Deliberative Mini-Publics and the European Green Deal in Turbulent Times: The Irish and French Climate Assemblies
Innovative forms of deliberative democracy are gaining traction in governing responses to climate change in Europe and beyond. Proponents of deliberative democracy have drawn attention to its particular suitability for shaping responses to environmental challenges. Citizen engagement and participation is also a prominent feature of the European Green Deal. This article considers the relationship between turbulence and deliberative democracy in the context of climate transitions, exploring when and how such democratic innovations are likely to generate turbulence in the governance of climate transitions. A framework is developed that focuses on three important sets of characteristics of deliberative mini-publics (DMPs): (a) the nature of their formal mandates and the ways in which climate change is framed as a policy problem; (b) the nature of participation and the degree to which the participants are empowered to shape the deliberative processes in which they participate; and (c) the degree to which DMPs are coupled with relevant policymaking processes. This framework is used to explore two recent and high-profile cases of a particular type of DMP: citizens’ assemblies in Ireland and France. The article contributes to the literatures on turbulent governance and deliberative democracy by reflecting on key dimensions of DMPs from the analytical perspective of turbulent governance
“You Can Make a Difference”: Teachers’ Agency in Addressing Social Differences in the Student Body
Teachers are key players in transforming the education system (van der Heijden et al., 2015). They shape educational processes, influence school policies, and make day‐to‐day decisions that have a direct effect on students (Vähäsantanen, 2015). Yet we currently know very little about whether they can contribute to the creation of social equality of opportunity. This article focuses by way of example on the experiences and interpretative schemes of teachers in Germany, as the country is known for its highly selective school system. It draws on data from an exploratory study based on 20 narrative interviews (Rosenthal, 2018) with schoolteachers at three comprehensive schools in East and West Germany, which were selected because comprehensive schools in Germany see themselves as a more equal‐opportunity form of education. The article begins by identifying four types of teacher action orientations in addressing the social differences of schoolchildren. Unexpectedly, only a few teachers exhibited a socially conscious inclination to act—for example, by providing targeted support to schoolchildren from socially disadvantaged households. In the second step, by comparing teacher biographies, school environments, and historical imprints, the article attempts to identify certain conditions under which teachers perceive themselves as responsible for addressing social differences among students. Beyond illustrating the interplay of biographical experiences and school culture, the study’s east–west contextualization opens up a new perspective for examining the lingering implications of the German half‐day schooling model even after the introduction of all‐day schooling in 2003. One possible conclusion is that the transformation of the German school system from a half‐day to an all‐day model has not taken the tasks of teachers into account, which, as this article points out, would be important in making them aware of schoolchildren’s different social backgrounds and their effects on achievement
Inclusive Universities in a Globalized World
This thematic issue of Social Inclusion focuses on universities as inclusive organisations in a variety of different countries and higher education (HE) systems. It explores how these institutions aim, succeed or fail to become inclusive organisations, what policies and processes help achieve these goals and how academics and students can become agents of change through inclusive teaching and research cultures. The contributions in this thematic issue point to the multi‐level as well as multi‐faceted challenges and characteristics of inclusion in HE in general and in universities in particular, based on both student and academic points of view. They offer innovative conceptual ways of thinking as well as measuring inclusion. Further, they point out the importance of context in understanding the challenges of achieving equality and inclusion in universities through country‐specific as well as cross‐country comparisons of various aspects of diversity and inclusivity. We hope this thematic issue will inspire theoretical thinking, support practitioners and encourage policy‐making about more responsible ways of defining and fostering inclusive universities in a globalised world
The Inclusiveness of Social Rights: The Case of Leave Policies
This thematic issue aims to deepen the theoretical as well as empirical knowledge on the inclusiveness of social rights, focussing on the revelatory case of parenting‐related leave policies. This editorial defines (leave) inclusiveness and discusses extant research on varying entitlements and eligibility criteria in the field of parenting leaves. It summarises the conceptual, methodological, and empirical contributions made by the articles in the thematic issue and closes with a research outlook
Innovations and Development in Urban Planning Scholarship and Research
Urban planning is characterized by involving a wide range of experts from a variety of fields. Therefore, planning research draws upon each of these fields in how it interprets an examines the natural and built environment as elements of human settlement activities. As a small professional and academic discipline incorporating aspects of design, policy, law, social sciences, and engineering, it is understandable that research outcomes are published in a broad range of academic outlets. It is useful for us to reflect on our research intentions, processes, and outcomes, which is also referred to as ‘research about research,’ with a focus on the scholarly products of urban planning academics. We can do this by examining our methodologies, subdomains, application of research to practice, research impact, and bibliometrics. The purpose of reflecting on our research helps us better understand research processes and the resulting body of urban planning research and scholarship as a whole
Design in Planning: Reintegration through Shifting Values
