A study on recovery and deployment of Japan's mental health welfare measures
Get PDFapplication/pdfIt is hard to say that the notion of recovery is still entrenched in Japan when we think of the current state of Japan's psychiatric care and average length of stay, which is projected especially with reference to the case of dependents of special provisions for psychiatric and private hospitalization. Consider a historical overview of Japan's mental health and welfare measures. From the "Accommodation of the Home of Psychiatric Patients," "Psychiatric Patients' Custody Law," and "Mental Hospital Law" to the modern "Law Related to Mental Health and Welfare of the Person with Mental Disorder," and the post-war "Mental Hygiene Law," mental health and welfare measures that focus on isolation and hospitalization of the psychiatric patient continue to be mandatorily implemented. Thus, the main determiner for recovery continues to be the nation, indicating that the norm of subjectivity, as determined by the user in the treatment, has not existed for a long time. Indeed, this is the greatest factor inhibiting the users' recovery. In the future, we must seek more reflective concepts for recovery in mental health and welfare measures.論文(Article)departmental bulletin pape

Get PDFapplication/pdf実効ある最低生活保障の確立は，生活に困窮している要扶助者を単に受け止める「セーフティーネット」というだけでは不十分である．最低生活を保障したうえで，労働能力のある者については労働社会へ「再包摂」するという視点からすると，必要とされる福祉国家改革の重点はまず，就労能力のある要扶助者の労働市場への「包摂」を妨げている制度的諸要因の除去におかれねばならないということになろう．ドイツで実施された労働市場改革の一環としての失業給付および社会扶助改革は，そうした観点から行われたものである．これに関連して，わが国でも国民の生活を重層的に支えるセーフテイーネットの構築という観点から，2011年10月から求職者支援制度が，2015年4月から事前対応型の「生活困窮者自立支援法」が施行されている．過去に書を著したが，本稿では改めてドイツのハルツⅣ改革と就労支援について整理し，ハルツ改革の効果にも言及したい．Establishment of the minimum life security with actual effects cannot be fully realized only through the "safety net" to support needy persons who require relief assistance in their lives. From a view point of "re-inclusion" of a person with working capacity in a labor market after providing minimum life security, the focus of necessary welfare reform will be put first on the elimination of institutional factors that impede the "inclusion" of people, who require relief assistance and have working capacity, in the labor market. The unemployment benefits and social assistance reform in Germany as a part of labor market reform was implemented from this perspective. In relation to this, in Japan, the Support System for Job Seekers was enforced in October 2011, and the proactive "Act on Services and Supports for the Self-Support of the Needy" was enforced in April 2015, from a viewpoint of establishment of the safety net providing multi-layered supports in citizens' daily lives in our country. Get PDFapplication/pdf論文(Article)This paper studies 3 major shifts in the calendar timing of season words in haiku poetry: the fallback shift that occurred when the Japanese government adopted the solar Gregorian calendar, the spring-forward effect when local authorities delay community events and activities, and the combined spring-forward shifts and fallback shifts on flora and weather caused by global warming. All 3 shifts of approximately one-month in duration were manmade. Seasonal change is already on the horizon.
