
de vue expérientiel des femmes tiré des archives personnelles de Claire Thibault 
et de quelques entretiens (présentés au dernier chapitre, mais dont les propos 
alimentent également les chapitres précédents), est celui d’un groupe de femmes 
avant-gardistes, déterminées à vivre une expérience émotionnelle particulière 
en donnant naissance et par conséquent qui rejette ce qui fascine la génération 
lyrique, soit ce que la modernité a à leur offrir en soins périnataux. L’ouvrage 
s’intéresse donc surtout à une minorité de femmes attirée par des approches 
alternatives, qui refusent les valeurs de la génération lyrique pour plutôt vivre 
une expérience d’accouchement qui s’inspire du modèle ancien de l’enfantement. 
Le cadre théorique choisi par l’auteure soulève une tension conflictuelle entre 
le constat de l’accroissement de l’accouchement médicalisé dans un Québec 
moderne et la volonté de certaines femmes de refuser une médecine obstétricale 
portée par l’esprit du « temps nouveau ».

savard, Stéphane – Hydro-Québec et l’État québécois, 1944-2005. Québec, 
Éditions du Septentrion, 2013, 452 p.
En établissant une histoire politique des relations entre l’entreprise nationalisée 
de production hydroélectrique Hydro-Québec et l’État québécois, Stéphane 
Savard s’est lancé dans une entreprise complexe qui a exigé la manipulation 
d’un immense corpus archivistique et historique dans lequel un autre chercheur 
aurait pu facilement sombrer. C’est qu’en fait l’histoire proprement dite d’Hydro-
Québec, dans tous ses détails, nécessiterait sans aucun doute plusieurs volumes 
et serait l’entière tâche de toute une vie de recherche. Stéphane Savard a plutôt 
choisi de dresser une synthèse extrêmement bien documentée des différents rôles 
qu’a pu jouer Hydro-Québec, depuis sa première nationalisation de 1944, pour 
la société québécoise. Il montre comment cette entreprise a servi de vecteur à de 
nombreuses représentations, successives et simultanées, du Québec et de l’État, 
portant à la fois sur les notions d’espace, de territoire, de société, et surtout sur le 
rapport à la nature et à l’altérité. 
 À chacune de ces thématiques est consacré un chapitre de l’ouvrage, 
chacun desquels reprend la chronologie depuis 1944 jusqu’à 2005. Ce choix 
méthodologique, qui malheureusement entraîne de nombreuses redites, a le mérite 
de bien examiner les façons dont la création de l’entreprise et son expansion a 
permis à l’état québécois, au gré de ses différents dirigeants, de donner forme, 
pour ainsi dire, à diverses conceptions de la modernité, du progrès et de la 
problématique environnementale. De la sorte, Savard démontre magistralement

comment la Société d’État a été l’objet de plusieurs types d’instrumentalisations 
de la part du politique pour illustrer cette large variété de conceptions. Et nous 
pourrions tout aussi bien nommer idéologies ces représentations ayant chacune 
leur logique propre.
 Ainsi de la représentation d’une nature hostile à laquelle devait s’adapter un 
Canadien français résilient, à celle d’un Québécois domptant les immenses forces 
du territoire pour les transformer en richesses, il y a tout un transfert prométhéen 
parfaitement démontré par Savard. Le chercheur module bien par la suite cette 
image triomphale fortement remise en question par les crises environnementales, et 
surtout par l’imposition subséquente de la thématique du développement durable. 
Les différentes formes d’appropriation de l’espace permises par l’évolution 
d’Hydro-Québec, et surtout son influence sur les modes de territorialisation 
accompagnant l’expansion des sites d’exploitation hydroélectrique, sont aussi 
bien établies par le chercheur.
 On lira avec beaucoup d’intérêt le chapitre cinq où est solidement exposé le 
rôle central qu’Hydro-Québec a joué dans le développement des techniques et des 
savoirs reliés à la recherche sur l’énergie, de même que les grandes remises en 
question de la compétence de la Société d’État en ce domaine lors des crises de 
1984, 1997 et 1998. 
 Le chapitre sur la conception de l’altérité autochtone, non seulement de la 
part d’Hydro-Québec, mais de tout l’ensemble de la société québécoise, s’impose 
comme une référence pour quiconque s’intéresse à l’épineuse question des enjeux 
de l’exploitation des ressources naturelles et des droits des Premières Nations. 
Et la conclusion de l’auteur sur la façon somme toute remarquable dont Hydro-
Québec a fonctionné comme un levier qui a « fait société », pour reprendre son 
expression, s’avère aussi très importante pour comprendre ce rôle singulier de 
représentation du social qui est si régulièrement dévolu dans l’histoire à toute 
entreprise de production d’énergie.
 Le chapitre quatre sur la modernité économique nous paraît être le plus 
faible de l’ouvrage, car le parti pris de reprendre sans cesse les mêmes tranches 
chronologiques avec chaque changement de thématique entraîne ici un effet de 
répétition trop prononcé. Cette partie aurait gagné à être davantage resserrée. 
 Malgré cette réserve, l’étude de Stéphane Savard est solide et convaincante. 
Elle apporte une pierre définitive à l’ensemble de la recherche sur les questions 
sociales et politiques reliées à l’exploitation des ressources énergétiques au 
Québec et au Canada. Ce premier ouvrage augure bien pour l’auteur, qui doit être 
encouragé à poursuivre et approfondir ses réflexions et ses observations au sein 
des nouveaux paysages de l’énergie qui se développent en Amérique du Nord 
pour le siècle à venir.

