Agencies’ Reputational Game in an Evolving Environment: Europol and the European Parliament
With European Union agencies becoming increasingly significant actors in European governance, further research is needed to understand how they interact with their environment. Applying the ‘reputation’ literature to Europol, this article examines in greater detail how agencies behave with their ‘informal’ audiences in comparison with the formal ones. It demonstrates that agencies are deeply invested in the shaping of their reputation, including towards their informal audiences especially if the latter represent ‘reputational threats.’ Based on a quantitative analysis of activity reports and on a qualitative study of the face-to-face engagements of Europol with the European Parliament over time, this research sheds light on the complementary communicative strategies agencies can use to (re)present themselves depending on the dimension of their reputation at stake
Coping With Turbulence: EU Negotiations on the 2030 and 2050 Climate Targets
This article analyses European Union (EU) negotiations on the European Climate Law and the 2030 Climate Target Plan in the aftermath of the Covid-19 pandemic. Adopting Ansell and Trondal’s (2018) conceptualisation of turbulence, it argues that the pandemic intensified the environmental turbulence within which European policy makers had been operating following Brexit, the rule of law dispute with Poland and Hungary, and the election of Donald Trump as president of the United States. Organisational turbulence within EU institutions also affected the negotiations, particularly due to the reliance of Commission President Ursula von der Leyen on the political support of East-Central European governments that are sceptical of ambitious climate action. Moreover, the Commission, the European Council and the Parliament have taken different positions on the 2030 climate target and on the governance to pursue subsequent targets. Turbulence of scale—reflecting the nature of the EU as a multi-level actor—became relevant too, as the EU found it difficult to agree on its 2030 climate target due to disputes between member states and European institutions. European decision makers responded to turbulence through major policy initiatives, such as the EU Recovery Plan, the Green Deal agenda, and making funds conditional to the respect of the rule of law. They also pursued intra-EU compromises that accommodated different positions—for instance, on the Climate Law. Nonetheless, turbulence continues to pose a formidable challenge to the progress of the EU’s climate agenda
Demographic Disparities Using Ranked-Choice Voting? Ranking Difficulty, Under-Voting, and the 2020 Democratic Primary
Ranked choice voting (RCV) has become increasingly popular in recent years, as more jurisdictions in the US adopt the voting system for local, state, and federal elections. Though previous studies have found potential benefits of RCV, some evidence suggests ranking multiple candidates instead of choosing one most preferred candidate may be difficult, with potential demographic disparities linked to age, gender, or racial or ethnic identity. Further, these difficulties have been assumed to cause individuals to improperly fill out RCV ballots, such as ranking too many or not enough candidates. This study seeks to answer three interrelated questions: 1) Which demographic groups find it difficult to rank candidates in RCV elections? 2) Who is more likely to cast under-voted ballots (not ranking all candidates)? 3) Is there a relationship between finding RCV voting difficult and the likelihood of casting an under-voted ballot? Using unique national survey data of 2020 Democratic primary candidate preferences, the results indicate most respondents find ranking candidates easy, but older, less interested, and more ideologically conservative individuals find it more difficult. In a hypothetical ranking of primary candidates, 12% of respondents under-voted (did not rank all options). Despite their perceived increased difficulty, older individuals were less likely to under-vote their ballot. No other demographic groups consistently experienced systematic differences in ranking difficulty or under-voting across a series of model specifications. These findings support previous evidence of older voters having increased difficulty, but challenge research assuming difficulty leads to under-voting, and that racial and ethnic groups are disadvantaged by RCV
The Segmentation of the Academic Labour Market and Gender, Field, and Institutional Inequalities
Using data from a 2017 survey of Czech academics this article examines the casualisation of working conditions in the Czech academic labour market (ALM) and explores gender, sectoral, and institutional inequalities through the lens of the theory of labour market segmentation. A hierarchical cluster analysis reveals three segments in the Czech ALM: core (40%), periphery (28%), and semi‐periphery (32%), which roughly align with work positions in the early, middle, and senior stages of an academic career. In the semi‐periphery gender is found to be a key factor in in determining working conditions, while in the periphery working conditions are most affected by the type of institution. In the core, gender differences are mainly reflected in the gender wage gap. The effects of casualisation on working conditions are found to be more pronounced in STEM fields than in the social sciences and humanities across the ALM, but wages are generally higher in STEM fields
