    Japan’s Export Bonanza from the Silver Standard, 1885–97: Myth or Reality?

    The paper uses the panel data methodology to reassess the scholarly consensus in the economic history literature (“silver-standard myth”) that attributes Japan’s export boom of the late nineteenth century to the country’s fortuitous adoption of the silver standard. The paper, based on the annual panel data of Japanese trade flows with five gold- and five silver-standard countries for 1885–97, finds that the growth of exports was consistently higher for silver- than for gold-standard destinations (though the difference was statistically not significant), refuting the near-consensus view that the falling relative price of silver stimulated exports to gold-standard countries. This finding should be both logical and intuitive. First, given the higher rate of inflation in Japan, the yen’s real exchange rate did not depreciate during the silver-standard era. Second, Japan, as a small open economy, was a price-taker in world markets. The expansion of Japanese exports can best be understood as resulting from Japan’s increased capacity to produce goods, a surplus of which the country was able to sell at given world prices.working pape

    Migration Behaviors Leaving Metropolitan Areas: Assessing the Impacts of Health Risks and Teleworking in the COVID-19 Context

    An increase in people leaving metropolitan areas (MAs) has been observed in various countries in the first years of COVID-19, and MAs will still be most affected in potential future health crises. Therefore, it is paramount to understand the mechanism of migration leaving the MAs (LMA migration) since it provides insight into how people adjust to health crises. This empirical study aims to investigate the impact of health risks and teleworking on residents’ LMA migration behaviors. It uses microdata from the third to sixth rounds of the Survey on Changes in Attitudes and Behaviors in Daily Life under the Influence of Novel Coronavirus Infection conducted by the Japanese government, and employs fixed effects logit models for estimation. The results demonstrate that metropolitan residents are initially attracted to local areas with lower COVID-19 infection rates. However, this impact reverses several months after the lift of the last public health emergency, and metropolitan residents move to local areas with higher COVID-19 infection rates, where they will potentially have better prosperity and more dynamic interactions. Unemployed individuals are more likely to engage in LMA migration and the employees are less likely to do so, indicating that the entrapment phenomenon is not evident in Japan. Teleworking is found to significantly facilitate LMA migration in the later stages of the health crisis, although it does not have a significant effect over the long term. Moderating effects are detected for teleworking in the sense that it enhances the trade-off between employment opportunities and health risks.working pape

    Stories about Institutions and Patterns of Slow Economic Growth from 21st Century Thailand

    This essay examines how institutions and economic trends have evolved during a period of slow economic growth after 2006, focusing on comparisons to 2000-2006, when the economy recovered from the Asian financial crisis, and the economic boom during 1990-1996. Private fixed investment declined sharply and remained low after 1996, contributing to relatively low growth. Institutional instability, particularly in political and financial markets, increased investor uncertainty and contributed to low growth. In contrast, important improvements in infrastructure, labor productivity and wages, education, health, and poverty reduction continued to boost growth after 2006. Income distribution among households and regions also tended to improve, although changes were small. Thailand’s large international trade, policies that limit both import and domestic competition, and the need to strengthen environmental protection present important policy challenges. The political alignments after the 2023 election offer hope that political parties and other political institutions can mature, stabilize, and help promote rebounds in private investment and growth, while helping promote further gains in education, health, and human capital formation. Literature on development and growth emphasizes the key roles of strengthening and stabilizing institutions that foster peace (the lack of violence, actual or threatened) and human capital formation (through healthcare, education, etc.) because positive externalities are often large in related markets. Fostering continued wage increases driven by corresponding increases in labor productivity (benefitting both producers and consumers) is another important challenge for high-income developing economies like Thailand.working pape

    The Impact of Intergenerational Transfers on the Distribution of Wealth: An International Comparison

    Abstract: In this paper, I analyze detailed data on intergenerational transfers in 4 countries (China, India, Japan, and the United States) from the “Japan Household Panel Survey on Consumer Preferences and Satisfaction (JHPS-CPS)” which has been conducted by the Institute of Social and Economic Research of Osaka University in these 4 countries since 2003, in order to shed light on the impact of intergenerational transfers on household wealth disparities and on possible reasons for the substantial differences in household wealth disparities among the 4 countries. Almost all of the evidence I present suggests that intergenerational transfers have a disequalizing impact on household wealth disparities and promote the transmission of household wealth disparities from generation to generation in all 4 countries although the magnitude of these effects varies considerably from country to country. Moreover, the evidence I present sheds considerable light on possible reasons for the substantial differences in household wealth disparities among the 4 countries.working pape

