    First Responder Preparedness Campaign for the Olympia Fire Department

    The city of Olympia, Washington rests just inland of one of the biggest tectonic plate fault lines in all of North America, this is what is known as the Cascadia Subduction Zone. Scientists believe that it is only a matter of time until there is a massive mega-quake due to the tectonic plates friction as we can read, “the plates are stuck, and the stress will build up until the fault suddenly breaks. This last happened in 1700: the result was an earthquake on the order of magnitude 9.0, followed within minutes by a large tsunami—much like the earthquake and tsunami that struck Japan on March 11, 2011” (CREW, 2013). Much like the earthquake and tsunami that struck Japan in 2011, the entire West Coast will be affected by such an event and the destruction will be unfathomable. This is just one of the many disasters/hazards that face the Pacific Northwest and the Olympia area. Because of these disasters/hazards, it is vital that everyone is as prepared as possible in order to preserve as much life as possible. This paper addresses the functional aspect preparedness campaigns within the homeland security enterprise. The preparedness campaign will focus strictly on first responder preparedness. For this paper, most of the information applied was gathered through various meetings via phone calls and face-to-face interviews. The easiest and most efficient method to identify a fire department’s preparedness campaign is to simply call or meet with them and discuss what the plans are. In addition, it is also beneficial to obtain the lay of the land around the area by walking/driving around and observing where there might be vulnerabilities, what the buildings/terrain look like, along with researching the possible disasters/hazards that the city faces

    Independent Association of Sudden Cardiac Death and the Tpeak-Tend Interval on Vectorcardiogram

    The causes of Sudden Cardiac Death (SCD) are still uncertain in the field of electro-cardiology. Cardiac repolarization may be the instance in which fatal arrhythmias lead to SCD development. Cardiac disease has not been well treated, as it is the leading cause of death in industrialized nations. Correlation of the T wave length to Sudden Cardiac Death (SCD) has been demonstrated in recent studies, most notably in a meta-analysis published in 2017, (Tse, Gong, Wong, Georgopoulos, Letsas, Vassiliou, … Liu, 2017). However, this project is attempting to show independent association of the T wave and SCD. Independent association demonstrates some mechanism in the heart which is elongating the T wave and also causing SCD. Use of the Vectorcardiogram (VCG) is novel because of its consistency and accuracy over an Electrocardiogram (ECG). The VCG offers three independent orthogonal views of the electrical activity of the heart, thus limiting subjectivity, overlapping information, and noise. Each of the three views offer an X, Y, and Z axis; when plotted, the electrical activity is represented as loops in three dimensional space. The Tpeak-Tend interval (Tp-Te) is measured on these VCG loops via algorithms developed by the Tereshchenko laboratory (Alday, Hamilton, Li-Pershing, Thomas, Gonzales, Li … Tereshchenko, 2018). The data being analyzed was gathered from two prospective cohort studies, known as the Arteriosclerosis Risk In Communities (ARIC) and Cardiovascular Health Study (CHS), (Waks, Sitlani, Soliman, Kabir, Ghafoori, Biggs, …, Tereshchenko, 2016). These cohorts provide digital ECGs, large study sample (\u3e102,000 ECG readings), and repeat visits. The ten second ECG readings are mathematically transformed with the Kors Transformation Matrix, in order to provide the VCG which is then analyzed. Independent association of the Tp-Te interval and SCD will provide better predictors of SCD and the possibility of risk score development

    Emergency Preparedness Among Salem’s Hispanic Population: Proposal to Improve Emergency Preparedness and Engagement

    The emergency preparedness of the residents of the City of Salem is of great importance to the City and the resilience of the community. The City’s emergency management mission states “to ensure that the City is prepared for a disaster by ensuring coordination of protection, prevention, mitigation, response, and recovery activities that increase the City’s capabilities to minimize loss of life and reduce impacts from disasters” (City of Salem, 2014). Oregon and the City of Salem are susceptible to a variety of emergencies and disasters. These disasters are infrequent compared to other areas of the country that face a recurring threat of hurricanes, tornados, severe winter storms or other events and may lead to complacency. Due to the infrequency of disasters, it is even more important that emergency preparedness efforts engage the population and maintain preparedness efforts to ensure that the community is prepared for an eventual disaster. The Hispanic population of Salem accounts for more than one fifth of the total population (US Census Bureau, 2017) and needs to be an integral part of emergency preparedness efforts. Hispanics require an emergency preparedness approach that addresses the diversity of this population group, barriers to emergency preparedness and communication challenges. Emergency preparedness education, outreach and communication with the Hispanic population have not been fully addressed

