No full textPersoalan sampah di Kota Bandung selalu menjadi sorotan berbagai pihak. Julukan Kota Kembang berubah menjadi “kota terkotor”. termasuk Kelurahan Maleer Kecamatan Batununggal Kota Bandung. Kelurahan Maleer belum memiliki sistem layanan pengelolaan sampah terpadu dengan layanan penyediaan fasilitas penampungan/TPS serta sarana pengangkutan sampah. Berdasarkan isu permasalahan yang muncul, maka Pemerintah Kota Bandung telah mengeluarkan instruksi Walikota Bandung No. 002 Tahun 2013 tentang Pengelolaan Sampah. Tujuan dari penelitian ini adalah untuk mengetahui dan menganalisis Besarnya Pengaruh Implementasi Kebijakan Pemerintah Daerah terhadap Efektivitas Program Pengelolaan Sampah Berbasis Rumah Tangga di Kelurahan Maleer Kecamatan Batununggal Kota Bandung.
Analisis masalah penelitian dilakukan dengan menggunakan pendekatan teori Implementasi Kebijakan dari Edward III dalam Winarno, (2014: 125-127), berdasarkan faktor-faktor Komunikasi, Sumber-sumber, Sikap Pelaksana (kecenderungan-kecenderungan sikap perilaku) dan Struktur Birokrasi. Adapun untuk variabel Efektifitas peneliti mengacu pada pendekatan teori sebagaimana dikemukakan Duncan dalam Steers (1985:53) yaitu Pencapaian Tujuan, Integrasi dan Adaptasi. Metode yang digunakan dalam penelitian ini adalah metode eksplanasi dengan teknik pengumpulan data melalui observasi, wawancara, dan penyebaran angket.
Hasil penelitian menunjukkan terdapat pengaruh positif dan signifikan dari implementasi kebijakan pemerintah daerah terhadap efektivitas pengelolaan sampah berbasis rumah tangga di kota Bandung

It is hoped that with the presence of Law Number 11 of 2012 can help solve various problems of children facing the law, which increasingly, increasing with a wide range of cases. Correctional Center which is a correctional technical implementation unit that carries out the duties and functions of community research, mentoring, supervision, and mentoring". In this case Bapas has the duty and function to carry out assistance to the child facing the law from the moment in the investigation process until the implementation of the judge's decision. As a human being, a child as a member of society, also has the right to be protected and respected and not treated arbitrarily by more mature people especially in this case by society, which is expected to help supervise children facing the law. The participation of Community Guidance is necessary to assist the child in bridging the needs of children who are dealing with the law. In the process of making news events in the Police, for example, in addition to being accompanied by parents and legal advisors, it is also necessary to be accompanied by the Chairman of The Neighbor's Harmony or the Chairman of The People's Harmony who knows the attitude and practice of the child in the middle of his community. The results showed that the involvement of community advisers who were not optimal, could lead to the rights of children to get justice and protection could not be fulfilled. The child will again commit a violation of the law, if the child returns to the original environment when the child commits a crime. So in addition to parental supervision, mentoring by community supervisors to children who have not committed a crime or who have finished coaching in the Special Child Coaching Institute, needs to be improved, especially the role of Community Guidance towards ABH

Get PDFUnemployment and Poverty are the main issues in most countries, including Indonesia. It is a general problem, considering the high unemployment level is the main problem in every developing country. Therefore, social entrepreneurs becomes necessary. Indonesia needs figures that can help the government by not only helping the society but also by directing them to achieve a better economy and social life individually. Social entrepreneur is supposed to be a solution to accelerate the decrease of unemployment and poverty rate. That’s because social entrepreneurs offer advantageous benefits from only providing job vacancy. Entrepreneurship gives vast benefits because it doesn’t only deal with the employees, from work partners, but also the whole society. Thus, a research about social characters in order to find out an individual characters that distinguish scoial entrepreneurs from the mediocre ones.
This research aims to find out the idea of social entrepreneurship and to identify the social characters within social entrepreneurs in Bandung City i.e., CV. Energi Persada, PT. Greeneration Indonesia, Amygdala Bamboo, dan CV. Wahana Putra Ideas, with variables of Social Value, Civil Society, Innovation, Economy Activity, dan Social Outcome.
The method in this research is qualitative method. Twelve people; Three people from each company, consisted of two internal members of the company and one external member of the company which is a citizen involved with the company, are interviewed for the research. Data for the research are collected from interview and report with the involved ones. Data are analyzed by the researchers, referring to the theory.
Based on the result of the data processing from the four entrepreneurs, All social entrepreneurship i.e. CV. Energi Persada, PT. Greeneration Indonesia, Amygdala Bamboo, dan CV. Wahana Putra Ideas, have done their business based on the five variables of social characters i.e., Social Value, Civil Society, Innovation, Economy Activity, dan Social Outcome.
Based on result of the the research, becoming a social entrepreneur requires social characters, such as Social Value, Civil Society, Innovation, Economy Activity, dan Social Outcome. Social entrepreneurs can be a partner for the government to develop the country, as social entrepreneurs are proven capable decreasing the poverty and unemploment level
KOMUNIKASI POLITIK DALAM FUNGSI BUDGETING DPRD KABUPATEN INDRAGIRI HULU
Get PDFThe purpose of this study is to gain an understanding and know the factors that influence political communication and budgeting functions of the Indragiri Hulu District Parliament. Research informants numbered 6 people who were determined through incidental sampling. The results of this study indicate that in the determination of the budget, Indragiri Hulu Regency DPRD through the Budget Agency together with the Regional Government Budget Team (TPAD) agreed on the General Budget Policy - Priority Budget Ceiling (KUA-PPAS) based on the budget guidebook. Political communication in the budget function has a distinctive form, strategy, media and activity, political construction that leads to interests built on the reality of knowledge, public awareness, public discourse resulting from the political construction of budget management, the relationship between government spending and regional revenues so the budgeting function works based on fiscal policy, the allocation function and the principle of equitable development. The APBD also forms the basis for regional financial control, inspection and supervision activities as seen from the budget cycle of the APBD budget which starts on January 1 and ends on December 31 of the year concerned consisting of the preparation and stipulation of 1 year before the fiscal year, implementation 1 year during the year current budget and APBD accountability reports.

