UK Lockdown Governmentalities: What Does It Mean to Govern in 2020?
Focusing on the United Kingdom, this paper examines the mechanisms of 2020’s ‘lockdown’ strategy from a governmental perspective, with ‘governmentality’ being defined as the art of, or rationale behind, governing populations at a given time. By investigating a series of recent imperatives given to the population by the UK government, and comparing these with the previously dominant form of governmentality (neoliberalism), I hope to shed light on some new features of the current art of government. Indeed, the paper argues that neoliberalism is no longer the dominant form of governmentality in the UK, although some important legacies remain. I therefore argue that new forms of governmentality have risen to prominence. In particular, I use the concept of ‘algorithmic governmentality’ to address features of lockdown subjectivity and economy, such as the ‘doppelgänger logic’ of consumption and production, as well as the government’s attempts to continuously manage and re-manage the population based on biometric data. However, I also show that this concept does not adequately encompass contemporary realities of surveillance, exposition and coercion. As such, I introduce ‘instrumentarian governmentality’ to denote the use of digital surveillance instruments to control the behaviour of the population. Additionally, the term is intended to denote an ‘authoritarian’ turn in the ways in which people are governed. Overall, what it means to govern in 2020 is posited as a fluctuating composite of three key forms of governmentality: neoliberal, algorithmic, and instrumentarian
Book Review: Digital Cultures, Lived Stories and Virtual Reality by Thomas Maschio, Anthropology and Business Series. London and New York: Routledge
The author of this book, Thomas Maschio, has lived two anthropological lives; an earlier one as an academic anthropologist and a later one as an anthropologist running a company (Maschio Consulting) that specializes in the use of ethnographic research methods to help solve business problems and provide new kinds of information for business decisions. This combined background shows, as this volume is full of insights that translate both to the rough and tumble world of business practices and the more abstract world of academic understandings. This is to say that it offers readers insights into common social practices, such as the use of personal devices (for instance, smart phones) or the production of contemporary journalism, that can be utilized by both business practitioners and university-based researchers to think more about the ever-increasing role that digital technology is playing in our lives. As such, I could see this volume being used as a standard textbook in different kinds of social science or business courses, as well as being of interest to those who are simply curious about the intersection between business and anthropology or who want to gain a greater understanding of contemporary digital practices
Fra »udsat boligområde« til »ghetto«: Udviklingen i nationale og lokale forestillinger om sociale boligområder og urban diversitet i Danmark
I løbet af de sidste to årtier har diskurser om »ghettoisering« og »parallelsamfund« vundet politisk terræn i Danmark. Diskurserne afspejler, hvordan forskellige politikområder som by og bolig, indvandring og integration i tiltagende grad har krydset hinanden siden integrationslovgivningens tilblivelse. Med udgangspunkt i en analyse af dokumenter fra regeringen og Københavns Kommune fra 1995-2018 udforsker denne artikel, hvordan nationale og lokale problemrepræsentationer af sociale boligområder udvikler sig over tid, og hvordan det stigende fokus på integration af etniske minoriteter er sammenvævet med skiftende positive eller negative visioner for urban diversitet. Artiklen viser, at der sker i en forandring i problemrepræsentationer af sociale boligområder fra noget, der vedrører generelle sociale og strukturelle vilkår, til noget, der forklares og ansvarliggøres ved »ikke-vestlige indvandrer og efterkommere«, som dermed racialiseres for at legitimere rumlige forandringer. På trods af skiftende politiske regeringer forekommer en vis progression i måden, hvorpå ghettodiskursen foldes ud og effektueres. Undervejs sker en tilnærmelse mellem nationale og lokale politikområders problemrepræsentationer, bl.a. i forhold til vurderinger af former for forskellighed som »blanding« af boliger, der involverer salg og innovation, som ses som samfundsgavnlige, og etnisk forskellighed, som ses som en trussel for den sociale sammenhængskraft
“No One Thinks of Greenland:” US-Greenland Relations and Perceptions of Greenland in the US from the Early Modern Period to the 20th Century
The history of US-Greenland relations and the perception of Greenland in the US is a near complete historical desideratum with only few works dealing with the subject at all and those publications covering mainly the few well-known historic events. Neither US nor Danish or Greenlandic historians have dealt with the perception of Greenland in the US from Early Modern to today in its entirety.
The article provides an overview of the history of perception of Greenland in the US and the bilateral relations of these countries from Early Modern to today, but more important also asks the question why this subject has been largely ignored.
The title of John Griesemer’s novel “No one thinks about Greenland” is used as a parable to describe these reasons and the attitude of the US and US foreign policy towards Greenland. Furthermore, it is analyzed, why the US tried purchasing Greenland several times and why certain groups in the US had an interest to keep the US-Greenland relations in the shadows. It is also described how not purchasing Greenland made perfect sense for the US and generated a political vacuum on the island, that provided some unique opportunities for the US military. Throughout history it remained true that nearly nobody in the US thought about Greenland, resulting in a unique history of bi-lateral relations