    This document is a project proposal for Nike Resilience Business Continuity department. The Business Continuity department has several Directors who along with their Managers create Emergency Operation Plans (EOP) and conduct risk assessments to protect company assets for their specific regions. Nike World Headquarters (WHQ) has spearheaded the Nike Emergency Response Team (ERT) program, who’s focus is to respond and tend to Nike employees until local responders arrive. This project proposal focuses on the Americas Region specifically Nike World Headquarters (WHQ) located in Beaverton, Oregon. Working alongside the Business Continuity Director for Nike WHQ, a student of Concordia’s Homeland Security Program worked to identify potential problems facing Nike during a crisis, generate possible solutions for those problems

    (HLS) has evolved to combat our nations threats. Emergency preparedness is one area that must remain in a continuous state of increasing improvement. Federal entities, such as the Federal Emergency Management Agency (FEMA) have developed hundreds of plans, policies, and procedures to mitigate a wide range of emergency situations from natural disasters to terrorism. This paper will address the collective approach our federal agencies want to see at the local level, and more specifically how first responders can combine efforts to deliver a more effective service. First Responders are the foundation to our nations stability and mitigating elements. Clark County Fire & Rescue (CCF&R) is a combination fire department in Clark County, Washington. They cover over 155 square miles, including the cities of La Center, Ridgefield, and Woodland, serving a population of approximately 40,000. CCF&R is staffed with full-time, part-time, resident, and volunteer firefighters, all who are trained to the National Fire Protection Association (NFPA) 1001 standard (Nohr, 2018). A significant portion of its district is residential, business, industrial, marine, and railroad responsibilities. They protect several areas of critical infrastructure including the main west coast rail line, several electrical substations, multiple government buildings, two-primary high pressure natural gas transmission lines that run from the Canadian border to the Midwest, nearly a fourteen-mile stretch of Interstate 5, and the main freeway from Mexico to the Canadian border. Clark County Fire and Rescue respond to approximately 3,600 fire and medical calls each year and are governed by a five-member board of elected Fire Commissioners (Nohr, 2018). This department’s mission involves operations that closely resemble elements of homeland security as their day to day function includes preparing, responding, mitigating, and recovering from various emergency situations

Their work can be seen in the aerospace and unmanned vehicle industry, the automotive industry and the medical industry (Jentay, 2018). The team of 11 works out of a 4500 ft building located in Beaverton, Oregon. Beaverton is located in the Portland metropolitan area, which boasts a population of approximately 2.4 million (Beaverton Oregon, 2018).     Gerrymandering and Conceit: The Supreme Court\u27s Conflict With Itself

    In November 2016, a federal court struck as unconstitutional Wisconsin’s redistricting map under both the First Amendment and the Equal Protection Clause. The court’s decision in Whitford v. Gill marks the first time a federal court invalidated a redistricting map as unconstitutional for partisan gerrymandering in over thirty years. Wisconsin has appealed the decision to the United States Supreme Court, which recently granted review. The Supreme Court has long held that extreme partisan gerrymandering violates equal protection but has simultaneously refused to determine the merits of gerrymandering disputes, instead labeling them as non-justiciable political questions. In particular, the Court has maintained that no manageable standard yet exists by which the Court could implement the promise of equal protection to partisan redistricting. This Article analyzes the manageable standard requirement, revealing the Court’s failure to define the term and that the Court has applied the manageability requirement haphazardly. Scores of court-made standards either over- or under-enforce the constitutional norm they purport to implement. Why is “fairness” a workable standard in one context but not another? How are standards that measure one’s shocked conscious, or weigh the totality of the circumstances judicially manageable? Importantly, a common thread connects the Court’s use of the manageability requirement to its insecurity in exercising judicial review, indicating that the Court often applies the manageability requirement when particularly insecure in exercising the judicial function.Recast in this light, the question of Court engagement in gerrymandering disputes turns on the propriety of Court intervention to address artificial obstacles that disrupt democratic functionality. The Court should no longer hide behind the manageability barrier because court intervention to ensure democracy’s proper functioning was (1) anticipated by the Framers, (2) memorialized in the Constitution’s form and structure, and (3) exercised by the Court without loss of judicial legitimacy in analogous contexts. This Article posits that judicial intervention to unblock the avenues of political change is one of the Court’s central responsibilities, that in similar contexts the Court has recognized as much, and that it should do so again in Whitford
