The Role of Education in Human Development in Iraq for the Period 1980-2012
No full text تهدف التنمية البشرية الى توسيع الخيارات امام الناس من خلال تحسين المستوى الصحي ومستوى التعليم وزيادة مستوى الدخل ، اي الارتقاء بالتنمية الاقتصادية والاجتماعية على حد سواء, بكلمة اخرى تهدف التنمية البشرية الى رفع متوسط العمر وهذا يتطلب النهوض بالجانب الصحي., ورفع مستوى المعرفة وهذا يتطلب النهوض بالجانب التعليمي بكل انواعه.,ورفع المستوى المعاشي وهذا يتطلب النهوض بالجانب الاقتصادي من خلال توفير فرص العمل اللازمة والنهوض بالأنشطة الاقتصادية.
تعد دراسة العلاقة بين التعليم والتنمية البشرية على جانب كبير من الأهمية كوسيلة لمعرفة أثر التعليم على التنمية البشرية بمحاورها الثلاث اذ يرتبط ارتباطا وثيقًا بالدخل، فهو يعتمد على مستواه ودرجة نموه، وان نشر التعليم من خلال التوسع في المراحل المختلفة للتعليم يعني ضرورة توفير الأموال (التكاليف)، ويعتبر الدخل مصدرها. كما ان نمو الدخل بصورة مستقرة لا يتحقق إلا من خلال ارتفاع مستوى التعليم ومخرجاته. ويتحقق الأثر المباشر للتعليم في النمو الاقتصادي من خلال تحسين المهارات والقدرات الإنتاجية للقوى العاملة.
يسعى البحث تحقيق مجموعة من الأهداف أهمها :
التعريف بالتنمية البشرية وعناصرها الأساسية .وتسليط الضوء على التنمية البشرية في العراق وتتبع مسار تطورها. ومعرفة دور التعليم في التاثير على التنمية البشرية من خلال التغيرات الحاصلة في التعليم واثر ذلك على ارتفاع او انخفاض دليل التنمية البشرية خلال مدة البحث .
توصل البحث الى جملة نتائج اهمها الاثر المهم لمؤشر التعليم على مستوى التنمية البشرية متمثلا بدليل التنمية البشرية ،فبينما كان العراق يتمتع بنظام تعليمي جيد في الثمانينيات والتسعينيات , اذ بلغت قيمة مؤشر التعليم (0,890) لسنة (1990) مما جعل مؤشر التنمية البشرية في العراق في اعلى مستوياته وبلغت قيمة دليل التنمية البشرية (0,759) في اول تقرير صادر من قبل الامم المتحدة في سنة (1990) , وعندما انخفض مؤشر التعليم واصبح (0,721) اثر ذلك سلباً على قيمة دليل التنمية البشرية في العراق اذ بلغت (0,595 ) في سنة 2011 ,
مع العلم ان هناك تحسن ملحوظ في المستوى الصحي ومتوسط نصيب الفرد من الناتج المحلي في العراق , وهذا يوضح الدور الكبير للتعليم في عملية التنمية البشرية .
Human Development aims to enlarge choices in front of people by improving the level of health, education, and income; this means that this process will upgrade both the economic and social development.In other words, human development aimes to raise the average of age and this requires the advancement of the health aspect, raise the level of knowledge and this requires the advancement of the educational aspect of all kinds., and raise the standard of living, and this requires the advancement of the economic aspect by providing the necessary jobs and promote economic activities.
The study focus on the relationship between education and human development which has great importance as a mean to determine the impact of education on human development. The research seeks to achieve a set of objectives, including:
Review the concept of human development and its basic elements, shed light on the reality of development in Iraq and follow the path of its development, and find out the role of education in influencing human development through the changes taking place in it and its impact on increase or decrease human development index during the period of the research.