des actes notariés de Pierre Christofle pour l’année 1437 [http://elec.enc.sorbonne.
fr/christofle/notes/note-001.html]. Cette méthode de diffusion aurait sans doute 
invité une analyse encore plus profonde du corpus et fait une contribution encore 
plus importante à l’histoire de la médecine légale. 
 Par ce recueil, Porret et Brandli ont su démontrer la richesse et l’intérêt des 
rapports d’expertises médico-légales pour les histoires de la justice et de la 
criminalité, ainsi que pour celles du corps et de la médecine en Europe moderne. 
Bien que certains seront déçus de constater que seul un chapitre de ce livre est 
dédié à l’analyse de l’impressionnant corpus réuni dans la deuxième partie, 
Porret et Brandli permettent d’entrevoir le potentiel de ce type de document pour 
l’historien.

bryce, Benjamin and Alexander Freund (eds) – Entangling Migration History: 
Borderlands and Transnationalism in the United States and Canada. 
Gainsville: University Press of Florida, 2015. Pp. 246.
This volume represents the latest contribution to a growing body of scholarship that 
extends the study of migration in North America beyond analyses of single groups 
of migrants, such as the Loyalists or New England-bound French-Canadians who 
have received so much scholarly attention. The recent literature does not reject 
these types of studies, but instead integrates them within broader conceptual 
frameworks attentive to transnational connections, the special dynamics of 
borderlands regions, and the multiple scales at which migration systems develop, 
from the local to the global. 
 Entangling Migration History is a worthy addition to this scholarship, and 
offers a model for incorporating multiple theoretical approaches and spatio-
temporal scales within a single volume. The collection of eight essays brings 
together transnational, comparative, and borderland approaches to the study of 
migration to Canada and the United States, though its chapters venture far beyond 
the two countries of Northern North America. It is bookended by a foreword by 
Dirk Hoerder and an epilogue by Erika Lee, which are helpful in contextualizing 
the book and pointing towards future research. Benjamin Bryce and Alexander 
Freud’s introduction provides a useful primer on transnationalism, comparative 
history, and borderlands studies, and introduces the concept of “entangled 
history.” Building on theories of histoire croisée and histoire comparée, such an 
approach “embraces all scales, … decenters the nation,” and encourages attention 
to migrants, networks, and the unfolding of historical processes across national 
borders (p. 2-3).

 The first chapter, by José C. Moya, is a comparative study of early modern 
migration in Canada and the Americas as a whole and produces some intriguing 
conclusions. Most notable is his use of demographic data from a Université 
de Montréal project to argue that indentured servant migration to New France 
represented a much smaller percentage of total migrants than previously thought, 
and was less statistically significant than indentured migration elsewhere in the 
Americas. The datedness of some of Moya’s secondary sources may provoke the 
raising of Canadianists’ eyebrows—multiple citations of Harold Innis, H. Clare 
Pentland, and John Bourinot’s 1909 Canada under British Rule are particularly 
glaring examples—but the chapter’s contributions far outweigh these concerns, 
and point to exciting possibilities for further comparative work in Canadian 
migration history. Bruno Ramirez’s essay also takes a comparative perspective, 
examining migration across the Mexico-U.S. and Canada-U.S. borders from 
1915-1965. The chapter goes beyond the comparative frame by positioning both 
movements within a single system of North American migration. This turns out to 
be a particularly fruitful approach, allowing Ramirez to posit Canada and Mexico 
as fulfilling different but complementary immigration needs for the U.S. economy 
of the 1910s and 1920s. Mexican migrants primarily filled the demand for manual 
labour in American resource extraction economies (including agriculture), while 
Canada sent a much higher percentage of professionals, students, and “skilled” 
workers to the U.S. than any other immigrant-sending country. Ramirez also 
provides useful comparisons of the effects of immigration restriction and kinship 
networks on both groups of migrants.
 Given the book’s sensitivity to multiple and overlapping geographic scales, 
space is naturally a central concern. Randy William Widdis provides an excellent 
introduction to what he calls a “spatial grammar framework”—helpful reading 
for historians trying to think spatially—and applies the approach to an analysis 
of cross-border migration around the turn of the twentieth century. David C. 
Atkinson’s chapter continues the theoretical discussion and presents the 1907 
anti-Asian riots in Vancouver, British Columbia, and Bellingham, Washington, as 
occurring within borderlands of various scales: from the local communities where 
neighbourhoods were divided between Asians and whites; to national borderlands 
between alienated westerners and eastern federal governments; and to regional, 
imperial, and global levels.
 Some of the contributions in Entangling Migration History push the definition 
of borderlands beyond the material spatial realm. Grace Peña Delgado explores 
the policing of women involved (or suspected of being involved) in the sex trade 
in the U.S.-Mexico border regions. The migrants described by Peña Delgado lived 
their lives not just in the borderlands between two countries, but also in the liminal 
spaces of citizenship, race, and morality. U.S. immigration agents were deeply 
shaped by ideas of morality and sexuality in their enforcement of border controls, 
which included the deportation of many sex workers. Janis Thiessen examines the 
transnational networks of radical Mennonites in 1960s North America, arguing 
that radical Mennonitism also existed in “religious borderlands,” in dynamic 
relationships with the New Left and the mainstream of the Mennonite Church,