    九州の農林水産物輸出拡大戦略に関する研究

    本研究の目的は、日本および九州の農業の活性化のために求められている、農林水産物・食品の輸出の可能性を探り、特に、北九州空港からの航空貨物便による輸出を念頭におき、九州の農産物のアジア諸国・地域への輸出拡大の方向性を検討することにある。 まず、九州農業の日本における位置づけを統計的に明らかにし、他地域に比べ水稲の比重が低く畜産の比重が高いこと、九州からの農林水産品輸出では、水産物と林産物の割合が高いことが確認される。また、輸出にむけた体制作りをどのように行っているかを概観してから、アジア諸国・地域にむけた日本の農林水産物・食品の輸出の現状と推移および、各地域の市場としての特徴を明らかにする。 農産物の輸出振興は第二次安倍政権下で進められてきたが、どのような政策が施行され、今日どのように引き継がれているのかを見て、その延長にある九州での取り組みを紹介する。その上で、航空貨物による農産物輸出に焦点を当てその実態をあきらかにする。 新型コロナ前の航空便による農産物輸出の取り組みとして、沖縄那覇空港における国際物流ハブ機能を活用したアジアへの農水産物輸出を取り上げ検討する。沖縄県の「国際物流拠点形成」構想と全日空の「アジア主要都市を繋ぐ国際航空貨物ネットワークの構築」という戦略で、高品質・ハイスピード輸送を目指す沖縄貨物ハブに、さらに、ヤマト運輸との沖縄ハブを活用した国際クール宅急便のサービスが加わる。コロナ禍による国際便運休のため運用開始まもなく中止を余儀なくされたが、この取り組みは北九州空港の活用に大いに参考になる。 一方、農林水産物の航空貨物による輸出の実態調査が、国土交通政策研究所により行われている。これは特定の1日の調査にすぎないが、農林水産物が生産現地からどのような経路を経て、海外の目的地に輸送されているのかが明らかにされており、有益な情報を提供する。この調査結果から、北九州空港および福岡空港を経て輸出される農林水産物とその経路が解明されており、今後の北九州空港の活用方法の検討に有益である。 国内物流は、自動車運転業務における時間外労働時間の上限規制(2024年問題)のため、陸上輸送に代わり航空輸送の重要性が高まるとみられている。そんな中、ヤマト運輸が日本航空と提携し貨物専用機を、2024年4月から運航することを決めた。北九州空港はそのための九州唯一のフレーター空港として選ばれた。首都圏と九州を結ぶだけでなく、将来的には全国各地の空港とネットワークで結び、農産物輸出においてもアジアへのゲートウェイとして機能することが期待される。そのための条件と解決すべき課題について最後に検討する。research repor

    ゲーム依存症を抱える子ども・若者の自立支援 ―東アジアの取り組み―

    世界保健機構(WHO)は2019年5月25日、日常生活に支障をきたすほどゲームに没頭する「ゲーム障害(Gaming Disorder)」を、新たな依存症として正式に認定した。「国際疾病分類(ICD)」の中で「依存症」と位置付けられ、WHOの年次総会で採択された。この分類は2022年1月から施行され、ゲーム障害(ゲーム依存症)がアルコールやドラッグと並び、治療が必要な正式な疾病となっている。 台湾では、もともとゲーム好きな文化があるが、インターネットとスマートフォンの普及につれて、ゲーム人口が一層拡大し、ゲーム依存症が社会問題となっている。子供の教育と健康を重視する台湾社会では、ゲーム依存症の蔓延を警戒しており、ゲーム依存症を抱える青少年の治療と自立支援に関する取り組みを2010年ごろから官民連携で推進している。 本章は、5節から構成される。次の第2節では、台湾におけるゲーム依存症の実態を紹介する。第3節では、法整備と啓発教育を中心とする台湾のゲーム依存症防止策を紹介する。第4節では、台湾における依存症を抱える青少年に対する治療と自立支援の取り組みを考察する。最後の第5節では、台湾の依存症対策から得られる示唆を示す。research repor

    外国人介護労働者に対する日本人の態度に影響を与える要因:4つの大都市圏からの証拠

    本研究は、三大都市圏(東京都市圏・名古屋都市圏・大阪都市圏)と地方にある福岡都市圏(福岡市と北九州市が中心)など4つの大都市圏を対象とする「外国人介護労働者に対する都市圏住民の意識に関する調査」(「AGI-九大2021年調査」)の個票データを用いて、外国人介護者に対する態度に与える住民の個人属性の影響を検証した。主な分析結果は次のように要約できる。 ① 4つの質問で示されている外国人介護者に対する住民の態度について、回答者の「学歴」と「国際交流経験」は、すべて統計的に有意なプラスの影響を与えている。この分析結果は、先行研究とも一致している。 ② 外国人介護者に対する住民の態度に関する4つの質問のうちの3つについて、回答者の「年齢」は、統計的に有意なプラスの影響を与えている。一方、この4つの質問のうちの1つについて、「ジェンダー(男性)」は統計的に有意なプラスの影響を与えている。 ③ (福岡市と北九州市から構成される)福岡都市圏の住民は、三大都市圏の住民よりも外国人介護者に対して友好的な態度を持っている。 ④ 住民の「地位」は、外国人からの介護サービスに対する態度に対して、マイナスの影響を与えている。 上の実証分析の結果を踏まえて、外国人介護者の受け入れをより効果的に推進するために、いくつかの対策を提言している。research repor