Design is increasingly entering planning beyond the subfield of urban design. At a larger scale, designers are moving into the social sciences to apply design skills at intersections with the social sciences. This article offers an overview of research and practice at the forefront of both interpreting design fields and understanding their growing importance within planning. This transcends examinations of urban design to incorporate the potential of design more broadly in planning, with particular emphasis on community development and engagement. The article does this through a case study of an existing design-based nonprofit (bcWORKSHOP) which leverages techniques across design and planning to generate new forms of community planning practice in the State of Texas. Ultimately, this case study begins to ask whether planning can fully address a number of issues (like social/racial justice and climate change) without understanding these issues from both design and planning perspectives simultaneously. It also emphasizes the importance of training planners to both envision and build alternate possible worlds, a skillset fundamental to design that could reshape planning education and practice
SDG Implementation through Technology? Governing Food-Water-Technology Nexus Challenges in Urban Agriculture
The 2030 Agenda for Sustainable Development emphasizes the importance of technology as a pillar for the implementation of the Sustainable Development Goals (SDGs). Technology innovation promises benefits especially for the implementation of SDG 2 to end hunger, achieve food security and improved nutrition, and promote sustainable agriculture. Contributing to current debates on SDG implementation, technology innovation, and cross-sectoral governance, we argue that technology innovation carries both the potential to contribute to global goal implementation and the risk of posing new governance challenges. Applying a food-water-technology nexus (FWTN) perspective, we conduct a case study on an emerging technology in urban agricultural production in Germany. The technology connects the wastewater treatment system and the agricultural production system and projects the transformation of a conventional sewage treatment plant into a ‘NEWtrient®-Center,’ which draws the essential resources for urban hydroponic plant cultivation from municipal wastewater. Building on qualitative and participatory research methods, the study provides deeper insights into the governance implications of FWTN issues stemming from the emerging technology. The analysis shows that this technology has the potential to facilitate SDG implementation, but simultaneously fuels new sector interlinkages between water and food and policy demands that substantiate the need for more integrated policymaking to ensure the smart use of technology to reach the SDGs
From Dark to Light: The Many Shades of Sharing Misinformation Online
Research typically presumes that people believe misinformation and propagate it through their social networks. Yet, a wide range of motivations for sharing misinformation might impact its spread, as well as people’s belief of it. By examining research on motivations for sharing news information generally, and misinformation specifically, we derive a range of motivations that broaden current understandings of the sharing of misinformation to include factors that may to some extent mitigate the presumed dangers of misinformation for society. To illustrate the utility of our viewpoint we report data from a preliminary study of people’s dis/belief reactions to misinformation shared on social media using natural language processing. Analyses of over 2,5 million comments demonstrate that misinformation on social media is often disbelieved. These insights are leveraged to propose directions for future research that incorporate a more inclusive understanding of the various motivations and strategies for sharing misinformation socially in large-scale online networks
Assassins, Gods, and Androids: How Narratives and Game Mechanics Shape Eudaimonic Game Experiences
Emerging research has suggested that digital games can generate entertainment experiences beyond hedonic enjoyment towards eudaimonic experiences: Being emotionally moved, stimulated to reflect on one’s self or a sense of elevation. Studies in this area have mainly focused on individual game characteristics that elicit singular and static eudaimonic game moments. However, such a focus neglects the interplay of multiple game aspects as well as the dynamic nature of eudaimonic experiences. The current study takes a novel approach to eudaimonic game research by conducting a qualitative game analysis of three games (Assassin’s Creed Odyssey, Detroit: Become Human, and God of War) and taking systematic notes on game experiences shortly after playing. Results reveal that emotionally moving, reflective, and elevating eudaimonic experiences were elicited when gameplay notes suggested a strong involvement with the game’s narrative and characters (i.e., narrative engagement) and, in some cases, narrative-impacting choices. These key aspects, in turn, are enhanced by clean player interfaces, graphically realistic characters, close camera perspectives, tone-appropriate soundtrack scores, and both narrative-enhancing (e.g., God of War’s health mechanic) and choice-enhancing mechanics (e.g., Detroit: Become Human’s flowchart). Eudaimonic experiences were also found to evolve throughout the game, with more powerful experiences occurring near the end of the game and some narrative themes fueling the eudaimonic flow of experiences throughout the overall game narrative. This study adds to academic research studying digital games by suggesting an innovative methodological approach that provides a detailed, integrative, and dynamic perspective on eudaimonic game experiences
Post-Brexit Leadership in European Finance
Brexit has far-reaching consequences for Europe and the European single market for financial transactions. In particular in this field, the UK has had a strong influence in drafting European policies and legislation as the City of London has acted as the financial hub in Europe for several decades. As a result, the UK has spearheaded the call for more market friendly legislation with the support of some other EU member states. This went against the wishes of several other EU member states, where a stronger rule-based approach to financial markets was strongly preferred, in particular after the financial crisis clearly demonstrated weaknesses in the macroeconomic oversight of European financial markets. With the UK leaving, the call for more stringent legislation will gain momentum as the political leadership among the remaining 27 EU member states will shift and might be looking to curtail the long-standing dominant position of the UK in the field of financial industries. In this light, several leaders of EU27 member states have already voiced their support for their nations’ financial hub to become the next City of London. This would lead to a substantial change in leadership in European finance post-Brexit. This contribution assesses the impact of Brexit on the changes in political leadership on the governance of European financial markets, as they might ultimately be reflected in the institutional outcomes and policies