complicating assumptions of Manichean splits between radical and traditional 
wings of religious denominations. 
 Fittingly, a sense of entanglement pervades the volume, and the reader is 
continually reminded of the numerous and complex ways in which migrations in 
Canada and the U.S. are intertwined, mutually constituted, and enmeshed in global 
processes. Yukari Takai’s chapter is a particularly striking example, exploring the 
transmigration of Japanese sugar cane workers from Hawaii to the West Coast of 
the U.S. and Canada. Hawaii, Takai argues, was a “crucial nodal point for Japanese 
transmigrations” (p. 142). Complex migration systems emerged as cane workers 
adapted to changing regimes of immigration control to find ways of settling on the 
North American mainland. Benjamin Bryce demonstrates the deep entanglements 
of German-speaking Lutherans in Ontario with their counterpart communities in 
the U.S. and Germany, arguing that the “institutional networks” of Lutheranism at 
regional, national, and transnational scales played profound roles in shaping the 
Ontario communities.
  If there is one significant blind spot in a book so open to transgressing borders 
and shifting scales, it is in the lack of attention paid to migrants within national 
borders. The reader may wonder: how were intra-national migrations entangled 
with international ones? What insights might we gain from comparing these 
two types of mobility? To give just one example, how might we compare the 
“Great Migration” of southern Blacks to the northern U.S. with French-Canadian 
movement to New England? Indigenous Americans are also largely absent from 
the book, and there is little consideration of the entanglement of transatlantic 
migrations with the mobilities of aboriginal peoples. A smaller quibble is with the

publics over a 10-year period ending with the British Empire Exhibition in 1924. 
The book is based on James Fox’s doctoral dissertation. His nearly decade-long 
exploration of his subject is reflected in the slim volume’s 30-page bibliography. 
If Fox’s argument that the First World War catastrophically affected British art 
is perhaps too strongly put, certainly the evidence he provides for a complex, 
transformational and, at times, contradictory wartime relationship between art and 
society, including the state, puts any such dispute conclusively to bed. The nature 
of British art was altered fundamentally by the conflict as it was, albeit differently, 
in every other belligerent country. Fox quotes from John Ruskin’s 1866 The Crown 
of Wild Olives: Three Lectures on Work, Traffic, and War: “there is no great art 
possible to a nation but that which is based on battle.” (p. 3)
 British Art and the First World War is a remarkably easy read. Fox writes 
clearly, fluidly, and concisely, presenting a thematic portfolio that never strays 
from the book’s overlying chronological structure. To be fair, he acknowledges 
the restrictions of this arrangement stating “all of these themes overlapped and 
coexisted throughout the war years.” (p. 10) While in an era of transnational 
studies it would have been interesting to see some evidence of comparative work, 
it has to be recognised that on the basis of the bibliography, no such research 
exists in accessible form. Dispensing in the Introduction with the possibility of 
art holding itself aloof from wartime society, Fox sets the scene in chapters 1 and 
2 for his central argument, that the war’s artistic consequences were enduringly 
productive. He describes wartime hardship in the form of the absence of sales, 
dealers, commissions, materials, exhibitions, art organisations, and travel and 
study opportunities. He shows how artists adapted to the challenging conditions 
they found themselves in as they sought income to enable them to continue 
practicing their craft. Within this context, Fox also explores how the state began 
to revise its early wartime attitude to art as elitist and its possession a luxury 
in favour of its usefulness to the achievement of military goals. He divertingly 
discusses how artists had to actively demonstrate that they were not spies when 
painting or sketching outdoors, skills he later shows to be valued and essential to 
the work of camouflage and observation.
 In chapter 3 we learn that museums—before the war bulwarks of elitist notions 
of knowledge and art—transformed into centres of national identity to the extent 
that in 1917 “the War Cabinet approved the decision to form a National War 
Museum,” now the Imperial War Museum in London. (p. 68) A transformation of 
past history also occurred in wartime poster design. If the conflict can be posited 
as having brought the prewar Modernist experiment in British art to a halt, “bold 
and confrontational” poster design proved the opposite. (p. 69) Chapter 4 explores 
the expansion of a military visual culture that the proliferation of posters had 
already demonstrated was growing in strength. The pre-war public was familiar 
with photography and film and demanded its presence in their wartime lives. 
The result was the creation of official films like Battle of the Somme (1916) and 
new and popular illustrated publications such as War Pictorial. Beginning in 
June 1916, the need for visual images growing ever stronger, artists too became 
part of the state apparatus with the appointment of Muirhead Bone as the first