Behavioural Aspects of Office Space Structures in the City: The Case of Warsaw’s Business Districts
Agglomeration and urbanisation externalities accelerate the concentration of commercial activities in the urban space and the creation of business districts. As a result, besides the usual central business district (CBD), large cities also have more recent, peripheral, and specialised secondary business districts (SBDs). There is little substantial research on the formation of SBDs in rapidly globalising, semi-peripheral locations, especially in post-socialist metropolises of Central and Eastern Europe. This includes Warsaw, Poland, which is being transformed into an emerging global metropolis. The article aims to determine the differences between the CBD and the SBD in Warsaw in terms of their attractiveness to companies and employees and the spatial behaviours of employees, especially in terms of transport and shopping. The research hypotheses indicate the differences between the two districts in terms of the type of agglomeration economies, transport accessibility, and components of the competitive advantage, as well as the characteristics of companies in those districts. The data are from a survey conducted in 2017–2018 among companies and their employees in both business districts, and they are analysed using basic statistical techniques and discriminatory analysis. The results confirmed there are significant differences between the two Warsaw business areas, mainly in terms of their transport accessibility and urbanisation externalities. In terms of transport, there is a greater role for public transport and rail in the CBD and for motorway and airport proximity in the SBD. Urbanisation externalities are significantly diminished by the traffic congestion in the SBD. The study also revealed that the development of commercial areas in Warsaw—a post-socialist city with a neoliberal model of spatial planning—follows only in some aspects the spatial patterns of business areas in other Western European metropolises
Smart Urban Governance for Climate Change Adaptation
Climate change will affect the way cities work substantially. Flooding and urban heating are among the most tangible consequences in cities around the globe. Extreme hydro-meteorological events will likely increase in the future due to climate change. Making cities climate-resilient is therefore an urgent challenge to sustain urban living. To adapt cities to the consequences of climate change, new ideas and concepts need to be adopted. This oftentimes requires action from different stakeholder groups and citizens. In other words, climate adaptation of cities needs governance. Facilitating such urban governance for climate adaptation is thus a big and increasing challenge of urban planning. Smart tools and its embedding in smart urban governance is promising to help in this respect. To what extent can the use of digital knowledge technologies in a collaborative planning setting be instrumental in facilitating climate adaptation? This question entails visualising effects of climate adaptation interventions and facilitating dialogue between governments, businesses such as engineering companies, and citizens. The aim of this thematic issue is to explore how the application of technologies in urban planning, embedded in smart urban governance, can contribute to provide climate change adaptation. We understand smart urban governance in this context both in terms of disclosing technical expert information to the wider public, and in terms of supporting with the help of technologies the wider governance debates between the stakeholders involved. The contributions reflect this dual focus on socio-technical innovations and planning support, and therefore include various dimensions, from modelling and interacting to new modes of urban governance and political dimensions of using technologies in climate change adaptation in urban areas
Agent-Based Simulation of Long-Distance Travel: Strategies to Reduce CO2 Emissions from Passenger Aviation
Every sector needs to minimize GHG emissions to limit climate change. Emissions from transport, however, have remained mostly unchanged over the past thirty years. In particular, air travel for short-haul flights is a significant contributor to transport emissions. This article identifies factors that influence the demand for domestic air travel. An agent-based model was implemented for domestic travel in Germany to test policies that could be implemented to reduce air travel and CO2 emissions. The agent-based long-distance travel demand model is composed of trip generation, destination choice, mode choice and CO2 emission modules. The travel demand model was estimated and calibrated with the German Household Travel Survey, including socio-demographic characteristics and area type. Long-distance trips were differentiated by trip type (daytrip, overnight trip), trip purpose (business, leisure, private) and mode (auto, air, long-distance rail and long-distance bus). Emission factors by mode were used to calculate CO2 emissions. Potential strategies and policies to reduce air travel demand and its CO2 emissions are tested using this model. An increase in airfares reduced the number of air trips and reduced transport emissions. Even stronger effects were found with a policy that restricts air travel to trips that are longer than a certain threshold distance. While such policies might be difficult to implement politically, restricting air travel has the potential to reduce total CO2 emissions from transport by 7.5%
