Rethinking Urban Strategies : A Closer Look at Small City Competitiveness in the Philippines

application/pdfThe traditional focus of urban development policies on primary cities has increasingly been challenged, highlighting the need to explore the economic potential of smaller and medium-sized cities. Given that a significant proportion of the global population resides in cities with fewer than 300,000 inhabitants, a comprehensive assessment of their socio-economic performance is essential. This study examines the competitiveness of cities in the Philippines, where urban areas are predominantly small to mid-sized, by analyzing data from the Cities and Municipal Competitiveness Index (CMCI) for 146 cities. The findings indicate that larger cities—defined as those with populations exceeding 500,000—generally exhibit stronger socio-economic performance but are also associated with higher costs, particularly in terms of rent. While larger cities outperform across multiple dimensions of competitiveness, including economic dynamism, government efficiency, infrastructure, resilience, and innovation, several small and medium-sized cities surpass national averages and rank among the most competitive urban areas. Notably, cities such as Pasay, Iloilo, Naga, and Legazpi demonstrate high competitiveness due to their strategic location, economic vitality, infrastructure development, strong governance, disaster resilience, and innovation-driven policies. These findings underscore the potential of smaller cities to contribute significantly to economic growth and development, warranting greater policy attention toward fostering their competitiveness.departmental bulletin pape

application/pdfThis paper discusses how local economic and non-economic activities beyond the scope of the market mechanism can be operated sustainably. We first describe the background of a sustainable regional system by introducing the established literature that is relevant to this study. We then provide a formal representation to detect some important factors for a sustainable regional economic system within the framework of location theory. Finally, we suggest policy implications for local governmentsʼ urban and regional planning from the standpoint of wellbeing and quality of life.departmental bulletin pape

Japanese People’s Knowledge of Foreign Countries

application/pdfHow do Japanese people perceive the countries around the world? How do they obtain information about foreign countries? This study examines what kind of knowledge and impressions that contemporary Japanese people have about foreign countries, and the factors that shape their perceptions. The results of the two surveys showed that media exposure indicators (including the internet media) were positively correlated with respondents’ accurate knowledge about foreign countries. Additionally, socio-economic variables such as gender, education level, and assets also had significant impacts on respondents’ knowledge. These results suggest that individuals in socially advantageous status tend to have more knowledge about foreign countries. Moreover, contrary to previous research, political conversations and online communication appeared to have a rather negative effect.departmental bulletin pape

Promotion of Local Tourism through Music Artists: Case Studies of Hakodate and Tsuyama

application/pdfThis study surveys regions that are implementing music tourism in sacred places, and categorizes the types of such initiatives currently implemented. It also examines how to foster the element of place of origin , which is important for this kind of tourism. First, we summarize the relationship between regionality and music in Japan. We then report on a situation in which music artists have begun to turn their attention to their regions in recent years. For this, Hakodate City, Hokkaido (the birthplace of GLAY) and Tsuyama City, Okayama Prefecture (the birthplace of Inaba of B’z) were selected as survey target areas. The Hakodate City survey indicated that there were three categories of sacred sites, and two types of pilgrimage-type music tourism in sacred sites: recurring initiatives that fans could partake in at any time, and temporary initiatives that host fans for concerts and other events. Meanwhile, the study conducted in Tsuyama City showed that communication occurred between fans and local residents. Finally, this study argues that a combination of recurring and occasional initiatives is important for pilgrimage-type music tourism in sacred-sites. It also postulates the possibility of these initiatives transforming the fans who communicate with local residents from fans of the music artists into fans of the local community.departmental bulletin pape

departmental bulletin pape