British official war artist. His work, and that of the other official war artists, was 
widely distributed in published form. In this chapter, Fox explains how veracity 
was easily attributed to war art through its links to the artists’ own witnessed 
experiences and by their not infrequent reliance on photographic images whose 
indexicality was already assumed by the public. Furthermore, artists, he argues, 
had the ability to find the universal in the particular. Paraphrasing John Ruskin, 
the critic P. G. Konody wrote for the Canadian 1919 publication, Art and War, “the 
book of a nation’s deeds would be meaningless, or at least indecipherable, without 
the book of art which supplies the key.” (p. 102)
 In Chapter 5, Fox explores the less well-trodden field of peace pictures. He 
shows how the public craved reproductions of familiar images of the British 
landscape, sentimental redemptive images like James Clark’s 1914 The Great 
Sacrifice, and commissioned, if they could afford it, comforting portraits of their 
menfolk created both before they left for the front or posthumously. He shows 
how important art was to this generation of soldiers, quoting a Canadian captain 
describing how sketching afforded him indescribable comfort. (p. 127) Its value 
to society at large increasingly appreciated, Fox explores how art was increasingly 
used in therapy to combat trauma. The author focuses on public reactions to art 
in his final chapter, exploring the popular response to the July 1919 temporary 
cenotaph in Whitehall, London, designed by Edward Lutyens and to the December 
1919 exhibition of official war paintings at Burlington House, London. He surveys 
the immediate post-war memorial business that eventually saw tens of thousands 
of stone and bronze plaques and figures erected in Britain, and he demonstrates the 
importance of ex-servicemen’s grants for postwar education citing the example of 
celebrated sculptor Henry Moore, whose art education was government funded. 
This chapter also outlines how in the wake of conflict some of the better-known 
London department stores like Heal’s and Derry & Tom’s began to show and 
sell art. He argues, however, that it was posters that were the art form that most 
infiltrated postwar society concluding with their effective use in persuading 
17.5 million people to visit the 1924 British Empire Exhibition at Wembley, 
London. Visual art was a major component of this event and, as we know from 
the story of Canada’s artistic participation, its visible and acknowledged presence 
consolidated the growing role of art in Canadian postwar society.
 Fox concludes with the point that if art can be considered to have become 
integrated into society as a consequence of the First World War, its ultimate 
achievement was to become both the memory and the meaning of that conflict. 
He writes “art’s role in the social reception of the First World War has become so 
fundamental that the conflict might even be unimaginable without it.” (p. 158) 
For his readers, understanding the complex transformations that illuminate the 
British experience of war, art, and society would have been unimaginable before 
he published his work. This is a book worth having.

Jennings, John – The Cowboy Legend: Owen Wister’s Virginian and the Canadian-
American Frontier. Calgary: University of Calgary Press, 2015. Pp. 412.
This book is unique in that its historical narrative and focus are played out 
against a single individual and an unanswered literary question. In setting the 
two ranching frontiers in the United States and Canada against the experiences 
of Everett Johnson who lived on both, John Jennings brings a new dimension 
to what has become an ongoing debate about the nature of two parallel ranching 
traditions. Furthermore, through his plausible speculations that the Virginia-born 
Everett Johnson was the model for Owen Wister’s hero in his 1902 seminal novel, 
The Virginian, Jennings links the origins of a literary genre and a North American 
mythical figure with a cowboy who lived most of his life in western Canada.
 Jennings’ research is impressive, involving several archival collections and a 
wide range of other primary and secondary sources. It is also personal. Jennings’ 
father was Everett Johnson’s doctor and friend in Calgary; Jennings was also well-
acquainted with Johnson’s son, and daughter-in-law whose reminiscences, now 
housed in Calgary’s Glenbow Archives, provided much of the details on Johnson’s 
life. The narrative is enlivened by Jennings’ very readable prose, his propensity 
to debunk myths, and his interesting anecdotes, wry observations, and turn of the 
phrase. The book is well-illustrated and augmented by a Prologue which features 
pertinent extracts from The Virginian. 
 In a lengthy Introduction, Jennings sees violence and vigilantism as crucial 
components of the American frontier experience. He argues that their roots 
lay in an inadequate system of land tenure with its liberal interpretation of the 
public domain, and a weak, fragmented legal enforcement regime. He also sees 
the lingering respectability of vigilantism in American culture as an unfortunate 
modern by-product. On the other hand, Jennings takes the view advanced by David 
Breen almost forty years ago that an orderly western Canadian ranching frontier 
was enabled by a centralized leasehold system of land tenure and the presence of 
a federal law enforcement agency in the form the North-West Mounted Police. 
Essentially, he tries to reinforce these arguments in the narrative by situating 
Everett Johnson on both frontiers to see their unfolding through his eyes.
 Using Johnson as a participant and eyewitness, Jennings discusses particular 
phases in his life to exemplify and elaborate on the violent nature of the American 
frontier. In Texas, Johnson saw cold-blooded murder. He was only fourteen years 
of age when he was forced to kill a fleeing Mexican outlaw who had shot at him. 
Amid the lawlessness of Deadwood City, he was acquainted with murderers and 
outlaw gangs, and formed less than admirable opinions of gambling drifters like 
Wild Bill Hickok and Wyatt Earp. As a scout, he witnessed Buffalo Bill Cody’s 
famous fateful encounter with the Cheyenne warrior, Yellow Hair, and gives a 
far different and less heroic account than the Cody version. He also took part in 
lynchings in Wyoming, and claimed responsibility for at least three violent deaths 
(two were outlaws and the other an act of self-defence). Whether as stagecoach 
driver, scout or expert working cowboy, Johnson reminisced about a world where 
human conflict, danger and violence were normal components of life.