Berlin’s Manifold Strategies Towards Commercial and Industrial Spaces: The Different Cases of Zukunftsorte
Despite being the third largest industrial agglomeration in the world before World War II, Berlin was faced with an economic void after the partition and reunification of the city with many abandoned and alienated commercial and industrial spaces in a compact urban fabric. What has happened with this commercial and industrial heritage over the last 30 years? The main rationale behind this article is to show how Berlin planned and developed some of these spaces through the Zukunftsorte strategy by preserving its historical sites and modernizing its commercial and industrial base. As part of this undertaking, the article combines insights from urban planning and regional innovation studies. Methodologically, a two-step approach is applied: First, the article conducts an analysis of fundamental planning frameworks and technology/innovation policy trajectories with regard to commercial and industrial spaces; second, a multiple-case study analysis of selected Zukunftsorte (Adlershof, Marzahn, Schöneberg, Siemensstadt) is carried out to test whether and to what extent those spaces are supported by planning frameworks and exhibit components of what we coined territorial ecosystem models. The data compiled stems from 15 years of work engaging in various planning and policy steering committees, individual or joint research projects, personal interviews with relevant stakeholders, and regular field observations. The findings suggest that Berlin’s strategies towards commercial and industrial spaces need to integrate highly contextual approaches since size, progress, operation, means, and timelines of Zukunftsorte vary substantially. Whereas Adlershof is a well-functioning network of business, academia, planners, and policymakers with preliminary attempts to embed those stakeholders in residential neighborhoods and the European Energy Forum in Schöneberg—which can be described as a miniature living lab of Adlershof—the other investigated Zukunftsorte do not yet deserve to carry this name
‘Notorious Schools’ in ‘Notorious Places’? Exploring the Connectedness of Urban and Educational Segregation
While the statistical link between residential and school segregation is well-demonstrated, in-depth knowledge of the processes or mediating mechanisms which affect the interconnectedness of the two phenomena is still limited. By focusing on well-functioning schools in disadvantaged neighbourhoods, our article seeks to scrutinise whether reputation can be one of the key mediators of the connection between residential and school segregation. Our study combines qualitative ethnographic interviews from four (pre-)primary schools with quantitative segregation measures in four urban neighbourhoods in the Finnish capital city of Helsinki to understand the connections between lived experiences and socio-spatial segregation. The results show that there appears to be a clear link between neighbourhood and school reputation, as schools in disadvantaged neighbourhoods are strongly viewed through the perceptions attached to the place. Despite the case schools’ excellent institutional quality and high overall performance in educational outcomes, there is a consistent pattern of the schools struggling with negative views about the neighbourhoods, which seep into the schools’ reputation. Since school reputation is one of the central drivers of school choices and is also linked to residential choices, the close connection between neighbourhood and school reputation may feed into vicious circles of segregation operating through schools. The results highlight the need for integrated urban policies that are sensitive to issues concerning school reputation and support the confidence and identity of pupils, reaching beyond simply ensuring the institutional quality of schools
Public Engagement in Climate Communication on China’s Weibo: Network Structure and Information Flows
This article provides an empirical study of public engagement with climate change discourse in China by analysing how Chinese publics participate in the public discussion around two Intergovernmental Panel on Climate Change reports and how individual users interact with state and elite actors on the pre-eminent Chinese microblogging platform Weibo. Using social network analysis methods and a temporal comparison, we examine the structure of climate communication networks, the direction of information flows among multiple types of Weibo users, and the changes in information diffusion patterns between the pre- and post-Paris periods. Our results show there is an increasing yet constrained form of public engagement in climate communication on Weibo alongside China’s pro-environmental transition in recent years. We find an expansion of public engagement as shown by individual users’ increasing influence in communication networks and the diversification of frames associated with climate change discourse. However, we also find three restrictive interaction tendencies that limit Weibo’s potential to facilitate multi-directional communication and open public deliberation of climate change, including the decline of mutually balanced dialogic interactions, the lack of bottom-up information flows, and the reinforcement of homophily tendencies amongst eco-insiders and governmental users. These findings highlight the coexistence of both opportunities and constraints of Weibo being a venue for public engagement with climate communication and as a forum for a new climate politics and citizen participation in China
