The role of activating work ethic in reducing manifestations of administrative corruption: An exploratory study of the views of administrative leaders in Koya University in the Kurdistan Region of Iraq
يسعى هذا البحث إلى تفعيل أخلاقيات العمل الوظيفي في الحد من ظاهرة الفساد الإداري, ولتحقيق أهداف البحث تم عمل مسح مكتبي لعرض و توضيح مفاهيم كل من أخلاقيات العمل الوظيفي و الفساد الإداري, بالإضافة إلى تصميم و تطوير استمارة الاستبيان تم توزيعة على القيادات الادارية من عمداء الفكلتيات و معاونيهم بالاضافة الى رؤساء الاقسام العلمية في جامعة كويه باقليم كوردستان العراق. و تتجسد مشكلة البحث في سؤال أساس مفاده: ما دور أخلاقيات العمل الوظيفي في الحد من الفساد الإداري و مظاهرة حسب وجهة نظر المبحوثين. و قد تم بناء فرضييتين رئيسيتين مفادهما:
فرضية الارتباط: هنالك علاقة ذات دلالة احصائية بين تفعيل أخلاقيات العمل الوظيفي في الحد من ظاهرة الفساد الإداري.
فرضية الاثر: هنالك تاثير معنوى لأخلاقيات العمل الوظيفي في الحد من ظاهرة الفساد الإداري.
وتم استخدام مجموعة من الأساليب الإحصائية بالاستعانە ببرنامج (SPSS) و منها النسب المئوية و التكرارات و الاهمية النسبية لتحليل إجابات المبحوثين عن الفقرات الواردة في استبانة البحث وترتيب متغيراتها حسب أهميتها النسبية بالاعتماد على المتوسطات الحسابية والانحرافات المعيارية. تم الاعتماد على معامل الارتباط (بيرسون) لاختبار العلاقة بين متغيرات البحث, و تحليل الانحدار المتعدد لمعرفة اثر المتغير المستقل (أخلاقيات العمل الوظيفي) في المتغير التابع (الفساد الإداري).
و توصل البحث الى وجود علاقة ارتباط و تأثير معنوي بين تفعيل أخلاقيات العمل الوظيفي في الحد من ظاهرة الفساد الإداري. و قد اوصى البحث بضرورة عمل ادارة الجامعة في بذل جهود اكبر لبث مفهوم اخلاقيات العمل الوظيفي كأحد الابعاد التنظيمية و توفير المناخ التنظيمي الملائم للافراد العاملين و إدخال مفهوم أخلاقيات العمل الوظيفي في المعاهد و الجامعات ضمن مناهجها الدراسية كمساقات مستقلة في سنوات الدراسة.This study seeks to activate the job carrier ethic in curbing the phenomenon of administrative corruption. To achieve the objectives of this study secondary data collected to clarify the concepts of both job carrier ethic and administrative corruption. In addition to design and development a survey questionnaire distributed to the administrative leadership of deans and their assistants as well as the heads of scientific departments at Koya University Kurdistan Region –Iraq. The study problem embodied in a basis question that: What is the role of job carrier ethic in the reduction of administrative corruption and its demonstration in the view of the respondents. Two main hypotheses will be tested:
Correlation hypothesis: there is a statistically significant correlation between the activation of job carrier ethic in reducing the phenomenon of administrative corruption.
2. Impact hypothesis: There is a significant impact of job carrier ethic on reducing the phenomenon of administrative corruption.
SPSS program used along with a range of statistical methods for the purposes of analyzing the questionnaire items including percentages and frequency to analyze the respondent's answers of paragraphs contained in the questionnaire. In order to testing the study hypothesis, the study will rely on the correlation coefficient (Pearson) to test the correlation between study variables. Moreover, multiple regression analysis will be used to determine the impact of the independent variable (job carrier ethic) on dependent variable (administrative corruption). The study found that there is a positive correlation and an impact between activate the job carrier ethic in curbing the phenomenon of administrative corruption. Based on the above, this study recommends the necessitate of university management to work to make greater efforts to infuse the concept of ethics career as one-dimensional organizational and regulatory environment appropriate to provide the personnel as well as introduce the concept of career work ethic in institutes and universities within their curricula independent in the years of the study
Detecting Mistranslations Based on Logical Judgement: The Case of English-Kurdish Translation Test at the University Level
This paper explores the possibility of detecting mistranslations based on logical judgement. The paper examines translations carried out from English into Kurdish by translation trainees at the university level. The importance of this method of translation assessment is that the target text (TT) alone is sufficient for the purpose of identifying mistranslations based on logical judgement, without any reference to the source text (ST). The logical judgement can be based on an established fact, general knowledge or common sense. This model of translation assessment is particularly important in translation settings where the process of translation revision is carried out on the translation product alone due to time constraints, such as in the case of journalistic translation. The model can be crucial for translation students and translation examiners alike. On the one hand, it will help translation students to avoid mistranslations that run against logic. On the other hand, it will help translation examiners to detect such mistranslations if and when they occur in an actual translation