As for Alberta where he relocated in 1888, there were no such memories. As 
a ranch foreman, and horse breaker and trainer, Johnson entered the life of a 
ranching society where there were no lynchings, no vigilantism, and no range 
wars. Johnson’s voice does not come through as strongly in Alberta because, given 
Jennings’ central point about violence, there was nothing much to say. Johnson’s 
reminiscences, however, frequently refer to the number of dangerous American 
cowboys who came to Alberta to visit and live, including the notorious Sundance 
Kid, a law-abiding citizen when north of the 49th Parallel and Johnson’s best man 
at his wedding in 1891. 
 Jennings devotes significant attention to Owen Wister and his literary path, 
which culminated in his creation of the quintessential cowboy hero in The Virginian 
and a subsequent reluctance to name an individual inspiration. Jennings contends 
that Johnson was the model for Wister’s Virginian and bases his arguments on the 
circumstances of their relationship that began in 1885 when Johnson was given 
the task of looking after the eastern greenhorn, Wister, who was visiting the VR 
Ranch in Wyoming. Jennings illustrates how the novel’s plot included characters 
close to Johnson as well as specific events in his life, while also noting the physical 
attributes Johnson and the Virginian shared, in particular, the changing blueness of 
the eyes. Yet, to his credit, Jennings is not equivocal in his speculations and does 
not overstate his case. His arguments are plausible but are anything but definitive, 
as demonstrated in his balanced analysis of alternative viewpoints about the 
identity of Wister’s hero. It is also clear, however, that Jennings does believe that 
Johnson was the Virginian. In fact, he references his parents seeing a copy of The 
Virginian (destroyed later in a fire) sent to Johnson by Wister and inscribed, “To 
the Hero from the author.”
 Jennings does well in delineating the evolution of the cowboy from a dime 
novel caricature and Buffalo Bill show entertainer to a national icon and a 
symbol of a particular version of the American character. He isolates the pivotal 
roles of Wister, Frederic Remington and Theodore Roosevelt, whose writings, 
correspondences, working partnerships, and personal social interactions helped 
integrate a particular view of the West with an individual human expression. 
Jennings is also critical of the strong Anglo-Saxon nativist sentiments that 
characterized their thinking about the true American cowboy. Though Johnson 
did not figure in this discussion, Jennings’ portrayal of him reveals some of these 
prejudices. 
 Given its wide focus and specific thesis, “The Cowboy Legend” was subject 
to some noticeable disconnects and inherent limitations. Much of the text had 
nothing to do with Johnson. He was not present in the discussion of the Canadian 
ranching frontier, nor in those dealing with the Indian wars in the Black Hills 
and northern Wyoming or the Johnson County range war that erupted soon after 
he left Wyoming. He appeared for the most part, certainly in the United States, 
as a shadowy presence. Jennings could not prove that Everett Johnson was 
Wister’s model and, indeed, his entire account of Johnson’s life was essentially an 
extrapolation.

 Yet, these are minor quibbles. What Jennings did was quite remarkable and 
innovative. He used a powerful literary creation and tried to relate its authenticity 
to a particular individual in a particularly violent social environment. He also 
implied that when the violence was lacking, as it was on the Alberta frontier, 
the essential nature of the cowboy, or Wister’s quintessential figure, remained 
largely unchanged. Jennings has no illusions as to which environment was better. 
In summary, I thoroughly enjoyed “The Cowboy Legend.” It is a fine book well 
worth reading for enjoyment, knowledge, insights, and reflection.

Mccalla, Douglas – Consumers in the Bush: Shopping in Rural Upper Canada. 
Montreal & Kingston: McGill-Queen’s University Press, 2013. Pp. 296.
All of us who have been engaged in the social and economic history or historical 
geography of Upper Canada have, as Douglas McCalla recognizes, viewed the 
issues studied from the perspective of what was achieved, produced, or, in the 
case of a patent or land price, simply manifest from some economic, legislative, or 
social process. McCalla has himself done this, especially in Planting the Province: 
The Economic History of Upper Canada, 1784-1870, which remains the pre-
eminent interpretation in this substantive area of study. Since its publication, his 
emphasis has shifted to that of the consumer, and in this genre he has written on 
the acquisition of alcohol, textiles, guns, and “A World without Chocolate”—a 
theme first offered in Agricultural History and developed here under the same 
intriguing title. This is not so much about the absence of chocolate as it is about 
groceries and medications. Interestingly, though this commodity was thought by 
the traveller and writer, Patrick Campbell, to have been part of the life of the day 
labourer, and was enjoyed by the social elite, such as Frances Stewart, and by 
Surveyor General Thomas Ridout at his breakfast, McCalla’s formal analysis did 
not find a single mention in ten thousand transactions (p. 68). Among groceries, 
the first ranking item purchased by five or more members in the sample used 
was, as expected in a British province, tea (390 buyers) followed by tobacco 
(373 buyers) and sugar (259 buyers). Coffee, with 58 purchasers, ranked eighth, 
and at the bottom of the continuum were lemon essence (33rd), nutmeg (34th), 
hops (35th), and caraway seed, last at 36th. With respect to medicines and drugs, 
McCalla recognized 38 products beginning with “pills” as the first ranking item 
among the commodities that commanded five or more purchasers with, in fact, 75 
(Appendix A, Section C). The second item was castor oil (63 buyers in 9 of 10 
time-frames), a tradition that continued with Irish mothers well into the 1950s and 
still in use today. These two were followed by “salts” (38 buyers),”pain extractor,” 
(30 buyers) and “Cream of Tartar” or potassium hydrogen tartrate (27 buyers), used 
in things culinary and, unadvisedly, as a purgative. Too much “Cream of Tartar”