The research found set of results, the most important were the important effect of the education index on the level of human development index represented by HDI. Iraq had a good educational system in the eighties and nineties, reaching good education index value for the year (1990) which was (0.890), making the human development index in Iraq in the highest level and the value of the Human Development Index (0.759) in the first report issued by the United Nations in the year (1990). when the education index fall back there was negatively impact on the value of human development index in Iraq Directory, so when the education index value became (0.721) , the value of the Human Development Index was (0.590) in the year 2011 . This means that the value of the human development index decrease in recent years, although of improvement in the level of health, and the average per capita GDP in Iraq, and this illustrates the significant role of education on the human development process

No full textهذا البحث الموسوم بــــــ(دور مرفيم النحوي لإنشاء الكلمة والمصطلحات في اللغة الكردية) ألقى الضوء على المجال البنيوي للكلمات الكردية من حيث التركيب، رغم المقدمة وأهم النتائج الحاصلة عليه من خلال هذا البحث، يتكون من ثلاث فصول: الفصل الاول تحت عنوان مفهوم المورفيم والمورفولوجيا في علم اللغة، و يتحدث هذا الفصل عن مكونات الكلمة وجميع المورفيمات النحوية بشكل نظري مع وجود الأمثلة للكلمات اللغة الكردية، و في الفصل الثاني بُرز دور وتأثير المورفيمات النحوية لبناء الكلمات الكردية أستعانة بالعلوم الأحصاء لأثبات وجوده و بناء الكلمة في اللغة الكردية، وفي الفصل الثالث أيضا تحدثنا عن دور هذه المورفيمات أي النحوية لبناء المصطلحات مع الإعانة بعلم الأحصاء أيضاً، لأثبات دوره و تأثيره في المصطلح الكردي.This research is named ((The role of grammatical morpheme to build up word and terms in the Kurdish language)) highlighted the structural area of Kurdish words and terms of the structure, although the foreground and the most important results occurring him through this research, consists of three chapters: The first chapter under the concept of morpheme and morphology in linguistics address, and speaks of this chapter for the word components and all grammatical morphemes in theory with examples of the words in the Kurdish language, and in the second chapter emerged as the role and influence of morphemes grammatical construction of the Kurdish words hire science of statistics to prove its existence and build a word in the Kurdish language, and in the third chapter also analyzed the role of these morphemes any grammatical terminology for the construction of the subsidy with the knowledge of statistics as well, to demonstrate its role and influence in the Kurdish term
Rule of restriction of the court to the limits of criminal proceedings
No full text يقصد بقاعدة تقييد المحكمة بحدود الدعوى الجزائية إنحصار سلطة المحكمة بالحدود العينية والشخصية للدعوى الجزائية ، ويكمن الأساس السليم لها في نظرية حياد القاضي والتي يستلزم عليه أن ينظر الى الدعوى نظرة محايدة مستمدة من الإيمان بإفتراض براءة المتهم ، ولا يتعارض مع الإلتزام بها تغيير الوصف القانوني للواقعة الى الوصف الذي تراه المحكمة صحيحا وكذلك قيام المحكمة بتعديل التهمة لأنه في هاتين الحالتين لا تقوم المحكمة بإسناد واقعة أخرى الى الجريمة المسندة الى المتهم بل تحاكمه عن نفس الواقعة ولكن بوصف ترى المحكمة أنه أكثر إنطباقاً على الواقعة وماتوصلت اليه التحقيقات القضائية أو المحاكمة .
أما في حالة الحكم على المتهم مباشرة بسبب إرتكابه في قاعة المحاكمة جنحة أو مخالفة
وأقامت الدعوى عليه في الحال وحكمت عليه فقد تكون المحكمة تجاوزت نسبياً الحدود الموضوعية للدعوى الجزائية .