This paper presents expansion, enhancement, design and implementation of wireless SCADA systems to control a variety of industrial processes from a master location which include authorizing vast monitoring for pipelines, natural gas, petroleum fields, water and transportation systems, chemical plants, utilities, oil refineries, power generation, electrical grid and an immense assortment of industrialization functionality. Comprehension of the Principle of Good Administration in the Framework of EU Administrative Law
Good administration is a European administrative principle that could be deemed as an instrument for enhancing transparency, legal certainty and predictability in administrative procedures. There is no certain definition for the principle. The definitions differ depending on the disparity of the viewpoints. Charter of Fundamental Right of the European Union classifies the principle as one of the fundamental rights of individuals, while the European Union’s Courts differentiate between the various sub-components of the principle to establish a comprehension for their characteristics. The current article suggests that the principle could be understood from both sides, although perceiving it as a fundamental right would more reasonably establish a stronger protection for the individuals in their contact with the administrative institutions; as the individuals’ rights are now more central in the modern administrative systems around the globe
Utilization of Solar Water Heaters to Reduce Residential Electrical Load
Residential electrical load in Iraq can be divided into five components, lighting, home appliances, heating, cooling and water heating. Water heating component represents the largest residential electric load component in Iraq. The current research aims to test the possibility of using solar water heaters to supply hot water to residential units. Solar water heaters were added to a number of residential units in Mosul city, with the addition of a small electrical heater to provide supplementary heating.

Advanced Methods for Detecting Pelviureteric Junction Dilatation by Two Dimensional Ultrasound
Pelviureteric junction (PUJ) obstruction is a condition frequently encountered in both adult and pediatric patients. Congenital abnormalities and crossing lower-pole renal vessels are the most common underlying pathologies in both men and women. There are different methods for detecting it the most usual, safe, and easy one is by ultrasound scanning. The aim of this study is how to improve the image quality of two dimensional (2D) ultrasound screening of detecting PUJ dilatation using image processing software, image enhancement, and different types of filters, then making comparison which filter is the best to improve the image quality, that helps the medical doctors, and sonographers to make the correct decision and diagnosis. 1357 patients scanned by ultrasound in Harer general hospital for general abdominal scanning, 987 cases among them have detected as urinary tract infection cases among this 987 case there were 73 case of them with PUJ dilatation. The 2D ultrasound images saved, after making image enhancement and using different types of filters (HE, ADH, CLAHE, and Wiener) to enhance four 2D ultrasound images of abnormal kidneys, the result was in each type of filters there were some advantages and disadvantages, so that the best type of filters are (HE and ADH) because the PUJ and pelvis is much more clear and easy to define after using these kinds of filters.

A Hybrid Simulated Annealing and Back-propagation Algorithm for Feed-forward Neural Network to Detect Credit Card Fraud
Due to the ascent and fast development of E-commerce, utilization of credit cards for online buys has significantly expanded, and it brought about a blast in the credit card fraud. As credit card turns into the most prevalent method of installment for both online and also normal buy, cases of fraud associated with it are additionally rising. Many current systems based on artificial intelligence, Fuzzy logic, machine learning, data mining, sequence alignment, genetic programming, and so on have advanced in distinguishing different credit card fake transactions. A reasonable seeing on all these methodologies will absolutely lead to an efficient credit card fraud detection framework. This paper suggested an anomaly detection model based on a hybrid simulated annealing (SA) and back-propagation algorithm for feed-forward neural network (FFNN), which joined the significant global searching capability of SA with the precise local searching element of back-propagation FFNNs to improve theinitial weights of a neural network toward getting a better result for detection fraud.

A Simple Software Rejuvenation Framework Based on Model Driven Development
In the current dynamic-natured business environment, it is inevitable that today’s software systems may not be suitable for tomorrow’s business challenges which indicate that the software in use has aged. Although we cannot prevent software aging, we can try to prolong the aging process of software so that it can be used for longer. In this paper, we outline a conceptual software rejuvenation framework based on model driven development approach. The framework is simple but effective and can be implemented in a recursive five step process. We have illustrated the applicability of the framework using a simple business case study which highlights the effectiveness of the framework. This work adds to the existing literature on software aging and its preventative measures. It also fills in the research gap which exists about software aging caused by changing requirements.

Building Kurdish Chatbot Using Free Open Source Platforms
Chatbot is a program that utilizes natural language understanding and processing technology to have a human-like conversation. Nowadays chatbots are capable to interact with users in world’s majority languages. Unfortunately, bots that interact with Kurdish users are rare. This paper is an attempt to bridge the gap between chatbots and Kurdish users. This paper tries to implement a free open source platform (pandorabots) to build a Kurdish chatbot. I present a number of challenges for Kurdish chatbot at the last section of this work.

ديوان رةنطدان للشاعر شيَركؤ بيَكةس هي واحدة من هذه المجموعات ذات العلامات المميزة، لأن الشاعر استخدم 1219 الألوان و العديد من الكلمات كعلامات مميزة فى قصيدة. اغلبية الألوان المستخدمة فى قصيدة هي الأزرق،الأسود، الأحمر ،الأبيض.
لكل لون من هذه الألوان لها معانيها الخاصة وآثارها الدقيقة مختلف الثقافات و النصوص ، حيث كان لها الاثر الفعال على اراء الناس، فهو يقوم بتصوير دور الالوان و علاقتة بحياة الناس، وهكذا فان استخدام رةنطدان و التى تعنى باقة الوان لا تخلو من الهدف، و لكنها تطرق بكل ماله من علاقة بالجوانب البيئية والنفسية والفكرية والثقافية للحياة.
Semiotics is one of the modern critical methods of postmodernism in which through signs, it digs deep into the depth of a text.Sherko Bekas’s Rangdan collection is one of the collections in which signs are used abundantly because the poet uses colours 1219 times and many words are used as signs. The most used colours are blue, black, red and white. Each of these colours has its own meanings and implications in different cultures and texts; it has its role on people’s views, and it depicts roles of colours in relations to the lives of people. Hence, the use of Rangdan, which means the collection of colours, is not without purpose, but it has everything to do with environmental, psychological, intellectual and cultural aspects of life