 Geiger , Andrea –  Subverting Exclusion: Transpacific Encounters with Race, Caste, and 
Borders, 1885-1928.  New Haven: Yale University Press, 2011, Pp. 304. 
 Subverting Exclusion  examines how caste, race and international borders shaped the atti-
tudes of Japanese immigrants, diplomats and intellectuals on both sides of the Pacific. 
Men and women who left the island nation for the North American West in the late nine-
teenth century and early twentieth century included people with ties to historical outcaste 
communities, formerly called  eta  and  hinin,  and more recently,  burakumin . Geiger sheds 
light on this oft-neglected aspect of Japanese immigration. The central argument of the 
book is that the concept of outcaste continued to influence perceptions of what the author 
calls “Meiji(-era) Japanese immigrants”, a problematic label which neglects a substan-
tial number of immigrants who left Japan after the end of the Meiji period in July 1912. 
The negative images attached to the concepts of  eta  and  hinin shaped the ways in which 
immigrants dealt with a range of daily concerns such as occupational choices and mar-
riage practices, as well as larger issues of exclusion and citizenship rights. This is despite 
both the Japanese Imperial Edict of Emancipation of Burakumin of 1871 that officially 
banned  mibunsei  or the class and status system and that affirmed the equal rights of for-
mer outcastes and despite their relocation across the Pacific. 
 The book is comprised of nine chapters. The first four chapters review the history of 
the Japanese class/status system of  shi no ko sho ( samurai, peasants, artisans and mer-
chants) during the Edo period, the emigration policies of the Meiji Government, and a 
range of strategies that Japanese diplomats and immigrants used in an effort to counter 
adverse perceptions of Japanese migrants among North Americans. The next three chap-
ters probe the racial politics that shaped the legal rights of immigrants: chapters five and 
six focus on the transit privilege across the Canadian and the Mexican borders; while 
chapter seven examines two well-known legal challenges brought against the restriction 
of citizenship rights in Canada (Cunningham  v. Homma) and the United States (Ozawa  v. 
United States). The final two chapters discuss the policing of marriages and the rhetoric 
of homogeneity. The book also contains a number of intriguing photographs and maps. 
Unfortunately, these sometimes lack any explanation, as is the case for example for the 
posing of the coal miners with their lunch pails (p.67) or the circumstances under which 
one so-called picture bride who landed in San Francisco in the early Taisho era (following 
the Meiji period) had her photo taken with the young daughter she was obliged to leave 
behind (p.170). 
 Nevertheless,  Subverting Exclusion makes several important contributions, one of 
which is its treatment of the subject of outcastes among the immigrating population. In 
addressing the lingering silence that negates the presence of  burakumin among Japanese 
immigrants as well as the absence of sources on basic facts, including the exact number 
of outcastes among immigrant populations and their geographic origin at the local and 
municipal levels, Geiger’s study offers a creative attempt at investigating the meanings 
and consequences of social distinctions. Further, the book sheds light on the agency of 
Issei and Nisei individuals in their fight against white racism. Chapter seven in particular 
offers a strong reminder of the extent to which Japanese exclusion and racism defined 
and distorted the judicial process and shaped the outcomes of court challenges in Canada 
and the United States.

 Despite these strengths,  Subverting Exclusion also has a number of weaknesses. First, 
there is a need for greater clarity on the history of outcastes in Japan. Although opinions 
diverge on the origin of  eta , the scholarly consensus is that the creation of the category 
of outcastes predates by far the Edo period. As Takahashi Sadaki states, the derogatory 
designation of  eta  came into use as early as the Heian period (9th-12th centuries) and the 
outcaste category of  eta  solidified during the feudal period of Muromachi (14 th -16 th cen-
turies). Further, while the four-tier status/caste system of  shi no ko sho with the accom-
panying lowest orders of  eta  and  hinin  was institutionalized in the Edo period, in practice 
it was somewhat flexible and there were many exceptions to ordered class distinctions. 
However, Geiger reduces the history of these underclasses to a “product of the Tokugawa 
status system” (p. 194) and the reference to Hayashida’s work (p. 206, nt5) aside, her 
narrative tends to ignore a much longer history of myths, taboos and reality surrounding 
the outcastes in Japan before the seventeenth century. 
 The book also reveals some weaknesses in its argumentation. Without clear distinc-
tions between “low(er) class(es)” on the one hand, and “ eta, ” “ hinin, ” and “outcastes” on 
the other, Geiger’s discussion at times tends to conflate all four. For example, in the sec-
tion on the Japanese picture marriage, the author describes Ambassador Ishi Kikujirô’s 
attempt to defend this practice as a tradition common to Japanese of “mid-level status 
categories” while equating North American customs with the practices of “low-status 
group(s)” of Japanese (p. 173). No evidence is presented to show that the ambassador’s 
reference to “low-status groups” did not include classes other than outcastes. Rather, his 
reference seems to have reflected his sense of class distinction between a small number 
of elite Japanese, such as intellectuals and diplomats like himself, and the majority of 
largely rural and illiterate peasants, fishermen, and labourers as well as outcastes. Such 
social divisions, as Mitziko Sawada has noted, rested on a combination of factors that 
ranged from education and economic status to class background as well as, I would add, 
to rural/urban divides. However, Geiger equates Ishii’s discourse to “cultural perceptions 
associated with outcast status.” There is no denying that class/caste distinctions were on 
the ambassador’s mind, but that alone does not seem to explain the extent to which Ishii 
and many other elite Japanese desperately tried to convince the exclusionists of the suit-
ability of selected Japanese immigration to North America. 
 Finally, there is a lack of consistency in the endnotes. A number of references to 
Subject Correspondence, a U.S. federal immigration record, are without file number or 
p. 217, nt1, for example). Occasionally, some notes appear with file numbers, followed 
immediately by a note without it (p. 243, nts 38 and 39, for example). Some notes could 
be more straightforward. For example, note 4 attached to a quote on page 230 refers the 
reader to Geiger’s doctoral thesis. In her dissertation, the footnote to exactly the same 
quotation more appropriately cites its author (Osada Shohei) and his book ( Brothels of 
Canada ). There are disconcerting errors in translation from Japanese to English, espe-
cially when they involve key subjects such as  Suiheisha,  translated poorly as “Water 
Levelers Association” (p. 183). Curiously, existing studies pertinent to the book receive 
no mention. The section on the role of steamship companies (pp. 113-14) closely resem-
bles discussions that I presented at a 2009 conference on a panel with Geiger and in a 
publication of mine (2009) that Geiger has commented on elsewhere, but no mention of 
this appears in the footnotes. Geiger would have benefited from Toake Endoh’s work in

