Get PDFKütüphaneler, bilgiye erişimde kullanıcı ile bilgi arasında köprü görevi üstlenmektedir. Bilginin derlenmesinde, düzenlenmesinde ve kullanıma sunulmasında önemli bir rol oynayan kütüphane çalışanlarının mesleğe karşı sorumluluklarını yazılı hale getiren mesleki etik ilkeler, tüm kütüphanelerde olduğu gibi, halk kütüphanelerinde de etkin bir role sahiptir. Daha çok toplumla iç içe hizmet veren ve kapıları herkese açık olan halk kütüphanesi çalışanları için mesleki etik ilkeler vazgeçilemez niteliktedir. Çalışma, Türkiye’deki halk kütüphanelerinde görev yapan kütüphanecilerin mesleki etik algısını ve bu bağlamda mesleki etik ilkelerinin uygulanabilirlik durumunu İzmir ili örneği üzerinden saptamak amacıyla hazırlanmıştır. Bu amaç doğrultusunda, İzmir ilinde yer alan 38 il/ilçe halk kütüphanesinde hizmet veren kütüphane çalışanlarının mesleki etik farkındalığını ölçmeye yönelik sorular derlenmiş ve bu sorulara verilen yanıtlar üzerinden değerlendirmeler yapılmıştır. Yönetici ve kütüphane çalışanlarından oluşan toplamda 166 kişilik evrende, görev tanımları nedeniyle kullanıcılarla doğrudan teması olan ve buna bağlı olarak etik ikilemler yaşamak durumunda kalan 110 personel, örneklem olarak seçilmiştir. Bu grup içerisinden 89 kişinin vermiş olduğu yanıtlar, SPSS istatistik yazılım programından yararlanılarak araştırmanın amacı odağında analiz edilmiştir. Anket çalışmasına katılan halk kütüphanesi çalışanlarının vermiş oldukları yanıtlar neticesinde, çalışanların mesleki etik ilkeler konusunda yeterli farkındalığa sahibi olmadıkları ve mesleki etik ikilem durumlarında ‘doğru’ olanı yapma yetkinliklerinin tam olmadığı tespit edilmiştir. Buna bağlı olarak, çalışmanın evrenini oluşturan kütüphanecilerin, toplumun tamamına hizmet verme yükümlülüğü olan halk kütüphanesi işleyişinde mesleki etik duyarlılığını mesleki davranışlarına yeteri kadar yansımadığı sonucuna varılmıştır. Çalışmanın sonunda, elde edilen bulgular ışığında mesleki etik ilkelerin, günümüzün değişen dinamikleri ve hizmet anlayışı doğrultusunda güncellenerek yeniden ve tüm paydaşları eksiksiz kucaklayacak şekilde revize edilmesinin gerekliliğine dikkat çekilmiş ve bu konuda bulgulardan yola çıkılarak önerilerde bulunulmuştur
Performance comparison of meta-heuristics for the multiblock warehouse order picking problem
No full textThis study focuses on streamlining the order-picking process in a warehouse. We consider determining the picking sequence of items in a pick-list to minimize the total traveled distance in a multiblock warehouse, where a low-level picker-to-parts manual picking system is employed. We assume that the items are stored randomly in the warehouse. First, we construct a distance matrix of the shortest path between any pair of items. Next, using the distance matrix, we implement two meta-heuristics-the tabu search algorithm and the iterated greedy algorithm-to determine the picking sequence with the minimum total traveled distance. Through a numerical study, the performances of the meta-heuristic algorithms are compared with those of popular rule-based heuristics (S-shape, largest gap, and Combined+) and the best-known solutions. We conducted the numerical study in two stages. In the first stage, we considered a two-block rectangular warehouse, and in the second stage, we considered a three-block rectangular warehouse. The performance of the heuristics was calculated based on the optimal solution when available or the best calculated bound when the optimal solution is not available. We observed that the iterated greedy algorithm significantly outperforms the other heuristics for both stages

Get PDFThe present paper aims at evaluating non-classical continuum parameters for each class of armchair and zigzag single-walled CNTs focusing on the scale effect in their flexural behavior observed in molecular dynamics (MD) simulations. Through a non-linear optimization approach, the bending rigidities obtained from atomistic simulations are compared to those derived from non-classical continua. For MD simulations, a novel method ensuring pure bending is introduced and for continuum modeling, micropolar, constrained micropolar, and modified couple stress theories are employed. The results reveal that adopted non-classical theories, notably micropolar theory, provide reasonable outcomes with an obvious failure of classical Cauchy theory
Financial inclusion and poverty: evidence from Turkish household survey data
Get PDFEven though poverty is highly felt in developing economies, the lack of relevant and complete micro-level data limits understanding which households are more exposed to poverty and the role of financial inclusion in poverty in these countries. This research analyzes the effects of financial inclusion proxied by a multidimensional index on three poverty measures (the lowest-income poverty line, a lower-middle-income line, and an upper-middle-income line) by employing the recent Turkish Household Budget and Consumption Expenditure Survey data with 11,595 complete answers. In addition to the application of logistic regressions, this study addresses possible endogeneity issues by using access to the nearest bank as an instrument in a two-stage least-squares regression and employing the novel method as a robustness check. Empirical results point out that an increase in financial inclusion decreases poverty in Turkey. The adverse effect of financial inclusion on poverty is validated through a few robustness and sensitivity analyses. The outcome also indicates that health expenditure and income are essential through which poverty is influenced by financial inclusion. Thus, policies are required to enhance the financial inclusion of households to alleviate poverty. Further discussions are presented in this study
