    Get PDF

The Sindangheula Dam, whichwas built in 2015, is located in Pabuaran District, Serang Regency, was inaugurated in March 2021 by thePresident of the Republic of Indonesia Joko Widodo, this dam has the benefit of providing water for SerangRegency/City and Cilegon City, providing supply needs to the Cibanten Irrigation Area, controlling floods, water storage, recreational facilities and water tourism destinations, as well as the potential for generatingelectrical energy. Meanwhile, the construction of the Karian dam is an effort to fulfill raw water needs andagricultural needs such as providing water for irrigation. The government hopes that the construction ofthe dam can fulfill its main objective as a supplier of water needs in the Banten region and its surroundings.Apart from meeting raw water and irrigation needs, the construction of the Karian Dam also has severalpurposes, namely to deal with flooding problems, as a water tourism destination and the potential forgenerating electrical energy. One of the keys to the success of the construction of the two dams is theimplementation of collaborative governance (An-sell and Gash, 2007) as a more holistic and participatoryapproach, involving various stakeholders in the decision-making process, as well as creating a moretransparent and accountable ecosystem. Through the use of a qualitative approach, the author matchessocial phenomena with applicable theories, and with descriptive methods the author aims to describe andinterpret the research object according to what it is. This project was initiated in October 2015 with aninvestment of Rp 1,07 trillion and was implemented by Daelim Industrial Co, LTD-PT. Wijaya Karya(Persero)-PT. Waskita Karya (Persero) Joint Operation. The project involved the participation of theIndonesian Div. Rempoah Village has integrated two significant initiatives. The implementation of the Climate VillageProgram (ProKlim) constituted the initial phase, which was followed by the development of a tourismvillage based on environmental education. The objective of the study was to examine the actor networksthat were formed and that played a role in the implementation of these two initiatives in Rempoah Village. The network of actors who play a role in Rempoah Village was analyzed using Actor Network Theory (ANT)as the analytical framework. This theory underscores the notion that a continuous process of changeoccurs among actors. The roles and relationships between actors are among the key determinants ofsuccess in achieving a goal. This study offers valuable insights into the role and process of actor networkformation in the context of the Rempoah Village case study, specifically in relation to the implementationof the two initiatives. The author employs a qualitative research approach, utilising both primary andsecondary data sources. The findings indicate that a network of actors has emerged in Rempoah Villagethrough a process of interaction, characterised by translations and intermediaries between actors whoplay a role in each other's activities

    Get PDF
This study examines the collaborative governance between the Indonesian Government and AcceptInternational (AI) in implementing deradicalisation programs for terrorism inmates at NusakambanganCorrectional Institutions. Using the Co-Governance and Multi-Stakeholder Governance frameworks, theresearch explores how state and non-state actors integrate resources, expertise, and capacities to addressradicalisation challenges. The study employs a qualitative method, utilising Grounded Theory to analyseprimary data collected through purposive sampling. Interviews were conducted with officials from PasirPutih Class IIA and Karanganyar Class IIA Correctional Institutions, alongside a review of supportingdocumentation. The findings highlight that effective collaboration is built on principled engagement, shared motivation, and capacity for joint action. AI, leveraging its innovative "Redefine, Prepare, Action"(RPA) model, complements Kemenkumham's legal and institutional frameworks, creating synergies inresource allocation and rehabilitation methods. Positive outcomes include enhanced correctional stafftraining, new deradicalisation approaches, and improved reintegration support for inmates. However, challenges such as limited AI visits, the absence of standardised deradicalisation procedures, fragmentedinstitutional capacities, and weak monitoring systems hinder program consistency and sustainability. Thestudy concludes that addressing these structural and operational limitations is critical for enhancing thelong-term impact of such collaborations. By integrating adaptive governance strategies, Indonesia canrefine its deradicalisation framework to align global best practices with local needs. This case offersvaluable insights into collaborative governance in counter-terrorism, serving as a model for similarinitiatives worldwide