which he discusses at length emigration from southwestern Japan that included a high 
proportion of  burakumin.  His analysis (2009) has shown that this emigration , albeit Latin 
American-bound, was a Japanese state-promoted solution to political, economic and 
social problems surrounding the former outcastes and radicals in Japan. Endoh further 
argues that  burakumin in the mining sector in Japan assumed multiple social identities 
such as “peasant[s], worker[s] and social outcast[s]”. Endoh’s arguments would have 
fundamentally deepened Geiger’s discussion, particularly in the section on coalmine 
workers (pp. 66-9). 
 With its many strengths and weaknesses, this book is altogether a welcome addition to 
the expanding field of Japanese migration and transnational American Studies. The book 
invites readers to think more critically across the national borders and class boundaries 
that have tended to confine the fields of our study until recently.

 Grenier , Benoît –  Brève histoire du régime seigneurial,  Montréal, Éditions du Boréal, 
2012, 245 p. 
 European feudalism grew out of European circumstances, and when transplanted across 
the Atlantic was recontextualized in settings quite unlike those in which it had flourished 
in Europe. The press of people on land was absent; the relative value of land fell dramati-
cally, the value of labour rose, and in new circumstances the relationship with authority 
could not be what it had been. The seigneurial system, the feudal system implanted in 
Canada at the beginning of French settlement, was built around hierarchical relation-
ships between people and with land. A basic question is how these relationships worked 
themselves out in the non-French circumstances they encountered along the lower St. 
Lawrence. The question is central: land in early Canada was granted and held in seigneu-
ries, and different types of landholding entailed different socio-economic obligations, 
responsibilities, and powers. 
 In  Brève histoire du régime seigneurial , Benoît Grenier offers a synopsis of the large 
literature on the seigneurial system in Canada and of his own writing and thinking about 
it. His analysis lies somewhere between the two most common interpretative poles. If 
he cannot accept Aubert de Gaspé’s (or, for that matter, Marcel Trudel’s) paternalistic 
vision of beneficent seigneurs and appreciative  censitaires , he does not deny that, here 
and there, such relationships existed. If he is uneasy with a Marxist emphasis on the 
seigneurs’ exploitation of their  censitaires catching the sum of Canadian seigneurialism, 
he is well aware that seigneurial charges could be burdensome. He knows too, and insists 
repeatedly on the point, that feudalism is fundamentally hierarchical and inegalitarian. 
More broadly and like most writers on the subject, he considers the seigneurial system 
central to the history of early Canada. 
 Everything is interesting and relevant and much is excellent in this short, well-
informed and well-argued book. The chapter on the European origins of the seigneurie 
is as fine a short summary of this complex topic as one will find. The chapter on the

 The essays included in Careers for Women, the second thematic section of the col-
lection, span a wide timeframe from the late nineteenth century to the second half of the 
twentieth century. Although varied in historical focus, each of the five essays broadly 
addresses different strategies implemented by working women in an effort to negotiate 
the professional terrain as a conventionally masculine realm. These techniques include 
referencing conventionally feminine spheres, such as the domestic space or working in 
handicrafts, or building alternative visual vocabularies. Additionally, many of the essays 
question the relationship of women cultural practitioners to the conditions of modernism, 
highlighting the contradictions of a period defined by its commitment to artistic freedom 
through the restrictions or limits placed on women’s involvement. 
 While the previous two sections discuss the possibilities and limitations of women’s 
participation by those who, to different extents, negotiated their inclusion (and, alterna-
tively, limited their exclusion) within professional art environments, the essays in the 
third and final thematic section highlight particular groups and contributions that have 
been denied access to the professional art world. In The Limits of Professionalism, the 
four essays illuminate the limitations of the framework of professionalism specifically, 
but also art historical frameworks generally, in rewriting Canadian history as an inclusive 
narrative. As Huneault and Anderson explain in the preface to the collection, “the adop-
tion of a discourse of professionalism by art historians effectively marginalizes certain 
women, certain kinds of contributions, and certain spheres of practice” (p. xxiii). Inter-
weaving discussions of race and labour, these essays most fully express the complexi-
ties of art historical interventions through the lens of professionalization, because of the 
historically unequal access to professional institutions and practices for different women 
in Canada. 
 Taken together, the essays in this collection provide a powerful and convincing entry-
point into a much needed conversation about the history of women’s cultural production 
and the values of art practice in Canada. Already, this conversation has been continuing, 
most recently at the second conference organized by CWAHI in May 2012. This book 
would be a powerful addition to teaching and researching not just women’s history in 
Canada, but history in Canada more broadly, by highlighting what has been marginalized 
or rendered invisible in dominant narratives.