وإن النص على الحدود الشخصية للدعوى الجزائية فقط دون الحدود الموضوعية في قانون أصول المحاكمات الجزائية العراقي يعد نقصا تشريعيا يستلزم تدراكه وإن تلافى القضاء ذلك في أحكامه .The principle of restrict the court within the criminal lawsuit limits, means restricting the power of the court by the personal limits of the criminal case. A sound foundation of this principle lies in the impartiality of the judge, which requires him to look into the case from the perspective of impartiality derived from the presumption of the judge that the defendant is innocent originally. It is not conflicted with the commitment to this principle, if there is any change in the legal description for the fact of the case, or in case of modifying the charge by the court, which seem to be more compatible. Because in both mentioned situations, the court does not bring any additional fact to the accused person. That means the court will prosecute the defendant through the same case but under another description, which consistent more with the fact of the case, as a result of judicial investigations or trial.
Notably, in case of convicting the defendant immediately due to committing a misdemeanor or infraction in the court room, the court may relatively exceed the objective limits of the criminal lawsuit. Moreover, the stipulation on the personal limits for the criminal lawsuit only, without objective limits in the Iraqi Criminal Procedure Code, is considered as a lack point in this legislation which must be realized and avoided by the court

No full textتكتسب تحويلات العاملين أهمية متزايدة لمصر باعتبارها إحدى أهم الدول المصدرة للعمالة ، و أنها تأتي ضمن الدول الرائدة على مستوى العالم من حيث حجم التحويلات المتلقية، أي أنها ضمن الدول الأوائل على مستوى العالم من حيث حجم التحويلات . حيث إحتلت تدفقات تحويلات العاملين المركز الثاني من بين جميع مصادر تدفقات النقد الأجنبي بعد الصادرات السلعية ومتقدمة على ايرادات السياحة وقناة السويس و الأستثمار الأجنبي المباشر و المساعدات الرسمية خلال مدة البحث .
إن النسبة الأكبر من تحويلات العاملين في مصر تستخدم في تغطية التكاليف المعيشية اليومية مما يعكس مؤشراً سلبياً بالنسبة للعملية التنموية في مصر وذلك قد يكون بسبب ضعف وتخلف البيئة الأستثمارية في مصر .

الأجل في القطاعات السلعية المنتجة ،والمستوعبة للأيدي العاملة . بالأضافة الى ذلك فإن الحكومة المصرية لم تتمكن من وضع الخطط الكفيلة بتقليص حجم التحويلات المرسلة الى مصر عبر القنوات غير الرسمية والتي تشكل حوالي نصف حجم تحويلات العاملين المرسلة حسب تقديرات المنظمات الدولية الرسمية . مما تضيع على الحكومة التحكم والسيطرة على سوق النقد الأجنبي ، وتخلق بالتالي سوق موازية في هذا المجال تنافس السوق الرسمي وتضعف بالتالي دور السياسات النقدية في التحكم بالنقد الأجنبي وسعر صرف الجنيه المصري .workers' remittances is gaining increasing importance to Egypt as one of the most important labor-exporting countries in the world. That comes as part of the leading countries in the world in terms of the size of the recipient transfers, and they are in the top ten countries in the world in terms of the volume of remittances. Where workers' remittances inflows occupied second place among all sources of foreign exchange after commodity flows and advanced on tourism revenues and Suez Canal and foreign direct investment and official aid during the period of search . The highest percentage of workers ' remittances in Egypt used to cover daily living costs reflecting a negative indicator for the development process in Egypt and this may be due to poor and underdeveloped investment environment in Egypt
The workers' remittances are different from the rest of its stability relative financial flows and the trends adverse to the business cycle in the economies of countries receiving them. Towards a Framework for Supporting Unconditionally Secure Authentication Services within E-Government Infrastructures
No full textIt has been noticed by many researchers that the speed of ICT advancement in developing, deploying, and using e-government infrastructures is much faster than the development and deployment of security services. Therefore, government organizations are still suffering from the existence and emerging of security risks. One important category of cryptographic primitives that needs to be considered in this respect is the unconditionally secure message authentication codes (or A-codes). These A-codes are cryptographically approached based on information theory. They offer unconditional security, i.e., security independent of the computing power of an adversary. For many years, it was widely thought that A-codes were impractical for real applications. However, in recent years, many A-codes have been developed which are extremely efficient in terms of computations and key requirements.