    内外無差別化の必要性

    現在、旧一般電気事業者(旧一電)の発電部門は、社内小売部門とのみ、変動数量契約の一種を結んでいる。この契約には、契約で購入した電力の、取引所への再販禁止などの条件が付けられている。この契約を「UR 契約」とよぶ。 本稿は、UR 契約が社内でのみ結ばれていることが、次の弊害を生んできたことを指摘する。第 1 に、複数価格の併存が、社会的に非効率的な資源配分をもたらす。第 2に、市場価格高騰時に価格高騰を増幅させる。第 3 に、発電部門による取引所への販売量の変動が、先物市場の発達を阻害する。 日本の UR 契約には、高い水準の取引上限値が設定されている。そのため、気温の上昇のように旧一電小売部門の電力需要を増大させる要因が生じた際にも、小売部門の需要量が UR 契約の上限量を超えない需要量に留まり、小売部門は新電力に比べて安い契約価格で購入し続けることができる。これが上記の弊害の原因である。 発電部門が UR 契約を結ぶためには、小売側に対して、契約に基づいて購入した電力の取引所への再販売禁止などの契約条件を、遵守させる必要がある。ただし、発電部門にとって、新電力に対して、これらの義務付けの遵守を監視するためには、社内取引で行う場合と比べて大きな監視コストが追加的に掛かる。このため、発電部門は、新電力とは UR 契約を結んでこなかった。 一方、契約における内外無差別、すなわち「すべての小売事業者が、旧一電の小売部門と同一の契約条件の契約を、旧一電の発電部門と結べること」が義務付けられた場合、旧一電の発電部門にも、新電力に対する監視コストに見合った禁止的に高い料金を取らざるを得なくなる。この結果、日本で現在行われている UR 契約は、諸外国と同様に存在しなくなり、UR 契約が生む上記弊害を取り除去される。working pape

    台湾・高雄市におけるスタートアップ推進 -「亜灣5G AIoT創新園区(Asia New Bay Area-5G AIoT)」と 「亜灣新創園(Startup Terrace Kaohsiung)」の事例研究-

    本研究は、台湾・高雄市における近年の産業革新の取り組み、とりわけスタートアップ推進について、その背景を含めて解説することを目的とする。高雄市は重化学工業を主体に発展してきた歴史があるが、近年、産業革新と伝統的産業・企業のDX推進の必要性が叫ばれていた。このため、高雄市におけるデジタル新技術の発展と応用の推進を使命とする「亜灣5G AIoT創新園区(Asia New Bay Area-5G AIoT)」開発が策定された(2021年5月)。同創新園区は高雄市政府に加え中央政府の多数の部局がリソースを持ち寄って共同で推進している大規模なプロジェクトであり、5つの産業・文化施設を活用した台湾最大規模の5G AIoTの実証実験フィールドである。 加えて、同創新園区内に、国際的スタートアップ基地として「亜灣新創園(Startup Terrace Kaohsiung)」が開設された(2021年12月)。亜灣新創園には、複数のアクセラレータが入居し、スタートアップの育成を行う。単一の相談窓口を設置し各種サービスを提供する。近隣施設との連携による実証実験の実施、スタートアップと地元企業との連携促進、国際連携支援(海外スタートアップのソフトランディングと国内スタートアップの国際展開)を行っている。2022年末までに、亜灣5G AIoT創新園区および周辺地域に国内外の多数の大企業が進出した。様々な実証実験が実施され、地元伝統的産業・企業における5GAIoT技術導入によるDX 推進への支援も行われた。本稿では、こうした取り組みの経緯、実施方策、成果、今後の課題について分析する。working pape

    Political Outcomes and Institutional Trust in the Aftermath of an Emergency

    The world has been in the grip of a democratic recession and authoritarian regimes and autocratic rules are on the rise. The recent responses to the COVID-19 pandemic have further exacerbated the situation undermining democratic rule in many countries. For example, to curb the spread of the coronavirus, governments, including democratic nations, implemented policies limiting individual human rights, such as lockdowns, travel restrictions, and mandatory closures of establishments. In the short term, the effects are quite clear. However, the long-term effects of these emergency/authoritarian measures are unclear because we do not have sufficient data. In this project, I examine the long-term effect of such a state of authoritarian emergency rule. I consider India, the world's largest democracy, as a case study. The short-term emergency rule implemented in India between 1975 and 1977 serves as a historical example to analyze the lasting effects of such measures. My main finding is that the emergency rule has had a first-order impact on the decline of the political dominance of the then-incumbent party. The emergency rule can explain as much as a 28-percentage point drop in the incumbent candidates' probability of winning elections in subsequent years. Finally, I examine the enduring consequences, revealing that the present-day trust in politicians remains low in places where the emergency measures were high. Overall, this project sheds light on the long-term effects of the implementation of authoritarian rule undermining democracy and human rights, contributing to our understanding of the ways in which such measures can shape political attitudes and affect trust. The findings of this study will be of significant interest to academics, policymakers, and individuals engaged in the ongoing debate regarding the balance between emergency measures and democratic governance.research repor