 Macdonald , Charlotte –  Strong, Beautiful and Modern: National Fitness in Britain, New 
Zealand, Australia and Canada, 1935-1960. Wellington: Bridget Williams Books, 2011. 
Pp. 240. 
 Strong, Beautiful and Modern  is an ambitious and stimulating account of programmes of 
national fitness which emerged in the United Kingdom and her former settler colonies 
of Australia, New Zealand and Canada in the late 1930s and 1940s. Although the state 
had previously been involved in efforts to encourage physical exercise and health among 
children through the establishment of parks and playgrounds and physical education in

schools, Charlotte Macdonald argues that the measures which began with Britain’s Physi-
cal Training and Recreation Act of 1937 were the first occasion in these societies where 
the state had promoted adult fitness. 
 Macdonald begins with the wider context. The most obvious was the challenge posed 
by the highly organised efforts of totalitarian states, especially Nazi Germany and made 
visible in the 1936 Berlin Olympics. But Macdonald is careful to show that the factors 
were more complex and politically diverse than this. There was pressure coming from 
labour unions wanting shorter working hours who argued for the human importance of 
leisure. And there was the fascinating outpouring of ideas about the value of physical 
health as the source of inner vitality which was a response to the modern world of cit-
ies and industrial uniformity. For women especially, movements such as the Women’s 
League for Health and Beauty established the idea that spiritual health and beauty no less 
followed from physical fitness. 
 The next four chapters document in considerable detail the development and fate of 
state efforts in Britain, New Zealand, Australia and Canada. What emerges is that while 
each was affected by the broader context and each was inspired by others’ efforts, the 
particular stories were distinct. The UK’s Physical Training and Recreation Act of 1937 
established the principles of the movement – that the state would try to encourage people 
to take up physical exercise through publicity campaigns and the funding of recreational 
facilities. But the limits of the funding and the strong British commitment to volun-
tarism condemned the initiative which faded by the outbreak of war. In New Zealand 
the impulse came from a welfarist Labour government which in promoting the work-
ers’ weekend was keen that the workers use their time constructively. The state took its 
involvement seriously with the creation of a Physical Welfare Branch. But this expansion 
of the state awoke suspicions from conservative forces and when the National party came 
to power in 1949 the scheme was closed soon after. In  Australia the movement was bound 
up with fears that urbanisation was undermining the ‘bush legend’, the outback lifestyle 
that was thought so central to national identity. After state action in the late 1930s a fed-
eral law was passed in 1941 as part of wartime anxieties. Macdonald suggests that the 
Australian movement lasted longest and was the most effective. Canada came last (with 
a law in 1943, again with war as a focus) but it was killed by the politics of the Cold War 
in the early 1950s. 
 The last chapter of the book pulls together some broader generalisations about the 
movement as a whole. With its even-handed treatment of the four national stories one 
might have expected that the study would have presented itself as a piece of comparative 
history, in which the case study could throw up some generalisations about the distinct 
cultures of each polity. There are hints of this – the way the Canadian experience is 
shaped by its exposure to American professional sport and its Anglo-Francophone divi-
sion, the Australian fascination with the bush, the interest of New Zealand policy-makers 
in extending the programme to the Māori community, and the British sensitivity about 
amateurism and individual choice. But Macdonald prefers to explain the different his-
tories by particular circumstances than broader cultural differences, and her interest is 
rather in emphasising the common character of ‘the British World’. Obviously the com-
mon culture of the Empire is important and was vividly expressed in these years by the 
Empire Games in Hamilton Ontario in 1930 and Sydney in 1938. But to establish how

far these patterns in the four countries were ‘British World’ patterns, would also require 
a bit more exploration of similar movements in these years in the non-British world. 
One thinks most obviously of the United States and continental Europe. I would like to 
have seen at least briefly some attention paid to these if only to pin-point what was ‘Brit-
ish’ about these four countries’ experiences. After all the factors that brought them into 
being – international sporting competition, the challenge of urban-industrial society, the 
concern about ‘fitness’ in all its meanings – were widespread in the 1930s. So exactly 
how did this play out in the United States, Germany, or Scandinavia? 
 In turning away from these high-level, but necessarily crude generalisations, this book 
highlights some of the ambivalences and subtleties of the fitness movement. Let’s list 
some of them. There was the constant discomfort, present in all four about the state being 
involved in a pursuit which was seen as having strong voluntarist traditions and institu-
tions. The negative example of Nazi Germany was ever present. Second there was the 
ambivalent political meaning of these movements – were they the measures of a reform-
ing and benevolent welfare state or were they measures of social conservatives concerned 
to impose physical strength and discipline on a soft urban population? Third there was 
ambivalence towards modernity itself – at one level the many fine photos in this book of 
massed physical movement echo the mass production of industrial society, but at another 
level they represent a revolt against the structures of the industrial world. Finally there 
was the uncertainty as to whether this movement was about the physical health of the 
whole community or about the desire to produce high-performing athletes who could 
bring honour and glory to the nation. Ultimately it was the uncertainties expressed in 
these debates which meant that most of these programmes had short lives and inadequate 
funds. None of the societies could really commit themselves to the movement over the 
long-term –although as Macdonald points out they did create precedents which took off 
later, especially in the funding of high performance sport. It is the exploration of these 
ambivalences which is the real strength of this book and gives it a value much greater than 
might at first be suspected. It makes  Strong, Beautiful and Modern of interest to anyone 
studying the relations of the state and physical exercise or sport.
