    A Study of Childcare Support Discourses in the Late 1990s - Focusing on the New Angel Plan -

    This study aims to elucidate the discursive construction of the concept of childcare support in the late 1990s by analyzing policy documents related to childcare and parenting. The notion of childcare support emerged around 1990 as a response to growing difficulties in raising children. Initially, the term was primarily associated with childcare services supporting dual-income households. However, over time, the concept evolved to encompass broader support for parenting in general. While policies up to the mid-1990s largely continued the dual-earner support framework established in the 1980s, increasing diversification in employment patterns and family structures necessitated an expansion of support beyond working parents. This shift reflects the sociopolitical imperative to reconceptualize child-rearing support in light of changing family dynamics.departmental bulletin pape

    An Empirical Study on the Educational Impact of Long-Term Study Abroad Visualization and Interpretation through a Mixed- Methods Analysis

    As globalization advances, study abroad is increasingly recognized as a valuable educational experience that fosters intercultural understanding, broadens students’ perspectives, and supports autonomous career development. This study focuses on students from Osaka International University who participated in long-term study abroad programs during the 2023 and 2024 academic years. Using the JAOS Study Abroad Assessment Test(Behavioral Trait Diagnosis), we quantitatively measured changes in four key competencies—communication skills, problem-solving ability, global mindset, and learning behavior in the host country—before and after the study abroad experience. In addition, qualitative data were collected through student reflections in post-return seminars, in which participants described behavioral changes and personal growth based on their assessment results. By combining quantitative outcomes with qualitative insights, this study illustrates how longterm study abroad contributes to students’ behavioral transformation and the development of career awareness. The findings provide evidence for the educational value of study abroad and offer implications for designing more effective support structures in higher education.departmental bulletin pape

    The Austrian Constitution, Bundes-Verfassungsgesetz(B-VG), classifies the self-governing administration in Austria into Gemeinden - the territorial selfgoverning administration(cities, towns and villages)and Kammern - the personal self-governing administration(the legal representatives of occupational interests, social insurance etc.).  The fundamental characteristics of the self-governing administration system are autonomy, the juridical person, the internal democracy of organization, and the control of the Bund(federal government)and Land(the state government).  The Selbstverwaltungkörper(the self-governing body)executes all or part of the public administration of the federal and state governments. For this reason, the autonomy of the self-governing administration is in contradiction to the parliamentary democracy and the public administration hierarchy.  This paper examines the relationship between ‘the democracy of the selfgoverning administration’ and ‘the parliamentary democracy of the federal and the state administration’.  Currently in Austria, the cooperative federalism of all three levels; the Bund(the federation), the Länder(the state)and the Gemeinden(municipalities)is under debate.     Challenges and Prospects of Entrepreneurship Education in Japan “Innovating Educational Environments for Cultivating Future-Driven Talent”

    This research note examines the current state and challenges of entrepreneurship education(EntreEd)at Japanese universities and proposes effective educational approaches tailored to the domestic context. EntreEd is crucial not only for nurturing business leaders but also for equipping students with problem-solving skills and innovative thinking necessary to address societal challenges. However, despite increasing awareness and policy support, several issues persist, including a shortage of specialized faculty, difficulties in industry-academia collaboration, and the lack of well-developed educational methodologies to encourage student-driven learning. A particularly critical issue in Japan is the cultural tendency to avoid risk and failure, which has led to an underemphasis on experiential learning and the integration of "failure" as a part of the learning process. This study highlights the importance of systematically incorporating failure into EntreEd and explores strategies to enhance entrepreneurship programs by providing realworld problem-solving opportunities, strengthening faculty training, and fostering stronger university-industry partnerships, drawing insights from domestic and international best practices. However, the findings of this study alone are insufficient to fully validate the effectiveness of embracing failure as a learning experience in Japan. Future research will focus on accumulating empirical evidence through project-based learning(PBL)and other practical approaches to clarify its impact on student learning and development. By furthering this line of inquiry, this study aims to contribute to the ongoing evolution of EntreEd and support the establishment of a more dynamic and resilient entrepreneurial learning environment in Japan.departmental bulletin pape

    A Re-examination of Contemporary Rumor Theories: The Limits and Ethical Issues of the Media/Message Dichotomy

    This paper reexamines the phenomenon of rumor not merely as unofficial or non-institutional information, but as a process in which “desirable narratives” acquire institutional functions. After identifying the limitations of classical rumor theories by Allport & Postman and Shibutani, the paper draws on theoretical perspectives from Kapferer, Morin, Baudrillard, Luhmann, and Williams to analyze how rumors can function as “institutions without institutions” that construct social reality. Furthermore, concepts such as “counterknowledge” and“ post-truth” are discussed to demonstrate how rumor-like discourse is institutionalized as a form of“ believable narrative” rather than verifiable information. Ultimately, this study reconsiders the classical media theory axiom “the medium is the message” in a paradoxical light, and argues that institutional legitimacy today is often constructed from the bottom up through the repetitive performance of trusted forms.departmental bulletin pape

    Influence of the Degree of Adult Manipulation of Puppets on How Young Children Treat Puppets in Play Situations

    Puppets are often used in pretend play and interaction with children. In these situations, adults manipulate the puppets and invite the children to play, or they respond to the childrenʼs reaction. The actions of the adult in this play situation enable the children to treat the puppets as agents. This study examined whether children changed how they treat the puppets depending on the degree of adult manipulation of the puppets. In this study, three situations were set up:(1)where the adult manipulates the puppet,(2)where the adult touched the puppet, and(3)where the adult did not touch the puppet but left it untouched. The results showed that 4-year-olds did not treat the puppet as an agent if the adult did not touch it. This suggests that the process of sharing how to treat the puppets with adult changes from 3 to 4 years of age.departmental bulletin pape

    The purpose of this study was to investigate satisfaction with university life and motivation for school life of university students amid the COVID-19 pandemic. A Satisfaction with University Life scale and a Motivation for School Life scale were completed by 129 university students(56 male, 73 female)enrolled at two different universities. The analysis design was a 2 × 2 two-way ANOVA. The independent variables were class format(face-to-face, online)and the progress of COVID-19(2020, first half of 2021). The dependent variables were a 6-factor Satisfaction with University Life scale and a 6-item Motivation for School Life scale. The results were as follows: ANOVA showed that students were more satisfied with their friendships in face-to-face classes than online classes in 2020, and even more satisfied in the first half of 2021 than in 2020. Furthermore, motivation to study in the first half of 2021 was lower than in 2020 in the faceto- face class format. Since the first half of the 2021 academic year, the number of easy online classes has drastically decreased and the number of tedious faceto- face classes has increased, which may have led to a decline in motivation to study.departmental bulletin pape

    A Research of Harassment in Athletic Club Activities : A Retrospective Survey of College Female Athletes

    A retrospective survey of 77 female athletes with experience of physical and sports club activities was conducted on their experiences of sexual harassment. The results showed that nearly 80% of the respondents had experienced physical aggression, psychological pressure, sexual aggression or sexual coercion.  We suggest that the reeducation of supervisors regarding harassment is urgently needed. One-way communication of prohibitions from the teacher's side is likely to create negative feelings in athletes. Therefore, it was inferred that sound management of club activities based on dialogue is essential.departmental bulletin pape
