Policy of air service liberalization in Kyrgyzstan : challenges of implementation and potential impacts
Get PDFAir service liberalization is a process of entering into air service agreements characterized by freer market access, minimal airline capacity regulation, and significantly reduced governmental controls on airline pricing. Many scholars have pointed out that air service liberalization policy improves air connectivity and air traffic growth, contributing to the country's integration into well-developed markets and greater economic development. Hence, air service liberalization has become extremely important for developing economies. Therefore, Kyrgyzstan, one of the low-income landlocked economies in CIS, has attempted to reform its international air transport by introducing some degree of air service liberalization. Through the analysis of Kyrgyzstan's case, this study examines to what extent the government has implemented the policy of air service liberalization. Moreover, the current work also identifies institutional constraints in the process of the policy implementation of the liberalization and simulates the potential impacts of the continuation of liberalization on Kyrgyzstan's air transport sector.doctoral thesi
A study on conceptual, policy and operational issues of deinstitutionalization in the convention on the rights of persons with disabilities
Get PDF本稿では，障害者権利条約の第19 条，一般的意見第5 号，脱施設化ガイドラインのアウトライン及びドラフト，各国の初回審査の分析を通して，障害者権利条約における1）脱施設化概念，2）脱施設化政策の内容，3）政策運用面の課題を明らかにした。この結果，1）脱施設化は非集合的生活様式を含めて自律性や地域社会への包摂を目指す概念であり，2）脱施設化政策には障害者差別の観点・当事者団体の参画・脱施設化計画の策定・第三者機関の関与・交差的アプローチ・意思決定支援の仕組み・本人/家族支援・パーソナルアシスタンスの選択肢の確立等があり，3）集合的生活様式の定義及び施設生活の継続という選択をめぐる課題等があることが明らかになった。The purpose of this paper is to clarify 1) the concept of deinstitutionalization, 2) deinstitutionalization policy, and 3) policy operational issues in the Convention on the Rights of Persons with Disabilities through the analysis of Article 19, General Comment No. 5, outline and draft of deinstitutionalization guidelines, and Concluding observations on the initial report.
The results showed that 1)the concept of deinstitutionalization aims for autonomy and inclusion in the community, including non-collective congregated settings, 2) there are perspectives of discrimination against persons with disabilities, participation of organizations concerned, formulation of deinstitutionalization plans, involvement of third-party organizations, intersectional approaches, decision-making support mechanisms, support for individuals and families, and establishment of personal assistance options, etc. and 3) there is the issue of defining what the congregated settings are and the choice of keeping living in the institution.論文(Article)departmental bulletin pape

Get PDF本稿は，2000年以降急進展を遂げたリカード貿易理論研究をリカードの「4つの魔法の数字」に象徴される2国2財の枠組みから脱却する営為と捉えて展望する。「4つの数字」の誤った解釈，「4つの数字」の部分のみに注目する狭い視野，需要供給価値説への転回，貿易前を想定する「事前的視点」といった棄却すべき対象を明らかにしたうえで,ミル父子によるリカード貿易理論改変が一般均衡理論の思考形式のひとつの起源となったことを論じる。The paper reviews the study of the Ricardian trade theory, which has made rapid progress since 2000, from a standpoint of criticizing the framework of two-country two-good symbolized by so-called Ricardo's 'four magical numbers.' A review of stochastic controls solving economic agent problems under uncertainty
Get PDF本稿は不確実性下における経済主体の諸問題を，問題の特徴に応じた確率制御問題として定式化し，それらの解法について概観する。解法の基本となる原理は，Bellmanによって導入された動的計画原理と呼ばれる原理である。本稿では，毎時制御を実施する絶対連続制御，制御を実施する時刻を求める最適停止，状態変数をある範囲内に収めるように制御を実施する特異確率制御・インパルス制御の4種類の確率制御問題について概観する。This paper formulates various economic agents' problems under uncertainty as stochastic control problems in accordance with the characteristics of the problems, and reviews their solutions. The basic principle underlying the solution method is a principle called the dynamic programming principle introduced by Bellman. Get PDF1966年のシニャフスキー＝ダニエル裁判に焦点を当てながら、本論ではロシア精神医学史を見ながらロシアにおける狂気の言説について考える。狂気の問題はガルシン『赤い花』やチェーホフ『第6病棟』で書かれ、ソ連の精神医学の政治利用はミシェル・フーコーなど西欧知識人の興味を惹き続けてきた。「狂気」と精神医学の関係は変化してきたものの、現代でもプッシー・ライオット事件の際の精神鑑定に政治利用は残っている。This paper deals with the discourse of madness in the history of Russian psychiatry, focusing on the Sinyavsky-Daniel Trial in 1966. Garshin's "A Red Flower"(1883) and Chekhov's "Ward No.6"(1892) touched upon the problem of madness. And political use of Soviet psychiatry has garnered attention from Michel Foucault and other Western intellectuals. According to Amada, the history of Soviet psychiatry is divided into three periods: period of psychiatrization (from the end of 18th century to 1930s), de-psychiatrization (1930s-1940s) and re-psychiatrization(from the post-war period to 1960s). Get PDF本記事が紹介するのは、児童教護施設である家庭学校(1899年創立)が戦前期に発行した『人道』復刊第103号(1941年12月)である。周知のように、同誌は児童教護のみならず日本における草創期から敗戦に至る社会事業の軌跡を伝える第一級資料である。『人道』は1983年に不二出版から復刻された。ただし復刻版では復刊第100号および同第103号が未発見のままとされていた。本記事は、その欠落分の一号を補うものである。This article introduces the 103rd number of Reissued Jindō［Humanity］ (December 1941), which was published in the pre-war period by Katei Gakkō［Home School］(founded in 1899), a juvenile correctional institution. As is well known, this historical document is a first-class record that tells not only the juvenile correction but also the trajectory of Social Work in Japan from its inception to the defeat of the war. Jindō was reprinted in 1983 by Fuji Shuppan. However, in the reprint, No.100 and 103 of Reissued were left undiscovered. This article fills in that missing piece.資料(Material)departmental bulletin pape
