    Making energy efficiency pro-poor : insights from behavioural economics for policy design

    This paper reviews the current state of behavioural economics and its applications to energy efficiency in developing countries. Taking energy efficient lighting in Ghana, Uganda and Rwanda as empirical examples, this paper develops hypotheses on how behavioural factors can improve energy efficiency policies directed towards poor populations. The key argument is that different types of affordability exist that are influenced by behavioural factors to varying degrees. Using a qualitative approach, this paper finds that social preferences, framing and innovative financing solutions that acknowledge people’s mental accounts can provide useful starting points. Behavioural levers are only likely to work in a policy package that addresses wider technical, market and institutional barriers to energy efficiency. More research, carefully designed pre-tests and stakeholder debates are required before introducing policies based on behavioural insights. This is imperative to avoid the dangers of nudging

    Foreign aid and the domestic politics of European budget support

    We analyse domestic factors within European donor countries that have influenced their provision of budget support. Budget support has been one of the most promising, and at the same time, controversial aid instruments aimed at improving aid effectiveness as well as donor harmonisation. Based on theoretical considerations, our econometric analysis for the 2002–2012 period shows that government ideology, the economic context in donor countries, as well as the structure of their aid systems have been important determinants of budget support provision. A comparison of Germany and the United Kingdom sustains these findings with qualitative evidence. Our findings also indicate that these ideological, economic and bureaucratic factors have worked as important barriers to improved donor harmonisation within Europe

    Forgotten or unpromising? : The elusive phenomenon of under-aided countries, sectors and sub-national regions

    The existence of under-aided countries, sectors, and sub-national regions – also known as “aid orphans” – implies inefficiencies in the current overall allocation of aid resources. This is of particular concern because aid effectiveness depends not only on how well resources are utilised, but also on how efficiently they are allocated across recipients and uses. Different conceptual approaches to aid allocation, as well as spillovers across countries and sectors, make it difficult to define an “optimal allocation” and thus to pin down the criteria for identifying cases of “insufficient aid”. Nevertheless, it is possible to identify countries whose aid receipts are considerably lower than others with similar characteristics, as well as sectors that receive insufficient aid while donors crowd in other areas. Donor coordination and transparency in aid allocations are crucial for addressing the problem and achieving a more efficient allocation of resources

    Friends or foes? Interactions between Indonesia’s international investment agreements and national investment law

    Developing countries regularly conclude international investment agreements with the objective of attracting foreign investment. Such agreements form commitments to far-reaching international rules on investment issues, and usually allow foreign investors to sue countries for compensation in cases of non-compliance with treaty provisions. This study argues that such non-compliance is a result of inconsistencies between national investment laws and measures and international treaty commitments. Through an in-depth empirical examination of Indonesia’s investment law, the study analyses the complexities of managing this interaction between national investment law and international investment agreements, and identifies appropriate strategies and governance mechanisms to enhance coherence between these two areas. The implications for national policy space and economic development are considered throughout

    Die zeitgenössische Ökonomisierungstheorie hat moralischen und nachfrageseitigen Wandel als Einflussfaktor für Ökonomisierung bislang stark vernachlässigt. Sie erklärt den derzeitigen Ökonomisierungstrend mit Veränderungen der politischen und unternehmerischen Leitbilder sowie gewandelten wirtschaftlichen Kontextbedingungen. Ich zeige in diesem Artikel, dass bei der Entstehung von Ökonomisierungsprozessen auch moralische und nachfrageseitige Veränderungen eine Rolle spielen können. Um die moralische Dimension dieses Phänomens zu erschließen, wird Ökonomisierung dabei als ein Prozess der Legitimierung und Legalisierung des Austauschs von Gütern charakterisiert. Darauf aufbauend arbeite ich vier idealtypische Varianten der Ökonomisierung heraus, durch die sich insbesondere die Interaktion von staatlich initiierter Marktschaffung und Ökonomisierung als einem Prozess der Enttraditionalisierung wirtschaftlichen Handelns besser fassen lässt. Der hier skizzierte Ansatz trägt dazu bei, die vielfältigen Wechselbeziehungen zwischen Ökonomisierung und Modernisierung besser zu verstehen und ebnet so den Weg für eine stärker moralisch fundierte Soziologie der Ökonomisierung.The contemporary theory of economization has strongly neglected changes in moral values and consumer orientations as an explanatory variable. The theory explains the current trend towards a market-based model of economic governance in terms of an interplay between two developments: the modification of political and entrepreneurial goals, and changes in economic conditions. In this article I show that changes in moral values and consumer orientations can also contribute to the emergence of economization processes. In order to better understand the moral dimension of this phenomenon, economization is conceptualized as the legitimation and legalization of the exchange of goods. Building on this, I develop four ideal-typical variants of economization which are especially useful to conceive state-driven market formation and economization as a process of detraditionalization. The approach outlined here helps to understand the interrelationship between economization and societal modernization and thus paves the way for a sociology of economization with a stronger moral basis
