Requirements for establishing a care management system in Shanghai, China : from the process of service utilization for the elderly
Get PDF本研究では，中国上海市において介護保険制度が試行されて以降，高齢者がどのようなプロセスで社区居宅養老サービスを利用しているかについて明らかにした。そのうえで，断片化したケアの諸事例を分析することを通して，既存の供給体制における課題を検討し，それらの課題に対応するケアマネジメント体制を構築するための要件を提示した。その結果，社区居宅養老サービス供給体制にケアマネジメント体制を導入し，アセスメント，サービスの調整，モニタリングという3つの機能の整備が必要であることが示された。それを踏まえ，中国上海市においてケアマネジメント体制を構築するための要件について，アセスメント機能を明確にしたうえで，コーディネートの場を中核としたサービスデリバリーシステムの枠組みを提示した。This study revealed the process by which the elderly utilize community-based elderly care services in Shanghai, China, since the introduction of the long-term care insurance system. Through analyzing the cases of fragmented care, the study considered the challenges in the existing supply system and presented requirements for establishing a care management system that addresses those challenges. As a result, it was shown that a care management system is necessary in the community-based elderly care service supply system, with three functions of assessment, service coordination, and monitoring needing to be established. Based on this, the study proposed a framework for a service delivery system centered on coordination, clearly defining the assessment function, as requirements for establishing a care management system in Shanghai, China.論文(Article)departmental bulletin pape
