    Local Deities in the Pantheons of the civitates in the North-West of Hispania. Processes of Change, Integration and Identity Creation

    EnThis paper analyses a group of public and private religious inscriptions that mention local divinities found in the northwest of Hispania citerior (conventus Asturum, Bracaraugustanus and Lucensis). The aim is to discover the changes of pre-existing pantheons and to identify the divinities and cults that may have played a role in the integration of local communities, as well as explore the creation of the new identities -created or reorganised by Rome- in this territory, characterised by the scarcity of urban phenomena and the heterogeneity of the civitates. In this sense is particularly remarkable the leading role played in the new civic pantheons by Deus Vagus Donnaegus in the respublica Asturicae Augustae; Deus Aernus in the civitas Zoelarum and Dea Cenduedia as the tutelary divinity of a 'secondary agglomeration' (castellum).ItIn questo saggio vengono analizzate una serie di iscrizioni religiose (pubbliche e private) rinvenute nel nordovest della Hispania citerior (conventus Asturum, Bracaraugustanus e Lucensis) e riferite a divinità locali con l'obiettivo di scoprire il rimodellamento dei pantheon preesitenti. Si cerca di individuare quelle divinità e culti che avrebbero potuto avere un certo ruolo nell'integrazione delle comunità locali e nella creazione delle nuove identità create o riorganizzate da Roma in questo territorio caratterizzato dalla scarsità del fenomeno urbano e dall'eterogeneità delle civitates. Particolarmente degno di nota è il ruolo di primo piano che Deus Vagus Donnaegus ebbe nella respublica Asturicae Augustae; Deus Aernus nella civitas Zoelarum e Dea Cenduedia come nume tutelare di un 'agglomerato secondario' (castellum)

    EnStarting from a rescript of Marcus Aurelius and Lucius Verus, which prohibited the unauthorized sale of public lands, the paper explores further juridical sources referring to analogue bans. Epigraphic documents confirm how the Roman administration aimed at preserving the public properties of local communities by employing various legislative instruments and by resorting to different kinds of magistrates. Eventually, it will be proposed that such a policy was an expression of the financial difficulties which regarded the cities of the Roman Empire in the Antonine age.FrÀ partir d'un rescrit de Marcus Aurelius et Lucius Verus, qui interdisait la vente non autorisée de terres publiques, l'article explore d'autres sources juridiques contenant des interdictions analogues. La documentation épigraphique confirme la volonté de l'administration romaine de préserver les biens publics des collectivités locales en employant divers instruments législatifs et en recourant à différents types de magistrats.     EnThe essay aims to identify the time from which stuprum per vim (heterosexual and homoerotic) was submitted to the legislation on violence: to this purpose, the punitive profile and prescriptive regime of the case are relevant on the one hand, and the relationship between intent and violence on the other. It is also proposed to clarify whether the ascription to the vis legislation was due to the type of conduct or 'quoad poenam'.DeDer Beitrag zielt darauf ab, den Zeitpunkt zu bestimmen, ab dem das stuprum per vim (heterosexuell und homoerotisch) der Gewaltgesetzgebung unterworfen wurde: Zu diesem Zweck sind einerseits das Strafprofil und das präskriptive Regime des Falles und andererseits das Verhältnis zwischen Vorsatz und Gewalt relevant.     Teachers’ and school leaders’ perceptions of SEL programming across the globe — A focus group study

    Successful Social Emotional Learning programming in schools is dependent upon the priorities of and capacity of school leaders to guide this work. This qualitative study explored the global perspectives of teachers and school leaders about the role of school leadership in the acceptance and implementation of transformative social emotional learning in school programming and practices. Participants were 10 teachers and 10 school leaders from multiple countries working with elementary school students. Data were collected using a focus group methodology and a constructivist grounded theory design was employed. Comments were fairly consistent across countries and indicated that both teachers and school leaders shared a positive view about the importance of social emotional learning for their work within and beyond the classroom. Participants’ narratives also reflected perceptions of themselves as underprepared to address social emotional learning and identified social, political, and cultural barriers to this effort. Although limited by its qualitative design, concepts from this study may lead to theory-building, future empirical research, and innovative practice that can be applied globally to increase equitable access to social emotional learning training for educators and programming for students worldwide

    Republicans vs Democrats. A Comparative Look at Congress Foreign Policy in the MENA Region

    This paper compares US foreign policies of Republican and Democratic members of Congress in the Middle East and North Africa (MENA) through 126 laws from 1973 to 2017 and in the light of the concepts of ‘soft,’ ‘hard’, and ‘smart’ powers. The analyses of the laws led to the following findings. Initially, regardless of their party affiliations, all members of Congress agreed on protecting and strengthening Israel through using means of soft and hard powers. Additionally, Republicans are more likely to use means of hard power than Democrats, especially military force. Democrats rely, in fact, more on diplomatic and strategic cooperation. They are also more likely to apply the concept of ‘smart power’, well balancing hard and soft power means. By contrast, Republicans’ resort to hard power is widely unbalanced with that of soft power. Furthermore, they tend to be keener on looking for economic opportunities in the region than Democrats do. Finally, the paper finds out that Democrats are more open and lenient than Republicans in terms of their immigration policies toward the MENA region’s citizens. These findings are generally in line with the available literature. However, the paper’s originality lies in the methodology used to attain them