The aim of this work is to show the importance and validation of including unconditionally secure authentication services within e-government infrastructures. We believe that all main e-government services can get benefit from that in a way or another. This includes Government to Citizen (G2C), Government to Business (G2B), Government to Government (G2G), and Government to Constituents (E-Democracy) services. The work highlights the basic requirements for a general framework that facilitates the inclusion of such authentication services within the security infrastructure of e-government

No full textThe study aimed to determine the role of strategic leadership components in achieving the quality of higher education dimensions in private universities in the Kurdistan region of Iraq, the field side has been developed a model that based on a set of assumptions to teste field study which includes (4) private universities as population of research, and the questionnaire was a key for data collection, and were answered by (79) of administrative leadership in universities population. statistical tools have been used to analyze the nature of the correlation between the variables of the study, as well as analysis of simple linear regression to determine the nature of the impact between the variables of the study, and the study found a significant positive correlation relationship between the strategic entrepreneurship and the quality of higher education in the study population, and there are significant effect of strategic entrepreneurship in achieving the dimensions of the quality of higher education in the study population, the study made a number of proposals concerning universities study population and how to raise the standards of quality of higher education to benefit from the synrgy of the strategic entrepreneurship.

No full textشكل تغير نظام الحكم عام 2003 منعطفاً استثنائياً في تاريخ العراق وانظمته السياسية، وكان يفترض بهذا التغير ان يقود الى اعادة بناء الدولة العراقية الجديدة وفقاً لروحية الانظمة السياسية الديمقراطية الليبرالية، وذلك لحل ما اعتبر مشكلةً مزمنة فيما يخص علاقة المواطن بوطنه وعلاقة بقية المكونات بالهوية الجامعة المفترضة لوطن واحد. ورغم ان هذا التغير لم يكن ذاتياً (اي من خلال قوى الشعب العراقي نفسه بل جاء بمساعدة قوى اجنبية خارجية وهي التحالف الدولي بقيادة الولايات المتحدة)، إلا انه كان من المؤمل النجاح في هذه المهمة اسوة بتجارب شعوب اخرى كألمانيا واليابان والنمسا وكوريا الجنوبية وايطاليا...الخ وهي كلها تجارب لم تثبت نجاحها فحسب بل تفوقها الحاسم اقتصادياً وتقنياً بل والأهم ثقافياً و قيمياً من خلال ارساء مبادئ الديمقراطية والمشاركة والاقصاء النهائي لروح التسلط والدكتاتورية، وايجاد الثوابت الوطنية المشتركة وبناء هوية وطنية – انسانية بنفس الوقت و بنجاح ظاهر
HTML5, future to solve cross –platform issue in serious game development
No full textserious games as a learning medium have progressed in the previous couple of years. They have been connected to support learning in different fields, for example, security, medical services, and instruction. Serious games can scale from low spending recreations up to high spending diversions relying upon the recreations' destinations and elements. For example, military may use recreational software with 3D reenactment. This is the majority of scenarios in learning environments focusing on motivation to learn. Nevertheless, game development stays as a tedious, complex, and difficult process. With the use of HTML5, however, there is a growing shift towards web apps as opposed to native code. HTML5 technologies are enabling game applications to run in the browser with some native app functionality. HTML5 has received a great deal of attention since its release in 2009, there are numerous articles and discussions on the Internet. In this work, we present how we can use HTML5 canvas as game engine and use it as a cross platform engine for developing a serious game with implementation of some simple games. We mention the advantage and simplicity of canvas HTML5 for web game development. In addition, we review further cross-platform compilers that support HTML5. Finally, we make a comparison of 10 of cross platform apps that support HTML5 in game development in order to help specify which cross platform can be used in game development generally and serious game specifically