KINERJA DOSEN YANG DIPENGARUHI BUDAYA ORGANISASI DAN KOMPETENSI DOSEN
No full textTujuan dari penelitian ini yaitu untuk mengetahui besarnya pengaruh budaya organisasi dan kompetensi terhadap kinerja dosen pada Fakultas Ekonomi dan Bisnis Universitas Langlangbuana. Metode penelitian yang digunakan adalah metode deskriptif dan verifikatif dengan pendekatan kuantitatif. Teknik penentuan data dalam penelitian ini yaitu menggunakan populasi dengan jumlah responden sebanyak 42 orang. Metode analisis data yang digunakan adalah analisis jalur (path analysis) dengan menggunakan bantuan software SPSS versi 26. Berdasarkan hasil penelitian diperoleh hasil secara parsial budaya organisasi berpengaruh terhadap kinerja dosen serta kompetensi berpengaruh terhadap kinerja dosen. Begitupula secara simultan terdapat pengaruh antara budaya organisasi dan kompetensi terhadap kinerja dosen

Get PDFDesign and manufacture of paper pulp machine with raw corn skin waste as one of the efforts in the development of IKM in the countryside, and other purposes to manage and utilize corn skin waste into pulp pulp so that it becomes a useful value, can even improve the economy of the community, especially in rural areas. Corn skin waste is very abundant and mostly burned, resulting in reduced soil fertility rates even feared to cause air populations. Corn skin waste processed with environmentally friendly insights, this condition that makes researchers conduct technology-based development appropriately. The manufacture of appropriate technology for the manufacture of pulp machines including: (1) design, (2) construction manufacturing, (3) trials. The results of the design and trials conducted at pulp production capacity of 200 kg/h, then the technical specifications are: (1) length = 1,250 mm, (2) width = 1,000 mm, (3) height= 1,500 mm, (4) weight= 200 kg, (5) motor power= 8 PK. From the results of operation and calculation of economic analysis is known the amount of selling price per unit is Rp 30,000,000 and the price of corn skin waste pulp is around Rp 4000 -Rp 5000/kg. The development of pulp bubr paper made from corn skin waste in collaboration with small craftsmen to make art paper, map, bag, egg place, fruit tembat, souvenirs, frames, invitation cards and others. It is expected that the machine is feasible to be applied to increase the added value of farmers, the creation of jobs and local native income (PAD)

Get PDFPandemi Coronavirus disease (Covid-19) belum dapat diprediksi kapan berakhir. Menurut ahli, penyebarannya masih akan terus terjadi. World Health Organization (WHO) malah mengingatkan bahwa virus ini mungkin tidak akan pernah pergi. Penambahan kasus terkonfirmasi positif Covid-19 di Indonesia masih konsisten naik turun. Himbauan untuk disiplin menjalankan protokol kesehatan tak henti-henti digaungkan. Penerapan protokol kesehatan yang ketat di sekolah menjadi komitmen kuat dari pihak sekolah agar sekolah tidak menjadi cluster baru penyebaran Covid-19 ini. Pelaksanaan aktivitas sekolah harus memenuhi syarat dan daftar pemeriksaan (ceklist) kesiapan sebelum membuka sekolah di masa Pandemi Covid-19 yang termuat dalam Surat Keputusan Bersama Empat Kementerian tentang Panduan Penyelenggaraan Pembelajaran pada Tahun Ajaran dan Tahun Akademik Baru di Masa Pandemi Covid-19. Syarat dan daftar ceklist tersebut merupakan manifestasi dari penerapan protokol kesehatan di sekolah. Menerapkan protokol kesehatan sebagai kebiasaan baru di sekolah tentu tidak akan mudah. Tantangannya adalah dengan munculnya berbagai masalah. Masalah yang dihadapi SD Negeri 166 Ciateul dalam menerapkan protokol kesehatan di sekolah, diantaranya: 1) Keterbatasan tempat cuci tangan sebagai sarana penerapan protokol kesehatan di sekolah; dan 2) Kurangnya pemahaman orangtua peserta didik tentang pentingnya penerapan protokol kesehatan di sekolah. Kegiatan yang dilakukan sebagai solusi dari masalah tersebut adalah: 1) Pendampingan pengadaan tempat cuci tangan sebagai sarana penerapan protokol kesehatan di sekolah; dan 2) Sosialisasi tentang pentingnya penerapan protokol kesehatan di sekolah kepada orangtua peserta didik. Target capaian kegiatan, meliputi: 1) Tersedianya tempat cuci tangan sebagai sarana penerapan protokol kesehatan di sekolah; dan 2) Meningkatnya pemahaman orangtua peserta didik tentang pentingnya penerapan protokol kesehatan di sekolah
